नई दिल्ली: दिल्ली के उप मुख्यमंत्री मनीष सिसोदिया ने कहा कि अरविंद केजरीवाल सरकार ने दिल्ली में निजी स्कूलों को मुनाफे की दुकान बनने से रोका है। मुख्यमंत्री अरविंद केजरीवाल सरकार बनने के बाद निजी स्कूलों की फीस नहीं बढ़ने दी। जबकि भाजपा और कांग्रेस शासित प्रदेशों में हर साल निजी स्कूलों ने मनमाने तरीके से फीस में वृद्धि की, जिससे बच्चों के माता-पिता पर अतिरिक्त बोझ पड़ा। मनीष सिसोदिया ने दिल्ली के शिक्षा माॅडल और अन्य प्रदेशों के शिक्षा माॅडल से जुड़े तथ्यों को भी मीडिया के माध्यम से दिल्ली की जनता के सामने रखा। उन्होंने कहा कि शिक्षा व्यवस्था में मोटे तौर पर दो समस्याएं हैं। पहली, सरकारी स्कूलों की बदहाली और दूसरी, प्राइवेट स्कूलों में लगातार फीस में की जा रही वृद्धि है। लोगों की तनख्वाह नहीं बढ़ रही है, लेकिन प्राइवेट स्कूलों की फीस लगातार बढ़ा दी जाती है। जिसे दिल्ली में रोका गया।
उप मुख्यमंत्री मनीष सिसोदिया ने पार्टी कार्यालय पर मीडिया को संबंधित करते हुए कहा कि यह देखने में आता है कि जानबूझ कर देशभर में सरकारी स्कूलों को बंद किया जा रहा है, ताकि प्राइवेट स्कूलों को बढ़ावा मिल सके। ऐसा भी दौर आया कि जानबूझ कर सरकारी स्कूलों की हालत खराब की गई, क्योंकि जिन लोगों को जिम्मेदारी सौंपी गई, उनमें नेता भी थे और राजनीतिक पार्टियों के लोग भी थे या तो उन्हीं लोगों ने या फिर उनके परिवार और रिश्तेदारों ने प्राइवेट स्कूल खोल लिए और प्राइवेट स्कूलों को लूट करने की खुली छूट मिल गई। खास तौर पर उन्हीं सब इलाकों में सरकारी स्कूल बंद किए गए। बहुत सारे शिक्षा मंत्रियों की बैठक में जब यह बात रखी गई कि हम सरकारी स्कूलों को बंद कर रहे हैं, तो मैंने उस पर विरोध जताते हुए प्रश्न पूछा कि क्यों बंद किया जा रहा है? मुझे जवाब मिला कि स्कूलों में पढ़ने के लिए पर्याप्त बच्चे ही नहीं है। लोग अपने बच्चों को सरकारी स्कूलों में नहीं पढ़ाना चाहते हैं। इस पर मैंने कहा कि यदि आप लोग सच में शिक्षा को लेकर चिंतित हैं, तो जिन इलाकों में हजारों सरकारी स्कूल बंद किए जा रहे हैं, वहां सर्वे कराया जाए कि कितने प्राइवेट स्कूल खुले हैं और उनमें से कितने स्कूल नेताओं और उनके रिश्तेदारों के हैं, तो आपको सरकारी स्कूलों के बंद होने का कारण समझ आ जाएगा।
पांच साल में सरकारी स्कूलों में आए अदभुत परिवर्तन: मनीष सिसोदिया
पांच साल पहले जब हम दिल्ली की जनता से वोट मांगने गए थे, तो हमने जनता से वादा किया था कि हम सरकारी स्कूलों में शिक्षा व्यवस्था को ठीक करेंगे और प्राइवेट स्कूलों की मनमानी पर लगाम लगाएंगे। सरकारी स्कूलों की शिक्षा व्यवस्था में जो अदभुत परिवर्तन हुए आप सभी के सामने हैं। प्राइवेट स्कूलों पर भी हमने अपना वादा निभाया है। 5 साल बाद आज हम गर्व से कह सकते हैं कि केजरीवाल जी की सरकार इस मामले में कामयाब रही है कि हमने पिछले 5 सालों में प्राइवेट स्कूलों को मुनाफे की दुकान नहीं बनने दिया। दिल्ली में बहुत सारे प्राइवेट स्कूल हैं जिनमें से कुछ स्कूल बहुत शानदार काम कर रहे हैं। दिल्ली का एक नागरिक, एक पिता और दिल्ली का मुख्यमंत्री होने के नाते जब मैं पूरे घटनाक्रम पर गौर करता हूं, तो यह देखने में आता है कि लगभग 20 साल तक, जब सरकारी स्कूलों की व्यवस्था खराब होती जा रही थी, तो ऐसे में प्राइवेट स्कूलों ने ही दिल्ली की शिक्षा व्यवस्था को संभाला है। कुछ प्राइवेट स्कूल सचमुच बहुत शानदार काम कर रहे हैं, परंतु कुछ प्राइवेट स्कूलों ने अपने आप को मुनाफे की दुकान बना लिया था।

