We have fulfilled our major promise of providing free Wi-Fi in Delhi : Shri Arvind Kejriwal  
 
·         Cabinet approves creation of 11,000 hotspots for free Wi-Fi in Delhi
·         Cabinet also approves 1.40 additional CCTV cameras for residential areas of Delhi
 
Delhi cabinet in its meeting on Thursday, chaired by the Chief Minister Mr Arvind Kejriwal approved the important proposals for creation of 11,000 free Wi-Fi hotspots in the city and installation of 1.40 lakh additional CCTV cameras in the residential areas of the national capital.
 
The Chief Minister announced the decisions in a media briefing following the cabinet meeting.
 
1)      FREE Wi-Fi :    
 
The Chief Minister said :“One of the major election promises of our government, was to provide free WiFi across Delhi. The Cabinet today approved the setting up of 11,000 Wi-Fi hotspots across the city, of which 4,000 will be installed at bus stops. The remaining 7,000 will be installed across all 70 assembly constituencies, at 100 hotspots per constituency.”
 
The Chief Minister stated :“Delhi government has fulfilled it’s major election promise of providing free Wi-Fi. Cabinet has approved the creation of 11,000 hotspots across Delhi. This is the single biggest initiative of a government anywhere in the world providing such a big number of free Wi-Fi hotspots.”
 
Shri Kejriwal said each user will get 15 GB data per month free of cost. “This is the first phase of this project. This will be the largest free Wi-Fi project anywhere in the world. Once we complete the first phase, we will collate the learning from the experience and make provisions for additional hotspots if necessary in the next phase. The WiFi hotspots will be installed within the next 3 to 4 months,” the Chief Minister said.

“The additional 15 GB of free data will definitely help to reduce costs, especially for students. The minimum speed will be 200 mbps and up to 150-200 concurrent users per hotspot will be able to use the service. We will build all necessary safeguards to ensure there is no misuse,” Mr Kejriwal said.

PWD Minister, Shri Satyendar Jain said, :“The project is running on an opex model (operating expense) Service model. The entire capital investment in setting up the infrastructure will be made by the vendor. But the government will bear the operating cost of approximately Rs 100 crore per annum for providing 15 GB free WiFi per month for all users.”
 
DETAILS :
The cabinet accorded its administrative approval and expenditure sanction for work of providing free Wi-Fi to the residents of Delhi.
 The budget provision of around Rs 150 crore has already been kept in the current financial year for this work.
PWD has informed that the cost is based on the market rates obtained by PWD and the estimated cost of Rs. 99.50 crore is the rental payment for one year for providing free Wi-Fi to the citizens of Delhi at bus stops and identified public places of each Assembly Constituency.
Data limit is kept at 15 GB per month per user at a speed of 200 Mbps having coverage at a radius of 50 metres and limiting upto 150-200 users. It was further stated that the responsibility of the entire project viz. provision for a Router, Fibre cable connectivity, Control Switch, Poles, Electricity, data charges, maintenance of the system, permission for ‘Right of Way’ lies with the Concessionaire. Ownership of installations will also rest with the Concessionaire.
The rental model of Wi-Fi scheme for providing Free Wi-Fi to the citizens of Delhi shall be adopted, in which the fixed amount per hotspot per month shall be payable.
In this scheme all the bus stops (about 4000 in nos.) shall be covered. The data limit per user will be kept at 15 GB per month. The Hotspot at Bus Stops will be installed on the existing bus stops and power supply for the Hotspot shall be taken by concessionaire.
The 100 Hotspots per Assembly Constituency shall also be provided at various locations like Big Public Parks, Mohalla Clinics etc. as decided by the PWD Minister. In these locations, the Hotspot shall be installed on poles or existing infrastructure as per requirement, the entire expenditure shall be in the scope of concessionaire.
CCTVs being currently installed in residential areas will be integrated with this free Wi-Fi project to enable the authorized residents to access the CCTV feed on their mobiles or any internet connected systems. Existing systems will also act as Wi-FI range extenders.   
Administrative approval and Expenditure sanction is of Rs. 99,50,38,560 for the work of providing free Wi-Fi to the citizens of Delhi.
 
