In a huge relief to residents of Delhi, Chief Minister announces waiver for arrears of Water Bills
Ø Chief Minister Shri Arvind Kejriwal announces a waiver for arrears of water bills and Late Payment Surcharges (LPSC), in a Press Conference with top DJB officials and vice-chairman Dinesh Mohania.
Ø The move is intended to bring more consumers to the billing network through functional water meters in all households in Delhi.
Ø Principal Rebate: The households E, F, G, and H will get 100%, D will get 75%, C will get 50% and A and B will get 25% waiver on the principal amount.
Ø LPSC Waiver: All consumers from all categories A, B, C, D, E, F, G and H will get 100% waiver on LPSC.
Ø For commercial connections, LPSC will be waived off, but the Principal amount up to 31 March 2019 needs to be paid in three installments before 30 November 2019.
Ø Those who will install functional water meters before 30 November 2019 will be the beneficiaries of this scheme with 100% waiver from the LPC (Late Payment Charges) and waiver from the arrears (principal amount) depends on various slabs of the households.
Ø Rs 600-Crore increase in Revenue is expected and it will strengthen the financial health of Delhi Jal Board, said Shri Kejriwal.
Ø DJB has achieved 95% of the billing efficiency, soon to reach 98%.
Ø For installing functional water meters, seven agencies already empanelled by the Delhi Jal Board may be approached. It can be availed through the Door Step Delivery of Services Scheme by dialing 1076.
Ø Chief Minister explained the rationale behind the scheme and detailed the major achievements of Delhi Government in the Water infrastructure in Delhi.

Delhi Chief Minister Shri Arvind Kejriwal on Tuesday announced waiver for arrears of water bills and Late Payment Surcharge (LPSC). The move is intended to bring more consumers to the billing network through functional water meters in all households in Delhi, informed the CM addressing the press in presence of Shri Dinesh Mohaniya, Vice Chairman of Delhi Jal Board and other officials at the Delhi Secretariat on Tuesday.
The households E, F, G, and H will get 100%, D will get 75%, C will get 50% and A and B will get 25%, waiver from the arrears till 31 March 2019.
For the commercial connections, LPSC will be waived off, but the Principal Amount up to 31 March 2019 needs to be paid in three installments before 30 November 2019.
“This scheme will help Delhi Jal Board to increase its revenue by 600 Crore, through recovery of the arrears and bringing more people to the mainstream through installing functional meters in the households. With this scheme artificial arrears and wrong metering will be the story of the past. I’ll write personal letters to all customers to encourage them to be part of the mainstream”, said Shri Kejriwal.
“The scheme that brings more households to the billing network along with the enhanced billing efficiency will improve the financial management of Delhi Jal Board”, he added.
“Now DJB has achieved 95% of the billing efficiency from 80% and expected to increase the same to 98% very soon. Our government has undertaken a major initiative – distribution of Tabs for all meter readers enabling them to take photos with location identification. It not only compelled the meter readers to go to the spot, but also enabled the computerization of the entire system. Now the arrears have accumulated at the consumers end and reflected in the bill books. Reasons could be the limitations of the billing system like wrong bills, not getting the bill or instances of billing without reading the meter or even willful default. There are nearly 13.5 Lakh consumers with arrears to the tune of 2500 Crore in the domestic category and 1500 Crore in the commercial category. For installing functional water meters, seven agencies already empanelled by the Delhi Jal Board may be approached. Once the installation is complete, the category certificate (A, B, C, D, E, F, G and H) may be produced and the rebate will be automatically implemented,” said he.
“This service can be availed through the Door Step Delivery of Services Scheme by dialing 1076. An assistant will come and collect the details and do the needful and it is not necessary to go to any offices” the Chief Minister explained.

They will get 100% waiver from the LPSC (Late Payment Surcharges) and waiver from the arrear (principal amount) depends on various slabs of the households.
Chief Minister explained the rationale behind the initiative and detailed the major achievements of Delhi Government in the water infrastructure in Delhi. The water distribution in Delhi was very pathetic in 2015 that he realized during the house to house campaigns. People had bills of four to five thousand per month even without proper distribution of water, along with the accumulated arrears in huge sum. He claimed that AAP led government took path-breaking initiatives to improve the situation, immediately after its formation in 2015.