स्कूलों से संबंधित कुछ तथ्य प्रस्तुत करते हुए मनीष सिसोदिया ने कहा कि जहां पिछले 5 सालों में दिल्ली सरकार ने स्कूलों को मुनाफे की दुकान बनने से रोका वही उत्तर प्रदेश, हरियाणा और पंजाब में आज भी मुनाफे की दुकान चल रही हैं। जब अभिभावक इस बाबत शिकायत करते हैं, तो वहां के मुख्यमंत्री एवं अधिकारी स्कूलों को सुधारने की बजाय उल्टा अभिभावकों पर बरसते देखे गए हैं। दिल्ली में लगभग 1700 निजी स्कूल हैं जिनमें से बहुत सारे स्कूलों में अभिभावकों और स्कूल प्रशासन के बीच अच्छा सामंजस्य है मनमाने तरीके से फीस नहीं बढ़ाई जाती है। लगभग 350 बड़े प्राइवेट स्कूल हैं, जिनमें एडमिशन के लिए भी बहुत मारामारी रहती है और बढ़ती फीस को लेकर भी बहुत मारामारी रहती है। लगभग 364 प्राइवेट स्कूल है जो सरकारी जमीन पर बने हुए हैं, लगभग 70 के दशक में इन स्कूलों के लिए जमीन 1 रुपये की लीज पर आवंटित की गई थी। जमीन देते समय सरकार के साथ एक करार हुआ था कि प्राइवेट स्कूल अपनी फीस तभी बढ़ाएंगे जब सरकार से अनुमति मिलेगी। परंतु 70 के दशक से लेकर 2015 तक किसी भी स्कूल ने सरकार और स्कूल प्रशासन के बीच हुए इस करार का पालन नहीं किया। जब दिल्ली में केजरीवाल सरकार का गठन हुआ तो हम प्राइवेट स्कूल के संज्ञान में इस बिंदु को लेकर आए और उनसे नियमों का पालन करने के लिए कहा।
पहले दिल्ली में हर साल निजी स्कूल बढ़ा रहे थे 12 से 15 फीसदी तक फीस: मनीष सिसोदिया
मनीष सिसोदिया ने कहा कि हमने जो आकलन किया, 2015 से पहले हर साल लगभग 12 फीसदी से लेकर 15 फीसदी तक प्राइवेट स्कूलों की फीस बढ़ाई जाती थी। कुल मिलाकर देखा जाए तो 5 साल में लगभग 75 फीसदी फीस बढ़ जाती है। आज दिल्ली में रहने वाले वह लोग जिनके बच्चे इन प्राइवेट स्कूलों में पढ़ते हैं, उन्हें लगभग स्कूलों की फीस में 75 फीसदी का लाभ हुआ है। उन्होंने बताया कि जब 2015-16 में हमारी सरकार बनी उस साल इन 350 प्राइवेट स्कूलों ने 8 फीसदी से लेकर 15 फीसदी तक फीस बढ़ाई थी। क्योंकि सरकार के गठन के समय तक लगभग सभी स्कूलों में एडमिशन की प्रक्रिया पूरी हो चुकी थी। 2016-17 में हमने सभी स्कूलों को सरकार के साथ हुए करार का पालन करने को कहा। 2016-17 में 364 स्कूलों में से 334 स्कूलों को हमने फीस नहीं बढ़ाने दी। मात्र कुछ स्कूलों को स्क्रुटनी कराने के बाद 5 से 8 फीसदी फीस बृढ़ोतरी की अनुमति दी गई। 2017-18 और 2018-19 में किसी भी स्कूल को फीस बढ़ाने की अनुमति नहीं दी गई। 2019-20 में 309 स्कूलों को फीस नही बढ़ाने दी गई।
मनीष सिसोदिया हाई कोर्ट द्वारा की गई एक टिप्पणी का हवाला देते हुए कहा कि खुद हाईकोर्ट ने कहा है कि दिल्ली के प्राइवेट स्कूल टीचिंग शॉप्स बन गए हैं। इस बाबत हाई कोर्ट ने जस्टिस अनिल देव कमेटी का गठन भी किया था। जस्टिस अनिल देव कमेटी ने बहुत सारे स्कूलों के खातों की जांच करी और उसके आधार पर रिपोर्ट भी जारी की कि नाजायज तरीके से स्कूलों द्वारा बहुत अधिक फीस बढ़ाई गई है। 2009-10 के बाद इस मुद्दे पर किसी सरकार ने कोई ध्यान नहीं दिया। 2015 में जब हमारी सरकार बनी तो कमेटी द्वारा जारी की गई रिपोर्ट के आधार पर हमने अभिभावकों को बढ़ी हुई फीस स्कूलों द्वारा वापस करवाई। इसी प्रकार 2016-17 में जिन स्कूलों ने सरकार से पूछे बिना फीस बढ़ा दी थी, उनसे भी अभिभावकों को बढ़ी हुई फीस वापस करवाई। बेहद ही चैंकाने वाले आंकड़े प्रस्तुत करते हुए मनीष सिसोदिया ने बताया कि पिछले 4 साल में लगभग 198 स्कूलों के द्वारा 32 करोड़ 10 लाख रुपए की अतिरिक्त बढ़ाई गई फीस 78 हजार विद्यार्थियों को वापस करवाई गई। इनमें कुछ विद्यार्थी तो ऐसे थे जो फीस देकर बारहवीं कक्षा पास करके स्कूल से जा भी चुके थे।
