The Aam Aadmi Party (AAP) has exposed a massive corruption racket in BJP-ruled Municipal Corporation of Delhi (MCD)—where rules were bent, seniority lists were rigged, and seriously ill teachers were forcibly transferred to favour BJP loyalists. Despite a flawed process, MCD is now pushing promotions based on the same tainted list. AAP has demanded an immediate probe into the seniority scam, illegal transfers, promotion irregularities, and the ₹6.6 crore uniform scandal.
Addressing a press conference, senior AAP leader and MCD House LoP, Ankush Narang, stated, “The AAP government has consistently allocated 25% to 40% of its budget to education and has achieved remarkable progress in the sector. When AAP formed the government in the MCD, we had high hopes that the education department would perform excellently, and MCD schools would flourish like Delhi’s government schools.”
He added, “A prominent politician once said that if people become educated, they will start fighting for their rights—and that would mark the end of parties like BJP. AAP believes that for real change in Delhi, every citizen must be educated and actively contribute to the city’s development. No single person can bring change alone.”
Calling out the BJP-led MCD for deep-rooted corruption, Ankush Narang said, “Corruption in MCD’s education department under BJP has crossed all limits. On June 4, 2025, the department issued a circular about preparing a seniority list of teachers. The director received applause, claiming that such a list was being prepared after three decades. But why wasn’t it made earlier when BJP was in power?”
He continued, “The circular said that a provisional seniority list would be prepared for teachers appointed between January 1, 1995, and December 31, 2002. But it’s already 2025—this means a seniority list for over two decades won’t be made. They said the provisional list has been uploaded to the MCD portal.”
“Objections were raised on the list,” he highlighted. “Teacher Mukesh Kumar Meena pointed out that although he joined on February 18, 2002, his name was missing—even though the circular covered appointments up to December 31, 2002. Seniority is to be determined from the date of joining, as per Supreme Court and DoPT orders.”
“Another case: Geeta Grover joined on July 14, 1995, and Vijay Kumar Singh on July 11, 1995. As per the rules, Vijay Kumar should rank higher. But in the list, Geeta Grover has been placed above him. Similarly, Anita Devi, who joined on July 2, 1997, is shown senior to Azra Parveen, who joined on January 7, 1997. The primary rule for seniority is the date of joining. If two teachers joined on the same day, the older one by date of birth should be ranked higher. DSSSB merit ranks are also supposed to be considered.”
Ankush Narang stated, “The BJP has prepared this list based on dispatch numbers instead. They included joining dates and birth dates but ignored DSSSB merit ranks. For example, if one teacher joined on the 21st and another on the 22nd, but their appointment letters were dispatched on the 25th and 24th respectively, BJP used the dispatch date as the basis for seniority, which is completely wrong. The Supreme Court and DoPT clearly state that joining date should determine seniority.”
“This manipulation was done to benefit BJP loyalists,” the senior AAP leader further added. “They worked with officers to tamper the list. The MCD should have re-uploaded a corrected seniority list based on objections, but that hasn’t happened. Now they are issuing promotion lists based on this flawed seniority list. How can promotions be fair when the foundational list itself is wrong? All of this is being done by the BJP to push its own people forward and to mint money through corruption.”
He stated, “If they didn’t know the rules for making a seniority list, they should’ve consulted the legal department. Instead, BJP hurriedly made a list by assembling 100 teachers and had it uploaded. Back in 1997–98, a BJP leader got people recruited in MCD schools without merit. Delhi Subordinate Service Selection Board (DSSSB) was implemented in 1999, so how can those recruited in 1997–98 be shown as seniors? They didn’t merge this new list with the pre-1995 seniority list, nor did they include retired or promoted teachers.”
“BJP must answer on what basis this fake seniority list was uploaded. This is clear corruption by BJP and the education department—meant only to benefit their own people while sidelining honest teachers,” Ankush Narang asserted.
The MCD House LoP further revealed, “Recently, BJP-led MCD transferred 46 teachers. Transfers were supposed to happen online, but the education department colluded with BJP to remove teachers who hadn’t even applied for a transfer just to adjust 23 of their own loyalists. One of the teachers transferred is battling cancer. Another, Darshana Verma, suffers from spondylitis, requires regular blood transfusions, and lost her husband in 2004. Yet, she too was transferred. All of this was done for corruption and a handful of cash.”
He continued, “The Deputy Mayor recently said that women teachers should be posted near their homes. But the same BJP administration transferred seriously ill women teachers 30–35 km away, ignoring the existing transfer policy of September 15, 2023. What was the basis of these 23 transfers? Was the transfer policy followed? Was the process even online? Clearly, this is collusion between BJP and the education department to sell transfers for money. It’s reported that out of these 23, thirteen are BJP loyalists and ten are favored by education officers.”
“Teacher unions have held protests and sit-ins, but there’s been no response. Education is the foundation of our culture and country, and BJP is destroying it,” he said.
Ankush Narang also raised a serious financial issue, saying, “Uniforms worth ₹6.6 crore for 60,000 students in the Narela zone were left rotting in warehouses for ten years. These uniforms were purchased in 2013–14 by the BJP-led MCD. A committee investigated the matter, submitted its report to the Director of Education on March 31, 2025, who then forwarded it to the Deputy Commissioner on June 6, 2025. Yet, no action has been taken. Officers are being shielded. Who is responsible for the ₹6.6 crore loss? Who will repay it?”
He concluded, “Despite the report naming those responsible, witnesses are being manipulated to alter their statements. This is a fake probe—an attempt by BJP and the education department to cover up massive corruption.”
“Ever since BJP took over the MCD, corruption has skyrocketed. They are giving undue benefits to themselves. BJP must answer when it will put an end to the corruption in MCD’s education and other departments. Will it hold the education department accountable for the seniority list, transfer policy, and uniform scam?”
Ankush Narang demanded, “Mayor Raja Iqbal Singh must immediately order an investigation into the education department. The seniority list, promotions, transfers, and uniform scam must be probed thoroughly. If the Mayor himself is involved, BJP should be ashamed. This is about the future of our children, and BJP is playing with their education for selfish gain.”