“The primary focus was to improve the water distribution infrastructure in Delhi. The present Delhi Government inherited a primitive distribution structure. Only 58% of the households in Delhi had piped water connections and rest of the households was served by water tankers. Such a situation in the capital of the country was extremely shameful even after 70 years of independence. In the last five years, AAP led government made extraordinary investment and improvement in this sector as 93% of the colonies in Delhi has piped water connections. Rest 7% couldn’t avail piped water connections due to some legal and administrative issues like forest land etc. Now the works to lay water pipelines in these areas also started and expected to complete soon. Also, we made the Water Treatment Plants in Bawana and Dwarka functional” the Chief Minister told.
The Chief Minister said that the government has effectively addressed the issue of Water Scarcity in Delhi. “Delhi requires 1200 MGD (Millions of Gallons per Day) water. When our government took over, the production was 820 MGD. Till then, the last effort to upgrade the water production was in 2006 with the construction of a 140 MGD plant in Sonia Vihar. We have added the capacity of 125 MGD taking the present capacity to 945 MGD. Still we require more water (nearly 250 MGD). In the last five years, there is an addition of 14% of water. We were supposed to get water from Munak Canal in Haryana, but denied. We won the case in the court and water started to come from Munak Canal and we started WTPs in Bawana and Dwarka. Also, we started to recycle the waste water in the WTPs” Chief Minister continued.
“We have also systematically controlled the leakage and theft of water in Delhi. We could save people of Delhi from the grip of the Tanker Mafia politically perpetuated and protected. Now Delhi has a responsible and accountable government. You can’t see any tanker owned by any legislator or minister. Hence we could control the tanker mafia”, he added.
“The leakage of water was extremely high in Delhi. We made a comprehensive analysis and realized that out of 900 MGD water released from the WTPs, Only 600 MGD reaches the primary UGRs (Under Ground Reservoirs). There were no answers for the missing 300 MGD water. Later, we understood that only 400 MGD water reaches in the secondary UGRs resulting in the leakage of 500 MGD water. In order to counter this we installed 3000 flow meters to monitor the input and output flow of water in WTPs, primary and secondary UGRs and identified tappings (point of leakages)”he explained.
“Now we are planning to provide 24 hours good quality water supply with good pressure in every household in Delhi. This is so important to Delhi being the Capital city as well as comparing to other capital cities in the world. In the light of whatever we achieved in the past five years, we are confident that we can achieve this target in the next five years. For this, we need to increase the production of water through various measures. We started to recharge the floodplains of Yamuna on experimental basis and 25 water bodies in Delhi. We are making six new artificial lakes. We got nine lakes from DDA that will take the tally of lakes to 15. Apart from this we are building water treatment plants with the total capacity of 200 MGDs. Within the next five years, we will be able to increase the production of water by 30 – 40 %” he explained.
“In spite of the extremely poor condition of water distribution infrastructure in 2015, we provided 20,000 liters of water per household free of cost. Till 2015, Delhi had the highest rate for water in India. Now, it is a matter of joy that Delhi has the lowest rate for water and electricity in the country. Earlier in spite of the high rate, the revenue of Delhi Jal Board was going downward. The revenue collected from water bills by DJB was 1519 crore for the year 2012-13 and 1219 Crore for the years 2014-15, that is 30% decrease in the revenue within two years. The revenue of DJB has increased to 1819 crore in 2018-19, a 50% increase in the last five years. The water connections also increased to 23. 73 Lakh as per the records on 01 August 2019 from 19 Lakh as on 01 April 2015, resulting in 5 Lakh new connections amounting to 25% increase. Also the unmetered connections were reduced to 2.5 Lakh from 3.

