The Aam Aadmi Party (AAP), under the leadership of its National Convenor and CM Candidate Arvind Kejriwal, has once again raised the bar for governance by unveiling 15 groundbreaking guarantees ahead of the upcoming Delhi Assembly elections. These guarantees, termed “Kejriwal Ki Guarantee,” aim to address critical issues faced by Delhiites, ranging from employment and education to healthcare and infrastructure.
Speaking at the launch event, Arvind Kejriwal emphasized that his relationship with the people of Delhi is built on trust and delivery, stating, “My bond with Delhiites isn’t based on promises but on my guarantees; I deliver on what I say.”
The announcement reflects AAP’s commitment to continuing its legacy of providing free electricity, water, healthcare, education, and senior citizen pilgrimage schemes while introducing transformative initiatives like the Mahila Samman Yojana, Sanjeevani Yojana, and the Dr. Ambedkar Scholarship. Arvind Kejriwal reiterated the party’s vision of creating a more inclusive, prosperous, and affordable Delhi, ensuring that every household saves ₹25,000 per month through the continuation and expansion of welfare schemes.
Highlighting the stark contrast between AAP’s governance model and that of other political parties, Arvind Kejriwal warned against the financial burden that could befall Delhi’s residents if opposing parties took power. He appealed to the public to “press the Jhaadu button” and secure a brighter, more equitable future for the capital.
Senior AAP Leaders, including Deputy CM Candidate Manish Sisodia, Rajya Sabha MP Sanjay Singh, CM Atishi, Ministers Gopal Rai & Saurabh Bharadwaj and Deputy Speaker Rakhi Birla were also present at the event.

Addressing the people of Delhi, AAP National Convenor Arvind Kejriwal said, “we are releasing the “Kejriwal Ki Guarantee” for the upcoming Delhi Assembly elections. The meaning of “Kejriwal Ki Guarantee” is a firm promise—nothing vague or insubstantial. Unlike others who talk about manifestos or make vague commitments, everyone knows their promises are fake. For instance, during the first elections, Prime Minister Modi had promised to deposit ₹15 lakh in people’s accounts. A year and a half later, in an interview, when Amit Shah was asked about this, he said it was just an “electoral gimmick.””
He continued, “The BJP, Congress, and other parties make promises during elections, but they are just hollow slogans under different names.When we started using the term “guarantee,” they also began using it. But they’ve devalued the term “guarantee.” However, this is Kejriwal’s Guarantee, not Modi’s. This is a firm guarantee, not a hollow one like theirs. Today, we are announcing 15 Kejriwal Ki Guarantees, which will be fulfilled in the next five years.”
Guarantee 1 — Employment for Every Youth in next 5 years
Arvind Kejriwal began by announcing his first guarantee of Employment. He said: “I’ve traveled across Delhi, and according to central government data, Delhi has the lowest unemployment rate in the country. While the national unemployment rate is around 6%, Delhi’s is approximately 2%. However, even if there is a single unemployed person, it is a matter of concern. We believe there should not be even a single unemployed individual in Delhi. It pains us when our educated children sit at home without work.”
He added that he considers Delhi’s 2.5 crore people as his family, and it feels as if someone in his family is unemployed despite being educated. “That is why we will ensure employment for everyone. We are fortunate to have an educated team, unlike others who are less qualified. We have Atishi, Manish Sisodia, Raghav Chadha, Sanjay Singh, Gopal Rai, Saurabh Bharadwaj, and Satyendar Jain —all well-educated individuals. I have asked my team to create a comprehensive plan to provide jobs to every child in Delhi,” he asserted.
Guarantee 2 — Mahila Samman Yojana
Arvind Kejriwal announced the Mahila Samman Yojana as his second guarantee. Under this scheme, every woman will receive ₹2,100 in her bank account every month. After forming the government, AAP will implement this as quickly as possible, he said.
Guarantee 3 — Sanjeevani Yojana
The AAP Convenor noted Sanjeevani Yojana as his third guarantee for Delhi and said: “Elderly citizens often worry about what will happen if they fall ill—where they will get treatment and whether their children will support them. I want to assure all elderly citizens that as long as I’m alive, I will ensure the best possible treatment for you, whether in a government or private hospital. All expenses will be borne by the Delhi government.”
