दिल्ली की जनता के जन-जीवन से जुड़े इस अहम मुद्दे से कांग्रेस ने अपने आप को जो अलग थलग रखा हुआ है, उसके पीछे एक बड़ा कारण ये है, कि जब कॉंग्रेस के तत्काल दिल्ली प्रदेश अध्यक्ष अजय माकन जी खुद मंत्री (MoUD) थे, तब उन्होंने इस प्रोजेक्ट हरी झंडी दिखाई थी। बड़ी बात ये है कि उन्होंने अपने राष्ट्रीय अध्यक्ष राहुल गाँधी को भी इस बारे में कुछ नहीं बताया।
असल में इस प्रोजेक्ट की नीव 2006 में अजय माकन जी की देख रेख में रखी गई थी। मई 2006 में NBCC जो की MOUD के अधीन काम करता है, द्वारा पेश की गई इनवायरमेंट इम्पेक्ट अससमेंट रिपोर्ट की कॉपी पत्रकारों के सामने रखते हुए सौरभ भरद्वाज ने कहा कि यह उस समय की रिपोर्ट है जब MOUD मिनिस्टर श्री अजय माकन जी ही थे।
इस प्रोजेक्ट के विरोध में सन 2014 में दो अलग-अलग रिट-पिटीशन डाली गई थी। पहली पिटीशन राजीव सूरी द्वारा NGT में डाली गई, और दूसरी पिटीशन अमन लेखी जो की मीनाक्षी लेखी जी के पति है द्वारा हाई कोर्ट में डाली गई। दोनों ही पिटीशन के जवाब में NGT ने कहा कि क्योंकि इस प्रोजेक्ट की क्लियरेंस 2012 में अर्थात कॉंग्रेस के कार्यकाल और अजय माकन जी की देख रेख में दी जा चुकी है, तो अब हम इस प्रकरण में कोई फैसला नहीं ले सकते।
इस पूरे प्रकरण में सबसे महत्वपूर्ण बात यह है कि इन सभी क्लियरेंस में केवल एक क्लियरेंस दिल्ली सरकार ने अप्रैल 2014 को दी है। और उस समय दिल्ली में राष्ट्रपति शासन लग चुका था, अर्थात ये अनुमति उस समय के उपराज्यपाल साहब नजीब जंग द्वारा दी गई थी।
क्योंकि NBCC के ब्रोशर्स से ये साफ़ ज़ाहिर होता है कि यह रिहायशी ज़मीन कमर्शियल इस्तेमाल में ली जा रही है। तो पत्रकारों के माध्यम से सौरभ भरद्वाज ने केंद्र सरकार के समक्ष एक सवाल रखा चूँकि इस ज़मीन का तत्कालीन रूप केवल डीडीए ही बदल सकती है, और एक अख़बार के माध्यम से ये पता चला है कि डीडीए द्वारा इस ज़मीन के सम्बन्ध में ऐसा कोई परिवर्तन नहीं किया गया है, तो केन्द्रीय मंत्री हरदीप पूरी जी बताएं की इस रिहायशी ज़मीन को कब और किस विभाग द्वारा कमर्शियल रूप दिया गया ।
Since two week AAP and people of Delhi had been on roads to stop of felling of trees in Delhi on the name of redevelopment under which the Central Government planned to renovate the Central part of Delhi like Netaji Nagar, Naoroji Nagar etc. After a long wait finally Congress and BJP have opened up about the Central Govt’s redevelopment projects by NBCC and its harmful effects on Environment.
Shockingly the whole project of redevelopment was planned by Congress Govt at Centre which is now being repackaged by PM Modi as smart city. This project was introduced by the Congress Central Govt by the then Minister of MoUD Mr Ajay Maken.
AAP Chief Spokesperson Saurabh Bharadwaj stated in a Press Conference that the Central Government is working on a project against which Mr Aman Lekhi husband of BJP MP Meenakshi Lekhi filing a petition in the High Court in 2014 against the project by considering it to be extremely harmful for Delhi’s Environment .
Another petition was filed by Rajiv Suri in the NGT which also mentioned the drawbacks of the project but the NGT straight away called off both the petitions by saying that the Environment Clearance was approved in 2012 and the limitation period for taking any legal scrutiny has expired.
In the year 2006 the redevelopment of Netaji Nagar and Moti Bagh was planned by the (MoUD) which was the Ministry of Ajay Maken then and today Congress President Rahul Gandhi has stood against the same redevelopment plan in Delhi.
As mentioned in section 11(a) of DDA that any master plan and zonal development plan modifications can be executed by DDA. The Central Government claimed that the work of redevelopment is for the residential use only but the brochures simply prove that the redevelopment is done for commercial propose. The residential land in Delhi is being used for commercial purpose. The UD Minister Minister Mr Hardeep Puri and the Central Government must answer three questions:
- When was the land use of residential land of converted into commercial?
- When was the public hearing for this project done?
- Which department converted the residential land to commercial?
Will Central Government replant it’s projects so that no trees are felled due to redevelopment.
The BJP and Congress should clarify if their Central Govt’s planned this redevelopment project which is disastrous for the Environment of Delhi.