2)      One lakh forty thousand additional CCTVs in Delhi’s residential areas :
The Chief Minister also announced the cabinet’s approval for the installation of one lakh forty thousand additional CCTV cameras in the residential areas of Delhi.  
Shri Kejriwal stated :“ Delhi becomes first city in the world where the government is installing nearly three lakh CCTVs in one go to ensure women safety and to provide a major push to infrastructure. There may be more CCTVs in other cities but Delhi is the first city where three lakh CCTVs are coming up in a single go.”
Announcing the decision, the Chief Minister said :“Over the past few months, 1.4 lakh CCTV cameras are being installed across all 70 Vidhan Sabhas in the city. Two thousand cameras are being installed in each Vidhan Sabha. The public response about these CCTV cameras has been overwhelmingly positive. These cameras have already started helping local authorities to nab thieves and miscreants. But 2,000 cameras for each Assembly may not suffice. Today the Cabinet has approved the purchase of 1.4 lakh more CCTV cameras. The tender process will now follow and the additional 1.4 lakh cameras will also begin to be installed in the next 3-4 months.” 

Shri Kejriwal said :“A total of 2.8 lakh CCTV cameras will be installed by the end of this year. This was a major commitment of this government to the people. Whatever we can do towards ensuring women’s security is being done by us. Just this one step will lead to a lower crime rate in the city.”
 
DETAILS :  

The cabinet accorded itsadministrative approval and Expenditure Sanction for the second phase installation of CCTV Cameras in Delhi.
 
Presently work of Phase-I is in progress in compliance of decision of Counsel of Ministers, dated 13.10.2015 in which it was decided the Public Works Department will implement the project of installation of CCTV Cameras throughout Delhi.
 
The work of phase- I is already awarded to Bharat Electronics limited (A PSU of Government of India) on dated 31-01-2019 and is in progress.
A list of RWAs and market Association will be submitted by area MLA where CCTV cameras are to be installed.
A team of representatives of four agencies namely, Residential Welfare Association (or market Association), Local Police, PWD and installation Engineer, will together decided the number of CCTV required and their locations. This plan will be presented in the GBM of that RWA to invite objections/suggestions. After incorporating suggestions/objections, final plan will be made by the team of four.
The respective RWA will provide Electricity Connection for the function of CCTV from the nearest available source (it could be someone’s residence etc.) to the location of CCTV with standard applicable charges and the same will be reimbursed to the electricity provider and the RWA will also facilitate the access of said electricity source to the engineer/team responsible for installation.
The vendor will install CCTVs on the locations finalized byu the team above.
Cameras will be handed over to the concerned RWA/Market Association after complete installation. The ownership of cameras will, however, remain with PWD.
A contact number will be provided to RWA for any complaint.
Feed of CCTV cameras will be provided to:
1)     RWA Representative.
2)     Local Police
3)     Area DCP
4)     PWD
 
The Cabinet accorded its Administrative Approval & Expenditure Sanction for Project of supplying, installation, testing and commissioning of CCTV cameras in Delhi (Phase-II_ at an estimated capital cost Rs. 355.94 crore.
 
 
 
11 हजार हॉट स्पॉट के साथ दिल्ली सरकार ने फ्री वाई-फाई का वादा पूरा किया : श्री अरविंद केजरीवाल
·        कैबिनेट ने 4000 बस स्टॉप्स पर और हर विधानसभा में 100 हॉट स्पॉट लगाने को मंजूरी दी
·        कैबिनेट ने 1 लाख 40 हजार और सीसीटीवी कैमरे लगाने को मंजूरी दी   