भाजपा और कांग्रेस को चुनौती देते हुए मनीष सिसोदिया ने कहा, कि हमारे पड़ोसी राज्य गाजियाबाद, नोएडा, गुडगांव, फरीदाबाद में भाजपा की सरकार है और पंजाब में कांग्रेस की सरकार है। दोनों पार्टियां किसी एक भी राज्य में अपने 5 साल के कार्यकाल में एक उदाहरण दिखा दे, जहां उन्होंने प्राइवेट स्कूलों से बढ़ी हुई फीस लेकर वापस अभिभावकों को लौटाई हो या 5 साल तक प्राइवेट स्कूलों को फीस बढ़ाने दी हो।
सरकारी जमीन पर चल रहे निजी स्कूल नहीं कमा सकते मुनाफा: मनीष सिसोदिया
उन्होंने बताया कि प्राइवेट स्कूलों की मनमानी रोकने में कामयाबी के पीछे जो कारण है वह यह है कि सरकार द्वारा दी गई जमीन पर स्कूल लाभ के उद्देश्य से नहीं चलते, प्राइवेट स्कूल ट्रस्ट सोसायटी रजिस्ट्रेशन के तहत रजिस्टर्ड होते हैं और इसका कानून कहता है कि यह संस्था जो भी कार्य करेगी उसमें लाभ नहीं कमाया जा सकता। उस कानून का हम ठीक से अनुपालन करा रहे हैं। शेख सराय में स्थित एक प्राइवेट स्कूल का उदाहरण देते हुए उन्होंने कहा कि हमने जब इन प्राइवेट स्कूलों की स्क्रूटनी करवाई तो इस स्कूल में लगभग 31 करोड का अतिरिक्त बैलेंस निकल कर सामने आया। हमने आदेश करके स्कूल द्वारा वसूली गई फीस वापस अभिभावकों को लौटाई। एक अन्य स्कूल का उदाहरण देते हुए उन्होंने बताया कि इस स्कूल ने ईडब्ल्यूएस कैटेगरी के बच्चों से स्कूल यूनिफार्म और किताबों के पैसे लिए थे, हमने उस स्कूल से बच्चों के अभिभावकों को लिए गए पैसे वापस करवाए। अभिभावकों द्वारा दी की प्रतिक्रिया का उदाहरण देते हुए मनीष सिसोदिया ने कहा कि अभिभावकों ने खुद लिख कर कहा, कि दिल्ली सरकार जो काम कर रही है वह सराहनीय है और हमें आशा है, कि भविष्य में भी दिल्ली सरकार दिल्ली की शिक्षा व्यवस्था को सुधारने में इसी प्रकार काम करती रहेगी।
प्राइवेट स्कूलों को स्थापित करने के लिए बनाए गए नियम पूरे देश में समान हैं, परंतु बावजूद उसके हरियाणा, उत्तर प्रदेश तथा अन्य भाजपा-कांग्रेस शासित राज्यों में फीस बढ़ोतरी को लेकर किसी प्रकार की कोई कार्यवाही नहीं की जाती, अभिभावक प्राइवेट स्कूलों की मनमानी से बेहद परेशान हैं। अभिभावक इतने ज्यादा परेशान हैं कि दिल्ली के जंतर मंतर तक आकर प्रदर्शन करने को मजबूर हो गए। उन्होंने बताया कि हरियाणा सरकार ने एक नियम बनाया है, कि प्राइवेट स्कूलों को अपने इनकम और एक्सपेंडिचर का एक ब्यौरा फॉर्म 6 में भरकर सरकार को देना होगा, यह फीस बढ़ोतरी को लेकर नहीं बल्कि मात्र सूचित करने के लिए है। मीडिया में छपी खबरों का हवाला देते हुए मनीष सिसोदिया ने कहा कि वहां के लगभग 5000 प्राइवेट स्कूलों में से लगभग 4500 हजार स्कूलों ने तो फॉर्म 6 भी नहीं भरा। भाजपा सरकार ने प्राइवेट स्कूलों को मुनाफे की दुकान बनने के लिए सीधे तौर पर छूट दे रखी है।
उत्तर प्रदेश का उदाहरण देते हुए मनीष सिसोदिया ने कहा कि 2018 मैं सरकार द्वारा एक कानून बनाया गया और बाकायदा प्राइवेट स्कूलों को 7 फीसदी से 8 फीसदी तक फीस बढ़ोतरी करने की अनुमति दे दी गई। जब कानून कहता है कि प्राइवेट स्कूल लव के उद्देश्य से स्थापित नहीं किए जा सकते तो आपने किस आधार पर 7 फीसदी से 8 फीसदी फीस बढ़ाने की अनुमति दे दी? सरकार की इस छूट का लाभ उठाकर उत्तर प्रदेश के लगभग सभी प्राइवेट स्कूल हर साल 10 फीसदी से 15 फीसदी फीस बढ़ा लेते हैं। इसी प्रकार पंजाब में भी सरकार ने भी प्राइवेट स्कूलों को 8 फीसदी प्रतिवर्ष फीस बढ़ाने की अनुमति दी हुई है।
