Rajya Sabha MP and AAP National Treasurer ND Gupta, AAP spokesperson and South Delhi Lok Sabha In Charge Raghav Chadha briefed the media regarding the Interim budget 2019 presented by Minister Piyush Goyal today in the Lok Sabha.
Talking about the nature of the speech presented, Raghav Chadha said, “ Today’s interim budget speech was more of an election speech delivered by a government sitting in the departure lounge, who’s exit is imminent. It has become a trend to use the interim budget as an election speech, as was the case with the interim budget presented by Dr. Manmohan Singh in 1995, Dr. Pranab Mukherji in 2009 and P Chidambaram in 2014. However, none were as long or politically charged as this one.”
Exposing the Central Government’s claims on cooperative federalism, Raghav Chadha said, “Delhi is still being given step motherly treatment by the BJP’s Central government. They spoke of the spirit of cooperative federalism, yet they are not giving Delhi government an adequate share of taxes. Central government, as per the recommendation of the Finance Commission, allocates annual funds to be given to states in accordance with direct and indirect taxes collected by the states. Delhi raises several lakh crores in taxes and gives it to the central government, but you may be shocked to hear that the Central Government has been releasing only 325 crore for Delhi’s governance since 2001. This is a shockingly low figure when compared to estimates which suggest that Delhi should ideally get up to 70,000 crores.”
He said,” With this interim budget, the Modi Government was compelled to admit that they have done absolutely nothing for farmers in the past 5 years and is an admission of guilt. Their anti farmer policies of past 5 years have led to extreme hardships and even widespread farmer suicides. Now that the BJP is about to be thrown out, they have introduced a meagre annual compensation of 6,000 Rs. for farmers, only adding insult to injury. There are primarily three points that prove it to be just an exercise in optics:
1. In the current agricultural set up of India, the most marginalized farmers are landless labors who work on other people’s lands. That farming worker, who needs aid the most is not going to receive any benefits. Instead of him, landowners up to 2 hectares will receive the benefit. There is nothing in it for a poor landless laborer.
2. The sum of Rs.6,000 per year translates to Rs.500 per month, and if there are five members in a farmer’s family, it amounts to Rs. 3 per person per day. Are those in the government saying that member’s of a farmer’s family should manage in Rs.3. per day? My question to the man who claims to be a chaiwallah himself is, will any member of a farmer’s family even be able to afford a cup of tea with such an amount? Is this how they plan to alleviate a farmer from below *poverty* line?
3. Who will bear the fiscal burden of this scheme? Where will the government find the funds required? The expense for this is estimated to be worth 1% of the GDP. It is expected to cost 1,00,000 crores, where will this money come from? The budget has not thrown any light on how the exchequer will bear the cost. There is no clarity on whether this will be compensated by reducing MSPs, subsidies or redirected from other relief funds.
In yet another shocker, this budget made no mention of employment generation. NSSO survey report exposed that India is facing the highest rate of unemployment in the last 45 years. More than 11 million people have lost their jobs in the past year itself, and yet the budget has not proposed anything to counter that. Today, the youth of India is desperately seeking jobs, but the budget only fails to provide for them, they are not even acknowledging the crisis. This is the most Anti Youth budget of all times. “
He said, “Promise of Income Tax Rebate for salaried Indians with salary upto Rs. 5 Lakhs is a big fraud being committed on the people of India. To begin with, government has failed in providing any new jobs in that income category, scores have been lost due to demonetization or GST. The Modi government has committed a FRAUD on the middle class. This government has been wrongly claiming that ‘if your income is upto 5 lakh rupees or less, you wont have to pay any tax on the 5 lakh rupees.’ This is absolutely false. The truth is that if you are earning even one rupee more than 5 lakh rupees, you will have to pay tax on the entire amount.For example, if you are earning 6 lakhs, you will have to pay tax on the entire amount and no rebate will be given as is being portrayed by the Modi government.