Guarantee 4 — Water Bill Waiver
He continued, “Until a year ago, everyone in Delhi received zero water bills. Then, conspiracies were hatched, and we were falsely accused and sent to jail one by one. When I came out of jail and spoke to people, I discovered that many had received incorrect water bills running into thousands of rupees. Upon investigation, I found that these bills were indeed wrong.”
Arvind Kejriwal went on to announce that, anyone who has received incorrect water bills need not pay them and once AAP forms the government, all these incorrect water bills will be waived.
Guarantee 5, 6 and 7 — 24×7 drinking water, Yamuna cleanup & world-class roads
Arvind Kejriwal said that the next three guarantees are ones AAP also made in 2020:
- To provide 24/7 clean water to every household.
- To clean the Yamuna River.
- To upgrade Delhi’s roads to European standards—making them so clean and beautiful that anyone visiting Delhi feels proud of it as the nation’s capital.
He said, “these three guarantees were part of my 2020 commitments. Today, I openly admit in front of everyone that we were unable to fulfill these three promises in the last five years. Our government came to power in February 2020, and by March, the COVID pandemic began. The pandemic lasted for two and a half years. After that, they started playing their game of “jail-jail-jail” with us. Satyendar Jain was sent to jail, then Manish Sisodia, then Sanjay Singh. My team was scattered. And I was jailed too.”
He added, “Now we are all out of jail, and we’ve dealt with the setbacks. These three guarantees are dreams shared by every Delhi resident, and they are my personal dreams as well. I want to see these three promises come true in Delhi. Over the next five years, we will fulfill these three promises. We have both the funds and the plans to accomplish these goals.”
Guarantee 8 — Dr. Ambedkar Samman Scholarship Scheme
Announcing his eighth guarantee for Dalit students, he said, “Dr. B.R. Ambedkar pursued his Ph.D. from Columbia University and the London School of Economics. Despite being very poor, he managed to study abroad. While studying at the London School of Economics, he ran out of money midway, had to return home, arrange funds, and then resumed his education.”
The AAP Convenor added, “We do not want any Dalit child to give up their dreams due to a lack of money. Therefore, we are announcing the implementation of the Dr. Ambedkar Samman Scholarship Scheme. If any Dalit student gets admission to a foreign university, the Delhi government will bear all expenses—tuition fees, travel costs, living expenses, food, and more.”
Guarantee 9 — Free Travel for Students
Just as AAP provides free bus travel for women, students—whether in schools or colleges—will also receive free bus travel. Additionally, students will get a 50% concession on Delhi Metro fares.
Guarantee 10 – Pujari-Granthi Samman Yojana
Arvind Kejriwal went on to say, “Our pujaris and granthis perform religious services in temples and gurudwaras, praying for Delhi’s prosperity and well-being. They act as a bridge between us and the divine. Unfortunately, 80-90% of them live in extreme poverty. To support them, every pujari and granthi will be provided with a Dakshina of ₹18,000 per month.”
Guarantee 11 — Free water & electricity for tenants
He continued, “In Delhi, we waived electricity and water bills, making them zero. However, many tenants are unable to benefit from this. After forming the government, we will introduce a system to ensure tenants also receive free electricity and water benefits.”
Guarantee 12 — Overhaul of Sewer Lines
Arvind Kejriwal noted that many places in Delhi face sewer overflows or blockages. “When I was in jail, they created so many problems—dumping cement bags and large boulders into sewer lines to cause trouble for people. Their goal was to make people suffer so that they’d blame and turn against Kejriwal.”
He announced, “After forming the government, we will fix all blocked and overflowing sewer lines within 15 days. Furthermore, many of Delhi’s sewer lines are outdated. Within the next year to 18 months, we will replace all of Delhi’s old sewer lines with new ones, working at a war footing.”
Guarantee 13 — New Ration Cards
For many years, new ration cards haven’t been issued in Delhi, leaving many poor families unable to benefit from free ration distribution. AAP government will issue new ration cards so that every eligible family can benefit from free ration services.
Guarantee 14 — Support for Auto, Taxi, and E-rickshaw Drivers
To assist auto, taxi, and e-rickshaw drivers:
- The AAP government will contribute ₹1 lakh towards their daughters’ weddings.
- Free coaching will be provided for their children.