नई दिल्ली। मुख्यमंत्री श्री अरविंद केजरीवाल की अध्यक्षता वाली दिल्ली सरकार की कैबिनेट ने 8 अगस्त, 2019, गुरुवार को दो अहम फैसले लिये।
मुख्यमंत्री ने अपने ट्वीट में कहा, दिल्ली सरकार ने अपना एक प्रमुख चुनावी वादा आज पूरा कर दिया है। कैबिनेट ने दिल्ली में 11,000 फ्री वाई-फाई हॉट स्पॉट बनाने को मंजूरी दे दी है। ये दुनिया में किसी भी सरकार द्वारा मुफ्त फ्री वाई-फाई हॉट स्पॉट जनता को प्रदान करने की सबसे बड़ी पहल है।
एक प्रेस कांफ्रेंस में इन फैसलों के बारे में बताते हुए अरविंद केजरीवाल ने कहा, दिल्ली में फ्री वाई-फाई देने के लिए कैबिनेट ने आज प्रस्ताव पारित किया है। इसके तहत पूरी दिल्ली में 11 हजार हॉट स्पॉट लगाये जाएंगे। इस तरह से फ्री वाई-फाई देने का काम एक तरह से शुरू हुआ है। इनमें से 4,000 हॉट स्पॉट, दिल्ली के विभिन्न स्थानों पर 4,000बस स्टॉप पर लगाये जाएंगे। इसके अलावा7,000 हॉट स्पॉट दिल्ली की सभी विधानसभा क्षेत्रों में लगाये जाएंगे। इस तरह हर विधानसभा क्षेत्र में 100 हॉट स्पॉट लगाये जाएंगे।
मुख्यमंत्री ने कहा, ये इसका पहला चरण है। पहली बार इतने बड़े स्तर पर फ्री वाई-फाई की सुविधा दी जा रही है। मुझे लगता है कि पूरी दुनिया में इस तरह का मॉडल नहीं है जिसमें इतने बड़े स्तर फ्री वाई-फाई दी जा रही हो। एक बार पहला चरण पूरा हो जाने पर उनसे लर्निंग और एक्सपीरियंस के आधार पर जितनी भी जरूरत पड़ेगी, उतने हॉट स्पॉट हम लोग अगले चरण में लगाएंगे। ये हमारा एक बड़ा चुनावी वादा था, मुझे खुशी है कि हमने उसे भी पूरा किया।
श्री अरविंद केजरीवाल ने बताया, अगले तीन से चार महीने के अंदर वाई-फाई चालू हो जाएंगे। जैसे-जैसे ये लगते जाएंगे वहां-वहां ये लाइव होते जाएंगे। ये ओपेक्स मॉडल है, जिसे सर्विस मॉडल भी कहा जाता है। इसमें सारे इन्वेस्टमेंट वेंडर करेगा। सरकार उसको प्रति हॉट स्पॉट, प्रति महीने के हिसाब से पेमेंट करेगी। इस पर सरकार करीब सालाना 100करोड़ रुपये खर्च करेगी। हॉट स्पॉट के 50मीटर के रेंज में जितने लोग होंगे वो वाई-फाई का इस्तेमाल कर पाएंगे। इसकी स्पीड 200एमबीपीएस होगी। हर यूजर, हर महीने 15जीबी तक का डाटा फ्री में इस्तेमाल कर पाएगा।
अब दिल्ली में लगेंगे 2 लाख 80 हजार सीसीटीवी कैमरे
कैबिनेट के एक अन्य अहम फैसले की जानकारी देते हुए मुख्यमंत्री अरविंद केजरीवाल ने कहा, पिछले कुछ दिनों से पूरी दिल्ली में सीसीटीवी लगने चालू हुए हैं। अभी तक 1 लाख 40 हजार सीसीटीवी कैमरे लगाने का अप्रूवल दिया गया था। पूरी दिल्ली में 1लाख 40 हजार सीसीटीवी कैमरे लग रहे हैं। हर विधानसभा में दो-दो हजार सीसीटीवी कैमरे लग रहे हैं। सीसीटीवी कैमरे लगाये जाने को लेकर जनता बहुत खुश है। कई जगह से ऐसे वाकये सामने आए हैं जहां सीसीटीवी की वजह से चोरों को पकड़ा गया है। कई जगह सीसीटीवी होने की वजह से चोरी होते-होते बची है। जगह-जगह सीसीटीवी लगाये जाने से दिल्ली की जनता बेहद खुश है। हर तरफ से लोगों की डिमांड है कि अभी हम जो 1 लाख40 हजार कैमरे लगवा रहे हैं, ये बहुत कम पड़ेंगे। इसलिए आज कैबिनेट ने निर्णय लिया है कि दिल्ली के कोने-कोने में 1 लाख 40हजार सीसीटीवी कैमरे और लगाये जाएंगे। कैबिनेट ने इस प्रस्ताव को आज मंजूरी दे दी है। इसका टेंडर वगैरह होने के बाद मुझे उम्मीद है कि तीन से चार महीने के अंदर इन 1लाख 40 हजार कैमरों के लगने की प्रक्रिया भी शुरू हो जाएगी। इस तरह पूरी दिल्ली में 2लाख 80 हजार कैमरे लगेंगे। हर विधानसभा में लगभग 4,000 सीसीटीवी कैमरे लगेंगे। महिलाओं की सुरक्षा को लेकर हमारा एक कमिटमेंट था। हमारे दायरे में जो-जो चीजें आती हैं, हम उस पर काम कर रहे हैं। मुझे लगता है कि इस एक कदम से दिल्ली में अपराध भी काफी कम होंगे और महिलाओं की सुरक्षा में भी इजाफा होगा।
मुख्यमंत्री ने अपनी ट्वीट में लिखा, दिल्ली दुनिया का पहला शहर है जहां सरकार एक बार में एक साथ करीब 3 लाख सीसीटीवी कैमरे महिलाओं की सुरक्षा और इंफ्रास्ट्रक्चर को बढ़ावा देने के लिए लगा रही है। दुनिया में ऐसे शहर हैं जहां दिल्ली से ज्यादा सीसीटीवी कैमरे हो सकते हैं लेकिन एक बार में इतनी बड़ी संख्या में सीसीटीवी कैमरे लगवाने वाला दिल्ली पहला शहर है।
