“Delhi’s AQI has crossed 500, Farishtey scheme & Mohalla Clinics have been shut, and bus marshals & clinic staff have been rendered jobless: Atishi

  • May 29, 2025

Despite coming to power on the back of lofty promises, the Bharatiya Janata Party (BJP) government in Delhi has delivered nothing but disappointment in its first 100 days. From power outages and worsening water crisis to fee hikes in private schools and the rollback of pro-people schemes initiated by the Aam Aadmi Party (AAP), every sector—electricity, water, education, and healthcare—has witnessed steep decline.

In a joint press conference, Leader of Opposition (LoP) in the Delhi Assembly Atishi, AAP Delhi State President Saurabh Bharadwaj, and MLAs Sanjeev Jha and Kuldeep Kumar exposed the so-called “four-engine government” for not launching a single new scheme or fulfilling even one electoral promise, while actively dismantling the groundbreaking public welfare schemes of the previous administration.

Senior AAP leader and former Deputy CM Manish Sisodia took to ‘X’ wrote: “In Delhi, the BJP used the police, money, and every possible tactic—coercion, bribery, threats, and manipulation—to form a government. Even then, the people had one hope left: that now that the BJP had taken power, it might at least do some work for the public.”

“But in just 100 days, the BJP has destroyed that trust completely. Everything that was built under the leadership of Arvind Kejriwal has been dismantled. Electricity has become more expensive, people are suffering power cuts day and night, water supply cuts have become common, Mohalla Clinics are being shut down, private school fees have increased, and government schools are being locked up. Every promise has turned out to be an empty slogan. These 100 days are not a story of governance—they are a story of betrayal of the people’s trust,” he added.

Addressing the press conference, Delhi Assembly LoP Atishi stated, “Tomorrow marks 100 days of BJP’s government in Delhi. The people of Delhi gave the BJP a mandate and allowed them to form a government so that they could work for the citizens. But in just 100 days, the BJP has made life hell for Delhiites. Forget improving the system or fulfilling promises—the BJP has dismantled the functioning systems that had been running smoothly in Delhi for 10 years, all within 100 days.”

Launching a performance review, she added, “Today, the Aam Aadmi Party is releasing a report card highlighting the failures of BJP’s 100-day tenure. BJP has failed on every front. This report card outlines 15 issues where the BJP has failed, and we will take this report to every household in Delhi.”

On power outages and broken promises, Atishi said, “Under Arvind Kejriwal’s government, Delhi had 24×7 electricity for 10 years without power cuts. This is not our claim alone—it is backed by reports and data from the Centre’s Power Department, and records submitted in Parliament. But in just 100 days, BJP has dismantled the power infrastructure. Now, long and frequent power cuts are occurring in different parts of Delhi. People have started anticipating outages every time the temperature rises or there is a thunderstorm. Is this the national capital? Are we really living in 2025?”

She further highlighted price hikes, saying, “Not only are we facing power cuts, but electricity bills are also increasing. BJP has raised power tariffs by 7–15% under the name of PPAC. Starting next month, people in Delhi will start receiving inflated bills.”

On education, Atishi pointed to fee hikes in private schools. “For the past 10 years, under Arvind Kejriwal, the AAP government had regulated private school fees and prevented unjustified hikes. But ever since BJP came to power, there has been a reckless surge—30%, 40%, even 80% fee increases. Charges have been added for swimming pools, buses, and activities. And when parents can’t pay, their children are being thrown out by bouncers at the school gates.”

On Delhi’s water crisis, the Delhi Assembly LoP said, “Today, Delhi is facing a severe water crisis. In many areas where water supply was uninterrupted for years, it has now stopped. Women across Delhi have started protesting by smashing ‘matka(s)’ outside BJP MLAs’ offices, and water is now being supplied through tankers in many neighbourhoods.”

On sewer water contamination, Atishi warned, “Sewer water is coming through taps in multiple parts of Delhi. It’s filthy and dangerous. Visit any locality, and doctors will tell you that gastrointestinal illnesses have spiked. This is because sewer water is mixing with drinking water.”

On environmental degradation, she said, “Not just water—Delhi’s air quality has deteriorated sharply. For the first time in history, pollution levels in summer have crossed AQI 500. Just a few days ago, on 24 May, Delhi was in the ‘Severe’ AQI category—something never seen before in this season.”

On dismantling of welfare schemes, Atishi called out the BJP for shutting down citizen-centric initiatives. “They’ve started closing down Mohalla Clinics and laying off those who worked there. The Farishte scheme—where victims of road accidents received free treatment in both government and private hospitals—has been discontinued. Diagnostic tests that were provided free in private hospitals and labs have been stopped.”

