आज भाईदूज है। दिल्ली की सभी बहनों को इस भाई की तरफ से भाईदूज की बधाई। हमारी दिल्ली की सभी बहनों के लिए बड़ी खुशखबरी है। आज से दिल्ली की सभी बसों डीटीसी, कलस्टर में आपकी की यात्रा आज से फ्री है। आपको कोई टिकट नहीं लगेगा। इससे आपलोगों को बहुत मदद मिलेगा। हम देखते हैं कि हमारे देश में महिलाओं को बराबरी के अवसर नहीं मिलते। हमारे देश की महिलाएं किसी से कम नहीं है। जब भी उन्हें बराबर का अवसर मिला, उन्होंने कमाल कर दिखाया। वह चाहें खेल की दुनिया हो,पढ़ाई की दुनिया हो, अंतरिक्ष की दुनिया हो, चाहे वह बिजनेस की दुनिया हो। जब भी महिलाओं को बराबर के अवसर मिले हैं, उन्होंने कमाल कर दिखाया है। लेकिन हमारे समाज की जो संरचना है, महिलाओं को बराबरी के अवसर नहीं मिलते। मैं कुछ आंकड़े देकर बताता हूं। दिल्ली में कामकाजी लोगो में सिर्फ 11 फीसद ही महिलाएं हैं, 89 प्रतिशत आदमी है। इसका मतलब उन्हें बराबरी के अवसर नहीं मिल रहे हैं।
दिल्ली मेट्रो में रोजना सफर करने वाली सिर्फ 30 प्रतिशत महिलाएं हैं। बस मे रोजना सफर करने वालों में महज 30 प्रतिशत महिलाएं हैं। पुरूष 70 प्रतिशत हैं। इससे साफ है महिलाओं को बराबरी के अवसर नहीं मिलते। अगर कहीं पर एक फैक्ट्री हो या कोई जगह हो, वहां नौकरी पर रखा जाए तो महिलाओं को कम पैसे दिए जाते हैं, पुरूषों को अधिक पैसे दिए जाते हैं।
हमारे समाज में कुछ लोग कोख में बच्चा पता करते हैं। अगर उन्हें पता चल जाए कि लड़की है तो गर्भपात करा लेते हैं।
हमारे समाज में किसी के पास दो बच्चा है। एक बेटा, एक बेटी। अगर पिता के पास एक बच्चे को पढ़ाने की हैसियत हो तो वह बेटे को पढ़ाते हैं बेटी को नहीं। इस तरह की कई असमानताएं है। मैं कई लोगों को जानता हूं जिनकी बेटी का कालेज या स्कूल दूर है, आने जाने का खर्च नहीं है तो उसकी पढ़ाई रूक जाती है।
आज यह कदम हम उठा रहे हैं, जिससे ऐसी सभी बहनों, बेटियों को मौका मिलेगा पढ़ाई है। उनकी पढ़ाई अब नहीं छुटेगी। किसी बहन को दूर नौकरी करने जाना है तो उसे यह नहीं सोचना पड़ेगा कि कितना किराया लगेगा। दिल्ली की सरकार ने आपका किराया मुफ्त कर दिया है। इससे बराबरी का मौका मिलेगा। यह महिलाओं को बराबरी का अवसर दिलाने में बड़ा कदम साबित होगा।
विपक्ष के कुछ लोग इसका विरोध कर रहे है। वह कहते हैं केजरीवाल जी सबकुछ फ्री कर रहे हैं। कहता है केजरीवाल सब फ्री कर रहे हैं। मुझे यह सुनकर दुख होता है। मेरा मानना है कि इसमें राजनीति नहीं होनी चाहिए। फ्री क्यों कर रहे हैं, अच्छे काम में राजनीति नहीं होनी चाहिए। पार्टी से उपर उठकर सबको साथ आना चाहिए।
आपको याद होगा राजीव गांधी जी ने 1986 में बोला था कि सरकार की तरफ से 100 रूपये चलता है तो 85 रूपये भ्रष्टाचार में चला जाता है। 15 रुपये ही नीचे पहुंचता है। मैंने क्या किया है। मैंने आपके टैक्स के 85 रुपये चोरी होने से बचा लिए। इन 85 रुपये में से 75 रुपये खर्च कर स्कूल, अस्पताल, नाली, सड़क, नाली बनवा रहा। 10 से टिकट फ्री कर देता हूं। बिजली सस्ती कर देता हूं। आपका पानी सस्ता कर देता हूं। स्कूल में पढ़ाई व अस्पताल में दवा व टेस्ट फ्री कर देता हूं। उससे हम ऐसी योजना लाते हैं जिससे दिल्ली में किसी का एक्सीडेंट हो जाए तो फ्री इलाज होगा।
मैं भ्रष्टाचार का पैसा बचाकर आपके लिए कुछ सुविधाएं दे पा रहा हूं तो क्या गलत है। मैंने तो भ्रष्टाचार रोका है न। इसपर राजनीति नहीं होनी चाहिए। इसकी विरोध नहीं होना चाहिए। पार्टी से उपर उठकर स्वागत होना चाहिए। ऐसा मैं इसलिए कर पा रहा हूं क्योंकि मैं पढ़ा लिखा हूं। मैं अधिकारी रहा हूं। यह सरकार कैसे चलती है, हिसाब किताब मुझे सब पता है। इस कारण हमलोग मिलकर यह सब कर पा रहे हैं।
कुछ लोगों की मांग है कि बुजुर्ग व छात्रों के लिए टिकट फ्री कर दी जाए। जरूर करेंगे। पहले महिलाओं के लिए किया है। इसे करके देखते हैं। इसका अनुभव सामने आने के बाद छात्रों व बुजुर्गों के लिए भी करेंगे। सारी चीजें एक साथ नहीं होती है न।
आज महिलाओं के लिए एक और खुशखबरी है। अब आज से सभी बसों में मार्शल हैं। ये जो लोफर बसों में घुमते हैं, महिलाओं को छेड़ते उन्हें चेतावनी देता हूं। बचकर रहना। अब तुम्हारी खैर नहीं है। अब बस मार्शल है हमारी महिलाओं को सुरक्षा देने के लिए।
मैं सबको भाईदूज पर बधाई देता हूं। हमारी दिल्ली 2 करोड़ का परिवार है। इस परिवार की जितनी महिलाएं हैं, बेटियां हैं, सबको इतनी बड़ी खुशखबरी के लिए बधाई देता हूं। मैं पूरा यकीन करता हूं, अगर महिलाएं आगे बढ़ेंगी, बहनें आगे बढ़ेंगी तभी देश आगे बढ़ेगा। बिना महिलाओं के आगे बढ़े देश आगे नहीं बढ़ सकता।

