The Aam Aadmi Party (AAP) has raised grave concerns over an organized and large-scale voter fraud conspiracy in the New Delhi Assembly constituency, calling it a deliberate attempt to manipulate electoral outcomes. AAP National Convenor Arvind Kejriwal wrote on X: “Large scale fraud taking place in voter additions and deletions in New Delhi assembly. Delhi CM Atishi ji has written a letter to Hon’ble CEC presenting evidence and seeking time to meet.” In a press conference, Chief Minister Atishi, along with senior party leaders MP Raghav Chadha and MP Sanjay Singh, presented alarming data and testimonies exposing widespread tampering with voter rolls. The AAP has accused the Bharatiya Janata Party (BJP) of orchestrating the fraud to influence the elections in a constituency known for its support for AAP National Convenor Arvind Kejriwal over the last three terms.Highlighting the severity of the issue, CM Atishi revealed that between December 15, 2024, and January 2, 2025, over 10,500 new voter addition applications—amounting to 10% of the constituency’s total voter base—were submitted after the Election Commission’s summary voter revision had ended. Simultaneously, 6,167 applications for voter deletions, constituting nearly 5.77% of the electorate, were filed during the same period. Investigations revealed that the majority of these applications were fraudulent, with objectors summoned by the Election Commission denying any involvement.MP Sanjay Singh and MP Raghav Chadha detailed the implications of this conspiracy, emphasizing its potential to disrupt democratic processes. They expressed concern over the Election Commission’s inaction despite clear evidence of irregularities. AAP has demanded immediate action, including 100% verification of objectors, house-to-house surveys, public disclosure of applicant details, and telephonic confirmations to prevent further fraud.*Addressing a press conference over the issue, CM Atishi said,* “Our freedom fighters had a dream. They dreamed that every citizen living in India would have the right to choose their representative. When Babasaheb Ambedkar wrote the Constitution of this country, he envisioned that every Indian citizen would have the right to vote, and based on this right, representatives and governments would be chosen. The right to vote is a fundamental right of our country’s democracy and Constitution.” “But today, the Bharatiya Janata Party is committing fraud against the very right to vote—this right of a common person to elect their representative. Today, they are undermining this right, tearing apart the essence of the Constitution and democracy of this country.” Explaining the issue, the CM said that in the New Delhi Assembly constituency, a massive voter scam has come to light. “Every year across the country, there is a summary revision of the electoral roll to check if anyone has passed away, moved to another city, or shifted to another locality. The entire voter list is revised for accuracy. This voter list revision continued in Delhi until November 29, during which the entire machinery of the Election Commission visited every street and neighborhood to verify if anyone had passed away, shifted, or no longer lived there. However, after the voter summary revision ended, thousands of applications for voter deletions suddenly appeared in the New Delhi Assembly constituency, citing reasons like deaths, relocations, or people no longer residing there.”She said that simultaneously, after the summary revision ended, thousands of applications for new voter additions were received. “If you look at the figures, *in the New Delhi Assembly constituency, which has approximately one lakh (1,00,000) voters, between December 15 and January 2, applications for adding 10,500 new voters were submitted*. Adding 10,000 new voters in a constituency with one lakh voters could completely alter the election outcome.” To put it in perspective, *applications to add 10% extra voters were received between December 15 and January 2*. On some specific dates, the numbers are shocking: on December 24, there were 1,103 applications; on December 25, there were 982; on December 27, 547; on December 29, 734; and on December 30, 789. *Nearly 800 to 1,000 voter addition applications were submitted daily*. The CM questioned, “Where were these people during the summary revision process? If the entire election machinery had already visited every street and neighborhood by November 29, how did these 10,000 voters suddenly appear between November 29 and December 15? This clearly indicates a conspiracy to add voters illegally.”CM Atishi revealed that on the other hand, a massive conspiracy for voter deletion is also underway. *Between November 29 and January 2, 6,167 applications for voter deletions were submitted*. On certain days, there were 500, 600, or even 1,000 applications in a single day. For instance, on November 19 alone, there were 1,527 applications; on November 21, there were 700; on November 24, there were 518; and on November 25, there were 675 applications.