“Finally, it is also evident that Modi government has failed to meet its fiscal deficit targets and thus is being compelled to revise fiscal targets.”
In conclusion he said, “This is not an interim budget but rather an election speech. The budget is an admission of guilt on the part of the government for failing to do anything for the farmers. They have not introduced Pradhan Mantri Kisan Samman yojana, this is Pradhan Mantri Re-election Yojana.”
Addressing the media Rajya Sabha MP ND Gupta said, “The budget more or less resembled the President’s speech from yesterday, apart from a few announcements regarding the Income Tax. It was very shocking to see wild hooting and unruly behavior from the ruling party as the announcement for tax rebate under 5 lakh income slab was made. There was loud chanting of ‘Modi Modi’, and Prime Minister Modi himself retorted to banging on the table upon the announcement. When examined more closely, it can be seen that it is nothing more than a jumla. It is a big fraud being committed on 1.3 crore Indians.”
He also said, “In the speech, the government claimed that the inflation under the regime was down to 2.2%. Inflation is a healthy tool in an economy where everyone has adequate purchasing power but under this government, more than 11 million have lost their jobs and have no source of income. This has greatly reduced the collective purchasing capacity of our economy causing the gap between demand and supply with resultant decrease in inflation. This unhealthy inflation rate is due to loss of jobs and has nothing to do with any government reforms.”
“They also raised the slogan that ‘Ab Desh mein vikas ki kranti aayegi’. I beg to question that what have you been doing your entire term that you must hope for results in the future? This, especially when you are about to be voted out of the government.”
On the topic of NPAs, he said, “10,00,000 crore worth of NPAs are plaguing India. Our balance sheets have turned negative with losses being more than capital reserve. According to the government, the UPA kept NPAs worth 5,00,000 crores under wraps, however no action has been taken against any facilitators or management of banks. It shows that there is a collusion between UPA and NDA and they safeguarded the defaulters. It is also obvious since defaulters like Mallya, Modi and Choksi have been allowed run away with bank’s money under the Modi government. What actions have they taken against those who concealed the facts on account of NPA?”
As concluding remark, he said, “They are underestimating the damage they have caused to the economy and the intelligence of the voter. Voters can see through their jumlas and will surely vote them out in the upcoming general Elections.”
केंद्र सरकार द्वारा आज सदन के पटल पर जो बजट रखा गया, वो दरअसल बजट नहीं बल्कि आगामी लोकसभा चुनाव से सम्बंधित चुनावी भाषण है : राघव चड्ढा
नई दिल्ली, 1 फरवरी 2019। शुक्रवार को एक प्रेस वार्ता को संबोधित करते हुए दक्षिणी दिल्ली लोकसभा प्रभारी राघव चड्ढा ने कहा कि इस देश में बजट एक चुनावी भाषण बन कर रह गया है, चाहे वो 1995 में डॉ मनमोहन सिंह जी की स्पीच हो, चाहे 2009 में प्रणव मुखर्जी जी की स्पीच हो या 2014 में पी.चिदम्बरम की एंटरिम बजट स्पीच हो।
राघव ने कहा कि दिल्ली और दिल्ली के लोगो के साथ केंद्र में बैठी भाजपा सरकार जो पिछले पांच साल से सौतेला व्यवहार कर रही है, वो बदस्तूर जारी है। इस बजट में भी केंद्र सरकार दिल्ली सरकार को एक नया पैसा नहीं दे रही है। केंद्र सरकार सभी राज्यों को वित्तीय आयोग की सिफारिश पर सालाना रकम देते है। सभी राज्य प्रत्यक्ष और अप्रत्यक्ष रूप से राजस्व एकत्रित करके केंद्र सरकार को देती है और केंद्र सरकार उसमे से एक अच्छा ख़ासा हिस्सा राज्य में विकास कार्यो के लिए राज्य सरकार को वापस लौटाती है। दिल्ली सरकार भी केंद्र को हर साल लाखों करोड़ रूपए का राजस्व इकठ्ठा करके देती है, लेकिन 2001 से लेकर आज तक केंद्र सरकार दिल्ली सरकार को उन लाखों करोड़ रूपए में से केवल केवल 325 रूपए ही लौटाती है, जबकि अगर वित्तीय आयोग की सिफारिश की अधर पर देखा जाए तो दिल्ली को कायदे से 70 हज़ार करोड़ रूपए मिलने चाहिएं।
इस बजट के माध्यम से भाजपा सरकार ने यह स्वीकार किया है कि इस सरकार ने पिछले पांच सालों में किसानों के लिए कुछ नहीं किया है। यह साबित हुआ है कि पिछले पांच सालों में किसानो ने सबसे ज्यादा आत्महत्या की है। अब जब भाजपा सरकार का अंतिम समय आ गया है, और चुनाव में केवल 3 महीने बाकी रह गए हैं तो किसानो को 6 हज़ार रूपए सालाना का एक लोलीपोप दिखाकर भाजपा लुभाने की कोशिश कर रही है, जो कि अपने आप में एक बहुत बड़ा मज़ाक है।
ये मज़ाक क्यूँ है इसके पीछे तीन कारण हैं जो निम्न प्रकार है…..
