Deputy CM begins interactions with over 1,000 heads of Delhi govt schools

Initiating the first of its kind and biggest ever interaction with all heads of schools of Delhi government, the Deputy Chief Minister and Education Minister Shri Manish Sisodia on Wednesday gave a slogan of “Be the School leader” to the heads of schools.
The Deputy Chief Minister will be meeting all the heads of over 1,000 Delhi government schools. On the first day, he met the heads of schools in batches of 50 each in three meetings.
The focus of the meetings was on the utilisation of funds allocated for the School Management Committees (SMCs) and the Happiness Curriculum. The Deputy CM termed the SMC fund as the “most progressive administrative reform.”
“Now you have the financial grants and powers both. Till now the Heads of Schools were dependant on the Directorate of Education for every small work. Now you don’t have to be worried about all this. Heads of schools are chairpersons of SMCs, and together with the elected members they can now run their schools efficiently,” Mr Sisodia said.
The Deputy Chief Minister appealed to the Heads of Schools to utilise this fund judiciously. “You can now hire teachers for 200 hours, you can engage gardeners. Depending on the need for cleanliness and other sanitation issues, you can also hire additional labour. You can also innovate by getting resource persons or experts for different subjects and co-curricular activities. I will also suggest that in case you feel that students of classes IX and X are facing difficulties in a particular subject or topic, you can get experts to help the students utilising this fund,”Mr Sisodia said.
“Heads of Schools in no other state in India have been given such powers and I appeal to you to use these funds with complete transparency. You can transform your schools with proper and better utilisation of these funds. Ensure utilisation of funds is properly discussed in SMCs meetings and proper minutes of these meetings are maintained. In case any SMC member has a dissent, properly record it,” the Deputy Chief Minister stated.
Mr Sisodia announced that Heads of Schools who will show good utilisation of funds will be rewarded and those indulging in wrong practices will be punished. He asked the Heads of Schools to use these funds properly within a definite time frame since only four months of the current academic session remain. “In case we get a good feedback about the proper utilisation of SMC funds, the government will be willing to increase it also,” the Deputy Chief Minister said.
HAPPINESS CURRICULUM
On the happiness curriculum, Mr Sisodia said it is a revolutionary experiment, which is being lauded all over. “All of you can understand that through your classrooms what a big step you are taking for the society,” he said.
He appealed to the heads of schools to give particular emphasis towards the happiness curriculum and they should ensure that classes of happiness curriculum take place on every working day.
“Mind fullness is the most important element of the happiness curriculum. We have to make our children attentive instead of asking them to practice meditation. In case we succeed in inculcating the habit of being attentiveness in our children, they will do well throughout their lives. The day a child learns to be attentive in the Physics class as well as in the playground, the child’s personality will transform for ever. I appeal to all of you to remove any confusion on mind fullness in your classes,” he said.
The Deputy Chief Minister said another key element of the happiness curriculum is story telling. Children must be told stories and during discussion, it must be ensured that all the children participate in it.

दिल्ली के उप-मुख्यमंत्री और शिक्षा मंत्री श्री मनीष सिसोदिया ने आज दिल्ली के सरकारी स्कूलों के स्कूल प्रमुखों को एक संवाद कार्यक्रम में “बी द् स्कूल लीडर” का मंत्र उनसे आग्रह किया कि वे इस मंत्र को साकार करें और बच्चों के समग्र व्यक्तित्व को दिशा देने में अपनी भूमिका निभायें। शिक्षा मंत्री ने स्कूल प्रमुखों के साथ संवाद का एक कार्यक्रम शुरू किया है। जिसके तहत वह 50-50 स्कूल प्रमुखों के समूहों से मिल रहे हैं। उप-मुख्यमंत्री बुधवार को दिल्ली सचिवालय में ऐसे तीन समूहों के (150) स्कूल प्रमुखों से मिले। इस संवाद कार्यक्रम कि श्रृंखला में श्री सिसोदिया दिल्ली के हर सरकारी स्कूल के स्कूल प्रमुख से मिलेंगे।
