CM Shri Kejriwal meets experts for rolling out staggered timings for Delhi offices

: Chief Minister Shri Arvind Kejriwal on Monday met with Shri OP Aggarwal, CEO of World Resources Institute (WRI), to discuss ways to implement staggering office hours to combat heavy traffic congestion and air pollution in the capital city, during the crop burning and winter months.
CM Shri Kejriwal said, “The Delhi government is taking all possible steps to prepare for the onset of the parali and winter season. We have already announced an action plan for tackling the situation. In addition, we are also pursuing the idea of staggering office hours to cut down on vehicular emissions due to congestion. This is a tried and tested method used around the world.”
The Chief Minister had invited Shri OP Aggarwal to discuss the means of implementing staggering office hours in Delhi’s offices. Shri OP Aggarwal is a renowned expert on transportation and urban policy issues. The former IAS officer was also the head of the Urban Transport Division of the Government of India. During the meeting, the Chief Minister requested Shri OP Aggarwal to devise a plan for staggering office timings for the government departments.
The Chief Minister asked Shri OP Aggarwal on how the state government can effectively stagger office timings to tackle the problems of traffic congestion and air pollution in the city. CM Shri Kejriwal also expressed his desire to bring industry associations on board since several industrial areas can also implement the staggered hours plan.
“Delhi has multiple choke points that are congested because they are on routes to offices where a large number of people travel every day. We will identify such points and routes and explore possibilities of staggering hours for those who use such arterial routes,” said the Chief Minister.
World Resources Institute (WRI) has been associated with the Delhi government in several route rationalization initiatives among others, including aiding the government design staggering of office timings during the odd-even scheme.
On September 25, the Chief Minister met the Lieutenant Governor of Delhi, Shri Anil Baijal, to brief him about his plans to combat air pollution and traffic congestion in the city. A tweet made by the CM read, “Met Hon’ble @LtGov Delhi Shri Anil Baijal ji and briefed him about the steps planned by Delhi govt to reduce air pollution, including Odd-Even. He assured us of his support and suggested that opening/closing hours of offices be staggered. The Govt will definitely implement this.”
Delhi government has introduced radical steps towards combating air pollution in the city. Apart from re-launching the odd-even scheme in the capital, to be implemented from November 4 to November 15, the CM also came up with a 7-point ‘Paralili Pollution Action Plan to curb pollution. Some of the steps include a free laser show for the people on Diwali, mechanized sweeping system, free distribution of face masks, a tree plantation drive and launching a separate action plan for 12 critical pollution hub spots in Delhi.
Congestion has been a long-standing problem in Delhi that needs to be addressed with the right methodology. The Delhi government has been contemplating ways to ensure that the problem is addressed with a consideration of the timings of schools and offices and with ways like the odd-even scheme for better transportation and smooth traffic inflow. Further suggestions from various institutions to study the feasibility of the timings of public and private industrial entities.
Shri OP Aggarwal, CEO of the World Resources Institute (WRI) said about the initiative, “Delhi has NCT of Delhi has natural organic staggered timing system of various departments and sections. The domestic operations, such as milk and newspapers delivery start at 6 AM, schools start at 8 AM, central government offices start at 9 AM, and Delhi government offices start at 10 AM. In Delhi-NCR the evening congestion starts from 2 PM with the closing of schools, and successively till 6-7 PM with the closing of public and private offices. I believe that steps should be taken in the direction to solve the congestion problem in Delhi because various government structures here are situated at one location which creates heavy traffic and road blockage.”

प्रदूषण के दिनों दफ्तरों का समय लचीला करने को लेकर मुख्यमंत्री ने विशेषज्ञों से चर्चा की

