New Delhi: Delhi Chief Minister Arvind Kejriwal formally inaugurated the ‘Farishtey Dilli Ke’ scheme at an event organized at Maulana Azad Medical College Auditorium on Monday. Under the scheme, the Delhi government shall incur treatment expenditure of eligible road accident victims and incentivize those who help accident victims. Several good samaritans or ‘Farishtey’ shared their experiences with the CM.
While addressing the event, Chief Minister Arvind Kejriwal said that the Good Samaritan scheme had been launched back in 2017 on a pilot basis in Delhi. He said, “We launched this scheme on a pilot basis one and a half years back to figure out and eradicate the complications during the whole process before a formal inauguration and implementation of the scheme. More than 3000 lives have been saved through this initiative in the past one and a half years. Before forming a government in Delhi, we were social workers, and now after coming into power, we are working for a large part of the society. The taxes paid by you people are put to good use, they are sure that the government will indeed save our lives in case of any unfortunate accident.”
Every life is precious to us, and we will do and spend whatever we can to save every life. I am delighted to be formally inaugurating the ‘Farishtey Dilli Ke’ scheme, and I hope that every Delhiite can be a Farishta one day.” said CM Arvind Kejriwal.
Initial one hour critical to saving a victim’s life
CM Arvind Kejriwal also spoke about how the on-lookers were afraid of various liabilities that came their way in taking the accident victims to the hospital. “The chances of survival increase by 70-80% if an accident victim is taken to the hospital within one hour of his accident, which is the ‘Golden Hour’ of his life. Earlier, people had inhibitions about taking accident victims to the hospital. On one hand, many hospitals would refuse to provide immediate treatment to the victim causing unease to the samaritan and on the other hand, the police would frame the samaritan for the accident under false charges.”
CM Arvind Kejriwal also appreciated the support of the Delhi Police for the implementation of this scheme. He said that the 3000 beneficiaries of the scheme are proof that the police are supporting the scheme throughout.
Timely help would have saved Nirbhaya
“We still remember how Nirbhaya lost her life, she was on the road for several hours before the police carried her to the hospital. This scheme stresses the fact that timely aid from the passersby can help save an accident victims’ life. I want to thank all those Farishteys who saved the lives of these 3000 people,” said the Chief Minister.

Delhi Health Minister Satyendra Jain was also present at the occasion. He thanked the CM for such a noble initiative and explained why awareness of such a scheme is important to save lives. He said, “Such a scheme can only be launched by a chief minister who loves his people. Awareness about the scheme is the most important, and I appeal to all of you to share information regarding ‘Farishtey Dilli Ke’ with all your peers so that everybody knows about such a scheme. Entire expenses for the treatment of a victim who met with a road accident in the territory of Delhi will be borne by the Delhi government. If the victim is shifted to another private hospital within 72 hours, the expenses for the previous treatment as well as the further treatment and the ambulance will also be borne by the Delhi government. The samaritans will be rewarded Rs 2000 for his act of taking the victim to the hospital, and he will also not be liable to any questions by the police whatsoever. We also have some noble samaritans who refused to take rewards. Earlier, there were some operational difficulties in the scheme, but now, the hospitals are also supporting us with full enthusiasm. I would like to thank CM Arvind Kejriwal Ji for this initiative. Around 3000 lives have been saved till now and I hope that with ‘Farishtey Dilli Ke’ more and more lives will be saved in the coming years.”

Following the launch of the scheme, Chief Minister Arvind Kejriwal tweeted #FarishteyDilliKe. He wrote, “The #FarishteyDilliKe scheme is a guarantee for every citizen that if you take the road accident victim to the hospital immediately, you do not need to be involved in any police inquiry. The Delhi government will bear the full cost of treating the victim, no matter how expensive the treatment or the hospital is. The life of every citizen of Delhi is precious to us. We will not allow the life of any road accident victim in Delhi to be lost because of a lack of money and the one who will take the victim to the hospital will be called the ‘Farishta’ of Delhi.”
SaveLife Foundation NGO Founder Piyush Tewari said, “My younger brother died in a road accident 10 years back. Not one bystander took him to the hospital. But I soon realized, it is because a common man has always been scared of the hassles involved in hospitalizing a victim. He is scared of being detained in a false case or bearing the expenses of the treatment of the victim. In 2012, we filed a petition in the Supreme Court in this regard, after which, the Supreme Court in its judgment in 2016 declared that a Good Samaritan shall not be liable to any formalities after helping an accident victim. This order was strongly implemented in Delhi in the form of a Good Samaritan scheme, which we now formally call ‘Farishtey Dilli Ke’. We are formally inaugurating the scheme today. I want to thank Chief Minister Arvind Kejriwal Ji for the proper and formal implementation of the scheme in Delhi. We welcome all the Farishtey sitting amongst us.”