दिल्ली सचिवालय में बुधवार को हुई इस बैठक में शिक्षा मंत्री ने विशेषतौर पर ‘एसएमसी फंड’ और ‘हैप्पीनेस कैरिकुलम’ को लेकर स्कूल प्रमुखों से बातचीत की। उन्होंने कहा कि एसएमसी फंड अब तक का सबसे प्रोग्रेसिव एडमिनिस्ट्रेटिव रिफॉर्म है। अब आप लोगों के पास पैसा भी है और शक्तियां भी हैं। स्कूल प्रमुख अभी तक हर छोटी-छोटी जरूरत के लिए शिक्षा निदेशालय पर निर्भर रहते थे। अब वे बहुत सारे काम खुद करा सकते हैं। स्कूल प्रमुख, एसएमसी के चेयरमैन हैं और अब वे और चुनी हुई एसएमसी मिलकर स्कूल चलाएंगे।
श्री मनीष सिसोदिया ने कहा कि इस फंड का बहुत समझदारी से इस्तेमाल कीजिए। उन्होंने कहा की अब आप 200 घंटे के लिए टीचर हायर कर सकते हैं। स्कूलों में माली लगा सकते हैं। अगर स्कूलों में साफ-सफाई के लिए कुछ अलग से करना है तो एक्स्ट्रा लेबर हायर कर सकते हैं। बच्चों के लिए विभिन्न विषयों और अन्य गतिविधियों की तैयारी के लिए ‘रिसोर्स पर्सन’ या ‘एक्सपर्ट’ बुला सकते हैं। 9वीं और 10वीं के बच्चों को कुछ टॉपिक्स को समझने में दिक्कत आ रही है, तो उन टॉपिक्स को समझाने के लिए इस फंड का इस्तेमाल करके एक्सपर्ट को भी बुला सकते हैं।
उप-मुख्यमंत्री ने कहा कि किसी भी राज्य के स्कूल प्रमुखों के पास इस तरह के अधिकार नहीं हैं। आप लोग ट्रांसपैरेंसी से इस फंड का इस्तेमाल कीजिए। इसके बेहतर इस्तेमाल से आप पूरे स्कूल का कायाकल्प कर सकते हैं। उन्होंने यह भी कहा कि इस फंड से काम कराने के लिए एसएमसी सदस्यों की मीटिंग बुलाइए। मीटिंग्स के मिनट्स बनवाइए। अगर किसी मुद्दे पर एसएमसी के किसी सदस्य की असहमति है तो उसे भी मिनट्स में जरूर लिखिए। मनीष सिसोदिया ने कहा कि जो एसएमसी चेयरमैन यानी स्कूल प्रमुख इस एसएमसी फंड से स्कूलों में अच्छा काम करके दिखाएंगे, उन्हें हम अवार्ड देंगे और गड़बड़ी करने वालों को भी हम ढ़ूंढ़ निकालेंगे। शिक्षा मंत्री ने कहा कि अब इस शैक्षणिक सत्र में चार महीने का ही वक्त बचा है, इसलिए एसएमसी फंड को समझदारी से खर्च करें। अगर एसएमसी फंड के खर्च से स्कूलों में अच्छा काम होने का फीडबैक मिलता है तो हम इस फंड को भी बढ़ा देंगे।
दिल्ली के सरकारी स्कूलों में चल रहे हैप्पीनेस कैरिकुलम के बारे में स्कूल प्रमुखों से बात करते हुए श्री मनीष सिसोदिया ने कहा कि यह एक क्रांतिकारी प्रयास है। हर तरफ इस प्रयास की तारीफ हो रही है। देश और विदेश के सभी प्रमुख मीडिया ने इसकी शानदार कवरेज की है। इससे आप लोग समझ सकते हैं कि किस तरह आप सब क्लासरूम के जरिये समाज के लिए एक बड़ा काम कर रहे हैं।
हैप्पीनेस कैरिकुलम पर विशेष ध्यान दें
उन्होंने कहा कि स्कूल प्रमुखों को हैप्पीनेस कैरिकुलम की क्लासेस पर विशेष ध्यान देना चाहिए। स्कूल प्रमुख ये सुनिश्चित करें कि रोजाना हैप्पीनेस की क्लास हो। इस बारे में विस्तार से बात करते हुए मनीष सिसोदिया ने कहा कि माइंड फुलनेस, हैप्पीनेस कैरिकुलम का एक सबसे अहम हिस्सा है। माइंड फुलनेस में बच्चों को ‘ध्यान देना’ सिखाना है, न कि ‘ध्यान लगाना’। ध्यान देना अलग बात है और ध्यान लगाना अलग। अगर आप उसे ‘ध्यान देना’ सिखा ले गये तो जीवन के हर क्षेत्र में वह ध्यान देना सीख जाएगा। इससे वह फिजिक्स की क्लास में ध्यान देना सीख जाएगा और खेल के मैदान में भी। इससे उसका पूरा व्यक्तित्व निखर आएगा। उप-मुख्यमंत्री ने स्कूल प्रमुखों से अनुरोध किया कि अगर किसी क्लास में माइंड फुलनेस को लेकर कोई कन्फ्यूजन हो, तो उसे दूर करवाइए।
श्री मनीष सिसोदिया ने यह भी कहा कि हैप्पीनेस कैरिकुलम का एक प्रमुख हिस्सा स्टोरीज टेलिंग भी हैं। बच्चों को कहानी सुनानी है और उसके भावों पर चर्चा करनी है। हमें सबसे ज्यादा ध्यान इस बात पर रखना है कि इसमें हर बच्चे की भागीदारी हो। तभी इसका उद्देश्य पूरा होगा।
क्या है एसएमसी फंड
दिल्ली सरकार ने अपने सरकारी स्कूलों के लिए स्कूल मैनेजमेंट कमेटी फंड (एसएमसी फंड) को मंजूरी दी है। इसके तहत हर स्कूल की, हर पाली की एसएमसी को कम से कम 5 लाख रुपये का सालाना फंड दिया जाएगा। स्कूल प्रमुख, एसएमसी के प्रमुख होते हैं। इसके अलावा इस टीम में दो टीचर, दो सोशल वर्कर और 12 चुने हुए पैरेंट्स होते हैं। इसके तहत अगर किसी स्कूल सें 1500 तक बच्चे हैं तो उस स्कूल की एसएमसी को 5 लाख रुपये दिये जाएंगे। इसी तरह 1501 से लेकर 2500 तक की संख्या वाले स्कूलों को 6 लाख रुपये दिये जाएंगे। अगर किसी स्कूल में बच्चों की संख्या 2500 से ऊपर है तो उस स्कूल की एसएमसी को 7 लाख रुपये सालाना दिया जाएगा। इस फंड का 50 फीसदी पैसा मेंटेनेंस संबंधी कार्यों पर और बाकी 50 फीसदी पैसा एमएमसी इनीशियेटिव पर खर्च किया जा सकेगा। इस पैसे को किस काम के लिए खर्च करना है, इसका फैसला स्कूल प्रमुख और उनकी एसएमसी की टीम करेगी।
