New Delhi: Chief Minister Arvind Kejriwal laid the foundation stone today for sewer lines in 33 colonies of Sant Nagar, Burari. Addressing a large gathering at the event, CM Arvind Kejriwal attacked the opposition parties for making false promises to the people regarding the regularization of the unauthorized colonies in Delhi. MLA of Burari constituency Sanjeev Jha was also present at the inaugural event.
CM Arvind Kejriwal said, “First of all I want to ask you all, has any chief minister ever visited your colony to meet you all? I have come here to meet you because you all are very dear to me. The Delhi government has been organizing Teerth Yatras for the elderly. I met some elder women on the stage a few minutes back, who told me they visited Ujjain under the Delhi governments’ Teerth Yatra scheme. I do not think any other or the previous governments in the past 70 years have ever initiated anything like our Teerth Yatra project, it is a first of its kind initiative by the Delhi government. The women I met gifted me a frame with a picture of Shravan Kumar, and I am happy that our elders are visiting pilgrim places like Haridwar, Rishikesh, Shirdi, Puri, Punark, Rameshwaram, Vaishno Devi, Tirupati Balaji. I am delighted to share with you all that the sewer connections are going to be installed in around 33 colonies in Delhi. We have been working hard to develop the unauthorized colonies since the very formation of our government. I remember, when our party was formed six to seven years back right after Anna Andolan, I used to visit the unauthorized colonies and people hardly knew me then. The residents of the colonies used to show me the poor conditions of the roads, and how they had no sewer connections and had to fetch water from water tankers. I remember a resident telling me how she is ashamed of living in such an area. The conditions of these colonies worsened during rains. I promised myself that if people allow me to form a government in Delhi, I will do everything to improve the conditions of the unauthorized colonies.”
I have worked hard to change all the unnecessary regulations for the development of unauthorized colonies: CM Arvind Kejriwal
“Right after the formation of the government, I changed all the rules and regulations related to the unauthorized colonies. There were regulations that no development works can be carried out in unauthorized colonies, I changed all those regulations,” said CM Arvind Kejriwal.
If we could develop unauthorized colonies in 5 years, why couldn’t they do it in 70 years: CM Arvind Kejriwal
CM Kejriwal attacked the opposition parties for doing nothing for the progress of unauthorized colonies in Delhi. He said, “We are a relatively new party, but if we could build roads in hundreds of colonies in the last five years, why could the previous parties and governments not do it in the last 70 years? They could, but they did not have the intent to. There are talks by the Centre to regularize the unauthorized colonies, I want to ask, why could they not do it in the last five years when I was improving the conditions by building roads, sewer and water connections in these colonies? Why are you doing it two months before the elections?”
Opposition parties making false promises, people should be careful: CM Arvind Kejriwal
“In 2008, Late Smt. Shiela Dixit also promised people of regularizing these colonies two months before the elections and issued provisional certificates for the same. But the promise was not delivered. The BJP wants to regularize the colonies but does not want to grant the registry. I promise you all that I will do anything to take the registry for these colonies. They tried to cause a lot of obstructions in all my works in Delhi through the Lieutenant Governor, and I have worked very hard to get the files through for almost every project that I initiated in the city. They did not sign the file for the CCTV cameras project, but I decided to sit in the Lieutenant Governors’ office for ten days to get the file signed. Just like I and Manish Ji got the CCTV camera files signed, we will get the registries for the colonies. And before signing any forms, ask the opposition if they will give the registry for your colony. Do not trust anyone until and unless they do not give you the registry,” said the Chief Minister.
Delhi government is the people’s government: CM Arvind Kejriwal
“An opposition leader gave a statement yesterday in the papers, saying that Arvind Kejriwal is spending unnecessary funds in making travel free for women passengers. I want to ask all my sisters present here, should the travel not be free for you? They are bothered when our mothers or sisters travel for free, but they travel in their private cars for free. They have a problem with women traveling for free, they oppose everything that we do. Another opposition leader says that electricity up to 200 units should not be free. Residents are receiving zero electricity bills, but the opposition has a problem with that as well. The minister himself receives 4000 units of free electricity per month by the central government, but he has a problem when his staff receives 200 units of free electricity by the Delhi government. This government is the first government in Delhi to work for the poor and to provide them free access to electricity, travel, medicines, quality education, it is the people’s government,” said CM Arvind Kejriwal.