She also called out BJP’s inaction on job security. “AAP had sent a file to the LG in January to regularise bus marshals. But they were neither regularised, nor did BJP fulfil its promise of reappointing them within 60 days. That promise, too, remains broken.”

On pension cuts and symbolic attacks, Atishi criticised BJP’s actions. “In just 100 days, the BJP government has cut pensions for 25,000 helpless widows. One of their first actions upon coming to power was removing the photos of Babasaheb Ambedkar and Shaheed Bhagat Singh from government offices.”

On BJP’s major unfulfilled promises, she said, “They had promised to deposit ₹2,500 in every woman’s account by 8 March. That never happened. They also promised free gas cylinders for Holi and Diwali, and cylinders priced at ₹500. That promise too was abandoned.”

Concluding, Delhi Assembly LoP Atishi said, “The BJP has failed on every front in just 100 days. They did not fulfill any of their promises, and they destroyed the efficient systems of electricity, water, schools, and Mohalla Clinics that had been running smoothly for a decade. Today, people across Delhi feel they made a mistake by voting for the BJP.”

Meanwhile, AAP’s Delhi State Convenor Saurabh Bharadwaj said that when a new government comes to power, there’s usually a wave of excitement among the people — a sense of joy that they’ve chosen to change. BJP formed a government in Delhi after 27 years.

He pointed out that the CM herself boasts of running a “four-engine government” — with power from the top to the bottom. “When everything is under your control, the public expects you to shower new facilities and services. But instead, the BJP government has spent 100 days spreading 100 lies,” he said.

Saurabh Bharadwaj slammed the Chief Minister and her ministers for consistently lying. “Sometimes the CM lies, sometimes her ministers lie — and they lie openly, without hesitation. Everyone knows about the false claim of giving ₹2,500 — that lie has been exposed.”

He recalled a recent incident involving Mohalla Clinic staff. “Doctors, pharmacists, nurses from Mohalla Clinics had been requesting a meeting with the CM. When they got no response, they went directly to her Janata Darbar. The CM announced on the microphone that no one would be removed from their jobs and everyone would be adjusted,” he said. “And yet, today’s newspaper reports show that staff are being sacked with seven-day notices as clinics are being shut down one after another. Pharmacists have been calling me since morning.”

Saurabh Bharadwaj called out the BJP government for changing names and spinning lies. “Buses procured and launched by our government are now being rebranded as ‘Devi Buses’. They lie about auditing schools — Ashish Sood claimed all private schools were audited under BJP, but where is the report? What action was taken? Not a single school’s fees were rolled back,” he said.

He cited a Delhi High Court order in the DPS school fee hike case. “The court clearly said that no government order was issued declaring the fee hike illegal, so how can it be deemed illegal in court? The fault lies squarely with Rekha Gupta’s government, which hasn’t issued a single order against private schools despite skyrocketing fees.”

The senior AAP leader went on to expose the health minister’s misleading statements. “He claimed 250 Mohalla Clinics were on rent and were centres of corruption. Then why haven’t they taken action against a single person? If there was overpayment or bribes involved, why is no one being held accountable? They make sweeping claims but never offer proof. They step out, tell a lie to the cameras, and walk away.”

Continuing, senior AAP leader and MLA, Sanjeev Jha, said that the 100 days of BJP in power proves ‘Sarkar Mast Hai, Janta Past Hai.’ “BJP came to power promising to continue all welfare works initiated by the Aam Aadmi Party. But in just 100 days, their so-called four-engine government has managed to reverse all that progress. Today, the people of Delhi are suffering,” he said.

He said that in the last 10 years, the AAP government had rooted out various mafias — but now, under BJP, those same mafias are back. “Medicines have vanished from hospitals, Mohalla Clinics are being shut down, and the medicine mafia is again taking control. Parents are being forced to protest outside private schools. They’re being pushed to approach the High Court. The education mafia is back and the government isn’t listening,” he said.

He cited the power supply crisis as yet another failure. “AAP had ensured 24-hour electricity in Delhi, and inverter shops had shut down. But now, power cuts are back, and inverter sales are booming again. There’s hardly any home in Delhi that hasn’t bought one recently,” he said.

Sanjeev Jha said the people of Delhi are exhausted. “After just 100 days of BJP’s governance, Delhi is in distress. People are crying out. Even the achievements BJP claims — they’re all built on lies,” he said. “The hopes with which the people brought them to power have been completely shattered.”

