आम आदमी पार्टी के वरिष्ठ नेता दुर्गेश पाठक ने कहा कि भारतीय जनता पार्टी शासित नार्थ एमसीडी में झूठा सर्वे प्रस्तुत करके हजारों लोगों की जान को खतरे में डालना, यह एक प्रकार से कानूनन अपराध है। उन्होंने कहा कि 15 जुलाई को सौंपी गई सर्वे रिपोर्ट में दावा किया गया है कि 8 लाख मकानों में से सिर्फ 2 मकान ही गिर सकते हैं, जबकि नार्थ एमसीडी के मेयर जय प्रकाश के क्षेत्र में कल एक मकान गिर गया था, जिसमें एएसआई की मौत हो गई और आज बटवाला चौक एक मकान गिर गया। दुर्गेश पाठक ने कहा कि आम आदमी पार्टी मांग करती है कि नार्थ एमसीडी के मेयर जय प्रकाश व सर्वे में शामिल अधिकारियों के खिलाफ आपराधिक केस दर्ज कर उनको जेल भेजना चाहिए।
आम आदमी पार्टी के वरिष्ठ नेता दुर्गेश पाठक ने पार्टी मुख्यालय में एक पत्रकार वार्ता को संबोधित करते हुए बताया कि दिल्ली नगर निगम हर वर्ष दिल्ली में स्थित इमारतों के संबंध में एक सर्वे करती है। जिसके माध्यम से यह रिपोर्ट जारी की जाती है कि दिल्ली में कितनी इमारतें गंभीर स्थिति में है और कितनी ठीक है, कौन सी इमारत गिर सकती है और कौन सी इमारत मजबूत है। इसी प्रक्रिया के तहत पिछले महीने 15 जुलाई को उत्तरी नगर निगम ने अपने क्षेत्र से संबंधित एक रिपोर्ट प्रस्तुत की है। रिपोर्ट के मुताबिक क्षेत्र में 8 लाख इमारते हैं, जिन का निरीक्षण किया गया और उत्तरी नगर निगम के सर्वे के मुताबिक, पूरे क्षेत्र में मात्र दो ही इमारत ऐसी हैं, जो गंभीर स्थिति में है और गिर सकती हैं। अर्थात 8 लाख मकानों में से मात्र दो ही ऐसे मकान हैं, जो गिर सकते हैं, बाकी सभी मकान मजबूत हैं, गिरने वाले नहीं है। ऐसा भाजपा शासित उत्तरी नगर निगम के मेयर साहब जय प्रकाश जी के अधीन काम करने वाली निरीक्षण कमेटी का कहना है।
दुर्गेश पाठक ने कहा यह बेहद ही चैंकाने वाली और आश्चर्य जनक बात है कि कल हमने एक प्रेस वार्ता के माध्यम से सदर बाजार के वार्ड 80 जहां से भाजपा के उत्तरी नगर निगम के मेयर साहब निगम पार्षद भी हैं, उस क्षेत्र के रामबाग रोड स्थित एक तीन मंजिला इमारत के धराशाई होने की जानकारी का खुलासा किया था, जिसमें दिल्ली पुलिस के एक एसआई जाकिर हुसैन जी की मृत्यु हो गई थी और एक अन्य पुलिसकर्मी देबू सिंह जी की हालत अभी भी गंभीर बनी हुई है। आप सभी को यह जानकर बेहद आश्चर्य होगा कि आज सुबह उसी वार्ड-80 में स्थित बरवाला चौक पर एक और इमारत धराशाई हो गई।
भाजपा के उत्तरी नगर निगम के मेयर जयप्रकाश जी के अपने ही वार्ड में कल से लेकर आज तक दो इमारतें धराशाई हो चुकी हैं और जयप्रकाश जी की निरीक्षण कमेटी कहती है कि उनके पूरे क्षेत्र में मात्र दो ही मकान ऐसे हैं जो गंभीर स्थिति में हैं। यह घटना इस बात को साबित करती है की जय प्रकाश जी की निरीक्षण कमेटी द्वारा किया गया सर्वे ठीक नहीं है। मन में एक शक पैदा होता है कि इस सर्वे में भी शायद रिश्वत खाई गई है। यह घटना केवल उत्तरी नगर निगम की निरीक्षण कमेटी द्वारा किए गए सर्वे पर ही नहीं, बल्कि पूरी दिल्ली में नगर निगम द्वारा इमारतों के संबंध में जो सर्वे किया जाता है, उस पर प्रश्नचिन्ह लगाती है, उसकी विश्वसनीयता पर प्रश्नचिन्ह खड़ा करती है।
भाजपा शासित उत्तरी नगर निगम के इस फर्जी सर्वे पर चिंता व्यक्त करते हुए दुर्गेश पाठक ने कहा कि जिस प्रकार से कल एक इमारत के गिरने के कारण दिल्ली पुलिस के एसआई जाकिर हुसैन जी की मृत्यु हो गई और एक अन्य पुलिसकर्मी गंभीर रूप से घायल है, न जाने ऐसी कितनी ही इमारते हैं जिनके गिरने से सैकड़ों लोगों की जान को खतरा हो सकता है। इस प्रकार से झूठा सर्वे प्रस्तुत करके हजारों लोगों की जान को खतरे में डालना यह एक प्रकार से कानूनन अपराध है। यह जानबूझकर भ्रष्टाचार में डूबी हुई भाजपा शासित नगर निगम द्वारा दिल्ली की जनता की जान के साथ एक खिलवाड़ है।
दुर्गेश पाठक ने मीडिया के माध्यम से मांग की, कि जयप्रकाश जी और उनके अधीन कार्यरत सर्वे कमेटी के खिलाफ तुरंत प्रभाव से एफआईआर दर्ज होनी चाहिए और इस प्रकार की लापरवाही के कारण इन लोगों को सख्त से सख्त सजा होनी चाहिए। उन्होंने कहा कि यदि इस लापरवाही के कारण कल कोई अन्य मकान इस प्रकार से गिरता है और किसी व्यक्ति की मृत्यु हो जाती है तो उसकी जिम्मेदारी किसकी होगी।

