नई दिल्ली, 24 मार्च: देश अगले महीने होने वाले लोकसभा चुनाव से पहले जोरदार राजनीतिक विवादों की चपेट में हैं, और इसी दौरान RTI कार्यकर्ता-लेखक संजॉय बसु, नीरज कुमार और शशि शेखर ने अपनी नई लॉन्च की गई किताब, वादा फरमोशी (फैक्ट्स, फिक्शन नहीं , RTI अधिनियम पर आधारित) को जनता के सामने प्रस्तुत किया है।
पिछले 3 वर्षों में दायर वास्तविक आरटीआई के आधार पर यह पुस्तक मोदी सरकार की कई योजनाओं और वादों की वास्तविकता को दर्शाती है।
लेखकों का कहना है कि उन्होंने सरकार के दावों की सच्चाई को पाठकों के सामने लाने का एक ईमानदार प्रयास किया है क्योंकि लगभग 3 दशकों के बाद, 2014 में केंद्र में पूर्ण बहुमत की सरकार थी। इस सरकार का मंत्र था — न्यूनतम सरकार और अधिकतम शासन। शुरुआत से ही देश ने कई केंद्रीय योजनाओं के प्रचार पर भारी सरकारी खर्च देखा। इसलिए यह जानना महत्वपूर्ण था कि उन सभी घोषणाओं और योजनाओं का अंतिम परिणाम क्या रहा।
यह किताब पिछले पांच वर्षों में मोदी सरकार के कामकाज का एक दस्तावेज है। लेखकों का मानना ​​है कि किसी भी मीडिया, एनजीओ, व्यक्ति या किसी अन्य संस्था ने समग्रता से ऐसा काम नहीं किया है। आरटीआई उत्तरों के माध्यम से प्राप्त ठोस जानकारी और साक्ष्य का उपयोग करते हुए यह पुस्तक केंद्र सरकार की सफलताओं का विश्लेषण करती है।
दिल्ली के मुख्यमंत्री और खुद आरटीआई कार्यकर्ता श्री अरविंद केजरीवाल ने इस पुस्तक को लॉन्च करते हुए कहा कि जब वह 2001 में अरुणा रॉय से मिले थे तब उन्होंने उन्हें समझाया कि आरटीआई क्या है। उन्होंने कहा कि वह अरुणा राय को अपना गुरु मानते हैं और उन्हें विश्वास है कि एक लोकतंत्र, या एक जनतंत्र में, आरटीआई राष्ट्र के लोगों की सेवा करता है क्योंकि लोग प्रधान होते हैं और सरकार उनके प्रति जवाबदेह होती है।
उन्होंने कहा कि देश की वर्तमान स्थिति डरावनी है क्योंकि जब कोई नागरिक सवाल पूछता है या सरकार के खिलाफ अपनी आवाज उठाता है, तो उसे “राष्ट्र-विरोधी” कहा जाता है। एक मुस्लिम परिवार के हालिया वायरल वीडियो में गुंडों द्वारा बेरहमी से पिटाई पर टिप्पणी करते हुए केजरीवाल ने कहा कि यह हिंदुत्व के नाम पर किया जा रहा है, हालांकि कहीं भी हिंदू धर्म में मुसलमानों को, या किसी को भी, प्रताड़ित करना नहीं लिखा हुआ है। जर्मनी में हिटलर के शासन के दौरान प्रचलित स्थिति की तुलना करते हुए उन्होंने कहा कि वहां लोगों को सार्वजनिक रूप से पीटा जाता था अगर कोई हिटलर के शासन के खिलाफ आवाज उठाता था। आज हम अपने देश में उन्हीं परिस्थितियों का सामना कर रहे हैं। अल्पसंख्यकों को पीटा जाता है अगर वे सरकार और उसके कार्यों के बारे में कोई प्रश्न पूछते हैं।
उन्होंने कहा कि वह आश्वस्त हैं कि अगर मोदी सरकार 2019 का चुनाव जीतती है तो ये आखिरी चुनाव होंगे और वे संविधान को बदल देंगे, जैसा कि साक्षी महाराज ने दावा किया है।
इस अवसर पर बोलते हुए, विशिष्ट अतिथि श्री वजाहत हबीबुल्ला, भारत के पहले मुख्य सूचना आयुक्त, ने याद किया कि कैसे तत्कालीन प्रधान मंत्री श्री मनमोहन सिंह ने उन्हें मुख्य सूचना आयुक्त के पद को स्वीकार करने के लिए लिखा था, क्योंकि उन्हें एक विश्वविद्यालय का कुलपति नियुक्त किया गया था। उन्होंने बताया सूचना आयुक्त के रूप में सरकार के पक्ष में कार्य करना उनके लिए कितना कठिन साबित हुआ था ।
पुस्तक के लॉन्च के बाद हुई चर्चा में वरिष्ठ वकील संजय हेगड़े ने कहा कि अब हम सभी अपना मतदान अधिकार के रूप में करते हैं, लेकिन जब आजादी के बाद एक युवा राष्ट्र को इस सिद्धांत पर लॉन्च किया गया कि सभी नागरिकों को समान अधिकार प्राप्त हैं, तो यह किसी अजूबे से कम नहीं था। उन्होंने कहा कि हमें अपने नेता का चयन करने का अधिकार मिला आज़ादी के साथ मिला लेकिन आरटीआई के माध्यम से सूचित हो कर वोट देने का अधिकार पाने में 60 साल लग गए।
आरटीआई कार्यकर्ता और सह-लेखकों में से एक, नीरज कुमार ने कहा कि उन्हें 2 साल और कई आरटीआई लगाने के बाद पुस्तक के लिए डाटा मिला क्योंकि सरकार से जानकारी निकालना मुश्किल था। उन्होंने कहा कि पुस्तक पाठकों को केंद्र सरकार के प्रचार में एक अंतर्दृष्टि देगी और उन्हें सरकार के द्वारा शुरू की गई योजनाओं का वास्तविक चेहरा दिखाएगी।
सह-लेखक संजोय बसु ने कहा कि शीर्षक के अलावा पूरी किताब एक आरटीआई-आधारित दस्तावेज है, जो लेखकों द्वारा प्राप्त आरटीआई उत्तरों के वास्तविक स्कैन के साथ है। सह-लेखक शशि शेखर ने कहा कि उन्होंने इस किताब में एक अखबार प्रकाशित किया है।
पुस्तक में शामिल कुछ विषयों में नमामि गंगे,गौ माता, एकलव्य योजना, आदिवासियों के लिए योजनाएं, निर्भया फंड, बेटी बचाओ, बेरोजगारी डेटा, 100 हवाई अड्डे, मेक इन इंडिया योजना इत्यादि शामिल हैं।