On the other hand, senior AAP leader and MLA Kuldeep Kumar stated, “Just as they say you can tell a child’s future by looking at their first steps, the same is true of this government’s first 100 days. These 100 days have shown the people of Delhi exactly what the next five years are going to be like,” he said.

Comparing it with the AAP government’s debut, he said, “When Arvind Kejriwal’s government was formed for the first time, there was a wave of happiness in Delhi. That joy was doubled by the work the Arvind Kejriwal government did.”

Recalling AAP’s early achievements, Kuldeep Kumar said, “When our government completed 100 days, it was a crucial time that shaped our five-year vision. And what was that vision? Free electricity up to 200 units, 20,000 litres of free water, free treatment in hospitals, round-the-clock power, and major school reforms with non-stop school inspections. The vision was to improve hospitals and transform government schools. We worked on that 100-day vision for the next ten years.”

He contrasted it with the BJP’s current 100 days: “What have they done in these 100 days? Frequent long power cuts, increased school fees, withdrawal of public welfare schemes meant for the downtrodden. The entire focus of this government has been on how to snatch away every facility from Delhi’s downtrodden. Their only goal is to take away every basic support a poor person in Delhi relies on — be it a jhuggi, a hut, a cart, a stall, or a street-side business — and hand over all the benefits to their wealthy industrialist friends.”

Kuldeep Kumar concluded by stating, “‘Kya Hua Tera Waada, Woh Kasam Woh Iraada’ (What happened to your promises?) What happened to the vows you made to the people of Delhi? Like PM Modi’s promise of ₹15 lakh, your promises have also turned out to be mere jumlas.”

Rekha Gupta’s BJP Government: 100-Day Report Card

1 – Long Power Cuts

For 10 years, the Arvind Kejriwal government provided 24-hour free electricity to the people of Delhi. Power cuts had become a thing of the past. Inverter shops had shut down. Arvind Kejriwal worked tirelessly to fix Delhi’s electricity system. Delhi became the only state in the country where uninterrupted 24-hour electricity was available. This fact was also confirmed by data from the Central Government.

On 3 February 2025, data presented by the Union Ministry of Power in the Rajya Sabha confirmed that Delhi had 24-hour electricity. The Consumer Services Rating of DISCOMs for the years 2022, 2023, and 2024 also highlighted Delhi’s operational reliability and round-the-clock power supply. According to reports by the Union Ministry of Power, Delhi’s electricity distribution companies were ranked first, second, and third in the country for providing 24-hour electricity.

But everything changed after the BJP came to power. Now, power cuts have become Delhi’s new identity. People in Delhi are facing long daily outages. In some areas, the power goes out for 4 hours, in others for up to 14 hours.

For instance, areas like Samalkha, Gautam Nagar, Pochanpur (Dwarka), Hastsal, Lajpat Nagar-2, Rajouri Garden, Neb Sarai, Nangloi, Panchsheel Extension, Malviya Nagar, Nawada, Defence Colony, Uttam Nagar, M Block Greater Kailash, New Friends Colony East, Janakpuri, Qutub Vihar, Najafgarh, and Nand Nagri are facing hours-long power cuts every day. People are now being forced to buy inverters again.

2 – Electricity Prices Increased

Arvind Kejriwal’s government provided 200 units of electricity completely free and charged half the rate for consumption between 200 and 400 units. Under AAP, Delhi had the cheapest electricity rates in the entire country. Within a short span, Delhiites have now experienced both models. On one hand, the Arvind Kejriwal government ensured 24-hour electricity, 200 units free, and the lowest rates. On the other hand, the BJP’s four-engine government is unable to provide even 24-hour electricity and has increased power rates as well.

After subjecting people to long power cuts, the BJP government has hit Delhiites with the shock of expensive electricity. The BJP government has increased power tariffs by 7–15%. This has caused a sharp spike in electricity bills for residents. The BJP government is not working for the people—it is working to benefit the power companies.

3 – Private School Fees Increased

Arvind Kejriwal had completely curbed the arbitrariness of private schools. For 10 years, the Arvind Kejriwal government did not allow any private school in Delhi to raise fees. Not just that, his government even conducted audits of private schools and found that these institutions were extracting fees from parents arbitrarily and amassing huge profits. The AAP government took strict action against this exploitation and even got the excess fees refunded to the parents.

However, since the BJP came to power in Delhi, private schools have resumed their arbitrary practices. Nearly all private schools have increased their fees by 30% to 80%. If parents fail to pay the increased fees, children are being thrown out of school. DPS even removed the names of several students and hired bouncers to prevent them from entering the school premises.