Today is Bhai Dooj. Warm greetings to all my sisters in Delhi, from their brother. There is a very good news for all my sisters. From today, all women can travel free in all DTC and cluster buses. You do not need to purchase a ticket. I believe this will help you immensely. Women do not get equal rights and opportunities in our country. Women of our country are no less than anyone else. Whenever they have had equal opportunity, they have done wonders. Whether it is the field of sports, academia, space science, business, they have demonstrated their excellence. But the structure of our society is so lopsided that women do not get equal opportunities. In Delhi, only 11% of the workforce consists of women. This clearly shows women do not have access to equal opportunities. Only 30 percent of the daily ridership in Delhi Metro comprises of women. 30% of passengers on our buses are women and 70% are men. It is common for women to get less pay than men for equal work. There is a stark gender wage gap in our society.
In our society, female foeticide continues to be a common practice. Even after the girl is born, gender discrimination continues to be a reality in our families. If a parent can enrol only one child to school, the son’s studies are always prioritised over the daughter’s. I personally know many such families in which even when a girl wants to pursue her education, and the family is unable to afford the travel cost of the girl to her school or college, the girl is forced to give up on her studies. All such women – our daughters and sisters, will now get the opportunity to attend school or college even if it is far from their home. Women will now be able to travel far for work without being discouraged by the fare. I am not suggesting this will solve every problem, but I am confident this will be a very important step towards empowering women.
Some Opposition leaders are criticising this move. They criticise us for making services free for you. When I hear this criticism, it pains me. Petty politics must not come in the way of good work. Everyone must rise above party politics and support such schemes. When something good takes place for the country, everyone should support it.
Rajiv Gandhi ji had once said that when a government spends Rs.100, Rs. 85 leaks through corruption and only Rs 15 actually reaches the ground for public welfare. He had said this 3-4 decades ago. What have I done instead? All I have done is saved the Rs 85 from being stolen, and of that Rs 85, I am spending Rs. 75 on building schools, hospitals, sewer systems, water pipelines and roads. With the remaining Rs 10, I provide free bus rides for you. I make your electricity and water free. I provide free education to your children in government schools. I provided free medicine and tests in all hospitals. I introduced the ‘Farishtey Dilli Ke’ scheme, which provides free treatment for all accident victims. How is what I am doing wrong? I have just eliminated corruption. This should not be opposed, it should be welcomed.
The reason I am able to do all of this is that I am educated. I used to be an officer. I understand the inner functioning of a government, I have seen it from within.
Some people are saying this free ride scheme should be extended to all students and senior citizens. We will definitely do it. We have started with making it free for women. We will take these experiences into account and then do it. Everything cannot be done in one go.
There is another good news for women. Now every bus in Delhi will have a bus marshal to protect you. I want to warn all such miscreants who harass women, pick pockets of people in buses – beware ! Your behaviour will not be tolerated. Some were asking me how will free travel in buses make women safer? The answer is that now our buses are safer and we are encouraging more women to travel in these safe buses.
I want to extend my warm wishes to all my sisters, mothers, daughters on this occasion of Bhai Dooj. All of Delhi is one family. I strongly believe that unless women of our country progress, the nation cannot progress. Jai Hind!
