Deputy Chief Minister & Education Minister of Delhi, Sh. Manish Sisodia, on Wednesday inaugurated 17-new classrooms at SKV, Pocket B, Mayur Vihar, Phase II. Speaking on the occasion, he said, “If there are 150-children in one classroom, even if god decides to teach, he can’t.”
He also thanked the PWD for making 17 classrooms in the budget allocated for 16 classrooms. Sh. Sisodia further said, there is a huge dearth of classrooms in government schools, there are schools were 150-children study in one room; we can imagine what they can learn in such an atmosphere.
“There is a school in north-east Delhi where 174-children are made to sit in one room. Several of them skip the classes. What will they learn in such classrooms, they must be feeling like sitting in a vegetable market,” he added.
Talking about his experience an year ago, the Education Minister said, “When I used to visit schools and ask the teachers as to why the parents don’t want to send their kids to government schools, the teachers said, how can we teach 100-150 students in one classroom?”
“We doubled the education budget after looking at the state of affairs in the education sector. Focused on school infrastructure, 8,000 new classrooms are being made in government schools. Construction in some schools have been completed, rest would be completed by July. This project is on the priority of PWD,” he added.
“In a year’s time, we are reaching at a stage where the number of students in classroom is going to come down from 100-150 per class to 50-60 per class. I personally want the number to come down to 30-students per class.
Like in this school, with the new classrooms, the number of students will come down to maximum of 30 to 40 students per class; they will also get a new laboratory and NCC room too, he added.
Sh. Sisodia also emphasized on the fact that the standard of education will not improve only by improving infrastructure. He said that to improve the standard of education, several other measures are being taken, but the basic infrastructure needs to be good for making of a good school. The focus in the first year was on classrooms, teacher-students ratio, drinking water, clean toilets, cleanliness in school, he added.

अगर क्लासरूम में 150-150 तक बच्चे होंगे, तो भगवान भी टीचर बनकर आ जाएं, तब भी उन्हें नहीं पढ़ा सकते। आरएसकेवी, पॉकेट-बी, मयूर विहार फेस-2 में दिल्ली के उप-मुख्यमंत्री और शिक्षा मंत्री मनीष सिसोदिया ने 17 नये क्लासरूम्स का उद्घाटन करते वक्त ये बात कही। पीडब्ल्यूडी को विशेष धन्यवाद देते हुए उन्होंने बताया कि इस स्कूल में 16 कमरे बनाने का प्रस्ताव था लेकिन ईमानदारी से काम हुआ और उसी बजट में 17 कमरे बन गए।
इस मौके पर उन्होंने कहा कि दिल्ली के सरकारी स्कूलों में क्लासरूम्स की बहुत कमी है। कई स्कूल तो ऐसे हैं जहां एक क्लासरूम में 150-150 तक बच्चे बैठते हैं। ये बच्चे क्या पढ़ते होंगे, क्या सीखते होंगे, आसानी से अंदाजा लगाया जा सकता है। मनीष सिसोदिया ने ये भी कहा कि नार्थ-ईस्ट जिले के एक स्कूल की एक क्लासरूम में तो बच्चों की संख्या 174 है। इनमें से ज्यादातर बच्चे क्लास में आते ही नहीं हैं। वे आकर भी क्या करेंगे। क्लासरूम में भी उन्हें ऐसा लगता होगा कि वे किसी सब्जी मंडी में बैठे हुए हैं। करीब एक साल पहले के अपने अनुभवों के बारे में बताते हुए शिक्षा मंत्री मनीष सिसोदिया ने कहा कि सरकार बनने के बाद जब शुरू-शुरू में उन्होंने कुछ स्कूलों का निरीक्षण किया और शिक्षकों से पूछा कि हमारे सरकारी स्कूलों के प्रति बच्चों औऱ पैरेंट्स का भरोसा क्यों नहीं बन पा रहा, तो शिक्षकों का जवाब आया कि हम एक क्लासरूम में 100-150 बच्चों को क्या पढ़ाएं, कैसे पढ़ाएं।
अपनी योजना का जिक्र करते हुए उन्होंने कहा, “सरकारी स्कूलों के इस खराब दशा का पता चलने के बाद हमने बजट में शिक्षा का बजट दोगुना किया और पहले साल स्कूल इंफ्रास्ट्रक्चर पर फोकस किया। अभी दिल्ली के विभिन्न सरकारी स्कूलों में 8,000 नये कमरे बनाए जा रहे हैं। कुछ स्कूलों में निर्माण कार्य पूरा हो चुका है जबकि बाकी में जुलाई तक पूरा हो जाएगा। ये काम पीडब्ल्यूडी की प्राथमिकता में है।
मनीष सिसोदिया ने कहा, “एक साल बाद अब हम धीरे-धीरे उस स्थिति की ओर पहुंच रहे हैं, जहां कई स्कूलों में एक क्लासरूम में बच्चों के संख्या 100-150 से कम होकर 50-60 तक आ जाएगी। वैसे, मैं चाहता हूं कि ये संख्या कम होकर 30 तक आ जाए।
उन्होंने कहा, “इसी स्कूल के कुछ क्लासरूम्स में अभी 70-75 बच्चे बैठकर पढ़ाई करते हैं। इन कमरों के बन जाने से अब एक क्लासरूम में बच्चों की संख्या अधिकतम 30 से 40 के बीच रह जाएगी। इस निर्माण से बच्चों को नई लैब और एनसीसी रूम की भी सुविधा मिल गई है।
उप-मुख्यमंत्री मनीष सिसोदिया ने ये भी कहा कि उन्हें पता है कि केवल क्लासरूम बना देने से पढ़ाई नहीं सुधर जाएगी। उसके लिए और कई काम भी किये जा रहे हैं लेकिन बच्चों को क्लासरूम में ठीक से बैठने की सुविधा, शिक्षक-छात्र का सही अनुपात, पीने का साफ पानी, साफ-सुथरे टॉयलेट, स्कूल में साफ-सफाई, ये शिक्षा की बुनियादी जरूरते हैं, जिन पर सरकार ने पहले साल विशेष रूप से फोकस किया है।
