– CM urges states to take bold, urgent action to stop stubble burning
Chief Minister Shri Arvind Kejriwal on Thursday wrote to Chief Minister of Punjab Capt. Amarinder Singh, Chief Minister of Haryana, Shri Manohar Lal Khattar, as well as to the Union Environment Minister, Shri Prakash Javadekar, urging them to take bold, urgent action on the issue of crop stubble burning.
Sharing this on his official Twitter account, the chief minister wrote, “I have written letters to the Chief Ministers of Haryana and Punjab and the Union Minister of Environment seeking urgent steps to deal with crop burning. I know they are making efforts. But much more needs to be done to stop pollution. Meanwhile, at our level, we are taking steps to reduce pollution caused by local factors.”
He wrote in his letter, “The health of our people is the foremost responsibility of any government. Unfortunately, high levels of air pollution in winter months in the entire northern India region puts to risk the health of all our people, especially children and the elderly. The gravity of this issue calls for bold, urgent action.”
“With the persistent efforts of all government agencies and the people of Delhi, it is a matter of relief that Delhi is among the few cities today where pollution has stopped rising and instead has dropped by 25% in the last 4 years. To address pollution in the upcoming winter months, my government has already announced a 7-point action plan that has been put into implementation with full swing,” he wrote.
“However, there is little that the people of Delhi can do to fight pollution due to crop stubble burning happening in Punjab and Haryana, which is a major contributor to pollution in Delhi in the months of October and November. We understand and appreciate the several initiatives that [your government] is taking in this regard, but I am sure you will agree that much more needs to be done,” wrote the chief minister.
Like Delhi, other states should also take steps to fight pollution
On the one hand, the Chief Minister has already announced a 7-point Parali Pradushan Action Plan and a 5-point Winter Action Plan to tackle the problem of deteriorating air quality due to crop burning in the winter months. The procurement of 50 lakh masks has begun and the preparations for the Odd Even scheme are being worked out.
The Delhi government has also begun consultations on the community Diwali event being planned on the eve of Diwali to encourage people to give up bursting crackers and come together for the festival and enjoy a laser show instead.
Delhi is the only city in the country where pollution is on the decline, with the concentration of PM 2.5 reducing by 25% in the last three years. However, the latest rankings of the most polluted cities in the world brings home a harsh reality – 7 of the world’s 10 most polluted cities are in India. While Delhi ranks 11 on this list, the top 3 Indian cities are Gurugram, Ghaziabad and Faridabad.
CM Shri Kejriwal is concerned about the health of the people of Delhi due to the possibility of poor air quality in November, and like Delhi has announced several initiatives to combat pollution, he has urged other states also do the same.
CM Shri Kejriwal concluded the letter stating, “It is my earnest request that [your Government] takes all possible steps to ensure there is an immediate curb on crop stubble burning activities this year. That is the only way we can fulfill our responsibility of securing good health for the people of Punjab and Delhi.”

हरियाणा और पंजाब में पराली जलाने से दिल्ली में होने वाले प्रदूषण पर श्री अरविंद केजरीवाल गंभीर
–पंजाब और हरियाणा के मुख्यमंत्री को पत्र लिख कर मुख्यमंत्री ने तत्काल ठोस कदम उठाना का आग्रह किया
- केंद्रीय पर्यावरण मंत्री को भी पत्र लिख पराली जलाने से रोकने को कदम उठाने की मांग की
