महिला सुरक्षा के लिए लिया हुआ सबसे बड़ा क्रांतिकारी कदम
नहीं बचने देंगे दिल्ली में एक भी डार्क स्पॉट
नई दिल्ली : दिल्ली में महिला सुरक्षा को लेकर मुख्यमंत्री अरविंद केजरीवाल ने एक और मील का पत्थर रखा। उन्होंने दिल्ली के लिए सीसीटीवी की तर्ज पर मुख्यमंत्री स्ट्रीट लाइट योजना की सोमवार को घोषणा की। इस योजना को एक नवंबर से लागू किया जाएगा। इस योजना के तहत दिल्ली में दो लाख दस हजार स्ट्रीट लाइटें लगेंगी। जिसे लगाने की जिम्मेदारी तीनों डिस्काँम(बिजली कंपनी) की होगी। इसमें 20 या 40 वाट की एलईडी लाइट लगेंगी। तीन से पांच साल तक स्ट्रीट लाइट के मेंटेनेंस की जिम्मेदारी स्ट्रीट लाइट सप्लायर कंपनी की होगी। इस योजना पर सौ करोड़ का खर्च आएगा। दस करोड़ रुपये प्रति वर्ष मेंटेनेंस पर खर्च होंगे। इस योजना के तहत दिल्ली के ब्लैक स्पाँट को तीन माह में खत्म कर दिया जाएगा।
मुख्यमंत्री अरविंद केजरीवाल ने प्रेस वार्ता के दौरान कहा, महिला सुरक्षा सुनिश्चित करने के लिए दिल्ली सरकार प्रतिबद्ध हैं। सीसीटीवी कैमरे लगाने जैसे विभिन्न उपायों को लागू भी कर रही है। सीसीटीवी कैमरों के साथ साथ दिल्ली में दूर करने की भी जरूरत है। अंधेरे स्थानों को अच्छी तरह से जलाया जाना चाहिए। परियोजना का अनुमान 100 करोड़ है और वार्षिक रखरखाव लागत 10 करोड़ है। हमें उम्मीद है कि यह योजना दिल्ली में महिलाओं की सुरक्षा बढ़ाने और महिलाओं के खिलाफ अपराध को कम करने के लिए एक प्रभावी कदम होगा।
मुख्यमंत्री अरविंद केजरीवाल ने कहा कि इस योजना के तहत लाइट लगवाने की अनुमति देने का अधिकार विधायक को होगा। वही डार्क स्पॉट भी चिंहित करेंगे। फिर भवन मालिक की अनुमति ली जाएगी। जिसके बाद बिजली कंपनी का सर्वे होगा। सर्वे में स्थान बिजली कंपनी की ओर से पास होने के बाद स्ट्रीट लाइट लगा दिया जाएगा। आम जनता भी विधायक से संपर्क कर स्ट्रीट लाइट लगवा सकती है। स्ट्रीट लाइटों के लिए स्थान का चयन जक नवंबर से पहले कर लिया जाएगा।
आटोमेटिक काम करेंगे लाइटें
इस योजना के तहत लगने वाली लाइटें आटोमेटिक होंगी। इसमें सेंसर लगा होगा। वह स्वत: अंधेरा होने पर जल जाएंगी और सुबह सूरज निकलने पर बंद हो जाएंगी। मुख्यमंत्री अरविंद केजरीवाल ने कहा, सरकार मुख्मंत्री स्ट्रीट लाइट योजना के तहत दिल्ली में 2.1 लाख स्ट्रीट लाइट्स लगाने का काम शुरू कर रही है। दिल्ली में कार्यरत तीन डिस्कॉम योजना को इम्प्लीमेंट करेंगे – इंस्टालेशन, मेंटेनन्स डिस्कॉम द्वारा होगा। प्रत्येक डिस्कॉम 70,000 स्ट्रीट लाइट लगाएगी। इस योजना में, टाइमर और सेंसर के साथ 20/40 डब्ल्यू एलईडी लाइटें लगाई जाएंगी। ये रोशनी सूर्य के प्रकाश को महसूस करेगी और स्वचालित रूप से प्रकाश करेगी। टेंडर में हम कम से कम 3 से 5 साल की वारंटी वाली लाइटें ही लगवाएंगे।
भवन मालिक के घर से मिलेगी बिजली
स्ट्रीट लाइट को भवन मालिक के घर से ही बिजली मिलेगी। एक-दो दिनों में यह तय कर लिया जाएगा कि एक लाइट पर कितनी बिजली खर्च होगी। फिर उतनी यूनिट बिजली को भवन मालिक के बिल से कम कर दिया जाएगा। यह भी आटोमेटिक व्यवस्था होगी। मुख्यमंत्री ने कहा जिस तरह से लोगों ने अपने घर पर सीसीटीवी लगाने की अनुमति दी थी और जिस उत्साह से लोग सीसीटीवी स्कीम में जुड़े हैं, हमें उम्मीद है उतनी ही रूचि जनता की मुख्यमंत्री स्ट्रीटलाइट योजना में भी होगी।
पोल लगाने की अनुमति मिलने में होती थी परेशानी