दिल्लीवासियों को बड़ी राहत, मुख्यमंत्री ने बकाया पानी बिल किये माफ
नई दिल्ली। “पहले दिल्ली में पानी का बिल आता था, पानी नहीं। अब दिल्ली में पानी आता है, बिल नहीं। अगले पांच साल में दिल्ली के घर को 24 घंटे साफ पीने का पानी मिलेगा।” दिल्ली के मुख्यमंत्री श्री अरविंद केजरीवाल ने अपने एक ट्वीट में ये बात लिखी है। दिल्ली वालों के पानी के बकाया बिलों को माफ करने की स्कीम के बारे में जानकारी देने के लिए मुख्यमंत्री अरविंद केजरीवाल ने 27 अगस्त, 2019, मंगलवार को दिल्ली सचिवालय में प्रेस कांफ्रेंस की।
श्री अरविंद केजरीवाल ने कहा, जिन –जिन घरेलू उपभोक्ताओं के पास फंक्शनल मीटर्स हैं, इस योजना का उनको लाभ मिलेगा। ये योजना 30 नवंबर तक चालू होगी। 30 नवंबर से पहले तक जो लोग फंक्शनल मीटर लगवा लेंगे उनको इस योजना का फायदा मिलेगा। ऐसे लोगों का सारा लेट पेमेंट सरचार्ज (एलपीएससी) पूरा माफ कर दिया जाएगा। ये एक तरह से पेनाल्टी और इंट्रेस्ट होता है। इसके अलावा हाउस टैक्स के हिसाब से ए, बी, सी, डी, ई, एफ, जी, एच कॉलोनियां हैं, उनमें से ई, एफ, जी, एच कॉलोनी में रहने वालों के लोगों के 100 फीसदी प्रिंसिपल एमाउंट माफ कर दिये जाएंगे। 31 मार्च तक के उनके सारे एलपीएससी और एरियर्स भी 100 फीसदी माफ कर दिये जाएंगे। ए और बी कैटिगरी लोगों के 100 फीसदी एलपीएससी माफ कर दिया जाएगा और प्रिंसिपल एमाउंट का 25 फीसदी बिल माफ कर दिया जाएगा। सी कैटिगरी के 50 फीसदी माफ किया जाएगा। डी कैटिगरी का 75 फीसदी माफ किया जाएगा। सी और डी कैटिगरी का एलपीएससी 100 फीसदी माफ किया जाएगा। इसके अलावा कॉमर्शियल कनेक्शन के मामले में जो लोग 31 मार्च तक का अपना प्रिंसिपल एमाउंट पूरा भर देंगे उनका पूरा एलपीएससी माफ कर दिया जायेगा। ऐसे लोग 30 नवंबर तक तीन किश्तों में भर सकते हैं।
इस स्कीम से दिल्ली जल बोर्ड को होगी 600 करोड़ रुपये की आमदनी
मुख्यमंत्री ने बताया कि इस पूरी योजना से हमें 600 करोड़ रुपये की आमदनी होने की उम्मीद है। दरअसल, जिसका 25 फीसदी माफ कर दिया जाएगा वो 75 फीसदी रकम भरेगा। हमारे जितने एरियर्स पड़े हुए हैं उसमें से रिकवरी चालू हो जाएगी। सभी उपभोक्ताओं को प्रोत्साहित करने के लिए मैं खुद चिट्ठी लिखूंगा कि ज्यादा से ज्यादा सामने आकर मीटर लगवाएं, इस स्कीम का फायदा लें।
बिलिंग को लेकर नया सिस्टम लागू किया
श्री अरविंद केजरीवाल ने कहा कि आज हमारे पास एरियर्स बहुत ज्यादा इकट्ठा हो गये हैं। उसका कारण ये है कि हमारे बिलिंग सिस्टम में कुछ कमियां हैं। कई-कई लोगों को कई-कई महीनों तक बिल नहीं मिलता। कुछ लोगों की शिकायत रहती है कि बिना रीडिंग बिल आ गया। कुछ लोगों की शिकायत रहती है कि रीडिंग गलत है। कुछ मीटर रीडर ऐसे भी हो सकते हैं, जिन्होंने गलत किया, जिनकी वजह से गलत बिल बने। पिछले साल से हम लोगों ने बिलिंग का एक नया सिस्टम