बुधवार को आम आदमी पार्टी के मुख्यालय में भारतीय जनता पार्टी के 2014 के लोकसभा चुनाव के समय पेश किया गया घोषणा पत्र जलाया गया। आम आदमी पार्टी के राष्ट्रीय संयोजक अरविंद केजरीवाल, उप-मुख्यमंत्री मनीष सिसोदिया और दिल्ली प्रदेश संयोजक गोपाल राय की अगुवाई में हज़ारों कार्यकर्ताओं के साथ मिलकर पार्टी मुख्यालय में भाजपा का 2014 लोकसभा चुनाव का घोषणापत्र जलाया गया।
कार्यालय में आयोजित कार्यक्रम को संबोधित करते हुए अरविंद केजरीवाल ने कहा कि पिछले 70 सालों से दिल्ली की जनता के साथ अन्याय हो रहा है आज देश के सभी राज्य पूर्ण राज्य बन गए हैं लेकिन दिल्ली आज भी आधा-अधूरा राज्य है। किसी राज्य की जनता जब अपनी सरकार चुनती है तो उस सरकार के पास जनता की सभी मूलभूत सुविधाओं को संपन्न करने के सारे अधिकार होते हैं। परंतु दिल्ली की सरकार एक ऐसी सरकार है जिसके पास कोई अधिकार नहीं है।
पिछले 4 सालों में हमारी सरकार ने अपने अधिकार क्षेत्र में आने वाले सभी काम जैसे बिजली, पानी, अस्पताल, स्कूल, सड़क, नालियां, सीवर आदि पर बहुत काम किए हैं। हालांकि इन कार्यों को करने में भी केंद्र सरकार ने हजारों अडचनें लगाने की कोशिश की थी। सीसीटीवी कैमरा की फाइल पास करवाने के लिए मुझे, मनीष सिसोदिया और सतेंद्र जैन को उपराज्यपाल के घर में घुसकर 10 दिन तक धरना करना पड़ा। इसी प्रकार से स्कूल बनवाने, अस्पताल बनवाने और अन्य चीजों को बनवाने के लिए एक- एक फाइल पास करवाने के लिए उप-राज्यपाल से लड़ना पड़ता है।
बहुत सारे ऐसे कार्य हैं जो दिल्ली सरकार के अधिकार क्षेत्र से बाहर हैं। आज दिल्ली में महिलाएं खुद को बहुत असुरक्षित महसूस करती हैं। मनचले, लफंगे लोग सरेआम महिलाओं के साथ छेड़छाड़ करते हैं, गली-गली में खुलेआम नशा बिक रहा है, और दिल्ली की पुलिस जो सीधे-सीधे प्रधानमंत्री और गृहमंत्री के अधीन आती है, वह दिल्ली की जनता की और दिल्ली सरकार की बात नहीं सुनती है।
मंच से कार्यकर्ताओं को संबोधित करते हुए अरविंद केजरीवाल ने कहा कि बिना संघर्ष किए दिल्ली को पूर्ण राज्य नहीं मिलने वाला। अब समय आ गया है कि हम सबको मिलकर संघर्ष करना होगा, दिल्ली को पूर्ण राज्य का दर्जा दिलाने के लिए कुर्बानी देनी होगी।
उन्होंने कहा भाजपा के प्रदेश अध्यक्ष मनोज तिवारी के बयान से साफ हो गया है कि 2014 के घोषणापत्र में जो मोदी जी ने दिल्ली को पूर्ण राज्य का दर्जा देने का वादा किया था, वह झूठ बोला था, और इस बार के भाजपा के घोषणा पत्र में दिल्ली के लिए पूर्ण राज्य का दर्जा का कोई प्रावधान नहीं है।