Tenders to pass within the next month for Mukhyamantri Septic Tank Safai Yojana
“A lot of colonies that do not have sewer connections and the residents use septic tanks. We have given tenders and after a month, we will give you a toll-free number, you can call on that number and Delhi government will send in trained staff along with a sewage collection truck to clean the septic tank and save the residents from the hassles of getting them cleaned. We are doing all this because we are also common people. Six to seven years back, no one knew who Arvind Kejriwal is. We did not know how to do politics, we did not know how to fight elections, but the people trusted us with this huge responsibility and because we have lived a life of a common man, we know the difficulties faced by them. We know how a common man works hard for his children, how he works hard to earn enough to pay his water, electricity bills and school fees for his children. After forming the government, we waived off your electricity and water bills, we improved the conditions of government schools in Delhi, we provided free medicines to you and did not allow hike in the private school fees. I am sure that these leaders do not even know what a septic tank is because they have been born and brought up in huge houses with a silver spoon in their mouths. Arvind Kejriwal knows what a septic tank is and how hard it is to live in an unauthorized colony,” said the Chief Minister.
People need to fight elections for us: CM Kejriwal
We have done a lot of work in Delhi in the last five years. We do not even have money to fight the elections, I did not earn a single penny in the last five years, it is you all who have to fight the elections for me. You have to think that if the AAP does not come to power again, you will be charged for your electricity and water bills and the free bus rides will be revoked. The development and growth of Delhi will stop. You have to take the responsibility to ensure that each vote in your area is only and only for AAP.
Details of the sewer pipelines to be laid in 32 colonies of Sant Nagar area in Burari constituency
There were no sewer lines in the colonies of Sant Nagar, Burari because of which the people had to face a lot of difficulties. The sewer waste used to flow into the water drains across the city, and then into river Yamuna. The scheme of the Delhi Jal Board ensures improving the conditions of the colonies without sewer connections and stops polluting the river Yamuna. Under the scheme of the Delhi Jal Board, 32 colonies of the Sant Nagar area and the Mukund Pur village will be given sewer pipelines. 200 MM – 1400 MM pipelines will be inserted in all these colonies of the Sant Nagar area. The sewage will be taken in the Burari pump house and then will be taken to the sewage treatment plant. The fund spent on the project is around Rs. 250 crores and the project will be completed in around three years and will benefit around 5.5 lakh people. Local RWA members were also present in the inaugural event.