Farishtey Dilli Ke Scheme
‘Farishtey Dilli Ke’ scheme had been launched back in February 2018 by the state government as a pilot project. Under the scheme, the government shall provide a reward of Rs 2000 and a certificate to a Good Samaritan or a ‘Farishta’ for taking the accident victims to a hospital.
Eligible road accident victims in the NCT of Delhi are provided cashless treatments in any private hospital of Delhi provided they are brought to the hospital within 72 hours, irrespective of their income or domicile status. The victims are not required to carry any documentation proofs except that the accident has occurred in the NCT of Delhi under the jurisdiction of the Delhi Police.
The scheme has been initiated to highlight that timely help from the passersby can help save the life of a road accident victim. The samaritans are required to share no other information except their names and contact details, and he/she shall not be considered liable for the accident or bearing the expenses of the treatment unless they were driving the vehicle that caused the accident.
Apart from the road accident victims who will be provided cashless treatment in a private hospital through Delhi Aarogya Kosh, patients who have exhausted their resources are also eligible for further treatment on a cashless basis. Such patients will be treated under the EWS category of the hospital through DAK.
Delhi witnesses 8000 road accidents every year
About 8000 such accidents take place every year in the capital. Delays in treatment in government hospitals often lead to fatal incidents and deaths. There are no equipped or bona fide treatments for road accidents and acid attacks in the government hospitals.
The scheme had been launched on a pilot basis in February 2018
In Delhi, the Arvind Kejriwal government had planned free treatment in case an accident occurs in the NCT of Delhi. The victim will be provided free cashless treatment in any private or government hospital within 72 hours of the accident. The Samaritan who takes the victim to the hospital would also get a reward of 2,000 rupees. All private hospitals are listed for the treatment of the injured. The Delhi government has ruled out that if a hospital refuses to treat the victim, the Delhi government will not hesitate to revoke the license of the hospital. The entire expenditure under the scheme is being borne by the Health Ministry of the Government of Delhi. Not only that the Government will also pay for transferring a patient to another hospital. Rs 1000 shall be provided for a distance of 10 kilometers, which means Rs.100 shall be provided per kilometer.
Three thousand lives have been saved under the scheme so far
Three thousand lives have been saved under the scheme in Delhi since February 2018. The Delhi Government has borne the entire cost of treatment of all 3000 beneficiaries and rewarded hundreds of Samaritans who took the accident victims to the hospitals.

There were many injuries. Everybody had given up hope of her survival. Then the doctors started the treatment. My daughter remained in the hospital for 15 days. The Delhi government took care of all the expenses of the treatment of my daughter and I did not have to feel the burden at all. Thanks to the Delhi government, my daughter would not have survived today if it was not for this scheme. Even today, there are tears in my eyes whenever I think about it.