दिल्ली सरकार बड़े गर्व के साथ दिल्ली की अभिभावकों के साथ खड़ी रही। हमने 5 साल पहले वादा किया था कि हम दिल्ली के प्राइवेट स्कूलों को व्यापारिक संस्था नहीं बनने देंगे और हम गर्व के साथ कह सकते हैं कि हमने 5 साल के भीतर अपना वादा निभाया है।
महत्वपूर्ण तथ्य
दिल्ली में पिछले 5 वर्षों में निजी स्कूलों के संबंध में हुई कार्रवाई
● दिल्ली में 364 स्कूल सरकारी जमीन पर बने हैं। इन स्कूलों को फीस बढ़ाने की अनुमति सरकार से लेनी चाहिए थी। हालांकि, 2015 से पहले, यह नियम कभी लागू नहीं किया गया था और सभी स्कूल अपनी वार्षिक फीस मनमाने ढंग से बढ़ा रहे थे। औसतन, 2015 से पहले, इन सभी स्कूलों में हर साल 12-15% फीस बढ़ रही थी। – जिसका मतलब है कि पिछले 5 वर्षों में यह 75% की वृद्धि हो गई होती।

-1- मई 2019 में, दिल्ली सरकार ने 31 करोड़ के अधिशेष होने के बाद अतिरिक्त शुल्क वसूलने के लिए एपीजे स्कूल, शेख सराय के खिलाफ कार्रवाई की। स्कूल को अतिरिक्त राशि वापस करने का आदेश दिया गया।
- अगस्त 2019 में रोहिणी और परवाना रोड, पीतमपुरा में मैक्सफोर्ट स्कूल को DoE द्वारा क्रमशः 25% और 15% तक फीस कम करने के लिए कहा गया; दोनों स्कूलों के वित्तीय अभिलेखों का निरीक्षण करने के बाद हाईकोर्ट में माता-पिता द्वारा एक याचिका दायर की गई।
3. अक्टूबर 2019 में, माता-पिता से शिकायत मिलने के बाद, DCPCR ने 3 निजी स्कूटर्स (विक्टर पब्लिक स्कूल, हेराल्ड पब्लिक स्कूल, लिटिल फ्लावर स्कूल) को ईडब्ल्यूएस श्रेणी के तहत दाखिल एक छात्र से पुस्तकों और यूनिफॉर्म के लिए लिया गया धन वापस कराया गया।
अभिभावक ने की सरकार की तारीफ
● दिल्ली सरकार से शुल्क वृद्धि के लिए शिकायत पर हुई कार्रवाई के बाद क्वीन मैरी स्कूल नॉर्थेंड, मॉडल टाउन III की रहने वाली रूचि जैन ने कहा, “हम इससे बहुत खुश हैं। इससे सरकार और मुख्यमंत्री में हमारा विश्वास और मजबूत हुआ है। मेरी इच्छा है कि वे शिक्षा की बेहतरी के लिए जिस तरह से काम कर रहे हैं, वह करते रहें।

Senior Aam Aadmi Party leader Mr Manish Sisodia on Saturday challenged the BJP and Congress to show even one state where they can show that excess fee charged by private schools was refunded or they were prevented from increasing fee. He said that in Delhi, the AAP govt has managed to do this and this provided relief to lakhs of parents of children whose children are studying in private schools. He also said that the AAP has maintained their promise and prevented the schools from becoming profit making machines. Mr Sisodia said that both Congress and BJP have failed to regularise fee hikes of private schools in other states.

“I have come before you again to present some aspects on education from AAP’s report card. Broadly, there are two issues associated with education, whether in Delhi or elsewhere – one, government schools are either deteriorating or closing down and governments neither have an understanding nor the intention to work to improve government schools and second, parents are frustrated because of rising fee of private schools. As compared to government schools, private schools managed to maintain quality education, but the biggest complaint has been that private schools keep increasing fee arbitrarily,” said Mr Sisodia.