भाजपा के प्रदेश अध्यक्ष मनोज तिवारी कहते हैं कि, क्योंकि दिल्ली वालों ने रेल भवन पर धरना किया था इसलिए दिल्ली को पूर्ण राज्य नहीं देंगे। मैं मनोज तिवारी से और भाजपा की केंद्र सरकार से कहना चाहता हूं कि, ममता बनर्जी ने भी धरना किया था तो वेस्ट बंगाल को भी अब आधा राज्य बना दो, गुजरात में नर्मदा के पानी के लिए नरेंद्र मोदी ने 2 दिन का धरना किया था गुजरात को भी आधा राज्य बना दो, चंद्रबाबू नायडू ने भी विशेष राज्य का दर्जा के लिए धरना किया था तो आंध्र प्रदेश को भी आधा राज्य बना दो, बिहार में नितीश कुमार ने भी धरना दिया था तो बिहार को भी आधा राज्य बना दो।
तीखे स्वर में भाजपा पर बरसते हुए केजरीवाल ने कहा कि तुम लोग कौन होते हो दिल्ली को पूर्ण राज्य का दर्जा देने वाले, क्या दिल्ली तुम्हारे बाप की है? मनोज तिवारी कौन होता है दिल्ली को पूर्ण राज्य देने वाला? पूर्ण राज्य दिल्ली के लोगों का हक है, उन्हें उनका हक दे दो, दिल्ली के लोगों को मजबूर मत करो वरना दिल्ली की जनता छीनकर अपना हक ले लेगी।
शहीदों को याद करते हुए केजरीवाल ने कहा कि इस देश को आजाद करवाने के लिए भगत सिंह, अशफाक उल्ला खान, राजगुरू, सुखदेव ने अपनी कुर्बानी दी थी। बाबा साहेब भीमराव अंबेडकर ने संविधान में एक व्यक्ति एक वोट का अधिकार दिया था। बाबा साहेब भीमराव अंबेडकर जी का बनाया हुआ संविधान हमें अधिकार देता है। देश को आजाद करवाने में मनोज तिवारी के पिता जी ने कुर्बानी नहीं दी थी, नरेंद्र मोदी जी के पिताजी ने कुर्बानी नहीं दी थी। अब दिल्ली की जनता अपना अधिकार लेकर रहेगी।
मुझे सोच कर बड़ा दुख होता है कि भाजपा के पूर्व मुख्यमंत्री स्वर्गीय मदनलाल खुराना जी ने दिल्ली को पूर्ण राज्य का दर्जा दिलाने के लिए सदन में संघर्ष किया, सड़क पर संघर्ष किया, और आज उनका बेटा लोकसभा प्रत्याशी का टिकट पाने के लालच में अपने पिता के खिलाफ खड़ा है। आज अगर मदन लाल खुराना जी की आत्मा ऊपर से देख रही होगी तो उन्हें बेहद दुख हो रहा होगा कि उन्हीं का बेटा आज उनके साथ गद्दारी कर रहा है।
प्रधानमंत्री नरेंद्र मोदी पर तीखी प्रतिक्रिया देते हुए केजरीवाल ने कहा कि आज भाजपा वाले अटल बिहारी वाजपई जी की अस्थियों को राजनीति के लिए इस्तेमाल कर रहे हैं। स्वर्गीय अटल बिहारी वाजपेई जी ने तो खुद संसद में खड़े होकर दिल्ली के लिए पूर्ण राज्य की मांग करी थी। अगर मोदी जी सच में अटल बिहारी वाजपई जी का सम्मान करते हैं, तो दिल्ली का हक पूर्ण राज्य, दिल्ली को दे दो, नहीं तो अटल बिहारी वाजपेई जी की अस्थियों के साथ ये राजनीति करना बंद करो।
अंत में अरविंद केजरीवाल ने कार्यक्रम में आए लोगों से कहा कि दिल्ली को पूर्ण राज्य का दर्जा दिलाने के लिए हम सब को एक साथ मिलकर संघर्ष करना होगा। अगर दिल्ली को पूर्ण राज्य का दर्जा दिलाने के लिए मुझे अपनी जान की कुरबानी भी देनी पड़ी, तो मैं पीछे नहीं हटूंगा। आप सब लोगों को भी तन मन और धन से तैयार रहना होगा। यह लोकसभा चुनाव दिल्ली को पूर्ण राज्य का दर्जा दिलाने का चुनाव है। इस चुनाव के खत्म हो जाने के बाद भी संघर्ष खत्म नहीं होगा, जब तक कि दिल्ली को पूर्ण राज्य का दर्जा नहीं मिल जाता।