शुरू किया है। अब हर मीटर रीडर को टैब दे दिया गया है। वो टैब से मीटर की फोटो खींचता है। जब वह फोटो खींचता है तो उसकी लोकेशन आ जाती है, जिससे पता चल जाता है कि वह मौके पर गया था। अब वह घर बैठकर आपका बिल नहीं बना सकता। जब से ये सिस्टम लागू किया गया तब से कई लोगों के पांच-सात साल से पेंडिंग एरियर्स सामने आने लगे। जब इतने पुराने बिल आने लगे तो आदमी वो बिल दे नहीं सकता, तो कई लोगों ने मौजूदा बिल भी भरना बंद कर दिया। एक तरह से दिल्ली जल बोर्ड को दोतरफा दिक्कतों का सामना करना पड़ रहा है। एक तो एरियर्स नहीं आ रहे हैं और दूसरा मौजूदा बिल भी आना बंद हो गया। कुछ लोगों ने जानबूझकर एरियर्स नहीं दिये और कुछ दिल्ली जल बोर्ड गलती भी है। लेकिन इस लाइबिलिटी से कोई फायदा नहीं है। इसलिए हम ये स्कीम लेकर आए हैं। कुछ साल पहले तक 80 फीसदी लोगों के ही बिल बना करते थे। बाकी 20 फीसदी के बिल ही नहीं बना करते थे। आप सोच सकते हैं कि जिनके कई-कई महीने से बिल ही नहीं बने, वो कितने दुखी होंगे। आज हम 95 फीसदी लोगों को बिल बना रहे हैं। अगले कुछ महीने में हम 98 फीसदी लोगों का बिल बना सकेंगे।
दिल्ली जल बोर्ड के रेवेन्यू में हुई 50 फीसदी की बढ़ोतरी
मुख्यमंत्री ने कहा कि जब हमारी सरकार बनी थी, तो उस वक्त लोग पानी के बिलों से बहुत परेशान थे। हमने आते ही 20 हजार, लीटर प्रति परिवार, प्रति महीना हमने फ्री किया। आज मुझे खुशी है कि जैसे हमें सबसे सस्ती बिजली दिल्ली में मिलती है, वैसे ही सबसे सस्ता पानी भी दिल्ली के अंदर मिलता है। हमारी सरकार आने के पहले पानी के बिल बहुत ज्यादा आते थे, पानी के रेट भी बहुत ज्यादा थे, लेकिन दिल्ली जल बोर्ड का रेवेन्यू लगातार नीचे जा रहा था। साल 2012-13 में बिल से कलेक्ट होने वाला रेवेन्यू 1519 करोड़ रुपये था, ये घटकर 2014-15 में 1219 करोड़ रुपये रह गया। दो साल में दिल्ली जल बोर्ड का रेवेन्यू 20 फीसदी कम हो गया। साल 2014-15 में 1219 करोड़ रुपये का रेवेन्यू था, वो 2018-19 में बढ़कर 1819 करोड़ रुपये हो गया। पिछले पांच साल के अंदर दिल्ली जल बोर्ड के रेवेन्यू में 50 फीसदी की बढ़ोतरी हुई है।
नये कनेक्शन में हुआ 25 फीसदी का इजाफा
मुख्यमंत्री ने बताया कि इसके अलावा दिल्ली जल बोर्ड के नये कनेक्शन 1 अप्रैल, 2015 को 19 लाख थे ये बढ़कर 1 अगस्त 2019 तक 23 लाख 73 हजार हो गये। इसमें पिछले पांच साल में 25 फीसदी का इजाफा हुआ है। जब हम सरकार में आए थे, उस समय पानी के 3.5 लाख अनमीटर्ड कनेक्शन थे जो अब घटकर 1.5 लाख रह गये हैं। बहुत सारे लोगों ने मीटर लगवाएं हैं।
93 फीसदी कॉलोनियों में पहुंची पानी की पाइप लाइन
