दिल्ली के उप मुख्यमंत्री मनीष सिसोदिया ने कहा कि आज पूरा उत्तर भारत प्रदूषण की चपेट में है। न केवल दिल्ली बल्कि पूरे उत्तर भारत के लोग आज प्रदूषण की समस्या को झेल रहे हैं। उन्होंने कहा कि इस समस्या से निपटने के लिए दिल्ली सरकार लगातार सख्त से सख्त और हर संभव कदम उठा रही है। दिल्ली की सरकार ने प्रदूषण से बचने के लिए 24 घंटे बिजली की सप्लाई सुनिश्चित की, जिससे कि दिल्ली में डीजल जनरेटर बंद हुए। केवल दिल्ली में ओवरनाइट होने वाली कंस्ट्रक्शंस को बैन किया गया, जबकि पड़ोसी राज्यों में धड़ल्ले से निर्माण कार्य चल रहे हैं, कूड़ा जलाने को लेकर सख्त जुर्माने के नियम बनाए गए, प्रदूषण को नियंत्रित करने के लिए दिल्ली में ऑड इवन लागू किया जा रहा है। प्रदूषण को खत्म करने के लिए दिल्ली के लोग हर किस्म की समस्याएं झेलने को तैयार हैं, दिल्ली की जनता ने हर साल के मुकाबले इस बार बहुत कम मात्रा में पटाखे जलाए, प्रदूषण को कम करने के लिए दिल्ली सरकार ने दिल्ली में एक भव्य लेजर शो के रूप में सामूहिक दीपावली का आयोजन किया, दिल्ली सरकार दिल्ली के सरकारी स्कूलों में मास्क वितरण कर रही है। इन सब कदमों के सकारात्मक नतीजे भी देखने को मिले।
पार्टी मुख्यालय पर आयोजित प्रेस वार्ता को संबंधित करते हुए उन्होंने कहा कि आज भी जब पूरा उत्तर भारत काले धुएं की मार झेल रहा है, केवल दिल्ली एकमात्र राज्य है जो प्रदूषण से निपटने के लिए सभी संभव प्रयास कर रहा है। परंतु प्रश्न यह उठता है कि बढ़ते प्रदूषण की समस्या से निपटने के लिए केंद्र सरकार ने अब तक क्या कदम उठाए?
केंद्र सरकार ने 26 लाख किसानों को दीं मात्र 63000 मशीन
केंद्र सरकार द्वारा कोर्ट में दाखिल किए गए एक हलफनामे का हवाला देते हुए उप मुख्यमंत्री मनीष सिसोदिया ने कहा कि केंद्र सरकार खुद अपने हलफनामे में मान रही है, कि वर्तमान समय में प्रदूषण की जो स्थिति है उसमें 46% प्रदूषण पराली जलने के कारण से हो रहा है। माननीय न्यायालय ने जब केंद्र सरकार से प्रश्न किया कि आपने पराली की समस्या से निपटने के लिए क्या कदम उठाए, तो केंद्र सरकार ने जवाब में कहा कि हमने किसानों को मशीनें बांटी हैं। केंद्र सरकार द्वारा प्रस्तुत किए गए आंकड़ों का हवाला देते हुए मनीष सिसोदिया ने कहा कि पिछले 2 सालों में केंद्र सरकार ने पंजाब और हरियाणा के किसानों को मात्र 63000 मशीनें बाटी हैं, जबकि आंकड़ों के मुताबिक हरियाणा और पंजाब में किसानों की संख्या लगभग 26 लाख है।
जहां एक तरफ हरियाणा और पंजाब में 26 लाख किसान पराली जलाने को मजबूर हैं, वहां केंद्र सरकार द्वारा 2 साल में मात्र 63000 मशीनें बांटना खानापूर्ति नहीं तो और क्या है? केंद्र सरकार बताए कि मात्र 63000 मशीनों से 26 लाख किसानों का काम कैसे चलेगा?
मनीष सिसोदिया ने कहा कि जिस रफ्तार से केंद्र सरकार मशीन बांट रही है, अगर उसका हिसाब लगाया जाए तो 26 लाख किसानों को मशीन बांटने में केंद्र सरकार 50 से 60 साल लगा देगी, तब तक हरियाणा और पंजाब के किसान क्या करें? तब तक क्या पूरे नॉर्थ इंडिया के लोग इस काले धुएं में जीने को मजबूर रहें? केंद्र सरकार बताए कि दिल्ली की जनता जो प्रदूषण से निपटने के लिए हर संभव प्रयास कर रही है तब तक क्या वह पराली का यह काला धुआं पीती रहे?