Reiterating Aam Aadmi Party’s demand for an immediate probe in the matter of a three-storeyed building that collapsed in the Sadar Bazaar constituency on Wednesday, senior leader Shri Durgesh Pathak on Thursday said that the role of NDMC Mayor Mr. Jai Prakash and all concerned officials must be objectively investigated by the police. He said that as per an annual survey conducted by the North MCD on July 15, only two out of 8 lakh buildings surveyed were found to be defective and on the verge of collapse. He said that two buildings in the North MCD area have collapsed in one day, which means that the survey which was conducted was a fraud and full of corruption.
Shri Durgesh Pathak said, “A very tragic incident had happened yesterday. An illegal under-construction building in the Bara Hindu Rao area of the Sadar Bazaar constituency had collapsed yesterday, due to which a police personnel ASI Zakir Hussain Ji lost his life, and another police personnel Debu Singh Ji is in a critical condition. Through the media, we had conveyed that the building has collapsed in the Ward No. 80 area of the Sadar Bazaar constituency which comes under North MCD Mayor Jai Prakash Ji. You must be aware that BJP-led MCD, which is the Most Corrupt Department, surveys buildings in Delhi every year, on whether the building is strong, can collapse, has defects, etc, and presents a report based on the survey conducted.”
“Last month on 15th July, the North MCD area that comes under Jai Prakash Ji, presented a report which said that 8 lakh buildings were surveyed by the North MCD, and only two buildings were found to be on the verge of collapsing. That only two out of 8 lakh buildings which were surveyed, were on the verge of collapsing, was reported by the agency under BJP MCD mayor Jai Prakash Ji. However, one more building in the same area has collapsed early in the morning in the Batwana Chowk area. Two buildings have collapsed in his area since yesterday, and his agency report had said that only two out of 8 lakh buildings were defective. The survey that was conducted is incorrect and unfair. There has been corruption done in carrying out the survey. The entire survey conducted by the MCDs across Delhi which tells the status of the buildings in the entire Delhi is a fraud. The North MCD report says that only two out of 8 lakh buildings are defective and on the verge of collapsing, which means that this entire survey is a fraud, corrupt, and a criminal activity.”
Shri Durgesh Pathak said that yesterday, an ASI lost his life and another police personnel is in a serious condition, which means that there could be countless buildings in Delhi that can collapse and people are residing in them, but the MCD reports say that these buildings are working. “This is a criminal activity, this is a plot set up intentionally, and this is the work of a corrupt BJP-led MCD. The Aam Aadmi Party demands that a proper and objective investigation should be conducted in the matter. All the officials along with Jai Prakash Ji who was involved in this matter should be charged for criminal activity, and a case should be filed against them and they should be immediately sent to jail. Tomorrow, no agency will take ownership if another building collapses tomorrow. How can it be possible that only two out of 8 lakh buildings are defective, as stated by North MCD mayor?” he added.
Shri Durgesh Pathak said that the Aam Aadmi Party demands a strict action against all the officials, leaders, and North MCD Mayor who were involved in the survey.