He said that People’s salaries and income dont increase to the extent the school fee have been increasing. It has been seen that government schools were deliberately shut down so that private schools could prosper. This was also seen that where government schools continued to deteriorate, people whose responsibility it was to ensure that govt schools function properly – politicians, leaders, officers etc. – they or their family members themselves opened private schools. Private schools were left unregulated.
“When I participated in meetings of Education Ministers, I would ask why government schools are being shut and I would be told that its because there are no students, parents are no longer sending their children to government schools. I would then ask them to undertake a study to find out, in those areas where government schools are being shut, how many private schools have opened and how many of those schools belong to politicians,” said Mr Sisodia.
He added that when AAP came to power in Delhi 5 years ago, we had promised to the people of Delhi that we will improve the government schools and the quality of education being imparted there, will bring these government schools equivalent to private schools and will regulate fee of private schools. Regarding government schools, I have already informed about how much work we have done there. “I can confidently say today that in the last 5 years, we haven’t let private schools become profit-making machines. There are many private schools in Delhi and many of them are really good to work and I acknowledge and salute them for filling the gap because for many years in between, government schools had been completely ignored. But some schools were nothing more than profit-making machines,” he said.
Neighbouring states ruled by BJP-Congress have failed to regulate arbitrary fee hike in private schools: Manish Sisodia
“I am placing before you some data to show that while Delhi government has managed to regulate fee in private schools, our neighbouring states – UP, Haryana, Punjab etc. have failed to do that and not just that whenever people have complained about it, their Ministers have either expressed helplessness or rebuked parents instead. In Delhi, there are about 1700 private schools, many of these are neighbourhood schools running at the local level and the fee is directly linked to admission. But there are about 300-350 major private schools where there are always complaints regarding admission and fee. 364 schools are on government land, which was given land either at Re.1 or at highly subsidized rates during the 1970s-80s and as per the agreement, they can only increase fee after taking permission from the government. But till 2015, nobody used this clause, and only after Kejriwal government came to power, we invoked this clause and asked them to seek our permission before increasing fee,” said Mr Sisodia.
