हम लोकतंत्र के ऐसे स्वरूप की परिकल्पना करते हैं, जहां जनता की शासन में प्रत्यक्ष भागीदारी हो। वह बजट से लेकर नीति-निर्धारण में भागीदार हो सके। तभी वास्तविक तौर पर लोकतंत्र की परिकल्पना साकार हो सकती है। अभी लोकतंत्र तो है, लेकिन एक बार प्रतिनिधि का चुनाव करने के बाद जनता की भागीदारी खत्म हो जाती है। उसे लोकतंत्र में भागीदार बनने के लिए फिर पांच साल का इंतजार करना पड़ता है। यह कहना है दिल्ली के मुख्यमंत्री अरविंद केजरीवाल का। वह दिल्ली विधानसभा की ओर से आयोजित कामनवेल्थ पार्लियामेंट्री एसोसिएशन्स यूथ पार्लियामेंट को संबोधित कर रहे थें। जिसमें 24 राष्ट्रमंडल देशों के 47 प्रतिनिधियों ने हिस्सा लिया। जिसका आयोजन दिल्ली विधानसभा के हॉल हुआ। इस दौरान लोकसभा अध्यक्ष ओम बिरला, दिल्ली विधान सभा अध्यक्ष राम निवास गोयल, सीपीए की अध्यक्ष एमिलिया लिफाका एवं विभिन्न देशों के प्रतिनिधियों ने हिस्सा लिया।
लोकतंत्र एक गतिशील प्रक्रिया – अरविंद केजरीवाल
इस दौरान मुख्यमंत्री अरविंद केजरीवाल ने कहा कि अन्य देशों से आए प्रतिनिधियों का भारत व दिल्ली में बहुत गर्मजोशी से स्वागत करते हैं। मुझे उम्मीद है कि आप दिल्ली में अच्छा महसूस कर रहे होंगे। मुझे बहुत खुशी है कि इस कार्यक्रम का आयोजन हमारे युवाओं को विभिन्न प्रक्रियाओं के बारे में बताने के लिए किया जा रहा है। जिससे उन्हें पता चलता है कि विधान सभा कैसे कार्य करती है, विधायिका कैसे कार्य करती है, संसद कैसे कार्य करती है। कुछ दिनों पहले इसी हॉल में हमने दिल्ली के युवाओं के लिए भी इसी तरह का कार्यक्रम रखा था। दो-दिवसीय कार्यक्रम बहुत ही उपयोगी कार्यक्रम था। हमारे पास 24 देशों के युवाओं के लिए इस कार्यक्रम की मेजबानी करने का अवसर मिलना सम्मान की बात है। मुझे यकीन है कि वे सभी प्रतिभागी जो अन्य देशों से आए हैं, वे भारत में मौजूद प्रक्रियाओं से बहुत जानकारी प्राप्त करेंगे, जोकि उनके देशों में भी किसी न किसी रूप में मौजूद हैं। मेरा मानना है कि लोकतंत्र एक स्थिर प्रक्रिया नहीं है, यह एक गतिशील प्रक्रिया है, यह मानव सभ्यता के चलते ही विकसित होती रहती है। आज जैसा कि हम जानते हैं, हम राष्ट्रपति शासन के रूप के बारे में जानते हैं। भारत में लोकतंत्र का संसदीय स्वरूप है। विभिन्न देशों में इन दोनों सरकारों के दो या विभिन्न रूपों का मिश्रण है। लेकिन ये दोनों ही लोकतंत्र के अप्रत्यक्ष रूप हैं, जहाँ लोग चुनाव करते हैं।
प्रतिनिधियों पर प्रत्यक्ष नियंत्रण की प्रक्रिया के बारे में सोचें – अरविंद केजरीवाल
सीएम ने कहा पांच साल में एक बार प्रतिनिधि जनता के बीच आते हैं। फिर प्रतिनिधि लोगों पर शासन करने के लिए कार्यकारी और विधायी दोनों शक्तियों का इस्तेमाल करते हैं। अगले पाँच वर्षों में लोगों का शासन में बहुत कम हस्तक्षेप होता है। मैं आपके समक्ष यह प्रश्न रखना चाहता हूं कि जब आप अगले दो या तीन दिनों में इस कार्यक्रम में शामिल होंगे, तो इस बात को ध्यान में रखें कि क्या लोकतंत्र एक ऐसे चरण में विकसित हो सकता है, जहां हमारे पास लोकतंत्र का प्रत्यक्ष रूप हो। जिसमें एक प्रतिनिधि का चुनाव करने के बाद पांच साल तक लोगों का प्रतिनिधियों पर किसी प्रकार का प्रत्यक्ष नियंत्रण हो। सरकारी कार्यों पर, सरकारी अधिकारियों पर, सरकारी धन पर, लोगों का प्रत्यक्ष हस्तक्षेप हो। यह एक प्रश्न है, जिसे हमें जानना आवश्यक है। यह बहुत दिलचस्प भी है। आपको इसके बारे में सोचना चाहिए व हमें प्रतिक्रिया देनी चाहिए।
स्पीकर ने दिल्ली विधानसभा को आदर्श बनाया – सीएम
अरविंद केजरीवाल ने कहा आज सुबह मैं एमिलिया जी से बात कर रहा था और हम चर्चा कर रहे थे कि जब आप सभी को विधान सभा की प्रक्रियाओं में लाया जाएगा तो क्या आपको विधानसभाओं में होने वाली चीख-पुकार के बारे में बताया जाएगा। मुझे आशा हैं, ऐसा नहीं होगा। क्योंकि वह लोकतंत्र में आदर्श नहीं माना जाता है। आपके पास एक बहुत ही उपयोगी सत्र होगा। दिल्ली विधानसभा के स्पीकर ने विधानसभा को बहुत जीवंत संस्था बना दिया है। भारत एक बहु-धार्मिक, बहु-सांस्कृतिक देश है। हमारे पास कई धर्म हैं, विभिन्न धर्मों और संस्कृतियों के लोग हैं। राम निवास गोयल पिछले पांच वर्षों से स्पीकर हैं, विधान सभा ने सभी धर्मों और संस्कृतियों के त्योहारों को मनाना शुरू कर दिया है। यह न केवल इस संस्था को बहुत जीवंत बनाता है, बल्कि यह प्रत्येक नागरिक को इस विधान सभा के एक भागीदार की तरह महसूस कराता है। उन्हें लगता है कि वह भी यहां के सदस्य हैं। यह बहुत ही अनोखा कदम है। मुझे उम्मीद है कि अगले कुछ दिनों में आपका बहुत उपयोगी सत्र होगा। आप अपने राष्ट्रों से आए हैं, मुझे आशा है कि आप यहाँ रहने का आनंद लेंगे।