दिल्ली सरकार पूरी दिल्ली में स्ट्रीट लाइट लगाना चाह रही थी। लेकिन कच्ची कालोनियों और झुग्गियों में जगह की कमी है। फिर काफी जगह एमसीडी से अनुमति की अड़चन थी। इस कारण इस योजना को लांच किया गया। इसमें सिर्फ विधायक और भवन मालिक की अनुमति चाहिए। लोग अपने घर, दुकान, गली, कहीं भी इसे लगवा सकते हैं।
एमसीडी के कारण दिल्ली सरकार नहीं लगा पा रही थी स्ट्रीट लाइटें
दिल्ली में प्रावधान है कि रास्ते में स्ट्रीट लाइट लगाने के लिए एमसीडी से अनुमति आवश्यक है। दिल्ली सरकार तमाम योजनाओं के तहत स्ट्रीट लाइट लगाने का प्रयास पिछले दो साल से कर रही थी। लेकिन एमसीडी से अनुमति न मिलने के कारण वह लगातार असफल हो रही थी। इसी कारण सरकार ने अपने तरह का अनोखा प्लान बनाया। इस योजना के तहत अब मकान मालिक, विधायक और बिजली कंपनी मिलकर स्ट्रीट लाइटें लगा देंगी।
विधायकों के प्रयास पर एमसीडी लगा रही थी अड़ंगा
पिछले ढ़ाई साल से विधायक स्ट्रीट लाइट लगाने के प्रयास में थें। लेकिन एमसीडी इसकी अनुमति नहीं दे रही थी। दिल्ली सरकार ने एमसीडी से बात की। फिर भी हल नहीं निकला। फिर एमसीडी ने खूद स्ट्रीट लाइटें लगाने की बात कही। लेकिन, उसने ऐसा नहीं किया। उधर, विधायक लगातार मुख्यमंत्री से स्ट्रीट लाइट लगवाने की राह निकालने को बोल रहे थें। जिसके बाद अरविंद केजरीवाल यह योजना लेकर आए।
गुड गवर्नेंस का प्रमाण
मुख्यमंत्री स्ट्रीट लाइट योजना से अरविंद केजरीवाल ने एक बार फिर गुड गवर्नेंस की मिसाल पेश की। एमसीडी के अडंगे के कारण ऐसा लग रहा था कि स्ट्रीट लाइटें नहीं लग पाएंगी। लेकिन मुख्यमंत्री ने ऐसी राह निकाली कि बगैर एमसीडी की इजाजत के लाइटें लग जाएंगी।
दुनिया में पहली बार इतने बड़े पैमाने पर लग रही लाइटें
दिल्ली में अभी नौ लाख स्ट्रीट लाइटें हैं। मुख्यमंत्री स्ट्रीट लाइट योजना के तहत दो लाख दह हजार स्ट्रीट लाइटें और लगेंगी। यह दुनिया की पहली योजना है, जिसमें वर्तमान स्ट्रीट लाइट के लगभग तीस फीसद नए स्ट्रीट लाइट को लगाने का टेंडर दिया जाएगा। फिलहाल दिल्ली में 7 लाख स्ट्रीट लाइट लगे हैं
महिला अपराध कम करने में मिलेगी सहायता
दिल्ली में महिलाओं के साथ अंधेरी जगहों पर वारदातें होती रहती हैं। इस खत्म करने में यह योजना कारगर है। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि सीसीटीवी पहले लग गए। अब लाइटें लग जाएंगी। इससे महिलाओं के खिलाफ अपराध कम करने में सहायता मिलेगी।

24 रुपये किलो प्याज देगी दिल्ली सरकार
दिल्ली सरकार ने आसमान छूती प्याज की कीमत से परेशान राजधानी वासियों को राहत देने जा रही है। दिल्ली में आम आदमी पार्टी सरकार जल्द ही लोगों को सस्ती प्याज उपलब्ध कराएगी। दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने कहा कि सरकार प्याज खरीद रही है। दस दिन में इस प्याज की बिक्री शुरू होने की उम्मीद है। इस प्याज की कीमत 24 रुपये किलो होगी। सरकार प्याज सभी राशन की दुकानों और मोबाइल वैन के जरिए बेचेगी। दिल्ली में फिलहाल खुदरा बाज़ार में प्याज़ 60-70 रुपये प्रति किलो मिल रही है।

New Delhi: Chief Minister Arvind Kejriwal made an important announcement towards strengthening women’s safety in Delhi today, during a press conference at the Delhi Secretariat. The chief minister announced the Mukhyamantri Street Light Scheme along the lines of the CCTV scheme on Monday. The scheme will be implemented from November 1 onwards, and the tendering will be completed over the next month.
