• Minister Social Welfare Rajendra Pal Gautam alongwith Minister Health Satyendra Jain has jointly convened a high level meeting today to resolve issues pertaining to delay in Issuance of Disability Certificates and UDID Cards to the Persons with Disabilities.

Medical Superintendents of all hospitals across Delhi, alongwith Director Social Welfare and other concerned senior officials of social welfare and health department attended the meeting.

It has been observed that the persons with disabilities have to face lots of troubles while applying for the disability certificate and UDID cards.

In respect of non availability of concerned specialist doctors in designated hospitals, it has been decided that hospitals may refer the patient to a private healthcare setup for the requisite assessment. On receiving the required reports from private healthcare facility, the certificate would be issued by the Government Hospitals. Delhi govt. would bear the expenses at the private hospitals through the Delhi Arogya Kosh.

Hon’ble Minister has increased the jurisdiction of eleven hospitals namely GTB, GB Pant, LNJP, DDU, Dr Ambedkar, RML, Safdarjung, AIIMS, Lady Hardinge, Bara Hindu Rao, IHBAS in order to provide disability certificates for the people across the city as opposed to their earlier restricted jurisdiction.

For unique Identity cards for Person with Disabilities, it has been decided to provide one data entry operator to each hospital to assist health department. The data entry operators will be provided by social welfare department.

It is also been noticed that people have no awareness for registration and getting disability certificate from hospitals. To meet out this problem, awareness camps, proper boards, signages will be installed in hospitals, through which people can get all related information which will ease their discomfort.

A committee has also been constituted with Social Welfare director as chairperson and Doctors as Members to keep check and balances of the issuance of disability certificate and UDID cards. The committee will submit its report in 2 weeks’ time.

The Department of Social Welfare will monitor issuance of the certificate by each hospital on a monthly basis. Action would be taken against the hospitals who take a longer time than mandated.

Workshops and training programs would be organised to sensitize all the stakeholders on the process of issuance of disability certificate.