मशीनों को चलाने में आने वाली लागत किसानों के बजट से बाहर
उप मुख्यमंत्री मनीष सिसोदिया ने कहा कि 26 लाख किसानो में मात्र 63000 मशीनें बांटी गई हैं और जो मशीनें बांटी गई हैं, किसान उन मशीनों को भी इस्तेमाल नहीं कर पा रहे हैं। क्योंकि मशीनों को इस्तेमाल करने में आने वाली लागत बहुत अधिक है। मनीष सिसोदिया ने कहा कि केंद्र ने न्यायालय में मात्र यह जानकारी दी है कि हमने 63000 मशीनें बांटी हैं, परंतु उन मशीनों को बांटने से पराली जलाने की घटनाओं में कितनी कमी आई इसका कोई आंकड़ा केंद्र सरकार ने न्यायालय में प्रस्तुत नहीं किया। क्योंकि चारों तरफ से मिल रहे आंकड़ों के मुताबिक इस साल हरियाणा और पंजाब में पराली जलाने की घटनाओं में और अधिक बढ़ोतरी हुई है।
देश की सबसे बड़ी समस्या प्रदूषण को केंद्र सरकार ने बनाया मजाक
उप मुख्यमंत्री मनीष सिसोदिया ने बताया कि 26 सितंबर को दिल्ली के मुख्यमंत्री अरविंद केजरीवाल जी ने केंद्रीय पर्यावरण मंत्री प्रकाश जावड़ेकर जी को पत्र लिखकर इस बात की जानकारी दी थी, कि जल्द ही पड़ोसी राज्यों में पराली जलाने की घटनाएं शुरू होने वाली है और पराली के धुए से पूरे उत्तर भारत में प्रदूषण की स्थिति गंभीर होने वाली है। उन्होंने कहा कि प्रकाश जावड़ेकर जी के पास हर छोटी से छोटी चीज के लिए तो समय है, परंतु इतनी बड़ी समस्या जिससे पूरे उत्तर भारत के करोड़ों लोग जूझ रहे हैं, उसके समाधान के लिए समय नहीं है। प्रकाश जावड़ेकर जी ने एक बार भी उत्तर भारत के राज्यों की एक भी सामूहिक बैठक प्रदूषण के मुद्दे पर नहीं बुलाई। उन्होंने बताया कि पर्यावरण मंत्रालय की ओर से 12 सितंबर को एक बैठक रखी गई जो कि बाद में फोन के माध्यम से निस्तारित कर दी गई, उसके बाद 17 अक्टूबर और 19 अक्टूबर को भी बैठक रखी गई, परंतु उसे भी ईमेल के माध्यम से जानकारी देते हुए निस्तारित कर दिया गया। केंद्रीय पर्यावरण मंत्रालय किस लापरवाही को देखते हुए ऐसा प्रतीत होता है कि या तो केंद्रीय मंत्री प्रकाश जावड़ेकर जी के पास उत्तर भारत के करोड़ों लोगों की समस्या सुनने के लिए समय ही नहीं है या फिर प्रदूषण की समस्या उनके लिए कोई महत्व नहीं रखती।
केंद्र बताए कब होगा समाधान
मीडिया के माध्यम से केंद्र सरकार से प्रश्न पूछते हुए मनीष सिसोदिया ने कहा कि केंद्र सरकार बताएं कि उन्हें केवल दिखावा ही करना है या उत्तर भारत की इस विकट समस्या पर सचमुच कोई गंभीर कदम उठाना चाहती है? अगर केंद्र सरकार सचमुच इस प्रदूषण की समस्या से निपटना चाहती है तो बताएं कि कब तक हरियाणा और पंजाब के सभी किसानों को मशीनें उपलब्ध करा दी जाएंगी? ताकि पराली जलाने की समस्या को निपटाया जा सके?

New Delhi: Addressing a press conference at the AAP office on Saturday, Delhi Deputy Chief Minister Manish Sisodia said that the central government in its affidavit filed in the Supreme Court in MC Mehta Vs Union of India has admitted that stubble burning is one of the major sources of air pollution in Delhi/NCR in the months of October and November.
Mr Sisodia said the affidavit has been filed by the Union Environment Ministry recently in the last week of October.