श्री अरविंद केजरीवाल ने कहा कि 2015 में जब हम सरकार में आए तब पानी के क्षेत्र में दिल्ली की स्थिति बेहद खराब थी। लोगों के घरों में पानी के बिल तो आया करते थे परंतु पानी नहीं आता था। मात्र 58% कॉलोनियों में पानी की पाइप लाइन थी, बाकी लगभग आधी दिल्ली में टैंकरों के द्वारा पानी आता था। यह बड़े ही दुर्भाग्य की बात थी कि आजादी के 70 साल बाद भी लगभग आधी दिल्ली में टैंकरों के द्वारा पानी जाता था। पिछले 5साल में हमने पानी के क्षेत्र में बहुत काम किया है। आज दिल्ली की लगभग 93% कॉलोनियों में पानी की पाइप लाइन बिछाई जा चुकी है और लोगों के घरों में टोंटी से पानी पहुंच रहा है। मात्र 7%कॉलोनियां रह गई हैं, उनमें भी पानी की पाइप लाइन बिछाने का काम चल रहा है और जल्द ही उन सभी कालोनियों के हर घर में टोंटी से पानी पहुंचने लगेगा। द्वारका, बवाना जैसे इलाकों में वाटर ट्रीटमेंट प्लांट वर्षों से बनकर तैयार थे। इन प्लांट्स में हरियाणा की मुनक नहर के द्वारा पानी आना था। परंतु हरियाणा सरकार ने पानी नहीं दिया। हमने इस बाबत कोर्ट में केस दायर किया और अंततः जीत हुई। हरियाणा सरकार को पानी देना पड़ा। इस प्रकार हमने इन बंद पड़े वाटर ट्रीटमेंट प्लांट्स को शुरू करवाया। पिछले 5साल में दिल्ली में पानी के क्षेत्र में इंफ्रास्ट्रक्चर पर बहुत बड़े स्तर पर बदलाव हुए हैं।
टैंकर माफिया को खत्म किया
मुख्यमंत्री ने कहा कि दिल्ली में पानी की पूर्ति के लिए लगभग 1200 एमजीडी पानी की आवश्यकता है। 1996 में 680 एमजीडी पानी का उत्पादन होता था। 2006 में सोनिया विहार प्लांट के जरिए 140 एमजीडी अतिरिक्त पानी का उत्पादन होने लगा। अर्थात 10 सालों में मात्र 140एमजीडी अतिरिक्त पानी की बढ़ोतरी हुई। जब हमने दिल्ली की सत्ता संभाली उस समय मात्र820 एमजीडी पानी का ही उत्पादन दिल्ली में हो पा रहा था। मात्र 5 साल में हमारी सरकार ने लगभग 125 एमजीडी अतिरिक्त पानी का उत्पादन बढ़ाया है। आज दिल्ली में लगभग 940एमजीडी पानी का उत्पादन हो रहा है। वाटर ट्रीटमेंट प्लांट में ट्रीटमेंट के दौरान बहुत सा पानी व्यर्थ होता था। हमने उस व्यर्थ पानी को दोबारा उपयोगी बनाने का काम शुरू किया। इससे भी पानी की मात्रा में बढ़ोतरी हुई। तीसरी सबसे बड़ी समस्या जो हमारे सामने थी, वह यह थी कि दिल्ली में बहुत बड़े स्तर पर पानी की पाइप लाइनों में लीकेज की समस्या। बहुत बड़े स्तर पर पानी चोरी किया जाता था। लगभग आधी दिल्ली में टैंकर माफिया का राज चलता था। टैंकरों के जरिए पानी बेचने का कारोबार चलता था। हमने इस समस्या को आकर खत्म किया। हमने टैंकर माफिया का राज खत्म किया। आज दिल्ली में टैंकर माफिया का राज खत्म हुआ है, क्योंकि इन टैंकर माफियाओं को पहले राजनीतिक संरक्षण प्राप्त था। दिल्ली में मौजूदा सरकार के किसी भी मंत्री, विधायक, नेता का टैंकर नहीं चलता है।
पानी के लीकेज को पता लगाने के लिए लगा रहे हैं फ्लो मीटर
