Cabinet approves three important health infrastructure expansion approvals  

The Delhi Cabinet, in its meeting on Wednesday, chaired by the Chief Minister, Shri Arvind Kejriwal, approved the following important proposals of the Department of Health :

1)      Construction of New 460 Beds Mother & Child Hospital Block at Lal Bahadur Shastri Hospital (LBS) Khichripur :

 

The cabinet accorded its administrative approval for the construction of a building of New 460 Beds Mother & Child Block at LBS Hospital, Khichripur  along with related infrastructure facilities, at an estimated cost of Rs 1,43,72,95,900.

BACKGROUND

The project under consideration is for construction of New 460 Beds Mother & Child Hospital Block at LBS Hospital Khichripur, Delhi. Accordingly the Preliminary Estimate amounting to Rs. 1,43,72,95,900/- including 1% DUAC Art Work, 1% Quality Assurance, 1% Labour Cess, 1% Contingencies & 12 % GST etc. has been framed and approved by EFC in its 4th meeting held on 29.11.2018. Since the cost of project is more than Rs. 100 Crore hence, project also required the approval of the cabinet.

The aim of the project is to enhance mother and child care facility in East Delhi and adjoining area of Khichripur, Delhi to cater the large number of patients, as, also in order to cater for the increased nos. of patients, there is a need of increase bed strength and related patients care facilities in the existing hospital. Hence, the C/o a New Block for Mother & Child Medical Treatment has been proposed in LBS Hospital.

Presently LBS Hospital consists of 105 sanctioned beds and after completion of above project, the bed capacity of hospital will be enhanced to 565 beds.

There is requirement of meeting the Medical facilities relates to deliveries and Post Delivery care and treatment. There is also provision for the caesarean section deliveries and indoor admissions. There is an increase in all required services due to increase in population in the area and there is no other government hospital to provide above facilities as per WHO, Health Indicates-2014.

2)      Addition & Remodelling of Satyawadi Raja Harish Chandra Hospital at Narela :

The Cabinet accorded its Administrative Approval and Expenditure Sanction for Rs 244,34,53,000 for Addition & Remodelling of Satyawadi Raja Harish Chandra Hospital at Narela by adding Cancer Block and Independent Block of Maternity and Trauma Cases.

BACKGROUND :

The project under consideration is for SRHC Hospital at Narela, Delhi. Accordingly Preliminary Estimate amounting to Rs. 244,34,53,000/- including 1% DUAC Art Work, 1% Quality Assurance, 1% Labour Cess & 1% Contingencies etc.

The aim of the project is to convert the existing Satyawadi Raja Harish Chandra Hospital at Narela, Delhi into a hospital with modifications/ re-modelling as per the specific needs and proposed for developing an ultra-modern and comprehensive 773-bedded (513 for Cancer Hospital as a dedicated facility for integrated care of cancer patients in the region. Also Proposed is to provide a 260 bedded maternity and trauma facility as required).

The proposal includes converting the existing General hospital into a 773 bedded (cancer block and hospital along with an independent block for Maternity and Trauma cases as pertaining to the region). There is also an increase in all required services due to increase in density (occupancy). It is to meet the inpatient services in the area as per WHO, Health Indicates-2014.

3)      Expansion and Remodelling of Jag Pravesh Chandra Hospital at Shastri Park, Delhi :

The cabinet accorded its Administrative Approval and Expenditure Sanction of Rs. 1,89,76,70,639/- for the Expansion and Remodeling of Jag Pravesh Chandra Hospital at Shastri Park, Delhi.

BACKGROUND :

The project under consideration is for Remodelling and Expansion of Jag Pravesh Chandra Hospital at Shastri Park, Delhi. Accordingly preliminary estimate amounting to of Rs. 1,89,76,70,639 including 1% Quality insurance, 1% Contingency, 1% Art object DUAC, 1% Labour cess, and 12% GST etc. since the cost of project is more than 100 Crore hence project also required approval of the cabinet.

The aim of the project is to enhance Medical Healthcare facilities in East Delhi and adjoining area in East Delhi to cater to the large number of patients, as also in order to cater for the increased nos. of patients, there is a need of increase bed strength and related patients care facilities in the existing hospital. Hence, the expansion and remodeling of Jag Pravesh Chandra Hospital at Shastri Park, Delhi has been proposed.

Presently Jag Parvesh Chandra Hospital consists of 339 sanctioned beds and after completion of above project, the bed capacity of hospital will be enhanced to 560 beds.

There is a requirement of meeting up the Medical facilities in the area. There is also an increase in all required services due to increase in population in the area and there is no other government hospital except the existing one which is in capable to cater the medical facilities to the increased population hence the expansion is proposed to provide above facilities as per WHO, Health Indicates-2014.

Delhi government proposed to construct one more storey on the existing building using pre-engineered building model and remodelling of the existing structures which is Six storied tall and three storied tall at some places. Accordingly preliminary estimate amounting to of Rs 1,89,76,70,639 based on DPAR 2012 with 15% Cost Index minus 9%/DSR-2016 plus Cost Index 12.75-9.5% and market rate for non scheduled items with 1% each for contingency, Labour Cess, Third Party Quality Assurance and Art work.