Mr Sisodia said the Centrr should be accountable for its actions and should provide proper deadline to the states for delivering adequate machinery to farmers of Haryana and Punjab to stop them from burning stubble.
The statement came following the public health emergency declared by EPCA in the Delhi NCR due to the alarming levels of pollution caused by smoke from stubble burning in Punjab and Haryana.
Dy CM Manish Sisodia said, “Entire Delhi/NCR is choking due to the deteriorating condition of the air in the national capital. People, especially the children and the elderly are suffering the most because of it. Delhi NCR, Gurgaon, Ghaziabad, Noida, Sonepat, and the whole of North India are suffering because of smoke and pollution. We have to find a solution to the situation we are in right now.”
The Deputy Chief Minister praised the people of Delhi for supporting the measures introduced by the Delhi government for combatting pollution in the state. “The Delhi government and the people of Delhi are taking concrete measures to combat the problem of pollution. They are preparing themselves and supporting us in implementing Odd-Even scheme, they have celebrated a cracker-free Diwali this year, they are using masks to keep themselves safe and healthy. The use of diesel generators and major construction activities has been banned in Delhi but not the NCR region. The practice of garbage burning has also been banned and heavy fines are levied on violators. Despite the discomfort that the pollution is causing to the people of Delhi, they are still supporting the Delhi government on several measures to tackle pollution in the state,” said the Deputy CM.
Dy CM Manish Sisodia slammed the central government for not doing enough to find a solution to the problem of severe pollution. He said, “What is the Central Government doing? The Central government has filed an affidavit in the court. The 3rd paragraph of the affidavit mentions, ‘In compliance of the same, it is submitted that the stubble burning has been considered as one of the major contributors for poor and severe air quality in Delhi and NCR in the months of October, November.’ The reports presented by the Central government itself states that stubble burning is responsible for 46% of the pollution in North India.
The Central government in the next few pages of the affidavit has mentioned that they have provided machinery to the farmers to stop stubble burning, and I will give you the details regarding the same. In a span of two years, they have given 63,000 machines to the states of Haryana and Punjab. The data states that there are more than 26 lakh farmers in Haryana and Punjab, and if more than 26 lakh farmers are indulging in the practice of stubble burning, are 63,000 machines in two years sufficient? You have just done a formality, which you had to, and you have accepted it in the Supreme Court. The government has given 45,000 machines on subsidy in the first year, and 18,000 machines on subsidy in the second year, but how are these machines going to support a huge strength of 26 lakh farmers? It certainly means that it is going to take the government 50 years to deliver machines to each farmer in Haryana and Punjab. Do you want to see the people of Delhi suffer in the same way for the next 50 years?”
Deputy CM also said that the machines are unaffordable for the farmers due to higher costs of operations, and so the farmers resort to the more convenient and cheap option of manual burning of stubble. “In fact, a lot of reports state that the farmers who have the machines are not even able to use them because the cost of using the machines is much higher than manually burning the stubble. There are no reports on the results achieved by using those machines.”
“They have made contradictory statements in the affidavit given to the court, which states that while on one hand, they agree that stubble burning is the major cause of pollution in North India, on the other, they have provided 63,000 machines in total to the farmers of Haryana and Punjab to prevent stubble burning. My questions are, how are 63,000 machines going to help 26 lakh farmers in those states and how should Delhi NCR and the neighboring cities and states combat pollution in the future considering the speed of delivery of machines is slow? The Central government should answer all these questions,” said Dy. CM Manish Sisodia.
He demanded from the central government to present a report on the impact made by the delivered machines in the states. “The stubble burning has increased this year as compared to last year. Does the central government have a solution to this?” said the Deputy CM.
He said the inaction of the central government on this matter shows the helplessness and the priorities of the centre. “Central government minister Prakash Javadekar Ji does not have time to hold a discussion meeting with the environment ministers of all the states on the most significant matter concerning the whole of North India. The Chief Minister had written to him but received no response. Prakash Ji scheduled a meeting on stubble burning on 12th September, but postponed it, then scheduled a meeting on 17th October, but canceled it via e-mail. There was a meeting scheduled on 19th October but canceled it again via e-mail, and then there was no communication. This just shows the shaken priorities and helplessness of the central government that not a single meeting has been held on the matter.”
Manish Sisodia also said that if the central government has any solution, it should present a deadline to all the states. “They should fix a timeline of the delivery of adequate machinery and equipment to the farmers who are engaged in stubble burning. They should provide proper alternatives to farmers to stop them from burning stubble,” he said.
