कच्ची कालोनियों में हो रहे कामों से केजरीवाल को मिल रहा है पक्का समर्थन।
आम आदमी पार्टी द्वारा प्रदेश संयोजक गोपाल राय के नेतृत्व में की जा रही जनसंवाद यात्रा के आठवें दिन द्वारिका विधानसभा में जन संवाद का आयोजन किया गया। जिसमें द्वारिका के विधायक आदर्श शास्त्री भी मौजूद रहे। इसके अलावा भारी तादाद में आम लोगों ने हिस्सा लिया। आज की जनसंवाद विशेष रूप से कच्ची कालोनियों के विकास के मुद्दे पर केंद्रित रही।
बीतें साढ़े चार सालों में आम आदमी पार्टी द्वारा कच्ची कालोनियों के लिए किये गए काम को याद करते हुए एक व्यक्ति ने बताया कि कच्ची कालोनियों में जो काम पिछले सत्तर सालों में नहीं हुए वो आम आदमी पार्टी की सरकार में हुए हैं। उसने बताया कि आज जिस सड़क पर हम जन संवाद कर रहे हैं यहाँ कभी कीचड़ और दलदल हुआ करता था लेकिन आज वह इतनी अच्छी हो गई है कि इतने सारे लोग बैठकर बातचीत कर रहें हैं।
द्वारिका निवासी गोपीचन्द ने बताया कि आम आदमी पार्टी की सरकार बनने के बाद कच्ची कालोनियों की हर गली में पक्की सड़के बनाई गई है। जो नालियां कभी कच्ची होती थी और जिनसे कई तरह की बीमारियां फैलती थी, आज वो पक्की हो गई हैं। उन्होंने बताया कि दिल्ली में पहली बार ऐसा हुआ है कि कच्ची कालोनियों में भी सीवर डाले जा रहें है। इससे पहले इन कालोनियों के विकास के बारे में किसी पार्टी ने भी इतनी गंभीरता से नहीं सोचा।
दिल्ली सरकार द्वारा जो सीसीटीवी कैमरे लगाए जा रहे हैं उसपर एक महिला ने कहा कि कच्ची कालोनियों में होने वाले अपराधों पर लगाम लगाने के बारे में किसी ने नहीं सोचा। अरविंद केजरीवाल ने सीसीटीवी कैमरें लगवाकर हम जैसे कच्ची कालोनियों में रहने वाले लोगों को भी सुरक्षित जीवन देने की कोशीश की है।
एक बुजुर्ग ने बताया कि पहले कच्ची कालोनियों में घण्टों बिजली नहीं आती थी लेकिन आम आदमी पार्टी की सरकार बनने के बाद हमें याद नहीं है कि आख़िरी बार बिजली कब कटी थी। साथ ही उन्होंने यह भी कहा कि कच्ची कालोनियों में आर्थिक रूप से कमजोर लोग रहते हैं सरकार ने 200 यूनिट बिजली माफ कर उनलोगों की ज़िंदगी को रौशन किया है।
इसपर गोपाल राय ने पूछा कि हमारी सरकार से पहले आपलोगों के घरों में एक इन्वर्टर हुआ करता था, अब वो कहाँ है? लोगों ने कहा अब उसकी जरूरत नहीं
एक महिला जो पच्चीस साल से द्वारिका में रह रही है, ने बताया कि पहले यहां पानी की बहुत समस्या थी, टैंकर से पानी आते थे लेकिन अरविंद केजरीवाल ने कच्ची कालोनियों में भी पानी की व्यवस्था को ठीक कर हम जैसे गरीब लोगों की ज़िंदगी को आसान बना दिया। पानी के मुद्दे पर ही एक और व्यक्ति ने अपनी राय रखते हुए बताया कि पहले कच्ची कालोनियों में वाटर माफियाओं का राज चलता था, केजरीवाल ने पानी को फ्री कर इन सबकी दुकान बंद करा दी।
मोहल्ला क्लीनिक जो स्वास्थ्य क्षेत्र में दिल्ली सरकार की एक बहुत बड़ी पहल है। इसकी कई लोगों ने तारीफ की साथ ही यह बताया कि कई सारे मोहल्ला क्लिनिक कच्ची कालोनियों में भी खुले हैं। यह कच्ची कालोनी के लोगों के लिए बहुत राहत की बात है।
मोहम्मद शाहिद ने बताया कि पहले कच्ची कालोनियों में फ्लोर बनाने की इजाज़त नहीं थी और घर बनवाने पर पुलिस मनमाने ढंग से पैसे वसूल करती थी। लेकिन आम आदमी पार्टी की सरकार बनने के बाद इस तरह की अवैध वसूली पर पूरी तरह से रोक लग गई।
सुरेश गौतम ने बताया कि कच्ची कालोनियों में दिल्ली सरकार की सौंदर्यीकरण योजना के तहत पार्कों, सड़कों और गलियों को सुंदर बनाया जा रहा है। इससे पहले कच्ची कालोनियों को सुंदर बनाने के बारे में किसी ने नहीं सोचा।
नियमित रूप से बस में यात्रा करने वाली एक महिला ने बताया कि पहले कच्ची कालोनियों में बसों की संख्या बहुत कम थी लेकिन अब पहले के मुकाबले बसों की संख्या बहुत बढ़ गई है, जिससे अब बसों में भीड़ नहीं होती।
एक व्यक्ति जो पेशे से शिक्षक थे उन्होंने बताया कि अरविंद केजरीवाल ने कच्ची कालोनियों का विकास कर वहां के निवासियों को भी गरिमापूर्ण जीवन जीने का अधिकार दिया है। इसके लिए उनकी जितनी सराहना की जाए कम है।
गोपाल राय ने बताया कि मौजूदा वित्त वर्ष में कच्ची कॉलोनियों में विकास कार्यों के लिए हमारी सरकार ने 1500 करोड़ रुपये का प्रावधान किया है। उन्होंने बताया कि अब कच्ची कॉलोनियों में रहने वालों को बहुत जल्द मकान का मालिकाना हक भी मिलेगा। दिल्ली कैबिनेट ने 1797 कच्ची कॉलोनियों को नियमित करने का प्रस्ताव नवंबर 2015 में ही पास करके केंद्र सरकार को मंजूरी के लिए भेज दिया था। केंद्र सरकार ने इन 1797 कच्ची कॉलोनियों को नियमित करने की सैद्धांतिक मंजूरी दे दी है। अरविंद केजरीवाल ने कच्ची कॉलोनियों के मकानों की बड़े पैमाने पर होने वाली रजिस्ट्री को लेकर अधिकारियों को तैयारी करने के निर्देश भी जारी कर दिए हैं। इस फैसले से दिल्ली के कच्ची कालोनी के निवासियों को अपने अपने घर, अपने जमीन पर मालिकाना हक़ मिल सकेगा।
कार्यक्रम के दौरान द्वारिका विधानसभा में 20 मंडल प्रभारियों को नियुक्ति पत्र सौंपे गए। साथ ही बहुत सारे लोगों ने पार्टी की सदस्यता भी ग्रहण की।
