Despite police challan & DUSIB notice over illegal construction, Jai Prakash continued to build structure illegally: Ankush Narang

The Aam Aadmi Party (AAP) launched a scathing attack on the BJP after the Lokayukta exposed senior BJP leader and former Delhi mayor Jai Prakash for grabbing government land and erecting an illegal multi-storey building. Leader of Opposition (LoP) in MCD House, Ankush Narang, revealed that Jai Prakash abused his official power to transfer Delhi Urban Shelter Improvement Board (DUSIB) property in his son’s name, defying legal provisions.

Despite police challans and DUSIB notices, the illegal construction was never stopped. AAP has demanded an immediate, high-level probe and strict action against Jai Prakash to prevent further political misuse of power.

Addressing a press conference, MCD LoP, Ankush Narang stated, “Jai Prakash is a senior BJP leader and a former Mayor of Delhi. The Lokayukta’s report has levelled serious allegations against him. Property number 3231/13, located on Gali Vikram, Bahadurgarh Road in Sadar Bazar, Delhi, belongs to DUSIB. Jai Prakash is accused of illegally grabbing this government property and carrying out unauthorized construction on it. No government property can be transferred to an individual, yet it is alleged that Jai Prakash got this property transferred in his son’s name — a transfer which is not legally permissible.”

Exposing the manipulation in the transaction, Ankush Narang said, “No individual can purchase government land, so Jai Prakash falsely showed that he had purchased it from the individuals who held the property on license. A complaint was filed with the Lokayukta regarding this matter. The case clearly reveals that during his tenure as Mayor, Jai Prakash abused his power to acquire this property.”

“Alongside the illegal acquisition, he constructed a multi-storey building on it. Parts of the property are now being used for commercial as well as residential purposes. It is further alleged that he unlawfully installed electricity meters and carried out construction without approval,” he added.

Referring to DUSIB’s own findings, Ankush Narang said, “At the time, DUSIB also stated in its report that it had not sold this property to Jai Prakash. Instead, DUSIB clarified that the property was granted to two individuals on license fee and, as per rules, such properties cannot be transferred. Acting on DUSIB’s report, the Lokayukta has now directed that proper action be taken regarding this property.”

“The Lokayukta has also asked the Lieutenant Governor (LG) to ensure necessary action is taken against former Mayor and MCD Councillor Jai Prakash based on an investigation by the police, ACB or other agencies. During the construction, even Delhi Police issued a challan, and DUSIB served a notice under Section 41 declaring the construction illegal. No construction is permissible on DUSIB-owned land,” he further added.

Calling for immediate accountability, MCD House LoP said, “Based on the Lokayukta’s report, there must be a proper investigation into the allegations against BJP’s former Mayor Jai Prakash. It must be determined how DUSIB’s property was transferred and how a multi-storey building was constructed on it.”

“The investigation must begin immediately and strict action must follow based on its findings so that no future leader — whether Mayor, Deputy Mayor or Standing Committee Chairman — misuses their position for illegal possession or construction. Since the BJP still controls the MCD, it is essential to ensure that no such unlawful activity is allowed to continue. We demand a thorough investigation and strict action in this matter,” concluded Ankush Narang.
