The Department of Training and Technical Education, Delhi government had set up the World Class Skill Centre (WCSC) at Vivek Vihar in collaboration with the Institute of Technical Education, Government of Singapore, with a view to provide world class skills to the youth of Delhi for greater employability.

For development of this World Class Skill Centre, a MoU with ITE Singapore was signed on 11th July, 2012. The main campus of World Class Skill Centre is being developed at Jonapur by PWD at an estimated cost of Rs. 254.04 Crore, for which Gram Sabha land measuring 37.11 Acre was allotted to the Department.

The setting up of the World Class Skill Centre at Jonapur, Delhi is conceived as a pioneering effort of national interest, and will set a benchmark for vocational training in the county.  As construction of the main campus of World Class Skill Centre, Jonapur would have taken some time, therefore, the Delhi government decided to establish a temporary campus of World Class Skill Centre at ITI Vivek Vihar in 2013 with a capacity of 640 trainees in the courses, namely, Hospitality Operations (160) and Retail Services (160).

On massive demand of these courses, the second intake of above courses was introduced and admissions were started in two sessions in the academic year, i.e., August and again in February.  Later, Banking and Finance Executive (80 and Web Developer and Digital Marketing (80) courses were also introduced in 2015, leading to the total intake capacity to 960 students per annum (480 for 1st intake in August + 480 for the second intake in March every year).

The Master Trainers were duly trained by experts from ITE Singapore and the course curricula were developed in technical collaboration with the ITE Singapore.  As a result of unique methodology, pedagogy and industry friendly curriculum, students passing out of WCSC, Vivek Vihar have been placed almost 100% with handsome pay packages.

Keeping in view the success of WCSC Vivek Vihar, Delhi government decided to expand the WCSCs by opening 25 more such centres in ITIs/Polytechnics/Engineering Colleges/ Universities of DTTE .  The Chief Minister in his speech on the occasion of Independence Day (15/08/2017) announced about establishing 25 WCSCs in Delhi.

Availability of unutilized space in the existing buildings of ITIs, Polytechnics, Degree colleges and Universities was explored by the Department. Accordingly, 25 institutes were identified where the feasibility of opening of WCSCs was found. It was planned to start WCSCs in two phases – six WCSCs in Phase I and remaining 19 WCSCs in Phase II.
