भाजपा से अनुरोध है कि वे झूठ फ़रेब की राजनीति करना बंद कर दें कि दिल्ली और दक्षिणी दिल्ली की जनता बड़ी समझदार है और आने वाले लोकसभा चुनावों में उनको मज़ा चखायेगी- राघव चड्ढा*

निर्माण कार्य के सबसे शर्मनाक और अक्षम्य प्रदर्शन का उदाहरण:केंद्रीय मंत्री हरदीप सिंह पुरी, भाजपा सांसद रमेश भिडुरी और एलजी अनिल बैजल द्वारा अंडरपास के विस्तृत उद्घाटन समारोह के बाद, 24 घंटे से भी कम समय में महिपालपुर अंडरपास की सर्विस रोड में भयानक दरार दिखाई दी। यह घटना भाजपा के शासन की निम्नलिखित विशेषताओं को सामने लाती है:
उप मानक, खराब गुणवत्ता और जनता के लिए संकटपूर्ण इन्फ्रास्ट्रक्चर परियोजनाओं को मंजूरी देने की तत्परता।किसी भी सड़क का उद्घाटन बिना ऑडिट, गुणवत्ता की जांच, सुरक्षा परीक्षण के नहीं किया जाना चाहिए| इस घटना से भाजपा की बिल्डरों के साथ मिलीभगत उजागर होती है जिसके तहत उपमानक गुणवत्ता की सड़क बनायीं गयी| भाजपा ने दक्षिणी दिल्ली लोकसभा क्षेत्र के बिजवासन और महरौली विधानसभा और महिपालपुर की जनता की जान और सुरक्षा से खिलवाड़ की है| यदि कोई सड़क बिना सुरक्षा जाँच के आम जनता के लिए खोल दी जाएगी, तो दुर्घटना होने की संभावना बहुत बढ़ जाती है। भारतीय जनता पार्टी ने जनता की सुरक्षा की परवाह न करते हुए केवल राजनीतिक लाभ पाने के लिए एक अधूरी सड़क का उद्घाटन कर दिया।
फ़र्ज़ी उद्घाटनों के माध्यम से चुनावी प्रचार करने के लिए भाजपा वालों ने कार्य प्रक्रिया के महत्वपूर्ण चरण, जैसे की ऑडिट और गुणवत्ता जाँच छोड़ दिए ताकि उदघाटन जल्द से जल्द हो सके।क्योंकि लोकसभा चुनाव एक महीने दूर है तो भाजपा वालों को लगा की आचार सहिंता लगने से पहले अगर रोड और अंडरपास का उद्घाटन कर दिया जाए तो चुनावी लाभ मिलेगा। इसके चलते उन्होंने जल्द बाज़ी में यह उद्घाटन आयोजित किया। भाजपा के लिए राजनीतिक प्रचार, महत्वपूर्ण परियोजनाओं की गुणवत्ता या दीर्घायु सुनिश्चित करने से कहीं अधिक महत्वपूर्ण है। शायद इस घटना से भाजपा को सबक़ मिलेगा और अब वे लोगों को मूर्ख बनाने के लिए अधूरी और घटिया परियोजनाओं का उद्घाटन इतनी ज़ोर शोर से नहीं करें। उद्घाटन जितना बड़ा होता है उतना ही अपमानजनक होता है जब उसकी असलियत सामने आ जाती है।
160 से अधिक करोड़ की लागत का ये प्रोजेक्ट अगर इतने घटिया नतीजे दे रहा है तो इसमें से भ्रष्टाचार की बू आती है। किसी भी परियोजना में भ्रष्टाचार का पहला सूचक होता है बजट आवंटन और कार्यों की गुणवत्ता में प्रत्यक्ष अंतर। जिस प्रकार की क़ीमत औपचारिक रूप से भाजपा सरकार इस सड़क के लिए भुगतान कर रही है, उस मुताबिक़ यह मानक कार्य को किसी हाल में स्वीकार नहीं किया जाना चाहिए था। तो भाजपा की ख़राब मानक सड़क की स्वीकृति यह दर्शाती है कि निश्चित रूप से धनराशि का विचलन हुआ है और शायद धन की लूट हुई है। इस तरह के काम से संदेह पैदा होता है कि राजनीतिक कार्यकारी ने काम की गुणवत्ता पर समझौता कर आर्थिक लाभ उठाया है।

मैं केंद्रीय मंत्री हरदीप सिंह पुरी से पूछना चाहूंगा वो इस घटना के बारे में क्या जवाब देना चाहेंगे? चार वोटों के लिए अपने बिजवासन महरौली की जनता की जान को दाँव पर लगा दिया। अब ये जनता आपको वोट नहीं देंगी बल्कि आपसे सवाल कर रही है!

