नई दिल्ली। दिल्ली की स्वास्थ्य सेवाओं में अभूतपूर्व विस्तार की दिशा में एक और कदम बढ़ाते हुए मुख्यमंत्री अरविंद केजरीवाल ने मंगोलपुरी में संजय गांधी मेमोरियल अस्पताल में 362 बेड्स के ट्रॉमा सेंटर का शिलान्यास 29 सितंबर, रविवार को किया। अपने एक ट्वीट में मुख्यमंत्री ने लिखा, अभी तक सरकारें 1 करोड़ रुपये प्रति बेड के हिसाब से अस्पताल बनातीं थीं। लेकिन संजय गांधी मेमोरियल हॉस्पिटल के 362 बेड का अत्याधुनिक एवं एसी ट्रॉमा सेंटर महज 71 करोड़ रुपये का बनेगा। आपकी सरकार ईमानदार है, पैसे बचा रही है, इसलिए आज सभी के लिए इतनी सारी सुविधाएं दे पा रही है। एक अन्य ट्वीट में मुख्यमंत्री ने लिखा, इस एक काम में ही 290 करोड़ रुपये बच गये। अगर इस पैसे से मैं दिल्ली के सभी लोगों की दवाई, इलाज और टेस्ट मुफ्त कर देता हूं तो इसमें गलत क्या है? विपक्ष के लोग इसका विरोध करते हैं कि हम दिल्ली वालों को मुफ्त इलाज करके पैसा बर्बाद कर रहे हैं।

मुख्यमंत्री ने कहा कि मेरे ऊपर विपक्षी पार्टियां आरोप लगाती हैं कि केजरीवाल ने सारे अस्पतालों में दवाइयां मुफ्त क्यों कर दीं, मुफ्त नहीं होना चाहिए। आरोप लगता है कि केजरीवाल ने सारे अस्पतालों में इलाज मुफ्त क्यों कर दिया, ये मुफ्तखोरी ठीक नहीं है। आरोप ये लगता है कि केजरीवाल ने सारे अस्पतालों में सारे टेस्ट फ्री कर दिये, ये मुफ्तखोरी की आदत ठीक नहीं है। मैं कहना चाहता हूं कि दुनिया के सबसे विकसित देशों में जो होता आ रहा है, वो अब हम दिल्ली में कर रहे हैं। डेनमार्क जैसे विकसित देश में सभी सरकारी अस्पतालों में सभी के लिए इलाज मुफ्त है। डेनमार्क में अगर आप सरकारी अस्पताल में जाएं और 1 महीने के अंदर ऑपरेशन की तारीख न मिले तो आप प्राइवेट अस्पताल में जाकर अपना ऑपरेशन सरकार के खर्च पर करा सकते हैं। हमने दिल्ली में भी यही कर रखा है। दिल्ली के अंदर आपको वही सुविधाएं मिल रही हैं जो लोगों को डेनमार्क, अमेरिका, जापान जैसे बड़े-बड़े विकसित देशों में मिल रही हैं।
मेरे ऊपर आरोप लगाने वाली विपक्षी पार्टियां उन सुविधाओं का सपना भी नहीं देख सकतीं जो कि हम दिल्ली में लोगों को मुहैया करा रहे हैं। हमने शिक्षा के क्षेत्र में भी बहुत शानदार काम किया है। विपक्षी पार्टियां कहती हैं कि केजरीवाल मुफ्त में इतनी अच्छी शिक्षा दिल्ली वालों को क्यों दे रहे हैं। उनका ये कहना है कि अगर ये शिक्षा-स्वास्थ्य मुफ्त हो गया तो दिल्ली का बजट घाटे में चला जाएगा। मैं कहना चाहता हूं कि जब तक केजरीवाल है तब तक दिल्ली का बजट कभी घाटे में नहीं जाने दूंगा।
दिल्ली का बजट पहले चाहे जितना घाटे में रहा हो लेकिन पिछले पांच साल में दिल्ली का बजट नफे में रहा है। इसका सबसे बड़ा कारण ये है कि दिल्ली के लोगों का अपनी सरकार के ऊपर विश्वास बढ़ा है। हमारी सरकार बनने से पहले दिल्ली का बजट 30 हजार करोड़ का था। पांच साल में आप लोगों ने दिल्ली का बजट 60 हजार करोड़ कर दिया। ये मैंने नहीं किया। मैंने तो केवल रेड राज खत्म कर दिया। पहले टैक्स डिपार्टमेंट वाले, वैट वाले, जीएसटी वाले व्यापारियों के घर पैसे खाने पहुंच जाया करते थे। हमने कहा कि जनता अपनी मर्जी से टैक्स दे। जनता खुश हो गई। जनता ने देखा कि अगर हम टैक्स देते हैं कि सरकार हमें सुविधा देती है।