कार्यक्रम में मौजूद दिल्ली के उप मुख्यमंत्री मनीष सिसोदिया ने कहा कि 2015 में जब हमारी पार्टी जीती, तो अरविंद केजरीवाल जी ने शपथ लेने से पहले सारे नेताओं एवं विधायकों की एक बैठक बुलाई और पार्टी का घोषणा पत्र उनके सामने रखकर कहा, कि इसको गौर से देख लो दिल्ली की जनता से यह वादे किए हैं, और दिन रात इस पर काम करके यह सारे वादे पूरे करने हैं। तब से लेकर आज तक समय-समय पर अरविंद केजरीवाल मेनिफेस्टो में किए गए वादों पर अपडेट लेते रहते हैं।
पार्टी के आंतरिक ढांचे की तारीफ करते हुए मनीष सिसोदिया ने कहा कि गोपाल राय जी दिल्ली प्रदेश के अध्यक्ष हैं फिर भी हमारे राष्ट्रीय संयोजक अरविंद केजरीवाल से दिल्ली के घोषणा पत्र पर सवाल पूछते रहते हैं कि घोषणा पत्र का और कितना कार्य अब बाकी रहा है।
भारतीय जनता पार्टी की लोकसभा में सरकार बनने के 1 साल बाद ही भाजपा के नेताओं ने कहना शुरू कर दिया था कि घोषणा पत्र में जो वादे किए गए थे वह सब तो एक चुनावी जुमला था। हजारों मुसीबतों का सामना करने के बावजूद भी आम आदमी पार्टी ने कभी नहीं कहा कि हमारे घोषणापत्र में किए गए वादे जुमला है। घोषणा पत्र के 70% वादे हम पूरे कर चुके हैं और 30% वादों पर काम चल रहा है, वह भी जल्द पूरे कर लिए जाएंगे।
कार्यक्रम में मौजूद दिल्ली के प्रदेश संयोजक गोपाल राय ने कहा कि आज हम लोग यहां पर भाजपा का 2014 लोकसभा चुनाव का मेनिफेस्टो जलाकर इस बात का एलान करते हैं, कि भाजपा ने 5 साल पहले जो दिल्ली की जनता से पूर्ण राज्य के दर्जे पर झूठ बोलने का काम किया था, दिल्ली की जनता इस बार के चुनाव में उनको मुंहतोड़ जवाब देगी। उन्होंने कहा कि भाजपा ने चोरी भी की और अब सीनाजोरी कर रहे हैं। लेकिन अब दिल्ली की जनता सब समझ चुकी है। अब ना तो भाजपा को चोरी करने देंगे और ना सीनाजोरी करने देंगे। पूर्ण राज्य हमारा अधिकार है और हर कीमत पर हम अपना अधिकार लेकर रहेंगे।
BJP leaders and their families did not nothing for Delhi except deceiving Delhiites : Arvind Kejriwal

Aam Aadmi Party senior leadership led by the party’s national convenor Mr Arvind Kejriwal, along with Mr Manish Sisodia, Gopal Rai and other colleagues burnt the BJP’s 2014 special Lok Sabha election manifesto for Delhi, to expose the BJP’s treachery and deceit with the people of Delhi.
Addressing the volunteers, the AAP leaders showed the 2014 BJP manifesto and pointed out that the very first promise made by the BJP in its Delhi manifesto five years back was to provide full statehood for Delhi and they asked why such a promise was made ?