Kejriwal is getting strong support from the work being done in unauthorised colonies.
‘Jan sanvaad yatra’ being organized Under the leadership of Delhi unit chief Gopal Rai was held at Dwarks Constituency on the 8th day. Meeting was attended by MLA Adarsh Shastri and residents attended the meeting in large numbers. Today’s Jan Sanvaad was specially focused on issue of development of unauthorised colonies.
Remembering the work done by aam admi party, in the past four and a half years, for unauthorised colonies, one person told that the work done by Aam admi party in their tenure is more than that was ever done in last 70 years. The road where we are doing Jan Sanvaad today was earlier filled with mud and damp but we all can sit here and talk to each other.
Dwarka resident Gopi Chand told that, after formation of Aam Admi party, the government by Aam Admi party concrete roads have been made in all the unauthorised colonies.
The sewage which was earlier temporary in nature and was cause of many diseases have today been concretised. He also said that it has happened for the first time in Delhi that sewer pipes are laid for unauthorised colonies. He proclaimed that no party has earlier given such serious attention to problem of these colonies.
On the CCTV cameras installed by Delhi government, one women said that no one had earlier thought about rising crimes in unauthorised colonies. Arvind Kejriwal has, with installing CCTV cameras in our colonies, made the lives of people staying unauthorised colonies safe.
A senior citizen said that earlier in unauthorised colonies electricity was not available for hours but now after efforts of Aam Admi party we don’t even know when was the last electricity cut off in Delhi.
A woman who has been living in Dwarka for twenty five years told that earlier there was a lot of water problem, water used to come from the tanker, but Arvind Kejriwal also fixed the water system in unauthorised colonies and made the lives of poor people like us easier made. On the issue of water, another person expressed his opinion that earlier the water Mafiya used to rule in the unauthorised colonies, Kejriwal closed the shop of these water Mafiya.
Mohalla Clinic which is a major initiative of Delhi Government in the health sector. Many people praised it as well as informed that many mohalla clinics are also open in unauthorised colonies. This is a great relief for the people of
unauthorised colonies.
Mohammad Shahid said that earlier the unauthorised colonies were not allowed to build floors and the police used to collect arbitrary money on building houses. But after the formation of the Aam Aadmi Party government, such illegal recovery was completely stopped.
Suresh Gautam said that parks, roads and streets are being beautified under the beautification scheme of Delhi Government in unauthorised colonies. No one thought of making raw colonies beautiful before this.
A woman traveling on a regular bus said that earlier the number of buses in unauthorised colonieswas very small but now the number of buses has increased much more than before, due to which the buses are no longer crowded.
A person who was a teacher by profession told that Arvind Kejriwal has developed the right to live a dignified life by developing unauthorised colonies.
Gopal Rai said that in the current financial year, our government has made a provision of 1500 crore rupees for the development works in the unauthorised colonies. He told that now people living in unauthorised colonies will get the right to own the house very soon. The Delhi cabinet passed a proposal to regularize 1797 raw colonies in November 2015 and sent it to the central government for approval.The Central Government has given in-principle approval to regularize these 1797 unauthorised colonies. Arvind Kejriwal has also issued instructions to the officials to prepare for the large-scale registry of houses of unauthorised colonies. With this decision, the residents of unauthorised colonies of Delhi will be able to get the ownership rights of their homes, their land.
During the program, appointment letters were handed over to 20 Mandal prabhari in Dwarka Vidhan Sabha. At the same time, many people also took membership of the party.