जनता ने दिल खोलकर टैक्स देना चालू किया। इससे दिल्ली का बजट 30 हजार करोड़ से बढ़कर 60 हजार करोड़ का हो गया। पहले बहुत सारा पैसा रिश्वतखोरी में चला जाया करता था। पहले बहुत सारा पैसा भ्रष्टाचार में चला जाया करता था। दिल्ली की जनता ने एक ईमानदार सरकार चुनी थी। आज बहुत सारा पैसा बच रहा है, उसी से इतना सारा काम हो रहा है। मैंने जनता पर टैक्स बढ़ाया नहीं, बल्कि पांच साल में टैक्स कम किया है। जब हमारी सरकार बनी थी तब 12.50 फीसदी वैट होता था जिसे हमने 5 फीसदी कर दिया था। हमने टैक्स आधे से भी कम कर दिया और सुविधाएं बढ़ा दीं। ऐसा इसलिए संभव हो पाया क्योंकि भ्रष्टाचार कम हो गया तो पैसे बचने लगे।

मुख्यमंत्री ने कहा कि विपक्ष वाले कहते हैं कि केजरीवाल पैसे लुटा रहा है। मैं पैसे लूट नहीं रहा हूं, अपने लोगों पर, अपनी जनता पर पैसे लुटा रहा हूं। अपने लोगों के लिए सीसीटीवी कैमरे लगवाए हैं। अपने लोगों के लिए स्ट्रीट लाइट्स लगवाई हैं। स्कूलों में 21 हजार नये क्लासरूम्स बनवा दिये। अस्पताल बना रहे हैं। मोहल्ला क्लीनिक्स बना रहे हैं। जब हमारी सरकार बनी तो केवल 60 फीसदी दिल्ली को पाइपलाइन से पीने का पानी मिलता था। बाकी लोगों को टैंकर के पानी पर मोहताज रहना पड़ता था। हमने इतने पाइप लाइन बिछा दिये हैं कि आज 95 फीसदी दिल्ली को टोंटी से पीने का साफ पानी मिलने लगा है। बहुत जल्द 100 फीसदी दिल्ली को टोंटी से पीने का साफ पानी मिलने लगेगा।

मुख्यमंत्री ने कहा कि हमने बॉर्डर के एक अस्पताल का सर्वे करवाया था। वहां 80 फीसदी मरीज दिल्ली से बाहर के थे। अगर केवल दिल्ली के लोगों के इलाज की बात हो तो जितने अस्पताल हमने बना दिये हैं, उतने बहुत हैं। अब तो बिहार से कोई आदमी 500 रुपये का टिकट लेकर दिल्ली पहुंचता है और 5 लाख रुपये का ऑपरेशन कराकर वापस चला जाता है। हमारे लिए बहुत खुशी की बात है, हमारे लिए ये गर्व की बात है कि दिल्ली के अस्पतालों पर देश के लोगों का विश्वास है। लेकिन ये भी जरूरी है कि पूरे देश के अंदर स्वास्थ्य व्यवस्था में सुधार हो।
पूरी दिल्ली की जनता को बहुत फायदा होगा
मुख्यमंत्री ने कहा कि दिल्ली का सबसे बड़ा ट्रॉमा सेंटर आज यहां बनना शुरू हो रहा है। इससे न केवल मंगोलपुरी बल्कि पूरी दिल्ली की जनता को बहुत फायदा होगा। पिछले पांच साल के अंदर दिल्ली में बहुत बड़े स्तर पर स्वास्थ्य के क्षेत्र का विस्तार हुआ है। जहां पहले डिस्पेंसरियों की हालत बहुत खराब हुआ करती थी। अगर आपको मामूली खांसी, जुकाम हो जाए तो बड़े अस्पतालों की तरफ दौड़ना पड़ता था। इस वजह से बड़े अस्पतालों में बहुत भीड़ होती थी। इसलिए पूरी दिल्ली में बहुत