In protest against the increased fees, many parents demonstrated outside the schools and the Directorate of Education for several days, but the BJP government took no action against the private schools. This is because the President of the Action Committee of Unaided Recognised Private Schools—Bharat Arora—is a member of the BJP’s Delhi state executive and was also involved in Chief Minister Rekha Gupta’s election campaign.

4 – Decline in Water Supply

For 10 years, the Arvind Kejriwal government ensured that the people of Delhi never faced water scarcity. Under Kejriwal, every household also received 20,000 litres of free water.

But ever since the BJP’s four-engine government took over in Delhi, water shortages have begun. Many areas in Delhi are not receiving regular water supply, forcing people to depend on tankers. Residents have to stand in long queues to get water from tankers. The AAP government had broken the back of the tanker mafia. But the BJP government has increased the number of water tankers, thereby promoting the tanker mafia.

5 – Sewer Water Coming from Taps

Under Arvind Kejriwal’s government, the people of Delhi received clean water. In fact, it also launched a revolution to provide clean tap water 24 hours a day. Last year, Arvind Kejriwal even started 24-hour tap water supply at DDA Flats in Pandav Nagar of Rajinder Nagar assembly constituency.

However, after the BJP government came to power in Delhi, people are now suffering from the issue of dirty water. Women from Naraina village in Rajinder Nagar constituency had to stage a protest. The BJP government has failed to even provide clean water to the people. There is widespread distress over water. Sewer water is coming through the taps. No action is being taken even after complaints about contaminated water.

6 – AQI Crosses 500 in Summer

This summer, Delhi witnessed yet another alarming record: the Air Quality Index (AQI) crossed 500. In May—when pollution levels usually ease due to hot winds—the air became so toxic that it became difficult to breathe. Data from CPCB clearly shows that between 2022 and 2024, the AQI in May never went above 243. But ever since Rekha Gupta’s BJP government came into power, Delhi is gasping for breath.

Despite having a four-engine BJP government—the Centre, LG, MCD, and now the Chief Minister—there has been no pollution control plan implemented on the ground and no concrete action has been taken. Delhi’s residents are suffering—senior citizens are struggling to breathe, children are not allowed to play outdoors, and daily life has been severely impacted.

The most unfortunate part is that the BJP government has shown no seriousness regarding pollution. Delhi’s Environment Minister merely kept raising slogans like ‘pollution is caused by burning garbage,’ but when the MCD is also under BJP’s control, the question arises—why hasn’t the pollution stopped? No one has an answer. The people of Delhi are asking questions, but the government remains silent. Suffering from both heat and pollution, Delhi is crying out in distress.

7 – Life-Saving ‘Farishte’ Scheme Shut Down

The BJP government under Rekha Gupta has shut down a scheme that had saved the lives of over 10,000 people in Delhi. The Farishte scheme was launched by Arvind Kejriwal in 2017. Its objective was to provide immediate and free treatment to victims of road accidents so that timely medical attention could save lives. Under this scheme, the Delhi government would cover all medical expenses of accident victims in any hospital—private or government.

The scheme not only saved lives but also instilled public confidence that if someone helped an injured person, they would not have to bear any legal or financial burden. It inspired people to become “Farishte” (angels). But now, the BJP government has removed this scheme from the budget without providing any solid reason.

Now, if someone meets with a road accident in Delhi, even those who want to help hesitate—worried that they might have to bear expenses or face legal hassles.

8 – BJP removed pictures of Babasaheb Ambedkar and Shaheed Bhagat Singh from Delhi government offices

One of the first actions taken by the BJP after coming to power deeply hurt the people of Delhi — the removal of portraits of Babasaheb Dr B.R. Ambedkar and Shaheed Bhagat Singh from government offices. Arvind Kejriwal had installed their pictures in all Delhi government offices, sending a strong social and historical message — of equality, justice, and sacrifice.

But the BJP government’s very first move was to remove these portraits from the Chief Minister’s office. Soon after, their ministers and other government departments followed suit. This was not just about removing portraits; it was an ideological attack on a vision that honours the struggles and sacrifices of Dalits, backward classes, and the youth.

There is deep resentment among the people of Delhi, especially among Dalit communities and the youth. They feel BJP has insulted their identity and dignity. Babasaheb Ambedkar and Bhagat Singh do not belong to any party or religion — they are the sons of Bharat Mata who gave this country a vision.