1-: भारतीय किसान पद्धति में बहुत सारे लोग दूसरे की ज़मीन किराय पर लेकर खेती करते है, इस बजट के अनुसार उस व्यक्ति को एक फूटी कोडी नहीं मिल रही है, बल्कि जिसकी ज़मीन है उसे 6 हज़ार रूपए सरकार दे रही है।
2-: जो दो हेक्टेयर ज़मीन वाले किसानों को 6 हज़ार दुपय सालाना देने का प्रावधान किया गया है, अगर उस किसान के घर में पांच लोग है, तो प्रति व्यक्ति 3 रूपए प्रतिदिन बनता है। क्या भाजपा सरकार ये कहना चाहती है कि किसान के घर में रहने वाले लोग 3 रूपए प्रतिदिन में अपना गुज़ारा चलाएँ?
3-: एक केलकुलेशन के हिसाब से सभी किसानों को 6 हज़ार रूपए देने में लगभग 1 लाख करोड़ रूपए सालाना आएगा। तो सवाल ये उठता है कि यह पैसा कहाँ से आएगा?
अपनी बात को आगे बढ़ाते हुए राघव ने कहा कि इस बजट में बेरोजगारों के लिए कोई भी अच्छी खबर नहीं सुनाई गई है। युवाओं के लिए रोजगार कैसे बढाया जाएगा इससे सम्बंधित कोई भी बात इस बजट में नहीं बोली गई। हाल ही में हुए NSSO के एक सर्वे का हवाला देते हुए राघव ने कहा कि बेरोजगारी के मामले में पिछले 45 साल का इतिहास टूटा है। आज हमारा देश बेरोजगारी में सबसे उच्च स्तर पर है। भाजपा सरकार ने नौकरी देना तो दूर पिछले पांच सालों में 1 करोड़ 10 लाख लोगो की नौकरी छीन ली है। आज देश का युवा नौकरी मांग रहा है और आपके बजट में युवाओं के लिए नौकरी तो दूर एक आश्वाशन तक नज़र नहीं आया।
पांच लाख तक इनकम में टेक्स की छूट पर बोलते हुए राघव चड्ढा ने कहा कि ये माध्यम वर्गीय लोगो के साथ सरासर धोखा किया है भाजपा सरकार ने। उन्होंने कहा कि मै पूरी ज़िम्मेदारी के साथ इस बात को कह रहा हूँ कि अगर आपकी आय 5 लाख रूपए से 1 रूपया भी ज्यादा हुई तो आपको पुरे पांच लाख रूपए पर भी टेक्स देना होगा, किसी प्रकार की कोई छूट नहीं है। फिस्कल डेफिसिट पर भी भाजपा सरकार बिलकुल फ़ैल रही है। जो भाजपा सरकार कहती थी की हम जीडीपी की 3.5 पर ले आएँगे, आज उसको भी रिवाइज़ करने की ज़रूरत आन पड़ी है।
