In a scathing indictment of the institutional rot plaguing India’s recruitment system, senior Aam Aadmi Party (AAP) leader and Rajya Sabha MP Sanjay Singh on Tuesday moved a notice under Rule 267, demanding a parliamentary discussion on the large-scale irregularities in the Staff Selection Commission (SSC) examination process. The AAP MP stated that rampant malpractices and repeated technical failures in the conduct of SSC exams have destroyed the future of lakhs of aspirants across the country.
Highlighting how cancellations, leaks, and systemic mismanagement have forced students to take to the streets demanding accountability, Sanjay Singh warned that this is not an isolated incident. “From SSC and UPSC to state-level exams and public recruitment processes, there is a clear pattern of compromised transparency,” he said. Calling for strict action against the guilty and comprehensive reform of recruitment bodies, Sanjay Singh urged Parliament to take up the issue without delay.
In his notice, senior AAP leader and Rajya Sabha MP Sanjay Singh stated, “I would like to draw your attention to the serious irregularities and systemic failures that occurred during the conduct of the Staff Selection Commission (SSC)’s Selection Post Phase-13 examination held between July 24 and August 1, 2025. This recruitment exam for various government posts witnessed extensive technical failures such as software crashes, errors in biometric verification, and the abrupt cancellation of scheduled exams. As a result, candidates across the country, particularly in Delhi, were subjected to severe chaos and disarray.
The AAP MP noted, “In protest, thousands of students have taken to the streets demanding accountability and justice. This situation has gravely eroded public confidence in one of the country’s premier recruitment agencies — the Staff Selection Commission (SSC). Candidates are now deeply anxious and fearful about the upcoming Combined Graduate Level (CGL) examination scheduled from August 13.”
He further stated, “It is important to note that this is not the first time such failures have occurred. Over the past decade, incidents of exam cancellations, technical glitches, and question paper leaks have repeatedly taken place, affecting millions of aspirants. From SSC and UPSC to state-level examinations and teacher eligibility tests, public recruitment processes have witnessed repeated assaults on integrity and transparency.”
Sanjay Singh emphasised that the consequences of these failures go far beyond administrative inconvenience. “The candidates, who have invested years of hard work and resources preparing for these exams, have suffered deep emotional and psychological setbacks. The impact on their mental health is widespread — with despair, helplessness, anxiety, and depression becoming common. The uncertainty surrounding the rescheduling or reevaluation of exams has disrupted their academic and professional futures.”
“Moreover, they are suffering financial losses, as the investments made in travel, accommodation, and exam preparation have yielded no returns,” pointed out the AAP MP.
Sanjay Singh added, “This is not just a case of administrative incompetence or technical negligence — it is a direct betrayal of the principles of fairness and meritocracy. When the system tolerates inefficiency and remains silent on negligence, it shakes the youth’s faith in honesty and hard work. The long-term consequences of such erosion in trust affect the nation’s human capital and the credibility of its institutions.”
Sanjay Singh concluded his notice with a firm demand, “I therefore urge you to suspend all scheduled business under Rule 267 and allow an immediate discussion on this matter of utmost national importance. There must be an independent and impartial review of the examination process, accountability must be fixed on the contractor agencies responsible for conducting the exams, strict action must be taken against those found guilty, and the recruitment process must be made transparent and accountable.”