New Delhi: Chief Minister Arvind Kejriwal addressed participants from across the globe at the launch of the Youth Parliament session organized by the Commonwealth Parliamentary Association at the Delhi Assembly on Monday. Delhi is hosting the annual CPA event for the first time this year. 47 delegates from 24 commonwealth nations are set to participate. Lok Sabha Speaker Om Birla, Delhi Vidhan Sabha Speaker Ram Niwas Goyal and the CPA Chairperson Ms Emilia Monjow Lifaka also addressed the function.
Democracy is an evolving and a dynamic process: CM Kejriwal
CM Arvind Kejriwal said, “I welcome you all to this program. I hope you are having a nice stay in Delhi. I am very happy that this program is being organized to acquaint our youth about the various procedures, how the legislative assembly functions, how the legislature functions, how the parliament functions. A few days back in this very hall we had a similar program for the youth of Delhi also. It was a two-day program and a very fruitful program. We had the honor and privilege to host this program for youth from 24 countries. So, I am sure that all those participants that have come from other countries, they will get some from the processes that exist in India, with the processes that exist in their respective countries. I believe that democracy is not a stagnant process, it is a dynamic process, it keeps on evolving as the human civilization goes on. Today as we know, we keep on telling about the presidential form of governance. India has a parliamentary form of democracy. Various other countries have a mix of the two or different forms of these two governments. But both of them are indirect forms of democracy, where people elect their representatives once in five years and the representatives enjoy both the executive and legislative powers to govern the people.”
Think of democracy evolving to a stage where the people can have direct control over their elected representatives: CM Arvind Kejriwal
CM Arvind Kejriwal requested the participants from various nations to perceive democracy in a sense where the people can have direct control over their elected representatives and different functions of the government. He said, “The people elect their representatives once every five years. They have very little direct say in governance in the next five years. I would like to put this question before you, that when you attend this program in the next two or three days, do keep this in mind that can the democracy evolve to a stage where we have some kind of direct form of democracy, wherein the next five years of electing a representative, can the people have some kind of direct control over the representatives, over the government functions, over the government functionaries, over the government funds, can the people have some kind of say in the governance in the next five years. This is one question that we need to know and it is very interesting if you think about it and give us feedback.”

I hope not. Because that is the celebration of democracy, that is not supposed to be a norm in democracy. So, I hope that you have a very fruitful session. I must say that the speaker of the Delhi Legislative Assembly has made this institution a very vibrant institution. India is a multi-religious, multi-cultural country. We have many religions, there are people from various religions and cultures. In the last five years, since Mr. Ram Niwas Goel became the speaker, the Delhi legislative assembly has started celebrating festivals from all religions and cultures. It not only makes this institution very vibrant, but it also makes every citizen feel like a part of this legislative assembly. They feel that they belong here.