नई दिल्ली – दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने आज संत नगर, बुराडी के ३३ कोलोनियों में २५० किलोमीटर सीवर की लाइनों का शुभारम्भ किया। इस दौरान विधायक संजीव झा भी मौजूद थें। सीएम ने कहा सत्तर साल में किसी पार्टी को कच्ची कालोनियों में रहने वालों से कोई मतलब नहीं था। जब अरविंद केजरीवाल ने पांच साल में काम कराकर इन कालोनियों को बदला तो उन्हें इन कालोनियों की याद आ गई है। मैंने कसम खाई थी कि कच्ची कालोनियों का उद्धार करेंगे। मैंने नियम कानून बदल दिए। पहले कच्ची कालोनियों में नियम था कि काम नहीं हो सकता। मैं खुद खड़े होकर रात दिन लगकर कच्ची कालोनियों में विकास कराया।
मुख्यमंत्री ने कहा, केंद्र की भाजपा सरकार द्वारा पिछले एक दो माह से सुन रहा हूं कालोनियों को पक्का कराएंगे। मैं पूछता हूं, पांच साल में क्यों नहीं कराए। मैं पांच साल नाली, सड़क बनवा रहा था तब कहां थी केंद्र सरकार। पांच साल पहले केंद्र सरकार कहां थी, अब दो माह से कच्ची कालोनियां याद आ रही है। लेकिन हाथ में रजिस्ट्री देने पर वह लोग चुप हैं। लेकिन आप चिंता न करना रजिस्ट्री भी दिलवाऊंगा। मेरा दिल जानता था, कैसे इन कालोनियों में काम कराया। वे फाइल रोकते थें, मैं लड़-लड़कर कराता था। उन लोगों ने पहले आपके सीसीसीटी कैमरे को रोका। मैं एलजी दफ्तर में दस दिन बैठा और फाइल कराकर लाया। उन्होंने आपके मोहल्ला क्लीनिक को रोका। उसे कराया। अब कच्ची कालोनियों की रजिस्ट्री कराकर ही दम लूंगा। इसके लिए मुझे चाहें जो करना पड़े। मैं दिल्ली की जनता को स्पष्ट कर दूं, जैसे हर रुकावट को दरकिनार कर सीसीटीवी लगवाए, मोहल्ला क्लीनिक खुलवाए, उसी तरह रजिस्ट्री भी कराकर दिखाऊंगा।
उन्होंने कहा कच्ची कालोनियों की रजिस्ट्री पर केंद्र सरकार की नीयत खराब है। हमने दिल्ली में सरकार बनने के तत्काल बाद 12 नवंबर 2015 को कच्ची कालोनियों को वैध करने का प्रस्ताव भेजा। फिर 4 साल लगातार रजिस्ट्री के लिए संघर्ष किया, दबाव बनाया। उन्होंने कच्ची कालोनियों की रजिस्ट्री का काम रोकने के लिए सभी तरह के प्रयास किए। हम फिर भी नहीं माने और केंद्र सरकार पर कच्ची कालोनियों की रजिस्ट्री के लिए नियम बनाने का लगातार दबाव बनाए रखें। फिर भी अभी तक हाथ में रजिस्ट्री देने की बात कोई नहीं कर रहा। अरविंद केजरीवाल ने कहा लेकिन कच्ची कालोनियों में रहने वाले चिंता न करें, हम सारी कालोनियों को पक्का कराकर ही चैंन की सांस लेंगे। हम लोगों के हाथ में रजिस्ट्री दिलाकर ही दम लेंगे। कच्ची कालोनी में रहने वाले लाखों लोगों को उनका हक जरूरी मिलेगा। मुख्यमंत्री अरविंद केजरीवाल बुराड़ी में 250 किलोमीटर लंबे सीवर लाईन योजना के शुभारंभ के दौरान लोगों को संबोधित कर रहे थें। इस दौरान उमेश मंडल, सीताराम, राजबाला, संतोष कुमार व अन्य ने मुख्यमंत्री का स्वागत किया।
सत्तर साल में पहली बार किसी सरकार ने बुजुर्गों को तीर्थ यात्रा कराई – अरविंद केजरीवाल
सीएम अरविंद केजरीवाल ने सबसे पहले बुराड़ी के लोगों से पूछा, सत्तर साल में कोई सीएम आया। लोगों ने न में जवाब दिया। फिर सीएम ने कहा मैं आपसे बहुत प्यार करता हूं इसलिए आया हूं। कई महिलाएं आई, वह बोली उज्जैन की यात्रा करके लौटी हूं। पहली बार कोई सरकार अपने बुजुर्गों को यात्रा करा रही। मुझे श्रवण कुमार का चित्र दी। अपने बुजुर्ग, हरिद्वार, रामेश्वरम, कोणार्क, सब जगह जा रही है। ऐसा पहली बार सत्तर साल में हो रहा है कि सरकार बुजुर्गों को तीर्थ यात्रा करा रही है। सीएम ने कहा सारे लोग तीर्थ यात्रा में जाए। उन्होंने कहा 33 कालोनियों में सीवर डल रहा है। इसे समय से पूरा कराएंगे।
