Furious at the LG’s autocracy, Chief Minister Shri Arvind Kejriwal hit the streets today with all his ministers and MLAs. The CM huddled outside the LG House for hours demanding Finland-based Training for teachers of government schools that had been rejected by the LG. On Monday, the Delhi Legislative Assembly had erupted in anger against the LG over his attempts at obstructing Delhi’s education revolution. Soon after the assembly session was adjourned, the CM led a foot-march from the Vidhan Sabha to the Raj Niwas with all the MLAs. However, the LG refused to meet with the CM & MLAs and the Delhi Police stopped the democratically elected representatives near Shri Laxmi Narayan Trust on Raj Niwas Marg. CM Shri Arvind Kejriwal, along with all Ministers, and MLAs waited on the roads for over an hour to meet the LG, but returned after the LG refused to meet CM with all cabinet ministers and MLAs. Expressing his anger, the CM tweeted, “The people of Delhi will not tolerate dictatorship, Delhi will run on democracy, LG will have to obey the Constitution and orders of the Supreme Court. Delhi does not need dictatorship, but constitution and democracy; our struggle for the rights of the people will continue.”

The CM further stated, “It is regrettable that the LG refused to meet the CM, Dy CM, along with ministers & MLAs; will chart out future strategy soon. We represent the two crore people of Delhi; it is not right for the LG to consider himself as superior and to insult the people of Delhi whom he too serves. Can’t figure out who gave LG the right to stop Delhi’s education revolution; people of Delhi elected a government, it is their children who study here, it is them who pay taxes. The Delhi Legislative Assembly had kicked off a three-day session as part of the winter proceedings today, but due to the uproar in the house, the Speaker adjourned the session until Tuesday. Following the adjournment of the assembly session, all ministers and MLAs marched on foot from the assembly to the LG House, demanding permission for teachers from government schools to attend training in Finland. With placards in their hands relaying their demands, the MLAs were led by CM Shri Arvind Kejriwal, followed by Deputy CM Shri Manish Sisodia and the rest of the ministers. The march reached the LG House after strong sloganeering but was stopped by the police. For hours, the CM, Dy CM and all MLAs stood on the roads seeking a meeting with the Delhi LG.

Shri Arvind Kejriwal said, “I consider every child in Delhi as my own child. Every child deserves a good education. Everyone, whether a poor or a wealthy child, deserves the best education possible. Many people, to whom God has provided means, send their children to study abroad. We want children from low-income and middle-class families to receive the same high-quality education that children from wealthy families receive. That is why we developed good public schools in Delhi. We are now sending teachers from our government schools to Finland for training. Finland is widely regarded as the country with the best education system in the world. In the past, we have provided training to over a thousand educators, including teachers and principals, in foreign countries. However, recently we were planning to send around 30 teachers to Finland for training, but were told by the LG not to send them and instead train them in India. This decision is not fair, it is the people of Delhi who pay taxes, who elect the government, and it is them whose children are to benefit from this, their tax money should be used to provide training for their educators. It is concerning that the LG does not appear to be committed to providing a good education for the children of Delhi.”

It is disheartening that the Chief Minister, along with the MLAs of Delhi, must march to the LG’s house to advocate for something as simple as sending teachers for training: CM Arvind Kejriwal

He added, “On 4th July 2018, the Supreme Court had ruled that the Lieutenant Governor of Delhi does not have the power to make decisions on his own, yet he is preventing teachers from going to Finland for training. The LG’s actions suggest that he does not respect the Supreme Court’s ruling. This attitude is detrimental to the principles of democracy and the Constitution. It is disheartening that the Chief Minister, along with the MLAs of Delhi, must march to the LG’s house to advocate for something as simple as sending teachers for training. The two crore people of Delhi elected their Chief Minister and gave him a majority with 62 seats in the assembly, if he is unable to send teachers for training, it calls into question the purpose of such elections and democratic processes. I hope and pray that the LG will acknowledge his mistake and permit the teachers to go for training.”

It is unclear how many other initiatives will be halted by the LG in the coming times: Arvind Kejriwal

He continued, “Recently, the Lieutenant Governor has been halting various initiatives in Delhi. He halted free yoga classes, which were attended by 17,000 people daily. He also halted payments for Mohalla clinics, including salaries for doctors, rent, electricity bills and medicines, and tests. Additionally, the LG stopped all payments to the Delhi Jal Board, which is responsible for providing clean water and cleaning the Yamuna river. The government had allocated several thousand crores for the Delhi Jal Board, but the LG did not allow any payments to be made. The LG also did not allow the bus marshals, who were appointed for the safety of women, to receive their salaries for three months. It is unclear how many other initiatives will be halted by the LG in the coming times. Despite the Supreme Court’s ruling that the LG cannot make decisions independently, he is continuing to do so. I appeal to the LG to obey the constitution and the orders of the Supreme Court. When I went to meet him the day before yesterday, he had called the Supreme Court’s orders an opinion. He should keep a good advisor with him, who understands the constitution very well. Supreme Court orders are not opinions. The orders of the Supreme Court are binding on all.”

