Aam Aadmi Party (AAP) Delhi State President Saurabh Bharadwaj has called the BJP anti-poor, stating that the decision to halt the issuance of EWS certificates in Delhi is a deliberate move to prevent the downtrodden from availing the 10% reservation in private schools and hospitals. He said this step would also deprive eligible youth of opportunities in government jobs under the Economically Weaker Section (EWS) category.
The AAP Delhi State President said the BJP government’s decision clearly benefits private institutions, and if there are flaws in the certificate-making process, the government should fix them instead of punishing the public for the mistakes of officials appointed by the Lieutenant Governor. He demanded that the government disclose how many DMs and SDMs have faced action for issuing incorrect certificates.
During a press conference, AAP Delhi State President Saurabh Bharadwaj asserted, “When the BJP formed the government, we began witnessing such bizarre decisions on a daily basis that it now feels clear—BJP has handed over the governance of Delhi to people who have absolutely no idea how to run an administration. Even the village panchayat in Phulera is not operating the way Delhi’s government is functioning today.”
Saurabh Bharadwaj revealed the sudden halt of EWS certificates, stating, “Yesterday, an example came to light—Delhi’s Chief Minister has issued an order that no new EWS certificates will be made. Admissions are currently ongoing in Delhi University, IP University, and other colleges. Students are filling out forms, and you’ve set aside a 10% quota for EWS. But how will students avail that quota if you stop issuing EWS certificates?”
“In hospitals, 10% of beds are reserved for EWS patients. Additionally, 25% of the OPD and 10% of the IPD services are free for EWS patients. Now if someone falls sick—a parent, spouse, sibling—eight out of ten Delhiites needing admission under the EWS category go straight to the SDM office to get their certificate made. How else will someone prove that they’re poor? How else will they certify their annual income? The only way is to get an income certificate made at the SDM’s office, from which the EWS certificate is generated,” he added.
Saurabh Bharadwaj continued, “If someone is ill, how will they get admission on an EWS bed? You’ve shut down the very certificate that gives them access. For the many children who are yet to get EWS admissions in schools—often, they apply for admission assuming they’ll get the certificate when needed. In many cases, they identify as EWS but haven’t yet received the document, thinking they’ll get it during the admission process. Thousands of such students whose futures depended on the EWS quota—the BJP-led Delhi government has completely ruined their lives by halting EWS certificates.”
He further emphasised the effect on employment and livelihoods and said, “Even those applying for jobs that required an EWS certificate—you’ve closed that door too. This is not how decisions are taken in governments. If you have objections to the EWS certification process, say so. Suggest improvements—fix the process and resume it. But how can you shut down the entire EWS certificate system altogether? This isn’t just wrong—it’s unimaginable. No one can even think of such decisions.”
“This isn’t hearsay—these are the official minutes of the meeting from the Chief Minister’s office. The document says that flaws were found in the issuance of EWS certificates. Therefore, all new EWS certificates are to be stopped. It literally says: ‘The government will examine the EWS certificates issued so far, as there is an estimation that a very large number of ineligible persons have been issued the certificates. No further EWS certificates to be issued by Revenue Department till further orders,’” Saurabh Bharadwaj shared.
The AAP Delhi State President emphasised that until a new decision is taken, no new EWS certificates will be issued. He reasoned, “If there was wrongdoing in issuing certificates—then the SDMs issued them. Who appoints the SDMs? The LG does. LG doesn’t even consult anyone before deciding who becomes SDM, ADM or DM. They make their own lists unilaterally. Then why did you appoint such people in the first place?”
Raising questions on the government’s actions against poor and marginalized, Saurabh Bharadwaj said, “If the EWS certificates were wrongly issued, then how many SDMs, ADMs, and DMs have you acted against? Have you dismissed anyone? Suspended anyone? You haven’t taken action against the officers who made the mistakes, but instead, you’re punishing poor people who would come to get their EWS certificates issued. Your officers make the mistakes, and you punish the poor? This government is entirely anti-poor.”
The AAP Delhi State President revealed that this is a deliberate attempt to benefit private schools. “Neither will EWS certificates be issued, nor will any poor person be able to claim free seats in private schools. The same thing is happening with private hospitals — neither will EWS certificates be made, nor will poor patients get free treatment on EWS beds. It’s open and clear: this step has been taken purely to benefit private schools and private hospitals. AAP strongly condemns this.”