Rohit Bansal, Patel Nagar – My father had gone for his everyday walk. I received a call that he had been injured in an accident. I rushed to a private hospital, where I had to deposit Rs 10000/- first to start the treatment. A relative of mine told me about the ‘Farishtey Dilli Ke’ scheme of the Delhi government. My father stayed in the hospital for 12 days. The entire cost of his treatment was borne by the Delhi Government. Krishna Kumar, Najafgarh – I met with a brutal car accident while going back home for lunch after closing my shop. Suffered major fractures in the limbs, and was rushed to a nearby private hospital by friends. I got 26 stitches in the head and there were several broken bones all over my body. The doctors gave a hefty expenditure on treatment, and I could not afford it since my monthly income is Rs 300-400. That is when my friends told me about the Delhi government’s scheme. नई दिल्ली – दिल्ली में दुर्घटना में घायल लोगों को अस्पताल पहुंचाने वाले अब फरिश्ते कहलाएंगे। मुख्यमंत्री श्री अरविंद केजरीवाल ने सोमवार को MAMC अस्पताल में इस योजना को लांच किया। इस दौरान कई फरिश्ते को मुख्यमंत्री ने सर्टिफिकेट देकर सम्मानित किया। इस दौरान उन तीन लोगों ने अपनी कहानी भी बताई, जिनकी दुर्घटना के तत्काल बाद अस्पताल पहुंचाने से जान बची। फरिश्ता बने कुछ लोगों ने भी अपना अनुभव साझा किया।
दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने इस दौरान कहा कि डेढ़ साल पहले पायलट प्रोजेक्ट के तौर पर इस योजना को लागू किया गया था। इस दौरान योजना में मिली खामियों को दूर कर इसे आज लांच किया जा रहा है। हम राजनीति में आने से पहले समाजसेवक थें। पहले छोटे स्तर पर काम का अवसर था। आज मुख्यमंत्री बनकर बड़े स्तर पर लोगों के सेवा का अवसर मिला है। उसे ही कर रहे हैं। इसी कारण घायलों के मुफ्त इलाज का निर्णय लिया। इस योजना में अब तक करीब तीन हजार लोगों की जान बची है। काफी लोग मुझसे मिले हैं। उनसे मिलकर अच्छा लगता है कि लोगों के टैक्स के पैसे का इस्तेमाल उनकी सेवा में हो रहा है। पहले लोगों को लगता था कि उनके टैक्स के पैसे की चोरी हो जाती है। लेकिन अब लोगों को संतोष है कि उनके टैक्स का पैसा उनके काम आ रहा है।
दुर्घटना में पहला एक घंटा महत्वपूर्ण
मुख्यमंत्री ने बताया कि दुर्घटना होने के बाद पहला एक घंटा गोल्डन होता है। अगर उस दौरान इलाज मिल गया तो जान बचने की 80 फीसद संभावना होती है। पहले लोग डरते थे कि अस्पताल पहुंचाने पर समस्या न बढ़ जाए। अस्पताल इलाज से इंकार न कर दे। पुलिस न परेशान करे। दिल्ली में बचाई गई तीन हजार जान से साफ है कि अब ऐसा नहीं हो रहा है।
सही समय पर मिलता इलाज तो बच जाती निर्भया की जान
सीएम ने कहा कि निर्भया घटना के बाद घायल सड़क पर पड़ी रही। अगर उसे समय से इलाज मिला होता तो जान बच जाती। ऐसे तमाम लोग हैं जिनकी समय पर इलाज न मिलने के कारण मौत हो गई। अब दिल्ली में ऐसा न हो। ज्यादा से ज्यादी लोग फरिश्ते बने। घायल के इलाज का सारा खर्च दिल्ली सरकार उठाएगी। चाहें खर्च कितना भी आए। सीएम ने आटो और टैक्सी चालकों से अपील किए कि वह काफी समय सड़क पर रहते हैं, कोई भी घायल दिखे तो उसे जरूर अस्पताल पहुंचाए और फरिश्ते बने।
दिल्ली के सभी लोगों को स्कीम की जानकारी हो – स्वास्थ्य मंत्री
