*संसद के शीतकालीन सत्र में भाजपा का कच्ची कॉलोनियों को नियमित करने पर बिल लाने का कोई प्लान नहीं: राघव चड्ढा
*अनधिकृत कॉलोनियों नियमित नहीं होती तो सड़क से संसद तक आम आदमी पार्टी करेगी आंदोलन: राघव चड्ढा

आज से शुरू हुए संसद के शीतकालीन सत्र में अनधिकृत कॉलोनियों को नियमित करने का बिल नहीं लाने पर आम आदमी पार्टी ने केंद्र की भाजपा सरकार को आड़े हाथों लिया है। आम आदमी पार्टी मुख्यालय में हुई एक प्रेस वार्ता को संबोधित करते हुए आप के वरिष्ठ नेता और पार्टी प्रवक्ता राघव चड्ढा ने कहा कि अब सिर्फ और सिर्फ दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल ही अनधिकृत कॉलोनियों को पक्का करवाने का काम करवा सकते हैं।
राघव चड्ढा ने कहा कि केंद्र की भाजपा सरकार ने दिल्ली की अनधिकृत कॉलोनियों को नियमित करने के मुद्दे पर बड़ी बड़ी बातें की लेकिन इन बातों की ज़मीनी हकीकत कुछ और ही है। आज से शुरू हुए संसद के शीतकालीन सत्र में भाजपा सरकार 27 नए बिल लेकर आएगी लेकिन ये दुर्भाग्यपूर्ण है कि नए बिल की सूची में अनधिकृत कॉलोनियों को नियमित करने का बिल शामिल नहीं है।
इस मुद्दे पर बात करते हुए श्री राघव चड्ढा ने बताया की संसद के हर नए सत्र से पहले लोकसभा अध्यक्ष द्वारा सर्वदलीय बैठक बुलाई जाती है जिसमें देश के प्रधानमंत्री, गृहमंत्री और संसदीय कार्यमंत्री भी आते हैं। साथ ही देश के हर राजनैतिक दल जिनका संसद में प्रधिनित्व है वो भी अपने दल के नेताओं को इस बैठक में भेजते हैं। इस सर्वदलीय बैठक में केंद्र सरकार जो नए बिल लाना चाहती है, उन पर चर्चा होती है।
श्री राघव चड्ढा ने कहा की ‘ऐसी ही सर्वदलीय बैठक कल बुलाई गयी जिसमें इस संसद सत्र में पेश होने वाले 27 नए बिलों पर चर्चा की गयी पर इन 27 बिलों में से एक भी बिल अनधिकृत कॉलोनियों को नियमित करने के मुद्दे पर नहीं था। इस सर्वदलीय बैठक में केंद्र सरकार संसद में चर्चा योग्य महत्वपूर्ण मुद्दों की लिस्ट भी सामने रखती है , लेकिन अफ़सोस की बात है की इस लिस्ट में भी अनधिकृत कॉलोनियों को नियमित करने का मुद्दा नहीं था।’
श्री राघव चड्ढा के आगे कहा की महाराष्ट्र और हरियाणा में चुनाव खत्म होते ही भाजपा दिल्ली की अनधिकृत कॉलोनियों को नियमित करने की बात करने लगी। ‘हम उनको बताना चाहते हैं कि दिल्ली की अरविन्द केजरीवाल सरकार ने नवंबर 2015 अनधिकृत कॉलोनियों को नियमित करने के प्लान पर काम कर लिया था और उस पूरे मसौदे को अनुमोदन के लिए केंद्र सरकार को भेज दिया था। पर केंद्र की भाजपा सरकार चार साल तक उन फाइलों पर बैठी रही और अब चुनाव से ठीक पहले उन्होंने दिल्ली सरकार के मसौदे को पास कर दिया। हमने केंद्र सरकार के इस फैसले का स्वागत किया और कहा की अब केंद्र सरकार को अनधिकृत कॉलोनियों को नियमित करने को लेकर अध्यादेश भी लाना चाहिए लेकिन उन्होंने ऐसा नहीं किया। हमें उम्मीद थी की केंद्र की भाजपा सरकार संसद के शीतकालीन सत्र में अनधिकृत कॉलोनियों को नियमित करने के मुद्दे पर बिल लेकर आएगी पर ये नहीं हुआ। ये अनधिकृत कॉलोनियों को नियमित करने को लेकर भाजपा की दोहरी मानसिकता को दिखाता है कि वो इस मुद्दे को लेकर गंभीर नहीं हैं।’
श्री राघव चड्ढा ने बताया की इससे पहले कांग्रेस पार्टी ने चुनाव से पहले अनधिकृत कॉलोनियों को नियमित करने के नाम पर प्रोविशनल सर्टिफिकेट बांटे थे और अब भाजपा भी कांग्रेस की राह पर चल रही है और अनधिकृत कॉलोनियों के लोगों को ऑनलाइन रजिस्ट्रेशन नंबर बांट रही है। ये दोनों ही कदम अनधिकृत कॉलोनियों में रहने वाले लोगों के साथ धोखा है।
‘हम आम आदमी पार्टी की तरफ से ये स्पष्ट कर देना चाहते हैं की अगर केंद्र की भाजपा सरकार अनधिकृत कॉलोनियों को नियमित करने को लेकर कोई ठोस कदम नहीं उठाती तो हम इस मुद्दे को लेकर सड़क से संसद तक व्यापक आंदोलन करेंगे और सरकार पर इस मुद्दे को लेकर दबाव बनाएंगे। हम अनधिकृत कॉलोनियों के लोगों को ये भी साफ़ कर देना चाहते हैं और भरोसा दिलाना चाहते हैं कि दिल्ली में सिर्फ अरविन्द केजरीवाल ही अनधिकृत कॉलोनियों को नियमित करवाने को लेकर गंभीर हैं और सिर्फ अरविन्द केजरीवाल ही अनधिकृत कॉलोनियों को पक्का करवाने का काम करवा सकते हैं। ये आम आदमी पार्टी का दिल्ली के लोगों से वादा है की अरविन्द केजरीवाल और आम आदमी पार्टी अनधिकृत कॉलोनियों को नियमित करवा के रहेगी और इस मुद्दे पर भाजपा के धोखे और झूठ को दिल्ली की जनता के सामने लाने के लिए सड़क से लेकर संसद तक आंदोलन करती रहेगी।’

The Aam Aadmi Party on Monday slammed the Bharatiya Janata Party over not bringing the regularisation of unauthorised colony bill in the winter session of the Parliament, which started from today and said that Delhi CM Mr Arvind Kejriwal is the only one who can do the regularisation of the unauthorised colonies.