- Families will receive ₹10 lakh in life insurance and ₹5 lakh in health insurance coverage.
Guarantee 15 — Improving Law and Order
Announcing his 15th Guarantee, Arvind Kejriwal noted that although maintaining law and order is the BJP-led central government’s responsibility, Delhi’s situation is deteriorating, causing fear and distress among residents. “We’ve taken steps within our capacity, such as installing CCTV cameras and streetlights. To further enhance safety, the Delhi government will provide financial assistance to RWAs (Resident Welfare Associations) for hiring private security guards,” he said.

Arvind Kejriwal said that These 15 new guarantees are in addition to the existing six “Revids” that will continue:
- 24-hour free electricity for households.
- Free water supply.
- Free, high-quality education in government schools.
- Free pilgrimage trips for senior citizens.
- Free bus travel for women.
- Expansion of hospitals and Mohalla Clinics with continued free healthcare for all.
The AAP Convenor went on to inform Delhi’s citizens that BJP leaders and their spokespersons have repeatedly stated their intentions to stop welfare schemes in Delhi. “If BJP comes to power, free education in Delhi’s government schools will stop, free electricity will be discontinued, Mohalla Clinics will be shut down, free water supply will end and women’s free bus travel will be abolished,” he said.
AAP helps families save Rs 25,000 each month, Lotus button will empty your wallets: Arvind Kejriwal
Arvind Kejriwal further stated that if you calculate, free electricity currently saves people at least ₹5,000 per month. “If we talk about education, children in our government schools are receiving excellent, private-school-quality education. Even in the cheapest private school, the expense for one child is at least ₹5,000 per month. For two children, this becomes ₹10,000 per month. If free education is discontinued, these families will face an additional monthly expense of ₹10,000. With the end of free electricity, an extra ₹5,000 burden will fall on families. If you press the Lotus button, an additional ₹2,000 saved on free water will also disappear. If Mohalla Clinics are shut down, families will have to bear medical expenses of at least ₹4,000–₹5,000 per month. This means a total expense of ₹22,000. If women’s free bus travel is stopped, it will result in an additional expense of ₹2,000–₹2,500 per month. In total, families in Delhi are currently saving ₹25,000 per month because of the policies of the Aam Aadmi Party government.”
Appeal to the people of Delhi he said: “if you press the wrong button, if you press the Lotus button, an additional ₹25,000 per month will be added to each family’s expenses. I don’t believe a poor family can bear such a burden. I think many poor families might even have to leave Delhi. Even for middle-class families earning ₹70,000–₹1,00,000 per month, an extra ₹25,000 per month is no small amount; they won’t be able to bear this burden either. Moreover, long power cuts will return to Delhi.”
He concluded, “So, I urge everyone: we all consider the Jhaadu a symbol of Mata Lakshmi and prosperity in our homes. Press the Jhaadu button, and you’ll save ₹25,000 per month directly. Additionally, if your household has two women, you’ll benefit an extra ₹4,200. Sanjeevani Scheme benefits will save your money, incorrect water bills will be waived, tenants will benefit from electricity and water savings. There are so many advantages. Delhi will develop, move forward, and bring relief and happiness to its people. So, press the right button, the Jhaadu button. If you press the Lotus button, chaos and hardship will spread everywhere.”

Senior AAP Leader and Cabinet Minister Saurabh Bharadwaj relived his “Techie” days as he highlighted the unique approach of the Aam Aadmi Party (AAP) in Indian politics, emphasizing how the party redefined election manifestos by introducing the concept of “Kejriwal Ki Guarantee”. He noted that while the term “guarantee” was first coined by Arvind Kejriwal during the 2020 Delhi Assembly elections, it has since been adopted by various political parties.
To substantiate this claim, Saurabh Bharadwaj humorously referenced Siri and ChatGPT, stating that even these platforms recognize AAP’s pioneering use of the term. He played the audio of a response, mentioning the acknowledgement of Arvind Kejriwal & AAP’s use of “guarantee” as an inspiring move that set a trend later followed by others. Saurabh Bharadwaj remarked that just as many parties attempt to replicate AAP’s schemes and ideas, the term “guarantee” was also borrowed from them and extended a nod to Arvind Kejriwal, the visionary leader who introduced this impactful concept to Indian politics.
