राज्यसभा में आम आदमी पार्टी के नेता श्री संजय सिंह ने मंगलवार 3 दिसंबर 2019 को प्याज घोटाला और पूरे मामले पर भाजपा की केंद्र सरकार की रहस्यमय चुप्पी पर निम्नलिखित बयान जारी किया:

आम आदमी पार्टी के सदस्यों ने प्याज के मेगा घोटाले पर भाजपा की केंद्र सरकार की रहस्यमय चुप्पी के विरोध में, संसद भवन परिसर में राष्ट्रपिता महात्मा गांधी की प्रतिमा के पास, गले मे प्याज़ की मालाऐं पहनकर, एक प्रदर्शन किया।

यह बेहद चौंकाने वाली बात है कि केंद्रीय उपभोक्ता मामलों के मंत्री श्री राम विलास पासवान ने यह स्वीकार किया है, कि केंद्र सरकार के गोदामों में 32,000 टन प्याज सड़ चुका है।

आज पूरे देश में प्याज की कीमतें आसमान छू रही है और यह आवश्यक वस्तु आम लोगों की पहुंच से बाहर हो गई है। भाजपा की केंद्र सरकार के निकम्मेपन के कारण देश मे यह संकट स्थिति पैदा हुई है। राजनीतिक लाभ पाने के चक्कर मे भाजपा ने प्याज़ के कारोबारियों के साथ मिलकर हज़ारों करोड़ का घोटाला किया। भाजपा अपनी जिम्मेदारी से बच नहीं सकती है।

यह किसी भी सामान्य व्यक्ति की समझ से परे है कि पूरे देश में प्याज संकट पर भाजपा की केंद्र सरकार चुप कैसे है और उपभोक्ता मामलों के मंत्री ऐसा व्यवहार कर रहे हैं जैसे कुछ हुआ ही नहीं है।

आम आदमी पार्टी, भाजपा की केंद्र सरकार को इस घोटाले पर, अपनी जिम्मेदारी से भागने नही देगी और देश के लोगों के सामने हर स्तर पर इसका खुलासा करेगी।

यह भाजपा की केंद्र सरकार की अत्यधिक असंवेदनशीलता है कि ऐसे समय में जब देश के लोगों को प्याज की भारी कमी का सामना करना पड़ रहा है, जिसके कारण कीमतें आसमान छू रही हैं, केंद्र ने इतनी बड़ी मात्रा में अपने गोदामों में सड़ने क्यों दिया? प्याज़ की इतनी बड़ी मात्रा देश भर में आसानी से प्याज़ की कमी को दूर कर सकती थी और प्याज की कीमतों को भी नियंत्रण में रखेगी।

आम आदमी पार्टी ने निम्नलिखित सवालों के जवाब देने के लिए भाजपा की केंद्र सरकार और श्री पासवान को चुनौती दी:

1) क्या एक ही दिन में इतनी भारी मात्रा में 32,000 टन प्याज सड़ गया? यदि आपके मंत्रालय को यह जानकारी मिली थी कि स्टॉक किए गए प्याज सड़ सकते हैं, तो फिर यह स्टॉक जरूरतमंदों में इसके वितरण के लिए राज्यों को क्यों उपलब्ध नहीं कराया गया?

2) क्या पूरी केंद्र सरकार में, आपके मंत्रालय या किसी अन्य मंत्रालय / विभाग के पास, गोदामों में इतनी भारी मात्रा में प्याज होने का कोई सबूत है? मैं मांग करता हूं कि या तो सबूत के तौर पर वीडियो जारी किए जाएं या राष्ट्र के समक्ष पूरी जानकारी रखी जाए यह कैसे हुआ?

3) संपूर्ण राष्ट्र हैरान है कि केंद्र ने इतनी बड़ी मात्रा में प्याज़ को सड़ने कैसे दिया, क्या केंद्र सो रहा था? यह एक उचित आशंका को जन्म देता है कि क्या 32,000 टन प्याज केवल कागजों में सड़ा हुआ दिखाया गया है? क्या इसके पीछे कोई बड़ा घोटाला है? क्या केंद्र ने पूरे मामले की कोई जांच शुरू की है?

4) क्या किसी भी अधिकारी / अधिकारियों के खिलाफ कोई कार्रवाई की गई है, जो इन खरीदे गए प्याज की गुणवत्ता की खरीद और रखरखाव के लिए जिम्मेदार थे?

5) आपने यह भी कहा है कि इस वर्ष प्याज का उत्पादन कम हो गया है, इसलिए जब यह आपको पता था, तो सस्ती कीमतों पर प्याज आयात करने के लिए समय पर कोई प्रयास क्यों नहीं किए गए? क्या केंद्र एक भी पत्र दिखा सकता है कि उसने देश में प्याज़ के संकट को दूर करने के लिए प्याज को अच्छी तरह से आयात करने की कोशिश की?