He said that the data shows that before 2015, on an average 12-15% fee increase would happen every year, which translates to a 75% increase in fee over 5 years. In 2015 also, by the time we had formed government, admission process had started and in that year, the fee was increased by 8-15%. In 2016-17, we invoked this clause and out of 364 schools, 334 were not allowed to increase the fee. And even those who were permitted, it was done after proper CAG audit was done and all records were scrutinized and permission was given only for 5-8% increase.” In 2017-18 and 2018-19 no school was allowed to increase the fee. In 2019-20 again 309 were not permitted to increase the fee. In 2009-10, Delhi HC had observed private schools and said that it seems that such schools were becoming ‘teaching shops’. And that time HC also set up a Committee under Justice Anil Dev and him along with some Chartered Accountants did a study of accounts of all schools and on that basis, it was found that excess fee had been charged. But nothing was done by the government till we realized in 2016-17 that orders of this Committee had not been followed. Then we ensured that all excess fee, including the fee collected in 2015-16 and 2016-17 without our permission was refunded. It is interesting to note that as per data of the Education Department, 198 schools refunded as much as Rs.32.10 crore was refunded to 78,000 students. And some of these students had already passed out, but their money also got refunded. This is also a record in its own right,” said Mr Sisodia.

He added that all the neighbouring states are either BJP or Congress governed. “I challenge them to show even one model in any of their states where the fee of private schools has been refunded or the schools have been prevented from becoming profit-making machines. As per the law of this land, private schools cannot make a profit, schools are supposed to be run by trusts registered under law as Trust or Societies and they cannot undertake profit-making work. I place before you some schools. APJ School in Sheikh Sarai had increased their fee even when they had Rs.31 crore of unspent balance, we got the excess fee refunded or adjusted. Maxfort School in Pitampura had increased their fee by 15-25%, we got their financial records checked and got the excess fee refunded. Another private school had asked parents of children in the EWS category to pay for books and uniforms, we got that money refunded. Parents of children studying in Queen Mary School in Model Town sent me an interesting mail, after their complaint of the excess fee had been resolved, and I will read it for you, “We are very happy with the development. This has further cemented our trust in your government. I wish they keep working the way are for the betterment of education,” said Me Sisodia.
In BJP ruled Haryana and UP private schools have kept increasing fees without any monitoring: Manish Sisodia
“Now I will place before you some facts from neighbouring states. Law of the land is the same for all states, but in Haryana, fee keeps increasing despite many complaints by parents and media also reporting on this issue. First of all, there are no rules in place in Haryana to regulate fee of private schools. Parents from Haryana have had to come to Jantar Mantar in Delhi to demonstrate. Haryana has a system in place for schools to give details of their income and expenses in Form VI and this is also just for information, not to control fee hike. And as per reports from local media, out of 5000 private schools, 4500 didn’t even submit Form VI. This shows that the BJP government has given full freedom for schools to become profit-making machines in Gurgaon and Faridabad. In Uttar Pradesh, interestingly, a law was made in 2018 and private schools were permitted to increase fee by 7-8%. Why was this done when the law of the land is clear that private schools cannot be profit-making machines? Why should a blank cheque be given to them to increase fee by 7-8% even when there is no need? And taking a cue from this, schools in Noida and Ghaziabad have been increasing fee by 10-15% every year leaving parents distraught. In Punjab also, there is blanket permission to increase fee by 8% and in Punjab, parents also protest about being forced to buy books from private publishers,” said Mr Sisodia.

He said that private schools are a reality in this country and are a part of the education system of the country. With government schools, the problem is that government doesn’t work to improve them with proper vision and funds and perhaps deliberately so that private schools of politicians can flourish. And even for private schools, barring those who are doing good work, they also exploit people in the name of the fee. Delhi government has committedly stood with the parents and even battled it out in the courts to ensure that private schools are not allowed to charge an excess fee.” I again challenge BJP and Congress to show even one state where they can show that excess fee charged by private schools was refunded or they were prevented from increasing fee. In Delhi, we managed to do this and this provided relief to lakhs of parents of children whose children are studying in private schools,” said Mr Sisodia.