9 – Closure of Mohalla Clinics deprived lakhs of people of medicines and tests; Staff rendered jobless

In another anti-people move, Rekha Gupta’s government began dismantling Delhi’s healthcare revolution — the Mohalla Clinics. For years, these clinics had provided lakhs of Delhiites with nearby and free medical treatment.

This wasn’t just a healthcare model, but a symbol of trust — that the government could care for people’s health in their own localities. At a time when inflation is sky-high and private healthcare is beyond the reach of the common man, the BJP government snatched away this vital facility.

Not only did this harm the public, but thousands of doctors, nurses, and health workers also lost their jobs. This is a direct assault on both public health and employment. Rekha Gupta’s government has made it clear that public welfare and employment are not among its priorities.

10 – Bus marshals and civil defence volunteers not reinstated or made permanent; Betrayal of youth

Despite making grand promises before elections, the BJP government went back on its word the moment it came to power. It had assured Delhi’s bus marshals and civil defence volunteers that their jobs would be restored and made permanent — but did just the opposite.

The truth is, the AAP government had already taken steps to secure the future of these youth. The file to regularise bus marshals and civil defence volunteers had been sent to the Lieutenant Governor. But the BJP government has remained silent on that file. No policy, no plan — just silence and betrayal. When these youth try to meet the Chief Minister today, they are denied entry.

They protest on Delhi’s streets, but no one listens. These are the very people who risked their lives during COVID, during the lockdown, and for the safety of women. But now, they’ve been left jobless and ignored. To deny them employment, livelihood, and dignity is a cruel joke on the future of Delhi’s youth. BJP’s actions clearly show that it has no concern for Delhi’s hardworking young citizens.

11 – Women never received the promised ₹2,500

Before elections, the BJP and even PM Modi himself said that starting 8 March, women in Delhi would receive ₹2,500 per month directly in their bank accounts. He even urged women to link their bank accounts to their phones to receive notification of the payment.

But the first Cabinet meeting came and went, 8 March passed, and even 100 days of BJP government are over — yet the BJP has failed to fulfil its promise. Not a single rupee has reached any woman’s account. On top of that, there is now talk of cuts to the scheme and imposing tough eligibility conditions, which will exclude most needy women from benefiting.

12 – No free gas cylinders on Holi, no cylinders at ₹500

The BJP had promised in its manifesto that if voted to power, it would give free gas cylinders on Holi and Diwali and make cylinders available at ₹500 for every Delhiite. Holi has long passed, but no free cylinder was given.

Secondly, even after completing 100 days in power, the BJP has failed to provide cheaper gas cylinders. In fact, instead of reducing the price, the BJP government increased the price by ₹50 during this period. It’s clear — their aim was to capture power by making false promises.

13 – Free operations in private hospitals and free tests in private labs stopped

The AAP government had been providing Delhi’s people with free surgeries in private hospitals and free tests in private labs. Thousands of poor families received expensive treatments free of cost under this scheme, and many lives were saved.

But as soon as the BJP came to power, it shut down this life-saving scheme. Arvind Kejriwal’s government had ensured that the Delhi government would bear the entire cost of private hospital surgeries. In these 100 days, the BJP has completely discontinued this welfare scheme, depriving thousands of the poor of quality treatment.

14 – 25,000 widow pensions stopped

Arvind Kejriwal has always treated every citizen of Delhi like a member of his own family, and he cared for widowed sisters like his own. He had ensured that thousands of women received widow pensions to help them live with dignity and raise their children.

But the heartless BJP government under Rekha Gupta could not tolerate this support. In just 100 days, the BJP cracked down on widow pensions, and using “verification” as an excuse, denied 25,000 women their rightful benefits. The AAP government had been giving ₹2,500 per month to each of these women — the BJP, in its short tenure, took away this entitlement from them.

15 – Jhuggis demolished, people rendered homeless

Before elections, BJP leaders staged overnight stays in jhuggis, and even PM Modi gave the slogan “Jahan Jhuggi, Wahan Makaan” to win votes from jhuggi dwellers. But once in power, this very BJP began demolishing jhuggis and rendering the same people homeless from whom they had sought votes. They snatched roofs from the same children with whom they had pretended to play carrom.

Since 2019, the BJP has been promising “Jahan Jhuggi, Wahan Makaan” to Delhi residents. But while being in power at the Centre, it displaced 2.7 lakh jhuggi dwellers. And now, with a four-engine government, it is hell-bent on bulldozing Delhi. Jhuggis are being razed, old and historic markets are being destroyed, and this cruel government is making life hell for the poor and marginalized.