बड़े स्तर पर मोहल्ला क्लीनिक बनाये जा रहे हैं। लगभग 200 मोहल्ला क्लीनिक चल रहे हैं। लगभग 200 मोहल्ला क्लीनिकों का हफ्ते-दस दिन के भीतर उद्घाटन होने जा रहा है। इसके बाद करीब 300 मोहल्ला क्लीनिक नवंबर-दिसंबर तक बनकर तैयार हो जाएंगे। पूरी दिल्ली के अंदर दिसंबर तक करीब 700-800 मोहल्ला क्लीनिकों में लोगों का इलाज होने लगेगा। मोहल्ला क्लीनिक में सारी दवाइयां फ्री हैं। सारे टेस्ट फ्री हैं। मोहल्ला क्लीनिक के अलावा दिल्ली में 122 पॉली क्लीनिक भी बन रहे हैं। वहां आठ तरह के स्पेशलिस्ट बैठते हैं। इसके बाद ज्यादा बड़ी बीमारी है तो आपको बड़े अस्पतालों में जा सकते हैं। इस तरह से हमने एक सिस्टम बनाया है जिसमें हजार मोहल्ला क्लीनिक होंगे, 122 पॉली क्लीनिक होंगे। और उसके बाद बड़े-बड़े अस्पताल हैं। ये सारा सिस्टम बन जाने के बाद दिल्ली के लोगों को अपनी या अपने परिवार के किसी सदस्य के बीमार होने पर उसके इलाज की चिंता करने की जरूरत नहीं है।
इस अस्पताल में तो हम 50 फीसदी से ज्यादा बेड, इमरजेंसी, ट्रॉमा, आईसीयू के लिए बनाने जा रहे हैं: सत्येंद्र जैन
इस मौके पर स्वास्थ्य मंत्री सत्येंद्र जैन ने कहा कि इस ट्रॉमा सेंटर के अंदर आईसीयू बेड्स भी हैं, इमरजेंसी बेड्स भी हैं और ट्रॉमा सेंटर भी है। साथ ही साथ इसमें 6 ऑपरेशन थियेटर भी हैं। पूरी बिल्डिंग वातानुकूलित है। यहां सारी आधुनिक सुविधाएं हम मुहैया कराएंगे। अभी तक का कन्सेप्ट ये था कि अगर 300 बेड का अस्पताल है तो वहां 15-20 इमरजेंसी बेड हुआ करते थे, 5-7 फीसदी स्टैंडर्ड था। आमतौर पर अस्पताल आदमी तब जाता है, जब इमरजेंसी होती है, उसको वहां इमरजेंसी बेड मिलना चाहिए, इसलिए हमारी सरकार ने निश्चय किया कि हम 40 फीसदी बेड इमरजेंसी, ट्रॉमा, आईसीयू के लिहाज से बनायेंगे। इस अस्पताल में तो हम 50 फीसदी से ज्यादा बेड, इमरजेंसी, ट्रॉमा, आईसीयू के लिए बनाने जा रहे हैं। यहां 362 बेड होंगे। तीन आईसीयू होंगे। ये 14-14 बेड के आईसीयू होंगे जिनमें सभी आधुनिक सुविधाएं होंगी।

New Delhi: Delhi Chief Minister Arvind Kejriwal on Sunday laid the foundation stone of a new 362-bed trauma center at the Sanjay Gandhi Memorial Hospital. The trauma center will have world class medical facilities, including ICU beds, emergency beds, and six operation theatres and is expected to be ready in 18 months.
Congratulating the PWD and Health departments, the Chief Minister said, “Ordinarily large government hospitals across the country are constructed at a cost of Rs 1 crore per bed. This hospital should have cost Rs 362 crore but the Delhi govt is constructing it in just Rs 71 crore. This has been possible because Delhi has an honest and efficient government that saves peoples’ tax money and is, therefore, able to provide the best services to all our people.”
