Addressing the conclave of GST Market Support Committees of Delhi organised by the Delhi Government, the Chief Minister of Delhi, Shri Arvind Kejriwal today said that the top priority of his government is to encourage and promote the trade and industry in the capital as the trade and industry both provide employment to the people and contribute tax to the government for the planned development of the state.

Dy. Chief Minister, Shri Manish Sisodia presided over the conclave while, Chief Secretary of Delhi, Shri Anshu Prakash, Pr. Secretary, Finance, Shri S. N. Sahai and Commissioner, GST, Shri H. Rajesh Prasad also spoke on this occasion.

Shri Kejriwal said that the problems arised by the implementation of the GST, have to be drawn attention thereon and are to be redressed amicably. He said that such matters related with the GST, if come under the jurisdiction of the Delhi Government, we will certainly solve them.

The Chief Minister urged the Dy. Chief Minister/Finance Minister, Shri Manish Sisodia to carve out/allocate a separate fund in the budget of the next year for the infrastructural development of the markets in Delhi, such as repair and laying of roads, raising of public toilets, availability of drinking water, proper lights in the market area etc..

Shri Kejriwal said that his Government has formulated GST market support committees of the traders and is keeping on taking the suggestions from them for taking up at the appropriate forum to argue their cause and seek solution thereof. Having regular interactions with the GST market support committees in Delhi is the biggest example of translating the concept of democracy into the action.

Dy. Chief Minister, Shri Manish Sisodia interacting with the delegates of the GST Market Support Committees stressed upon the need for abolition of 28% tax slab. He said that IGST will be removed as tax on anticipation is wrong as it cannot be used and is a freezed fund, which is blocking the capital and the economy cannot rise, if there is no flow of capital in the market.

Shri Sisodia also supported quarterly return under GST filling of return. He was also against the introduction of eway in Delhi.

Shri Sisodia clarified that sticking to 28% tax slab will encourage tax evasion, which will further cause a great loss to exchequer.

Shri Sisodia said that by organising such interactions with traders, the Government finds an opportunity to know & further to go through the details of the problems faced by the traders and which are also coming in the way of implementation of the GST  in the right direction.

The Chief Secretary, Shri Anshu Prakash said that the tax regime should be unambiguous and should increase compliance and from the suggestions of the dealers will help us. Businessmen are the backbone of Delhi development.      There should be same HSN codes for all parts of same product.   Multiplicity of rates of raw and finished goods should be resolved.  Issue where Input tax is more than output should be scrutinized.   RCM should be finished.  Time lines for filing Returns should be extended. Refund issues when the tax is reduced from 18% to 12% should be resolved. No e-filing or server problem raised, if there are any the same should be brought up. Exporter issue be taken at the custom level, said Shri Anshu Prakash.

Principal Secretary, Finance, Shri S. N. Sahai Said that there should be low tax rates on different categories with minimum tax slabs.   He also supported that there should be no tax slab of 28%.

Commissioner (GST), Sh. H. Rajesh Prasad said that where he stated that the 1st GST Support Committee meeting was held and suggestions and issues were raised in the meeting held in 23rd GST Council Meeting held in Gauhwati, wherein following issues were resolved:

  1.  Rate of tax should be in moderation and when the rates will be reduced the compliance will be more. We have succeeded in reducing the tax 175 items out of 225 from 28% tax slab to 18%
  2. Returns should be quarterly for all traders and as a result of which the dealer having turnover of 1.5crores or more are can file the quarterly return.

The Commissioner further suggested that all the dealers can raise their issues through letters and send it to the department.  The issues will be solved on priority and if they are not in our domain then they will further be send to CBEC for further clarifications/rectifications.