New Delhi, March 24: While the nation is in grip of vigorous political debates before the lok sabha polls scheduled next month, activist-authors Sanjoy Basu, Neeraj Kumar and Shashi Shekhar have offered more ammunition in the form of their newly launched book, Vada Faramoshi: Facts, not fiction, based on RTI Act.
Based on actual RTIs filed over the last 3 years, the book showcases the reality of numerous schemes and promises of the Modi Government.
The authors say that they have made an honest attempt to bring the truth of the government claims to the readers because after nearly 3 decades, there was a full majority government at the Center in 2014. This government’s mantra was — Minimum Government and Maximum Governance. From the very beginning, the country saw huge government expenditure on the promotion of several central schemes. So it was important to know what was the end result of all those announcements and plans.
The book is a document of the functioning of the Modi government in the last five years. The authors believe that no media, NGO, individual or any other institution has done such a thing in a holistic manner. Using concrete information and evidence received through RTI replies, the book analyses the successes of the central government.
Launching the book, Shri Arvind Kejriwal, chief minister of Delhi and an RTI activist himself, said that he met Aruna Roy in 2001 when she explained to him what RTI is all about. He said he regards her as his Guru and is convinced that in a democracy, or a janatantra, the RTI serves the people of the nation as people are the head and the government is accountable to them.
He said that the present situation of the country is scary because when a citizen asks questions or raises his voice against the government, he is termed as “anti-national”. Commenting on the recent viral video of a Muslim family being brutally beaten by goons, he said that it is being done in the name of Hindutva although nowhere in Hindu religion is it written to beat the Muslims or for that matter anyone. Comparing the situation to the one prevailing in Germany during Hitler’s rule where people were beaten publicly if they raised their voices against Hitler’s regime, he said we are facing the same conditions in our country today. Minorities are beaten up if they ask any questions about the government and its actions.
He said he is convinced that if the Modi government wins the 2019 elections then these would be the last elections and they will change the constitution, just as Sakshi Maharaj has claimed.
Speaking on the occasion, special guest Shri Wajahat Habibullah, the first Chief Information Commissioner of India recalled how the then prime minister Shri Manmohan Singh had written to him to accept the post of Chief Information Commissioner just as he was appointed vice chancellor of a University and how difficult the tenure proved to be as he was on the side of the government.
In the discussion that followed the book launch, Sanjay Hegde, senior lawyer, said that now we all take our voting right for granted but when after independence a young nation was launched on the principle that all citizens have equal rights, it was no less than a miracle. He said that we got the right to select our leader but it took 60 years to get the right to informed vote through RTI which is based on the spirit of inquiry
RTI activist and one of the co-authors, Neeraj Kumar said that it took them 2 years and many RTIs because it is difficult to extract information from the government. He said that the book will give readers an insight into the propaganda of the central government and show them the actual face of the schemes introduced by it.
Co-author Sanjoy Basu said that apart from the headline the entire book is an RTI-based document with actual scannings of RTI replies received by the authors. Co-author Shashi Shekhar said that they have published a newspaper in a book.
Some of the topics covered in the book are Namami Gange, Holy Cow, Eklavya scheme, schemes for the tribals, Nirbhaya fund, Save daughter, unemployment data, 100 airports, Make in India scheme among .