6) आपके मंत्रालय ने दिल्ली सरकार को प्याज की आपूर्ति अचानक क्यों रोक दी, जिसने 9 दिसंबर तक इस आपूर्ति के लिए समय पर एक उचित मूल्य की मांग की थी, ताकि दिल्लीवासियों को सस्ती कीमत पर प्याज बेचा जा सके? आपका मंत्रालय राज्य सरकारों के खिलाफ इस तरह की भावना क्यों रखता है, कि आपने प्याज को अपने गोदामों में सड़ने दिया था, लेकिन आपने इन राज्यों को आपूर्ति नहीं की?

7) यह किसी भी उचित समझ से परे है कि 5 सितंबर को आपके मंत्रालय ने किस आधार पर लिखा था कि केंद्र के पास 56,000 मीट्रिक टन का भंडार है, जिसे राज्यों को उचित मूल्य पर बेचा जा सकता है? दिल्ली सरकार ने प्रतिदिन 10 ट्रक प्याज (प्रत्येक 25,000 किलोग्राम का एक ट्रक) की आपूर्ति के लिए अनुरोध किया, हालांकि, दो से तीन ट्रक प्रतिदिन से अधिक दिल्ली को उपलब्ध नही कराए गए थे। यह आपूर्ति भी 24 नवंबर को अचानक समाप्त कर दी गई थी। 56,000 मीट्रिक टन का स्टॉक कहां और कैसे गायब हुआ?

Aam Aadmi Party (AAP) leader in the Rajya sabha Mr Sanjay Singh issued the following statement on Tuesday 3rd December 2019 on the onion scam and mysterious silence of the BJP Central government on the whole issue :

Aam Aadmi Party Members of Parliament held a demonstration in the Parliament House Complex today, near the statue of the father of the Nation, Mahatma Gandhi, with onions around their necks to protest against the mega scam of missing onions in the country and the strange and mysterious silence of the BJP’s Central government on the whole issue.

What is extremely shocking is that the Union Consumer Affairs Minister Mr Ram Vilas Paswan has admitted on record that 32,000 tonnes of onions have rotten in the godowns of Central government.

At a time when process of onions are skyrocketing across the country and this essential commodity has become out of reach of the common people, the BJP’s central government cannot escape its responsibility of having created a crisis due to its callous functioning which smacks of a multi-thousand crore scam.

It is beyond any reasonable understanding as to how the entire BJP’s central government is silent on the onion crisis across the country and the Consumer Affairs Minister is behaving as if nothing has happened.

The AAP will not allow the BJP’s central government to get away with this scam lightly and will expose it before the people of the country at every level.

It is extreme insensitivity and callousness of the BJP’s central government that at a time when the people of the country are facing an acute shortage of onions due to which the prices are skyrocketing, the Centre allowed such a huge quantity to rot in its godowns. This huge quantity could have easily removed the shortage across the country and would have also kept the onion prices under control.

AAP challenges the BJP’s Central government and Mr Paswan to answer the following Questions :

1) Did such a huge quantity of 32,000 tonnes of onions rot in a single day ? If your ministry had got the information that stocked onions could rot then why was this stock not made available to states for its distribution among the needy ?

2) Does your ministry or any other ministry/department in the entire Central government have any evidence of such a huge quantity of onions having rotted in the godowns ? I demand that either video evidence be released or entire information of how this happened be placed before the nation ?

3) Entire nation is shocked that the Centre allowed such a huge quantity to rot, the Centre was asleep and this gives rise to a reasonable apprehension that whether 32,000 tonnes of onions have been shown as rotten only in papers and is there a big scam behind this entire episode ? Has the Centre initiated any probe into the entire matter ?

4) Has any action been taken against any officer/officers who were responsible for the procurement and maintenance of quality of these procured onions ?

5) You have also stated that the production of onions has reduced this year, so when it was known to you, why no efforts were made well in time to import onions at affordable prices ? Can the Centre show a single letter that it tried to import onions well in time to avert the crisis in the country ?

6) Why did your ministry abruptly stop supply of onions to Delhi government which had made a requisition well in time for this supply till 9th December to sell onions to Delhiites at affordable prices ? Why does your ministry harbour such a feeling against state governments that you allowed onions to rot in your godowns but you did not supply these to the states ?

7) It is beyond any reasonable understanding that on what basis did your ministry on 5th September write to states that the Centre has a stock of 56,000 metric tonnes which can be supplied to states to be sold at a reasonable price ? Delhi government made a request for supply of 10 trucks of onions everyday (one truck of 25,000 kg each), however note more than two-three trucks daily were made available to Delhi and this supply too was abruptly terminated on 24th November. Where and how did the stock of 56,000 metric tonnes disappear ?