Under this scheme, two lakh ten thousand street lights will be installed across Delhi by the three discoms, who will also have the responsibility for maintenance. The installation will be of 20 to 40 Watt LED lights. The tendering will include a warranty clause of 3 to 5 years. The scheme has an investment of Rs 100 crores for the installation and Rs 10 crore per annum subsequently. “We will not leave a single dark spot in Delhi,” said CM Kejriwal.
“The Delhi government is committed to ensuring women’s safety. We are already implementing the CCTV scheme. Dark spots have to be well lit for strengthening security. The project is estimated at 100 crores and annual maintenance cost is 10 crores. This is the biggest step yet to improve women security,” said CM Kejriwal.
“Citizens can submit their requests for streetlights to their local MLAs following which the permission of the building owners will be taken. The street lights will be installed after the location of the survey is passed by the power company. The location for the street lights will be selected before November,” said CM Kejriwal.
‘Lights will turn on and off automatically’
“The lights installed under this scheme will be automatic. It will have a sensor. They will automatically turn on when it is dark and will stop when the sun rises in the morning. In the tender, we will install only 3 to 5 year warranty lights,” said CM Kejriwal.
‘Electricity will be available from the house of the owner’
The street light will get electricity from the building owner’s household connection itself. “In a day or two, we will decide how much electricity will be needed to run one light. We will deduct that amount from people’s bills. This will also be an automatic arrangement. The Chief Minister said that the way people had given permission to install CCTV at their home and the enthusiasm with which people are involved in CCTV scheme, we hope that the public will be equally interested in the Mukhyamantri Streetlight Scheme,” he said.
‘There were serious problems in getting permission from MCDs to place a pole’
“Delhi government wanted to install street lights all over Delhi. But in unauthorised colonies and slums there was a lack of space. The MCDs were refusing to give NOCs to set up these streetlights. This is why the scheme has been launched. Only the permission of the MLA and the building owner is required. People can get it installed in their house, shop, street, anywhere,” said CM Kejriwal. The Delhi government’s scheme bypasses the role of the MCD and provides a solution to people’s problems of dark spots.

There are currently seven lakh streetlights in Delhi. Under the Mukhyamantri Street Light Scheme, two lakh thousand thousand street lights will be installed. This is the first plan in the world, in which a tender of about thirty percent of the current street light capacity is being launched.