Tweeting about this, CM Kejriwal wrote, “We have saved Rs 290 crore in just one project. If I use this money to make medicines, treatment and tests free for the people of Delhi, is it wrong? The Opposition claims we are wasting money by providing free healthcare to people.”
Speaking about Delhi’s healthcare model, CM Kejriwal said, “We are matching the healthcare standards of Denmark, which is one of the most developed nations in the world. Denmark has universal healthcare coverage for all, every patient, rich or poor, can access free treatments in all the hospitals. We are matching the most progressive societies in the world like Denmark, USA and Japan, in terms of providing quality healthcare to the people.”
“Despite the massive expansion of public healthcare infrastructure in Delhi, some hospitals do see overcrowding. This is because people from across the country are coming to Delhi now to access our hospitals. Today, someone from Bihar can take a Rs 500 ticket to the capital, get free treatment in our hospitals and return happily. It is a matter of great pride and happiness for us that the people of the entire country are confident in Delhi Government hospitals,” said the CM.
Speaking about Delhi being the only city in the world with such massive infrastructure expansion, CM Kejriwal said, “There has been a massive expansion in the health infrastructure in Delhi on various levels. The dispensaries in Delhi were prevailing in adverse conditions, and people had to rush and crowd the big hospitals for simple medical conditions, which is why the Delhi government has constructed 200 Mohalla clinics and construction 200 more clinics will be completed in another 10-15 days. Construction of 300 additional Mohalla Clinics is being carried out will be completed by December.”
“No other city or nation in the entire world has constructed Primary Healthcare Centers, dispensaries or clinics in such vast numbers. We have constructed around 700-800 Mohalla Clinics in the last five years, for providing free healthcare facilities along with free medications to the people. We are also constructing polyclinics providing day-care facilities to the patients and consisting of healthcare specialists,” said the Chief Minister.
“Delhi Government has designed the healthcare system of Delhi in such a way, that it should incorporate 1000 Mohalla Clinics, 122 polyclinics, and Delhi government hospitals thereafter. The hefty cost of treatments has made the state government provide free treatment to people in all the hospitals and PHCs. Medicines have been available in hospitals and clinics,” he added.
Chief Minister Arvind Kejriwal also said the opposition has been attacking him for providing facilities like free education and healthcare to the people of Delhi. “They believe Delhi will suffer losses with such free provisions, but I want to say that this government would not let Delhi suffer from losses. We have expanded the budget of Delhi year after year, and this is due to the trust that the people of Delhi has shown in the government. Before our government came into power, the budget of Delhi was 30000 crore rupees. Today after five years, it is 60000 crore rupees. We stopped the Raid Raj system, and the people of Delhi realized how paying taxes is leading them towards a more developed city. We have eliminated corruption from the capital, and are instead spending the money towards more developmental works in the city, like building schools and hospitals and providing free facilities to the people. We had decreased VAT from 12.5% to 5% but increased facilities for the welfare of the people,” said the Chief Minister.
The standard number of emergency beds in a 300-bed hospital would only be 5-6%, that would mean 15-20 emergency beds in a single hospital. The Delhi government has necessitated that 40% of the bed strength in a hospital should be emergency beds, owing to inadequate treatment facilities to the people because of non-availability of emergency beds. More than 50% of beds have been reserved as ICU and emergency beds in Sanjay Gandhi Memorial Hospital.
Health Minister Satyendra Jain was also present at the occasion. He said, “Delhi government has taken several welfare initiatives in the last five years, which have been recognized all over the world. We are installing 2.8 lakh CCTV cameras all over the capital city, no other city in the world has ever matched this count. We have constructed 21,000 classrooms in our schools, no other government in the world has done it in its single tenure. No other government in the entire world has constructed so many Primary Healthcare Centers and the Kejriwal government is doing it in Delhi. We are installing 2.1 lakh LED lights all over Delhi, which is the biggest street light project all over the world. If we compare, Mumbai has only 1.5 lakh street lights, and we are installing more than two lakh street lights. Lastly, no other government in the world has carried out renovation projects in their existing hospitals at such a large scale other than Delhi.
