Senior Aam Aadmi Party leader and Delhi cabinet minister Ms. Atishi on Friday said a big political conspiracy is being hatched by the BJP-led Central government to impose President’s rule in Delhi. Imposing President’s rule in Delhi will be illegal, unconstitutional and against the mandate of the people of Delhi, she added.
Ms. Atishi said that the BJP knows that it is not going to win the elections in Delhi, hence now it wants to topple the popular government of Arvind Kejriwal. She said that a major reason for the conspiracy being hatched against the Kejriwal government is the work being done by the government; be it providing free electricity and water, providing excellent schools, mohalla clinics, free pilgrimage to the elderly, free bus travel to women.
Addressing the media, senior AAP leader and Delhi cabinet minister Ms. Atishi said that a huge political conspiracy is being planned against the elected government of Delhi, the Aam Aadmi Party government, the Arvind Kejriwal government. “We have come to know from reliable sources that in the coming few days, the Central Government ruled by the Bharatiya Janata Party, is going to impose President’s rule in Delhi. Many signs of this have been visible for the last few days,” she said.
Pointing out the hurdles being put by the BJP-led Central government to affect the smooth functioning of the Delhi government, the senior AAP leader said we have been seeing for the last several days that no officer is being posted in Delhi. The posting of IAS officers is controlled by the Ministry of Home Affairs (MHA). But for the last several months, no senior IAS officer has been posted in Delhi. Secondly, many posts are lying vacant in various departments of Delhi, but officers are not posted on them. Third, the Lieutenant Governor has been repeatedly writing letters regarding Delhi government to the MHA for the last one week without any reason. It is said (in the letters to the MHA) that the ministers do not come to the meeting despite being called by him to hold discussion. This is the same LG who says in the court that this is a transferred subject, and he has nothing to do with it. So, when you maintain in the court that you have nothing to do with the issue of pollution, water issue as these are transferred subjects, then why are you writing letters about them to the MHA. Fourth, on the pretext of Model Code of Conduct, Delhi government officials have stopped attending any meeting, no matter how important the issue is. The last thing we saw was how a 20-year-old case was rake up to sack the personal secretary of Delhi Chief Minister Arvind Kejriwal. “So, all these signs show that a huge conspiracy is taking place. There is a conspiracy to topple the Delhi government, the Arvind Kejriwal’s government, and to impose President’s rule in Delhi,” said Ms. Atishi.
She further said this is the reason why Arvind Kejriwal ji has been arrested by the ED with false and fabricated allegations, without any proof, by the Central Government. Why? “Because the Bharatiya Janata Party knows that no matter how hard it tries, it cannot defeat Arvind Kejriwal in Delhi. They have seen that whether it is 2013 elections, 2015 elections, 2020 elections or 2022 MCD elections, the people of Delhi love Arvind Kejriwal, the people of Delhi love the Aam Aadmi Party. And the people of Delhi, despite every possible effort of the Bharatiya Janata Party, vote only for the Aam Aadmi Party, they vote only for Arvind Kejriwal,” said the AAP leader.
Ms. Atishi said now the BJP has come to know that it is not going to win the elections in Delhi, hence these people are conspiring to topple the popularly elected government of Delhi, the Arvind Kejriwal government. The second reason for this conspiracy against Arvind Kejriwal’s government is the work done by the Arvind Kejriwal government. Be it giving free electricity, 24 hours electricity, giving free water, giving good government schools to children, giving free treatment in mohalla clinics, giving free bus travel to women, giving free pilgrimage to the elderly. “These people know that no matter how hard they try, they will not be able to implement such policies in any of their (BJP ruled) states, leave alone Delhi. The biggest threat they are facing is from Arvind Kejriwal’s promise to the women of Delhi that every woman of Delhi is going to get Rs 1000 every month. And to stop these policies, a political conspiracy is being hatched today to stop the women of Delhi from getting Rs 1000 per month (financial aid).
Daring the BJP to impose President’s rule in Delhi, the cabinet minister said, “Let me warn the Bharatiya Janata Party that imposing President’s rule in Delhi will be illegal, unconstitutional and against the mandate of the people of Delhi. The people of Delhi have given a clear mandate to Arvind Kejriwal ji, to the Aam Aadmi Party. Under this mandate, on 17 February, Arvind Kejriwal’s government has proved its majority by conducting a floor test in the Delhi Assembly by bringing a confidence motion. It is very clear that under the Constitution of India, President’s rule cannot be imposed when a government has the confidence of its House by having a majority, she added.
Giving the example of Uttarakhand where the President’s rule was lifted following a court order, Ms. Atishi said even in 2016, when President’s rule was imposed in Uttarakhand, the Uttarakhand High Court had ordered a floor test and after the government’s confidence motion was successful in the floor test, the President’s rule order was rejected. “Arvind Kejriwal has an overwhelming majority in the Delhi Assembly. Arvind Kejriwal enjoys the overwhelming confidence of the Delhi Assembly. So let me tell the Bharatiya Janata Party that if you try to do this political conspiracy, it will be illegal, unconstitutional and against the clear mandate of the people of Delhi,” she said.
Reassuring the 2-crore Delhiites that they will get their due come what may, the senior AAP leader said I also want to tell the people of Delhi that you need not be afraid of these political conspiracies as long as Arvind Kejriwal ji stands as the son of Delhi, whether he is inside the jail or outside the jail. He will continue to fight for the rights of the people of Delhi, whether we have to fight this battle on the streets, in the court, or in the Parliament, but the people of Delhi will continue to get their rights. “The Rs 1,000 per month that Arvind Kejriwal has promised to give to the women of Delhi is Arvind Kejriwal’s guarantee. The women of Delhi will definitely get Rs 1000 a month, no matter how many conspiracies the Bharatiya Janata Party hatches, no matter how hard it tries to topple the Aam Aadmi Party government or bring President’s rule, but Arvind Kejriwal will give the women of Delhi their rights. The women will be given their Rs 1000 per month,” said Ms. Atishi.
