Aam Aadmi Party came down heavily upon the LG’s inaction against the Medical Superintendent (MS) who sexually abused a female doctor posted in a government hospital in Delhi. So far, neither an FIR has been registered against the MS nor has he been arrested. No action has been taken against Health Secretary SB Deepak Kumar either, who has allowed the entire case to remain unresolved.
Senior AAP Leader and Rajya Sabha MP Sanjay Singh remarked, “I wrote a letter to LG VK Saxena on Monday regarding this matter. I asked the LG that after the Kolkata incident, junior doctors and female doctors went on strike across the country, and many voices were raised in their support. Can’t the LG hear those voices? Why has LG not provided justice to this female doctor in Delhi until now? Why is LG repeatedly trying to protect the guilty MS?”
Sanjay Singh stated that along with the LG, the BJP should also clarify whether they support the exploitation of women in Delhi. He said, “By removing marshals from buses, women are being left unsafe. The complaints of a female doctor in hospitals should not be ignored, and silence should not be maintained regarding this issue. It is a matter of great shame that the BJP has allowed such an LG in Delhi, who is playing with the safety of women. The MS against whom the female doctor has complained has also faced complaints from other female doctors. In other words, a declared criminal is being protected.”
Sanjay Singh stated in the letter to the LG that this matter has been known to him for many months. He said, “That woman submitted her written complaint to Health Secretary Deepak Kumar in October 2023, but after postponing the matter for several months, it was handed over to the Internal Complaints Committee in February. Despite repeated summons from the Internal Complaints Committee, the MS did not appear. Finally, in May 2024, the Internal Complaints Committee confirmed that all the allegations made by the female doctor were true.”
He stated, “It is a matter of great shame that despite this, the accused MS has not yet been sent to jail. What is even more surprising is that no FIR has been lodged against the MS by the Health Department. Delhi is the capital of the country, and in this capital, this kind of injustice toward an educated and capable doctor has continued for a year, yet no action has been taken by you even as of October 2024. The victimized woman doctor says that she came to meet Health Secretary SB Deepak Kumar more than a dozen times with her complaint, but not once did SB Deepak Kumar meet with her or listen to her.”
Sanjay Singh further stated that despite the written complaint from the woman doctor to the Health Secretary, your favoured Health Secretary, SB Deepak Kumar, rewarded the accused MS. He said, “As a reward, the MS, who exploited the woman doctor by misusing his position, was appointed as the MS of another hospital. The height of injustice was reached when the victimized woman doctor was demoted; she was removed from her position as HOD, and her junior was appointed as HOD in her place.”
Sanjay Singh asked the LG why, despite such a significant incident occurring in the health department, the written complaint and the report from the Internal Complaints Committee were never communicated to Health Minister Saurabh Bhardwaj. “Doesn’t this make it clear that the Health Secretary and the Lieutenant Governor’s office deliberately concealed information about this incident from the Health Minister as part of a conspiracy?” he said.
Sanjay Singh further stated that the LG had claimed in the newspaper that he did not have the right of transfer postings, which was why he could not transfer the MS. He questioned how, if the LG did not have that right, the lady doctor had been transferred.
He continued, “Is it not insulting that that lady doctor was transferred to the hospital in whose campus that accused MS has been living for years. What is even more shameful is that despite complaining in October, this MS was made the MS of another hospital as a gift in November. If you did not have the authority for transfer posting, then how was it possible that a person like him was given the responsibility of another big hospital as a reward. Transfer posting of all the officers of Delhi is under you, Delhi Police is also under you.”
Sanjay Singh finally stated that due to the incident that occurred at Kolkata’s RG Kar Hospital, lakhs of doctors went on strike across the country. He remarked, “Doctors said that they are not safe even in the hospital. They demanded that hospitals be made safe for them. In such an environment, not registering an FIR against such an MS and failing to have him arrested is an insult to the entire doctor community. I urge you to immediately arrest that MS and register an FIR against him under the strictest sections.”