प्रेस वार्ता में मौजूद आप राज्यसभा सांसद एनडी गुप्ता ने कहा कि भाजपा ने आज जो बजट पेश किया है वो केवल चुनावी बजट है। भाजपा ने जनता के साथ एक बार फिरसे धोखा किया है। 5 लाख तक इनकम में छूट पर बोलते हुए उन्होंने कहा कि ये केवल एक छलावा है। सेक्शन 87A का हवाला देते हुए उन्होंने कहा कि भाजपा ने पिछली बार 2.5 लाख को बढाकर साढ़े तीन लाख कर दिया था, अर्थात ढाई लाख से ऊपर साढ़े तीन लाख तक जो ढाई हज़ार रूपए का टेक्स बनता था केवल उसकी छूट थी, लेकिन साढ़े तीन से ऊपर जाते ही आपको सारा टेक्स देना पड़ता था, उसी प्रकार से अब इस को बढ़ा कर 5 लाख कर दिया है। अर्थात ढाई लाख से पांच लाख के बीच का जो 12 हज़ार रूपए टेक्स बनता है केवल उसकी छूट मिलेगी, लेकिन जैसे है आपकी इनकम पांच लाख से ऊपर जाती है, आप दौबारा वापस ढाई लाख पर आ जाओगे और आप को पूरा का पूरा टेक्स देना पड़ेगा।
एनडी गुप्ता ने कहा कि भाजपा सरकार ने इन्फ्लेशन रेट कम करने पर भी देश की जनता से झूठ बोला है। भाजपा कहती है कि हम इन्फ्लेशन रेट 2.2 पर ले आए, हमने महंगाई कंट्रोल करली है, जबकि ऐसा नहीं है। दरअसल भाजपा सरकार ने युवाओं को बेरोजगार कर दिया। नोटबंदी और GST जैसी नीतियों से करोड़ों लोग बेरोजगार हो गए, और जब इनकम ही नहीं होगी तो लोग खरीददारी कहाँ से करेंगे। डिमांड घट गई और सप्लाई बराबर रेशियो में बढती जा रही है। जब किसी चीज की डिमांड नहीं होगी तो प्राकर्तिक है कि उसकी कीमत घट जाएगी, और भाजपा उसको कह रही है कि हमने महंगाई कम कर दी।
भाजपा पर हमला करते हुए एनडी गुप्ता ने कहा कि भाजपा कह रही है कि अब देश में विकास की क्रांति आएगी। मै भाजपा से पूछना चाहता हूँ की पिछले पांच साल से आप लोग क्या कर रहे थे। अब जाब दौबारा से चुनाव सर पर है, अब जब आप की सरकार जाने वाली है तो आप कह रहे हो की अब देश में विकास की क्रांति आएगी।
उन्होंने कहा कि आज NPA 10 लाख करोड़ है, केपिटल रिजर्व से कम है, सभी बेंको की बेलेंस शीत नेगेटिव आ चुकी हैं, और भाजपा यहाँ भी देश की जनता को यह कहकर गुमराह करने की कोशिश करती है कि हमने बैंको को री-स्ट्रक्चर कर दिया है। भाजपा कहती है कि 10 लाख करोड़ में से पांच लाख करोड़ रूपए का NPA ऐसा है जो कांग्रेस सरकार ने कारपेट के नीचे छुपा कर रखा हुआ था, हमने उसे निकाला है। मैं भाजपा से पूछना चाहता हूँ की भाजपा ने कांग्रेस की खिलाफ क्या एक्शन लिया?
भाजपा देश को गुमराह करने की कोशिश कर रही है लेकिन जनता बहुत समझदार है। तीन महीने बाद चुनाव है, जनता चुनाव में भाजपा को उनके झूठ का जवाब देगी और इनको बाहर का रास्ता दिखाएगी।