“So, if voter deletions were not evident during the summary revision when booth-level officers were going door-to-door, why are there now thousands of deletion applications? This is a clear conspiracy to manipulate voter rolls,” she said. The CM added, “If we analyze the data, the *6,167 voter deletions amount to 5.77% of the total votes* in the New Delhi Assembly constituency. *Adding 10% and removing 5.5% of votes is a deliberate attempt to alter election outcomes significantly*. Here’s another shocking figure: *of the 6,167 voter deletion applications, 4,283 were filed by just 84 people*. These 84 individuals submitted applications to delete votes for over 4,000 people. Who are these individuals removing so many votes? “CM Atishi informed that when the Election Commission summoned these 84 objectors for a hearing, the scam was exposed. The objectors denied filing any applications. Some of these examples are listed below:- Tarun Kumar Chautala, a resident of NDMC quarters in Khan Market, was listed as having filed 106 deletion applications. When he appeared for the hearing on January 2, he said he hadn’t filed even a single application.- Usha Devi, a resident of Gole Market, was listed as having filed 52 deletion applications. When she appeared on January 2, she denied filing any applications.- Raj Kumar, a resident of Laxmi Bai Nagar, was listed as having filed 82 deletion applications. When he appeared on January 4, he said he hadn’t filed even one application.“What does this mean? It means there is a large-scale scam to manipulate the voter list in the New Delhi Assembly constituency. Fraudulent identities are being used, and fake applications are being submitted using people’s EPIC numbers, voter IDs, addresses, and phone numbers,” CM Atishi said.She added that this conspiracy is aimed at rigging the elections. “Moreover, the Election Commission’s approach has been highly suspicious. Despite overwhelming evidence of such a massive scam, why hasn’t the Election Commission initiated an investigation? This is a huge scam, yet no action has been taken.”The CM also informed that yesterday, she wrote a letter to the Chief Election Commissioner detailing how this significant voter fraud is taking place in the New Delhi Assembly constituency. She has also requested a meeting with the CEC, requesting that immediate action must be taken to stop this tampering with voter additions and deletions, which is undermining democracy.*Continuing, Senior AAP Leader and Rajya Sabha MP Raghav Chadha said,* “We have been in constant communication with the election officials of the New Delhi Assembly constituency, and over the past week, some significant revelations have come to light, which were shared with the public from time to time. He explained that the process of removing a voter’s name from the list is quite straightforward. It happens in two ways:1. The individual themselves submits Form 7 to the Election Commission, stating that they have changed their address, are no longer a resident of the constituency, and their name should be removed from the voter list.2. Alternatively, someone else, acting as an objector on behalf of that individual, submits Form 7 to the Election Commission, stating that this voter no longer resides in the constituency, and their name should be deleted.In the second case, the objector provides this information to the Election Commission through Form 7, including the name of the voter to be removed. When the process to delete a vote is initiated, the objector is summoned for a hearing at the Election Commission’s office, where they are asked about their application. “However,” Raghav Chadha said, “something shocking happened in the New Delhi Assembly constituency.”He explained, “On January 2nd, 3rd, and 4th, hearings were held at the Election Commission’s office in the New Delhi constituency, where all objectors were summoned. Over these three days, a total of 11 objectors appeared before the office. Every single one of them denied submitting any application to delete votes. They stated that they were not objectors and that their names were misused. They did not fill out, sign, or submit any form for deleting any voter’s name.”He said that this is an alarming revelation. A total of 22 applications for vote deletions were filed, and the objectors denied their involvement. For example:- On January 3rd, Sunita and Bipin appeared and denied submitting deletion applications.- On January 4th, Raj Kumar, a resident of Lakshmi Bai Nagar, appeared. Applications for deleting 88 votes were filed in his name. He denied submitting any such applications.- Mamta Kumari, a resident of Kaka Nagar DDA Flats, denied submitting any applications despite 60 vote deletion requests being filed in her name.- Jyoti, residing in Type 2 Quarters, Sector 2, DIZ Area, Peshwa Road, had 125 applications filed in her name. She also denied submitting any forms.“Similarly, Ruchi Tiwari Ji appeared on January 4th, with 25 applications in her name. Pankaj Ji had one, Neeraj Ji had two, and the list goes on. These individuals’ identities were stolen, and their names were misused,” Raghav Chadha said. The MP went on to say that even the name of the wife of AAP MP Sanjay Singh Ji was targeted. “Two Form 7 applications were submitted for her vote deletion, one of which was filed in the name of an objector named Suresh Devi. Upon appearing at the hearing on January 6th, Suresh Devi revealed that 27 applications were submitted in her name, including one targeting the MP’s wife.”He added, “This organized and deliberate voter fraud in the New Delhi Assembly constituency indicates that the identities of objectors were stolen and misused to submit fraudulent vote deletion applications.”Raghav Chadha went on to list AAP’s demands from the Election Commission as under:- *100% Objector Verification:* “Every objector who submitted vote deletion applications must be verified to ensure authenticity. Unfortunately, the ERO office rejected this demand,” he said.