रात-दिन लग, खुद खड़े होकर कच्ची कालोनियों का कायापलट किया – अरविंद केजरीवाल
सीएम ने कहा मुझे याद है, अन्ना आंदोलन के बाद मैं गली-गली जाता था। कच्ची कालोनियों में जाता था। वहां न रहने लायक था, न सड़क थी। एक अम्मा बोली लड़के का रिश्ता नहीं आता। लोगों के घरों में बारिश का पाना जाता था। सड़कें नहीं थी। आलम यह था कि लोगों के लड़कों की शादी तक नहीं होती थी। लड़की वाले आते थें और कच्ची कालोनियों का हाल देखकर लौट जाते थें। कच्ची कालोनी में रहने वालों के साथ सौतेला व्यवहार होता था।
सीएम ने कहा कि पांच साल में कच्ची कालोनियों में रहने वालों को सम्मान दिलाया गया। हमने सड़कें बनवाई। जिससे बरसात का पानी घर में जाना बंद हुआ। सीवर लाईन डलवाया। 24 घंटे बिजली की व्यवस्था कराई गई। दो सौ यूनिट मुफ्त बिजली दिया गया। 20 हजार लीटर मुफ्त पानी दिया गया। इससे कच्ची कालोनी में रहने वालों का जीवनस्तर भी दिल्ली के अन्य हिस्सों में रह रहे लोगों के बराबर हुआ। आज कच्ची कालोनी में रहने वाले भी गर्व से कह सकते हैं कि हम दिल्ली का हिस्सा हैं।
महिलाओं की फ्री बस सेवा पर भी कष्ट है – अरविंद केजरीवाल
सीएम ने कहा एक बड़े केंद्रीय मंत्री बोले, केजरीवाल पैसे लूटा रहा, बसों में महिलाओं की फ्री यात्रा कर पैसे लूटा रहा। मंत्री जी अपनी कार फ्री लेकर घुमे तो हमारी माताओं बहनों की बस में फ्री यात्रा क्यों नहीं होनी चाहिए। दो सौ फ्री यूनिट बिजली का विरोध हो रहा। जो मंत्री विरोध कर रहे उसके घर चार हजार यूनिट बिजली फ्री मिलती है। उनको चार हजार यूनिट और ड्राइवर को दो सौ यूनिट पर कष्ट है।
पुरानी पार्टियाँ गरीब से वोट लेकर अमीर का काम करती थी – अरविंद केजरीवाल
आज तक गरीब के नाम पर वोट लेते हैं और काम अमीर का करते थें। आज पहली सरकार है जो गरीबों की यात्रा फ्री करती है, स्कूल-अस्पताल फ्री करती है। दवा फ्री करती है। कच्ची कालोनियों में हमने 6 हजार करोड़ खर्च कर पानी, नाली, सीवर व बिजली की व्यवस्था कर दी। कच्ची कालोनियों में स्ट्रीट लाइट पर भी नियम बना दिया गया है। अब सभी स्ट्रीट लाईट के रखरखाव की जिम्मेदारी दिल्ली सरकार करेगी। लोग पूछते हैं, इतने आइडिया लाते कहां से हैं। सेप्टिक टैंक की सफाई भी एक माह बाद फोन नंबर देकर हम साफ कराएंगे। यह सारे काम इसलिए कर रहे हैं क्योंकि हम भी आम आदमी है। हम कभी चुनाव नहीं लड़े। हमको राजनीति करनी नहीं आती। हम आदमी की जिंदगी जीते हैं, इस कारण पता है, आम आदमी अपना जीवन कैसे जीता है। हमें पता है, पानी-बिजली-स्कूल फीस आने पर एक आम आदमी पर क्या बितता है। यह बड़े नेताओं को तो पता ही नहीं सेप्टिक टैंक क्या होता है, कच्ची कालोनियों में रहने का मतलब क्या होता है। हमने पांच साल खूब काम किया। अब चुनाव आ रहा है, मेरा और पार्टी का बैंक खाता खाली है। यह चुनाव आपको लड़ना है। यह सोचकर वोट करना कि आम आदमी पार्टी नहीं आई तो सब विकास पर ब्रेक लग जाएगा।
साढ़े पांच लाख परिवार को फायदा होगा
दिल्ली जल बोर्ड के वरिष्ठ अधिकारी ने बताया कि बुराड़ी के संत नगर इलाकें में सीवर लाईन डाले जाने का शुभारंभ हुआ। इससे यमुना नदी में प्रदूषण कम होगा। इस योजना के तरह संत नगर समूह कालोनियों में सीवर डाला जाएग। 32 कालोनियों में सीवर डलेगा। साथ ही मुकंदपुर गांव में भी सीवर डलेगा। इसमें जमीन के अंदर और बाहर सीवर लाईन डलेगा। जिसे सीवेज बुराड़ी पंप हाउस से सीवरेज ट्रीटमेंट प्लांट भेजा जाएगा। कुल 250 किलोमीटर लंबा सीवर लाईन डलेगा। इसकी लागत करीब 250 करोड़ रुपये हैं। यह काम 36 माह में पूरा होगा। इससे करीब साढ़े पांच लाख परिवार को फायदा होगा।