स्वास्थ्य मंत्री श्री सतेंद्र जैन ने कहा कि हमारे मुख्यमंत्री श्री अरविंद केजरीवाल जी का पसंदीदा गाना ही है इंसान का इंसान से हो भाईचारा। इस तरह का गाना पसंद करने वाला व्यक्ति ही घायलों के इलाज की मुफ्त स्कीम ला सकता है। मुझे अफसोस है कि अब भी 80 फीसद लोगों को इस स्कीम की जानकारी नहीं है। जबकि दिल्ली के हर व्यक्ति को इसके बारे में पता होना चाहिए। हमारे लिए हर जान किमती है। दिल्ली के फरिश्ते की कहानी सभी को बताया जाना चाहिए। जिससे ज्यादा से ज्यादा लोग घायलों की मदद को सामने आए। सुप्रीम कोर्ट ने जब घायलों के इलाज से इन्कार पर रोक लगाई तो सबसे बड़ी समस्या यह खड़ी हुई कि अस्पताल को पैसा कौन दे। अरविंद केजरीवाल सरकार ने यह जिम्मा अपने कंधे पर लिया।
घायल को दिल्ली के किसी अस्पताल में ले जाए, सारा खर्च सरकार उठाएगी। अगर घायल को पहले छोटे अस्पताल में भर्ती करा दिया गया है और उसे बड़े अस्पताल ले जाना है तो एंबुलेंस का खर्च भी सरकार देगी। साथ ही अस्पताल ले जाने वाले को दो हजार रुपये दिया जाएगा। हालांकि अभी तक का अनुभव है कि लोग पैसे लेने से मना कर देते हैं। अस्पताल किसी को भर्ती करने से मना करता है तो उसका लाइसेंस निरस्त कर दिया जाएगा। प्रारंभ में दिक्कत आ रही थी, अस्पताल संचालकों के साथ बैठक की गई. जिसके बाद यह समस्या खत्म हो गई।
हैशटैग फरिश्ते दिल्ली के से सीएम ने किया ट्वीट
स्कीम लांच के बाद मुख्यमंत्री श्री अरविंद केजरीवाल ने फरिश्ते दिल्ली के हैशटैग से ट्वीट किए। जिसमें उन्होंने लिखा कि ‘फरिश्ते दिल्ली के’ स्कीम हर नागरिक के लिए गारंटी है कि अगर आप रोड एक्सीडेंट पीड़ित को तुरंत अस्पताल ले जाते हैं तो आप को किसी भी पुलिस प्रक्रिया में शामिल होने की जरूरत नहीं है। उस पीड़ित के इलाज का पूरा खर्च दिल्ली सरकार उठाएगी, चाहे इलाज और अस्पताल जितना भी महंगा हो। दिल्ली के हर नागरिक की जान हमारे लिए कीमती है। दिल्ली में हुए किसी भी रोड एक्सीडेंट पीड़ित की जान पैसे के अभाव से हम नहीं जाने देंगे और जो पीड़ित को अस्पताल तक पहुंचाएगा वो दिल्ली का फरिश्ता कहलाएगा।
मेरे भाई शिवम की सड़क दुर्घटना में मौत हो गई। उसे एक कार ने टक्कर मारी और भाग गया। शिवम जब घायल हुआ था तब वहां तीन सौ लोग पहुंचे लेकिन किसी ने मेरे भाई को अस्पताल नहीं पहुंचाया। मैंने 2012 में सुप्रीम कोर्ट में याचिका लगाई। 2016 में कोर्ट का निर्णय आया। कोर्ट ने कहा किसी भी घायल के इलाज से निजी अस्पताल इंकार नहीं कर सकता। साथ ही अस्पताल पहुंचाने वाले से कोई पूछताछ नहीं होगी। इस पर सिर्फ दिल्ली सरकार ने काम किया और घायलों के मुफ्त इलाज की योजना बनाई। अगर मेरे भाई की दुर्घटना अब हुई होती तो उसकी जान बच जाती। मैं इस योजना के लिए मुख्यमंत्री को बधाई देने आया हूं।

लोगों की जुबानी
इमैनुअल जेमस, मंगोलपुरी – मेरी 3 साल की बेटी एना घायल हो गई थी। मेरी पत्नी का फोन आया। मैं अस्पताल पहुंचा। बेटी को स्ट्रेचर पर लेटा रखा था। कई सारे चोट थें। पहले तो लगा वह है ही नहीं। फिर डाक्टरों ने इलाज शुरू किया। मेरी बेटी 15 दिन अस्पताल में रही। मुझे जरा भी एहसास नहीं हुआ। बेटी के इलाज का सारा खर्च दिल्ली सरकार ने उठाया। अगर दिल्ली सरकार की यह स्कीम न होती तो आज मेरी बेटी न बचती। आज भी वह दिन याद आता है तो आंख में आंसू आ जाता है।