नई दिल्ली। सर्दियों के मौसम में और पराली जलने के दौरान वायु प्रदूषण कम करने और भारी ट्रैफिक जाम में कमी लाने के लिए दफ्तरों के समय को लचीला बनाने के उद्देश्य से दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने सोमवार को व ल् र्ड रिसोर्सेस इंस्टीट्यूट (डब्ल्यूआरआई) के सीईओ से मुलाकात की।
मुख्यमंत्री ने कहा, सर्दियों के मौसम में वायु प्रदूषण और पराली जलने की वजह से होने वाले प्रदूषण से निपटने के लिए दिल्ली सरकार हर संभव कदम उठा रही है। इस स्थिति से निपटने के लिए हमने पहले ही एक कार्य योजना की घोषणा कर दी है। इसके अलावा, ट्रैफिक जाम की वजह से होने वाले प्रदूषण को कम करने के लिए हम दफ्तरों के समय को लचीला करने की योजना पर काम कर रहे हैं। ये एक ऐसा तरीका है जिसे पूरी दुनिया में आजमाया जा चुका है।
दिल्ली में दफ्तरों के समय को लचीला करने की योजना को लागू करने की तरकीब निकालने की चर्चा के लिए मुख्यमंत्री ने श्री ओ. पी. अग्रवाल को आमंत्रित किया था। श्री ओ. पी. अग्रवाल ट्रांसपोर्ट और अर्बन पॉलिसी इश्यूस के एक जाने-माने विशेषज्ञ हैं। आईएएस अधिकारी रह चुके अग्रवाल भारत सरकार में अर्बन ट्रांसपोर्ट डिवीजन के प्रमुख रह चुके हैं। बैठक में मुख्यमंत्री ने श्री ओ. पी. अग्रवाल से अनुरोध किया कि वह सरकारी विभागों में दफ्तरों के समय को लचीला बनाने की एक योजना तैयार करें।
मुख्यमंत्री ने श्री ओ. पी. अग्रवाल से पूछा कि किस तरह से दिल्ली सरकार शहर में प्रदूषण कम करने और ट्रैफिक जाम की समस्या को कम करने के लिए दफ्तरों के समय को लचीला बनाने की योजना को प्रभावी तरीके से लागू कर सकती है। मुख्यमंत्री ने ये भी इच्छा जाहिर की है कि इस योजना में इंडस्ट्री एसोसिएसंश को भी शामिल किया जाए ताकि वे भी अपने यहां दफ्तरों के समय को लचीला बनाने की योजना को लागू कर सकें।
मुख्यमंत्री ने कहा, दफ्तरों में जाने और लौटने के समय में बहुत सारे लोग प्रतिदिन यात्रा करते हैं, इस वजह से दिल्ली के कई स्थानों पर बहुत जाम लगता है। हम ऐसी जगहों और रूट्स को चिह्नित करेंगे और इन रूट्स पर यात्रा करने वाले लोगों के लिए दफ्तरों के समय को लचीला करने की योजना की संभावनाएं तलाशेंगे।
मुख्यमंत्री ने 25 सितंबर को दिल्ली के उप-राज्यपाल श्री अनिल बैजल से मुलाकात करके उन्हें शहर में ट्रैफिक जाम और प्रदूषण से निपटने की अपनी योजनाओं के बारे में जानकारी दी। अपने ट्वीट में मुख्यमंत्री ने लिखा, दिल्ली के उप-राज्यपाल महोदय से मुलाकात की और उन्हें दिल्ली में वायु प्रदूषण कम करने के लिए ऑड-ईवन सहित अन्य उपायों के बारे में जानकारी दी। उन्होंने सहयोग करने का आश्वासन दिया और दफ्तरों के खुलने और बंद होने के समय को लचीला बनाने का सुझाव दिया। दिल्ली सरकार इसे निश्चित रूप से लागू करेगी।
शहर में वायु प्रदूषण को कम करने की दिशा में दिल्ली सरकार ने अनेक प्रभावी कदम उठा रही है। दिल्ली में 4 नवंबर से 15 नवंबर के बीच दोबारा ऑड-ईवन लागू किया जाएगा। इसके अलावा प्रदूषण कम करने के लिए 7 प्वाइंट पराली पलूशन एक्शन प्लान लागू किया जा रहा है। दीवाली के मौके पर एक मेगा लेजर शो का आयोजन किया जा रहा है ताकि लोगों को बिना पटाखे के त्योहार मनाने के लिए प्रोत्साहित किया जा सके। लोगों को मुफ्त में मास्क बांटा जाएगा। मैकेनाइज्ड स्वीपिंग सिस्टम को लागू किया जा रहा है। ट्री प्लांटेशन ड्राइव चलाया जा रहा है। इसके अलावा दिल्ली में प्रदूषण के लिहाज से बेहद गंभीर 12 स्थानों के लिए अलग से कार्य योजना लागू की जा रही है।