साथ ही BJP नेता ने इस सार्वजनिक मंच से मुख्यमंत्री अरविंद केजरीवाल के विकास कार्यों पर अभद्र टिप्पणी देने का मौक़ा नहीं छोड़ा। उस पर कहना चाहेंगे, कि मुख्यमंत्री अरविंद केजरीवाल ने, सभा में ही मौजूद LG और भाजपा के सांसदों द्वारा लगाए अड़ंगों के बावजूद दिल्ली में विश्व स्तर के बुनियादी ढांचों को वितरित किया है। उस ही तरफ, भाजपा ने अपने सभी संसाधनों के बावजूद एक निराशाजनक और शर्मनाक सड़क का फ़र्ज़ी उद्घाटन किया है।
शर्म की बात तो ये है कि अभी तक उद्घाटन के बोर्ड तक नहीं निकले और सड़क टूटना शुरू हो चुकी है| भाजपा से अनुरोध है कि वे झूठ फ़रेब की राजनीति करना बंद कर दें; दिल्ली और दक्षिणी दिल्ली की जनता बड़ी समझदार है और आने वाले लोकसभा चुनावों में उनको मज़ा चखायेगी| स्थिति को देखते हुए सोचता हूँ कि भाजपा वालों को अपने उद्घाटन कार्यक्रमों में जनहित में चेतावनी भी जारी करना शुरू कर देना चाहिए।

In the most embarrassing, shameful and incompetent display of execution, the service road at Mahipalpur underpass caved in less than 24 hours after an elaborate inauguration ceremony of the underpass by Union Minister Hardeep Singh Puri, BJP MP Ramesh Bhiduri and LG Anil Baijal. This incident brings to fore the following features of BJP’s governance:
The readiness to approve sub standard, poor quality and potentially dangerous infrastructural projects. The lack of checks and balances, audits, only post which such a major road should have been inaugurated show BJP’s desperation to gain some political mileage. This clearly exposes BJP’s collusion with builders who are not being held accountable to any standards. By inaugurating an incomplete and unsafe road, the BJP has endangered the lives of the people from South Delhi parliamentary constituency’s Bijwasan and Mehrauli assembly segments. By opening the shoddy road for public use, they have put the people at risk of accidents. Without nay consideration for public safety, they inaugurated a substandard and dangerous road for the people.
In order to indulge in election campaigning, the BJP is now hosting fake inaugurations and misleading the people. They obviously omitted several important steps like audits and quality checks in order to hasten the process so that they could create a spectacle out of the inauguration ahead of the electoral season. As we are merely a month away from the elections, without caring for formalities, process or the safety of the people, BJP prematurely inaugurated the underpass. For them, political campaigning is far more important than ensuring quality or longevity of important projects; where in a large sum of the tax payers’ money has been spent. Perhaps this incident will teach them a lesson not to rush into inaugurations of shoddy and incomplete projects to fool people. The bigger the inauguration, the more humiliating it is when the work doesn’t even stand against the smallest tests.
With an estimate budget of over 160 crores of Delhi’s taxpayer’s money; it is beyond comprehension that such substandard work has been accepted by them. It clearly indicates that there has been massive corruption in the project. The first and most telling sign of corruption in any project is the gap between budget allocation and resultant quality of work. As no one would approve of sub standard work for the price they are paying, BJP’s acceptance of the poor standard road indicates that there has certainly been a diversion of funds and perhaps money has been laundered. This kind of work raises suspicion that the political executive have benefitted financially immensely at the cost of the quality of work.

I would also ask Union Minister Hardeep Singh Puri to shed light on his thoughts on this embarrassing incident. You may have endangered the lives of lakhs of people from Mehruali and Bijwasan Vidhan Sabhas of South Delhi in pursuit of a few votes, but people are not going to vote for you, instead they are now questioning your capability and intentions.
*Given the aforementioned factors, we demand a detailed investigation along with finance, quality and safety audit of the project.*
Also, BJP leaders were only too eager to abuse CM Arvind Kejriwal from the public platform by making distasteful comments. While Arvind Kejriwal has braved all adversities and obstructions caused by the very LG and BJP MP in attendance of the event and still delivered world class infrastructure; the BJP with all the resources at its disposal could only come up with a dismal and embarrassing road. The most embarrassing aspect of it all is that the inauguration ceremony boards are also still hanging on the poles while the road has already started collapsing. I urge BJP to quit politics of lies as the citizens of Delhi and South Delhi are very smart and will surely show them the way out in the upcoming elections. Looking at the state of affairs, perhaps it would be in public interest for BJP to also issue warnings at their inauguration events.