: हरियाणा और पंजाब में पराली जलने से होने वाले प्रदूषण पर मुख्यमंत्री श्री अरविंद केजरीवाल बेहद गंभीर है। उन्होंने हरियाणा और पंजाब के मुख्यमंत्री को पत्र लिखकर तत्काल पराली जलाने से रोकने के लिए ठोस कदम उठाने की मांग की है। उन्होंने इस संबंध में केंद्रीय पर्यावरण मंत्री को भी लिखा है। जिससे आने वाले समय में दिल्ली की हवा को प्रदूषित होने से रोका जा सके।
राष्ट्रीय समाचार पत्रों से मुख्यमंत्री श्री अरविंद केजरीवाल को जानकारी मिली कि हरियाणा और पंजाब में पराली जलना प्रारंभ हो गया है। इन दोनों राज्यों में पराली जलने से निकलने वाला धुआं हर साल नवंबर में दिल्ली के वायु को तेजी से प्रदूषित करता है। इस बार ऐसा न हो सके, इस कारण मुख्यमंत्री श्री अरविंद केजरीवाल ने हरियाणा और पंजाब के मुख्यमंत्री के साथ केंद्रीय पर्यावरण मंत्री को बृहस्पतिवार को पत्र लिखा। जिसमें अपेक्षा की गई है कि पराली जलाने से रोकने के लिए राज्यों के मुख्यमंत्री के अलावा केंद्रीय पर्यावरण मंत्रालय भी तत्काल और ठोस कदम उठाए।
इस संबंध में मुख्यमंत्री श्री अरविंद केजरीवाल ने ट्वीट भी किया। जिसमें उन्होंने लिखा कि, “मैंने हरियाणा और पंजाब के मुख्यमंत्रियों और केंद्रीय पर्यावरण मंत्री को पत्र लिखकर पराली जलाने से निपटने के लिए तत्काल कदम उठाने की मांग की है। मुझे पता है कि वे प्रयास कर रहे हैं। लेकिन प्रदूषण को रोकने के लिए अभी बहुत कुछ करने की जरूरत है। हमारे स्तर पर प्रदूषण को कम करने के लिए कदम उठाए जा रहे हैं। ”
उन्होंने अपने पत्र में लिखा है कि लोगों का स्वास्थ्य किसी भी सरकार की सबसे बड़ी जिम्मेदारी है। दुर्भाग्य से, पूरे उत्तर भारत में सर्दियों में वायु प्रदूषण का उच्च स्तर होता है। जिससे लोगों को परेशान होना पड़ता है। खासकर बच्चों और बुजुर्गों के स्वास्थ्य पर प्रतिकूल प्रभाव पड़ता है। इसकी गंभीरता को समझते हुए तत्काल कड़े कदम उठाने की आवश्यकता है। सभी सरकारी एजेंसियों और दिल्ली के लोगों के निरंतर प्रयासों के कारण दिल्ली आज उन कुछ शहरों में शामिल है, जहाँ प्रदूषण पिछले 4 वर्षों में 25 प्रतिशत तक कम हुआ है।
आगामी सर्दियों में प्रदूषण को दूर करने के लिए दिल्ली सरकार ने पहले से ही 7-सूत्रीय कार्य योजना की घोषणा की है । जिसे पूरी तरह से लागू किया गया है। हालांकि, पंजाब और हरियाणा में पराली जलने के कारण होने वाले प्रदूषण से लड़ने में दिल्ली के लोग सक्षम नहीं है। जबकि, अक्टूबर और नवंबर में दिल्ली के प्रदूषण इनका बड़ा योगदान है। मुख्यमंत्री ने लिखा, आपकी सरकार ने पराली जलने से रोकने के संबंध में ले कुछ कदम उठा रहे है, लेकिन मुझे यकीन है कि आप इस बात से सहमत होंगे कि बहुत कुछ करने की जरूरत है।
मुख्यमंत्री ने पहले ही सर्दियों में फसल जलने के कारण वायु गुणवत्ता बिगड़ने की समस्या से निपटने के लिए 7 सूत्री पराली प्रधान कार्य योजना और 5 सूत्री शीतकालीन कार्य योजना की घोषणा की है। 50 लाख मास्क की खरीद शुरू हो गई है और ऑड ईवन योजना पर काम किया जा रहा है। दिल्ली सरकार ने दिवाली की पूर्व संध्या पर होने वाले सामुदायिक दिवाली कार्यक्रम के लिए लोगों को जागरूक करना शुरू कर दिया है। जिससे लोग पटाखे न जलाए। वह त्योहार के लिए एक साथ आए और लेजर शो का आनंद ले।
सीएम श्री अरविंद केजरीवाल ने पत्र के अंत में लिखा है कि मेरा निवेदन है कि आपकी सरकार इस बार जरूर यह सुनिश्चित करेगी कि पराली जलाने पर तत्काल रोक लगे। यही एक मात्र तरीका है, जिससे हम पंजाब और दिल्ली के लोगों के लिए अच्छे स्वास्थ्य की अपनी जिम्मेदारी को पूरा कर सकते हैं।
मालूम हो कि दिल्ली देश का एकमात्र शहर है, जहां पिछले दिनों प्रदूषण में कमी आई है। पीएम 2.5 की एकाग्रता में पिछले तीन वर्षों में 25 प्रतिशत की कमी आई है। हालांकि, दिल्ली की वायु गुणवत्ता में सुधार के बावजूद, सर्दियों में पंजाब और हरियाणा में जलने वाले पराली से वायु प्रदूषण का खतरा है।
दुनिया के सबसे प्रदूषित शहरों की नवीनतम रैंकिंग में टॉप टेन में 7 भारतीय शहर हैं। जबकि दिल्ली इस सूची में 11 वें स्थान पर है। शीर्ष 3 भारतीय शहर गुरुग्राम, गाजियाबाद और फरीदाबाद हैं। सीएम श्री अरविंद केजरीवाल पहले ही प्रदूषण से निपटने और लोगों को राहत देने के लिए 7 सूत्रीय पराली प्रधान कार्य योजना और 5 सूत्रीय शीतकालीन कार्य योजना की घोषणा कर चुके हैं।
एक तरफ जिस तरह से दिल्ली प्रदूषण से लड़ने के लिए प्लान बना चुकी है, उस तरह अन्य राज्यों को भी ठोस कदम उठाने चाहिए।