Mr Kejriwal said the people of Delhi are not ready to suffer injustice any longer and Delhi will witness an unprecedented struggle for full statehood.
“We have done whatever we could for the people of Delhi during last four years, however, there are critical areas which are outside the purview of the elected Delhi government and it is not possible to solve these problems unless Delhi becomes a full state. Take women security for example, who will ensure that,” Mr Kejriwal said.
The AAP national convenor said statehood for Delhi will not be possible without an intense struggle. “Time has come for all of us to wage a joint struggle, we will have to make sacrifices for the statehood of Delhi. I will not hesitate to lay down my life for the statehood of Delhi if the situation so demands. This Lok Sabha election is not an election, it is movement for Delhi statehood,” Mr Kejriwal said.
He said the recent statement of BJP Delhi President Manoj Tiwari that statehood will no longer be a part of BJP manifesto makes it clear that the promise made by Mr Narendra Modi on Delhi statehood during 2014 Lok Sabha elections was totally false.
Manoj Tiwari said that since Arvind Kejriwal had staged a dharna outside the Rail Bhawan in January 2014, therefore Delhi cannot be granted full statehood when it has a chief minister like this.
“Are they aware how many chief ministers of different states have gone on dharnas for the rights of people in their respective states, including Mr Narendra Modi himself, when he was the chief minister of Gujarat,” the AAP convenor asked.
“I want to tell Manoj Tiwari and his BJP’s central government that you are nobody to decide about the statehood for Delhi since Delhi does not belong to you nor do you own it. Who is Manoj Tiwari to comment on Delhiites like this ? Full statehood for Delhi is a right of the Delhiites, grant it otherwise the people of Delhi know how to snatch it,” Mr Kejriwal responded.
Recalling the sacrifices of freedom fighters Shaheed Bhagat Singh, Rajguru, Sukhdev, Ashfaq Ullah Khan and others, Mr Kejriwal said these martyrs laid down their lives for the country and not the likes of Manoj Tiwari or his family or party which did nothing for the country and they have no right to comment on the rights of the people of Delhi. Similarly, Prime Minister Narendra Modi and his family have done no sacrifice for the country and they have no right to trample over the rights of the people of Delhi.
Showing a mirror to today’s BJP, Mr Kejriwal reminded the gathering about the comments of former Delhi Chief Minister late Mr Madan Lal Khurana, who had in 1994 compared himself to a helpless person in the wake of lack of powers provided to the elected Delhi government.
Mr Kejriwal said in case Prime Minister Narendra Modi wanted to pay real homeage to late Atal Behari Vajpayee ji, he should get the Delhi Statehood Bill passed which was introduced by the Vajpayee government in Lok Sabha in 2003, if he does not do it then he should stop playing politics with Atal ji’s name.
Mr Manish Sisodia read out the BJP’s 2014 Lok sabha manifesto for Delhi, in which the very first promise is providing full statehood for Delhi. He said Delhi Chief Minister Mr Arvind Kejriwal regularly questions every minister about the status of promises made in the manifesto to the people of Delhi, concerning their respective departments.
Mr Sisodia said compare this with the BJP, which used the manifesto to fool the people of Delhi and despite winning all seven Lok Sabha seats from Delhi, they did not even bother to check their manifesto. He said within a year of winning the 2014 Lok Sabha elections, the BJP leaders had started saying that manifesto is a Jumla and nothing more.
AAP Delhi convenor Gopal Rai said statehood for Delhi is a mission for the AAP and the party will not rest till it ensures this right for the residents of the national capital.
The party will burn the BJP 2014 Lok Sabha manifesto in every nook and corner of Delhi to tell the people of Delhi how they were deceived and let down by the BJP, which took their vote in the name of statehood and then later told them the value of their vote is half as compared to the voters of other parts of Delhi.