रोहित बंसल, पटेल नगर – मेरे पापा हर दिन की तरह कबूतर को दाना डालने गए थें। तभी फोन आया कि उनका एक्सीडेंट हो गया है। मैं तत्काल निजी पहुंचा। पहले दस हजार रुपये जमा करा दिए। फिर एक रिश्तेदार ने दिल्ली सरकार की स्कीम के बारे में बताया। पापा 12 दिन अस्पताल में रहे। उनके इलाज का सारा खर्च दिल्ली सरकार ने उठाया। हमें जरा भी एहसास नहीं होने दिया गया। मैं अरविंद केजरीवाल जी को धन्यवाद देना चाहता हूं।
कृष्ण कुमार, नजफगढ़ – मैं दुकान बढ़ाकर खाना खाने जा रहा था। तभी दो कारों के बीच में आ गया। हाथ – पैर की कई हड्डी टूट गई। दोस्तों ने पास के निजी अस्पताल में भर्ती कराया। सिर में 26 टांके आए थें। कई जगह से हड्डी टूट गई थी। इलाज पर डाक्टरों ने मोटा खर्च बताया। मैं 300-400 रुपये कमाए कमाने वाला हूं। इतना पैसे कहां से लाता। तभी दोस्तों ने दिल्ली सरकार के स्कीम के बारे में बताया। जिसके बाद मेरा इस स्कीम के तहत इलाज हुआ। आज जिंदा हूं तो दिल्ली सरकार के स्कीम की वजह से।
फरिश्ते स्कीम
यह स्कीम दिल्ली के मुख्यमंत्री अरविंद केजरीवाल की तरफ से सड़क दुर्घटना में घायल लोगों को नया जीवन देने के लिए शुरू की गई है। जिसके तहत सड़क दुर्घटना में घायल लोगों को किसी नजदीकी अस्पताल ले जाने वाले लोगों से अब कोई पूछताछ नहीं होगी। साथ ही ऐसा करने वाले को दिल्ली सरकार की तरफ से पुरस्कार दिया जाएगा। जिसमें दो हजार रुपये नकद और मुख्यमंत्री की तरफ से फरिश्ते सर्टिफिकेट दिया जाएगा। साथ ही दुर्घटना में घायल का सारा खर्च दिल्ली सरकार उठाएगी। दुर्घटना में घायल व्यक्ति चाहे कोई भी हो।
राजधानी में हर साल होती है करीब आठ हजार सड़क दुर्घटनाएं
राजधानी में हर साल लगभग 8000 ऐसी दुर्घटनाएं होती हैं। कई बार सड़क पर दुर्घटनाओं की स्थिति में लोग सरकारी अस्पताल की ओर जाने की कोशिश करते हैं और इसी लेटलतीफी के कारण कई बार दुर्घटनाओं से मौत भी हो जाती है। राजधानी में सड़क दुर्घटनाओं, आगजनी और एसिड अटैक के बाद अक्सर पीड़ितों को समय पर सही इलाज नहीं मिल पाता। कई बार सड़क पर दुर्घटना में घायल लोगों की अनदेखी की तस्वीरें भी सामने आ चुकी है।
दिल्ली सरकार ने फरवरी 2018 में शुरू की थी योजना
दिल्ली में अरविंद केजरीवाल सरकार ने दिल्ली की सीमा में दुर्घटना होने पर मुफ्त इलाज की योजना बनाई थी। जिसके तहत पीड़ित को दुर्घटना के 72 घंटे के अंदर किसी भी निजी या सरकारी अस्पताल में फ्री कैशलेस इलाज की व्यवस्था की गई थी। साथ ही जो भी व्यक्ति दुर्घटना के शिकार को अस्पताल ले जाएगा उसको 2 हजार रुपये का पुरस्कार मिलेगा। घायलों के इलाज के लिए सभी निजी अस्पताल शामिल है। दिल्ली सरकार ने व्यवस्था की है कि कोई अस्पताल अगर पीड़ित का इलाज करने से मना करेगा तो दिल्ली सरकार उस अस्पताल का लाइसेंस निरस्त करने से भी नहीं हिचकेगी। इस योजना के तहत पूरा खर्च दिल्ली सरकार का स्वास्थ्य मंत्रालय वहन कर रही है। यही नहीं, घायल को अस्पताल ले जाने का खर्च भी सरकार देती है। 10 किलोमीटर के दायरे में एक हजार रुपये और उसके बाद प्रति किलोमीटर 100 रुपये मिलते हैं। यही नहीं, दुर्घटना के 72 घंटे के अंदर अस्पताल में कोई भर्ती हुआ है और इलाज चल रहा है तो वह भी इस स्कीम में फायदा ले सकता है। इस स्कीम के तहत इलाज के लिए अस्पताल कोई दस्तावेज नहीं मांग सकता। अस्पताल को इस स्कीम के तहत किसी तरह के एग्रीमेंट की आवश्यकता नहीं है।
अब तक तीन हजार लोगों की जान बचाई गई
दिल्ली सरकार की स्कीम के तहत फरवरी 2018 से अब तक दिल्ली में तीन हजार लोगों की जान इस स्कीम के तहत बचाई गई है। इन सब लोगों के इलाज का सारा खर्च दिल्ली सरकार ने उठाया। इस योजना के तहत अस्पताल पहुंचाने वाले सैकड़ों लोगों को दिल्ली सरकार पुरस्कार दे चुकी है।