दिल्ली में पानी के लीकेज की समस्या के निवारण के लिए हमने बहुत बड़े स्तर पर काम किया। मेरे खुद के द्वारा कराये गए एक सर्वेक्षण में पता चला कि हमारे वाटर ट्रीटमेंट प्लांट से जो 900एमजीडी पानी छोड़ा गया, वह प्राइमरी यूजीआर में मात्र 600 एमजीडी ही पहुंचा, तथा सेकेंडरी यूजीआर तक पहुंचते-पहुंचते वह मात्र 400एमजीडी रह गया। यानी 500 एमजीडी पानी का नुकसान हुआ। इस समस्या के निवारण के लिए हम पूरी दिल्ली में 3000 फ्लोमीटर लगा रहे हैं। यह फ्लो मीटर वॉटर ट्रीटमेंट प्लांट के आउटपुट पर लग रहे हैं। जितने हमारे प्राइमरी यूजीआर हैं उन सभी के इनपुट और आउटपुट पर फ्लो मीटर लग रहे हैं और जितने हमारे सेकेंडरी यूजीआर हैं उन सभी के इनपुट और आउटपुट पर भी ये लग रहे हैं। इसके अलावा रास्ते में जो टैपिंग्स हैं, ये अलग-अलग समय पर अलग-अलग नेताओं ने अपनी विधानसभा के लिए पाइपलाइन पर टैपिंग डाल ली, कोई होल करके अपने एरिया में पानी ले गया। इन सारी टैपिंग्स पर भी हमने फ्लो मीटर लगाया है। अभी सारे फ्लो मीटर लग रहे हैं, अगले 6-7 महीने के अंदर हमें बहुत इंट्रेस्टिंग फीगर्स मिलेंगे। लेकिन हमारे 8 वाटर ट्रीटमेंट प्लांट्स के प्राइमरी यूजीआर तक जो फ्लो मीटर लग चुके हैं, उसमें 30 फीसदी लीकेज का पता लग चुका है। सारी टैपिंग्स मिल गयी है। उन पर जो फ्लो मीटर लगे हैं, उनसे पता लग गया है कि किस टैपिंग्स से कितना पानी निकल रहा है। इस हमें पता चल रहा है कि कितना पानी दिल्ली में लीक हो रहा था। इस तरह से चोरी से निकलने वाले पानी को हम सिस्टम में लेकर आएंगे। यूजीआर के जरिये लोगों तक हम इस पानी को पहुंचाएंगे।
हमारी योजना दिल्ली को 24 घंटे साफ पानी देना है
हमारी योजना दिल्ली को 24 घंटे पानी देना है। हम पूरी दिल्ली में पानी की पाइप लाइन बिछा रहे हैं। लेकिन बहुत से इलाकों में एक घंटे पानी आता है, दो घंटे पानी आता है। दिल्ली देश की राजधानी है। विदेश के किसी भी राजधानी में आप चले जाएं वहां आपको टोंटी में 24 घंटे साफ पानी मिलता है। हम चाहते हैं कि 24 घंटे साफ पानी हर घर को दे सकें। इस यात्रा में आज हम जहां तक पहुंचे हैं, उसके आधार पर हम विश्वास के साथ कह सकते हैं कि अगले पांच में 24 घंटे, अच्छे प्रेशर से और साफ पानी हम दे सकेंगे। इसके लिए पानी का प्रोडक्शन बढ़ाना पड़ेगा, जिसको लेकर काफी काम किया जा रहा है। यमुना के अंदर हम लोग एक प्रोजेक्ट कर रहे हैं, जिसमें हम यमुना के फ्लडप्लेंस के अंदर पानी को रिचार्ज कर रहे हैं, उससे पानी मिलेगा। दिल्ली के अंदर लगभग 250 वाटर बॉडीज को रिचार्ज किया जा रहा है। छह नई बड़ी-बड़ी आर्टिफीशियल लेक्स बनाई जा रही हैं। नौ लेक्स हमें डीडीए से मिली हैं। लगभग 15 नई बड़ी-बड़ी लेक्स बनेंगी। इससे बड़े स्तर पर ग्राउंड वाटर रिचार्ज होगा, जिससे हमको पानी मिल सकेगा। इसके अलावा हम 200 एमजीडी के और एक्स्ट्रा वाटर ट्रीटमेंट प्लांट्स बना रहे हैं। इन सबसे हमें उम्मीद है कि हम 30 से 40 फीसदी पानी के प्रोडक्शन में बढ़ोतरी कर पाएंगे।