- *House-to-House Verification:* “We suggested that the election officials visit the addresses of these objectors to verify their identity and involvement. This demand was also denied,” he said.- *Public Disclosure:* “We requested that the names, addresses, and phone numbers of these objectors be made public so political parties could verify them independently. This was also rejected,” he said.- *Telephonic Verification:* “We proposed that election officials call these objectors to confirm their involvement and include party representatives in the process for transparency. This demand, too, was denied,” he said.The MP further informed, “Even when we suggested that officials conduct telephonic verification privately, document the objectors’ statements, and reject any fraudulent applications, this was not accepted. The refusal to address these basic demands highlights a massive voter deletion and addition fraud happening in the New Delhi constituency. We have forwarded all related documents to the Chief Election Commissioner’s office, urging them to take immediate action on this matter. We hope they will investigate and act swiftly.”*While, Senior AAP leader and Rajya Sabha MP Sanjay Singh said*, “I have personally experienced the kind of electoral fraud taking place in the New Delhi Assembly constituency. I want everyone to know how this fraud is being conducted and what those whose names are being misused for voter deletions are saying.” He then played an audio recording of a female objector who allegedly applied to delete the vote of his wife, Anita Singh. In the recording, the woman claimed she had no knowledge of the application. Sanjay Singh stated, “An application was submitted in the name of a woman named Madhu to delete my wife Anita Singh’s vote. When approached, she said she knew nothing about it. She admitted that she had requested the removal of the names of deceased family members but had no connection to other voter deletions.”The MP highlighted that people whose names are associated with up to 150 voter deletion applications are denying any involvement. “Is such a massive fraud occurring under the nose of the Election Commission? How is this not visible to the Chief Election Commissioner or the District Magistrate, who serves as the District Election Officer?” he questioned. Sanjay Singh, along with MP Raghav Chadha, had confronted the District Election Officer, only to be told that the names of those who submitted the applications could not be disclosed.On this, Sanjay Singh expressed shock, stating, “The names of those whose votes are being deleted are being made public, but the names of objectors who submitted the applications are being protected. This raises questions about the transparency of the process.” He further explained that during hearings, objectors appear in person, their identities are visible to officials, party representatives, and others present. “So far, 11 out of 11 objectors have stated that they did not submit any applications. We requested the Election Commission to halt the deletion process since the objectors themselves are denying involvement, but they refused.”He noted that the situation clearly indicates an intention to carry out large-scale electoral fraud. “We asked to have a party representative present during telephone verifications of the objectors, but this was denied as well. Even when we suggested that the deletion process should be stopped for cases where objectors deny involvement over the phone, they refused. This demonstrates their intent to delete votes at any cost.”He pointed out discrepancies in the voter revision process. “On November 29, election department officials conducted verification in the constituency. After the summary revision, 10.5% new votes were added, while 6.2% votes were deleted. This clearly shows the scale of fraud.”Sanjay Singh further highlighted that Election Commission rules mandate that if more than five votes are proposed for deletion, the Electoral Registration Officer (ERO) must personally inspect the applications to verify their validity. “However, this procedure is not being followed. The BJP knows they will face a massive defeat in Arvind Kejriwal’s New Delhi constituency, so they are attempting to manipulate the elections through fraud. But we will expose their misconceptions.”He appealed to the Election Commission to intervene immediately, investigate the large-scale fraud, and take strict action against officials and fraudulent objectors involved. He also demanded stringent action against those protecting such fraudulent activities.Addressing media queries, Sanjay Singh revealed that individuals whose votes were proposed for deletion testified on camera that they have been living in the same area for 40 years. “This means their votes are being deliberately deleted. There’s no need to name names—it’s evident that the BJP is orchestrating this. They are targeting people who traditionally support Arvind Kejriwal and the AAP. On camera, these voters have fearlessly stated that they support the AAP, and their votes have been deleted. This is a clear case of targeted fraud.”When asked if the AAP is acting out of fear of losing the election, Sanjay Singh responded, “Ensuring clean and fair electoral processes is not fear; it’s vigilance. Efforts to prevent electoral fraud demonstrate that the AAP is a conscientious and democracy-oriented party. We are leaving no stone unturned to keep the election process transparent.” He also pointed out the irony that the Central Election Commission office itself is located in the New Delhi Assembly constituency where this large-scale fraud is occurring.