“It’s unfortunate that despite monumental claims by the BJP-led Central Government on the issue of regularisation of unauthorised colonies, in the winter session of the parliament which has started from today, the Central government is going to bring 27 new bills but the bill to regularise the unauthorised colonies of Delhi is not present in the list,” said senior leader and the National Spokesperson of the AAP, Mr Raghav Chadha.
He explained that before every parliament session, the Speaker of the Lok Sabha calls an all-party meeting where Prime Minister of the country along with the Home Minister, Parliamentary Affairs Minister and the representatives of all the political parties come together and discuss the new bills which the Centre wants to bring. “In the meeting which was held yesterday the Central government has discussed 27 new bills which will be introduced in this session but, unfortunately, not a single bill within these 27 is regarding the regularisation of Delhi’s unauthorised colonies. At this all-party meeting, the Central government also presents the list of important issues they want to be discussed in the parliament and the issue of regularisation of unauthorised colonies is not present in that list too,” said Mr Chadha.
He said that just after the end of Maharashtra and Haryana polls the BJP started talking about regularisation of unauthorised colonies. “We want to tell them that the Arvind Kejriwal government of Delhi on November 2015 completed the whole plan of regularizing the unauthorised colonies of Delhi and sent the proposal to the Centre. But they sat on the files for more than four years and now just before the election they have approved the plan of AAP-Government. We welcomed the decision of the Central government and we said that now the Central government should bring an ordinance on the issue of regularisation of unauthorised colonies but they did not. We expected that the BJP led Centre will bring a bill regarding the regularisation of unauthorised colonies in the winter session of the Parliament but they did not. This shows the negative mindset of the BJP and it exposes the fact that the BJP does not want to regularise the unauthorised colonies,” said Mr Chadha.
He also said that earlier the Congress party before the 2008 election distributed provisional certificates in the name of registration for the residents of the unauthorised colonies and, now following the footsteps of the Congress the BJP is distributing online registration numbers for the residents of unauthorised colonies. Both these steps are fraudulent in nature and are being taken just to cheat the people of unauthorised colonies.
“On behalf of the Aam Aadmi Party we want to clarify that if the BJP led central government does not come up with a concrete plan to regularise the unauthorised colonies, then from the streets to the Parliament, the AAP will launch large protests to mobilise the people and to pressurise the Central government to bring a bill to regularise the unauthorised colonies,” said Mr Chadha.
He also said, “I also want to clarify to the people of unauthorised colonies that in Delhi Mr Arvind Kejriwal is the only person who wants the regularisation of unauthorised colonies to be done and Mr Arvind Kejriwal is the only one who can do the regularisation of the unauthorised colonies. It is our promise to people of Delhi that Mr Arvind Kejriwal and the AAP will prove that we really want the regularisation of unauthorised colonies and we will only stop after the regularisation is done. The falsehood and the fraud of BJP with the residents of unauthorised colonies will not be entertained and we will launch a massive protest against the BJP’s falsehood and will fight the issue from the streets to the Parliament.”