Why settle for less when we can provide the best opportunities for our teachers and children: Arvind Kejriwal

While interacting with the media, emphasised that the people of Delhi deserve the best education for their children but the LG may be a roadblock in it. He said, “The LG is standing in the way of progress for the education of our children in Delhi. The people of Delhi have paid their taxes and deserve the best education possible, yet the LG is blocking our efforts to send teachers abroad for training. The LG has no right to prevent teachers from travelling abroad for training, it is a frustrating and sad situation. The LG claims that training can be done in our own country, but we question why settle for less when we can provide the best opportunities for our teachers and children. The LG is also demanding a cost-benefit analysis, but when big leaders of the BJP send their children abroad to study or attend the World Economic Forum in Switzerland, no cost benefit analysis is done. In my opinion, the LG is acting at the behest of the BJP to bring Delhi to a standstill. This is unacceptable, and we will not allow it. We will not stand idly by while the LG plays politics with the lives of two crore people of Delhi. We will continue our march and make the LG understand that the people of Delhi deserve the best training for their teachers.”

Replying to another query, he said, “The power should be with the elected government of Delhi, not with the LG. Why did the people of the country fight for freedom? Earlier there used to be a Viceroy, who used to run what the British sent. Then people fought that in our country we want freedom, we want democracy, an elected government. Now if the elected government will not have rights and one person will have powers, who will say that I am everything, then it is not a good thing for democracy. We are hopeful that the problems will be resolved. Two-three years ago, the then LG was not signing the file of CCTV cameras. Then, I, Manish Sisodia ji and Gopal Rai ji went to his house and sat in on a protest. He signed the file after 10 days of protest. We will not accept a government where one person holds all the power, we will fight for our rights and the rights of the people of Delhi.” Replying to another query, he added, “We are not children and the LG is not a headmaster who checks our homework. He cannot give us a poor grade on a project and ask us to resubmit it for a better grade. He should not act like a headmaster. He should simply answer yes or no to the proposal we have sent. He has already rejected the proposal of the Delhi government twice. If he has no objections, he should send a letter stating that he has no problem with sending teachers to Finland and the matter will be resolved.”

CM Shri Arvind Kejriwal along with his team of ministers and MLAs waited for almost an hour outside of the LG House to meet with the LG, but were ultimately refused a meeting. CM Shri Arvind Kejriwal stated, “the refusal to meet is deeply disappointing and that the LG has insulted the two crore people of Delhi by refusing to meet with their elected representatives. It is not right for someone to consider themselves as superior and to insult the people they serve. I regret the LG’s decision to not meet with the entire cabinet and MLAs, we will now discuss and decide our future strategy on this.”

In another tweet, the CM said, “Delhi does not want dictatorship, but constitution and democracy. Our struggle for the rights of the people will continue.”

LG should not impede the progress of providing good education to poor children: Dy CM Manish Sisodia

At the same time, Deputy CM Shri Manish Sisodia said, “The Delhi government is seeking to send teachers to Finland for training. They have already sent over a thousand teachers and principals abroad for training. However, the LG is now insisting that the training be done within the country. The elected government of Delhi believes that if Finland is ahead in the field of education and the elected government wants to send teachers there for training, the LG should not object. The LG should not impede the progress of providing good education to poor children. He has no power in the constitution, and the order of the Supreme Court clearly states that the elected government of Delhi will make the decisions, not the LG. The LG must obey the elected government. If the elected government wants to send teachers abroad, the LG should not stand in the way of providing them with good training. The Deputy CM added that a conspiracy has been hatched against the government, with the Mohalla Clinic funds, Jal Board payments, and pension being stopped just before the MCD elections. He said that the LG does not have the right to stop such things.

He tweeted, “Chief Minister Shri Arvind Kejriwal along with the MLAs and I had gone to meet the LG, to request him not to stop the teachers from going to Finland for training. The LG refused to meet with the MLAs. LG Sir, why do you fear meeting the MLAs elected by the people of Delhi?”

The entire Delhi Cabinet, led by CM Shri Arvind Kejriwal, along with all the MLAs marched on foot from the assembly to the LG House. The police were already stationed there and stopped those who were participating in CM Arvind Kejriwal’s foot march near the Shri Laxmi Narayan Trust Gujarat Senior Secondary School on Raj Niwas Marg. CM Shri Arvind Kejriwal and the MLAs waited for about an hour to meet with the LG, but after a long wait, a message came from the LG House that only CM Shri Arvind Kejriwal and Deputy CM Shri Manish Sisodia would be allowed to meet with the LG. CM Shri Arvind Kejriwal rejected the offer and stated that it was not acceptable to see the LG to only call him and the Deputy CM to meet. He emphasised that all the MLAs who came along were representing the people of Delhi and it was the LG’s constitutional responsibility to meet with all of them. He accused the LG of stopping the works of Delhi and preventing teachers from going to Finland, causing distress throughout the state. The CM, all the ministers and MLAs, waited for a message to meet with the LG, but after about an hour, the LG refused to meet with the CM and the ministers. As a result, CM Shri Arvind Kejriwal returned with all his ministers and MLAs.

Delhi Assembly erupts in anger against LG

The three-day session of the Delhi Legislative Assembly that began today was adjourned after some time. At the beginning of the session, Aam Aadmi Party MLA Shri Saurabh Bhardwaj drew the attention of Deputy CM and Education Minister Shri Manish Sisodia upon the “illegal and unwanted obstructions and interference in children’s education and teachers’ training”. While addressing the House, Shri Saurabh Bhardwaj said, “BJP MLAs are advocating for the LG in every way possible. What enmity does LG have with the teachers? LG is asking to do a cost benefit analysis upon teacher training. Should there also be a cost benefit analysis on the LG himself? What is the need of LG in Delhi, how much does it cost and what is the benefit to the people of Delhi must be assessed now. The taxpayers of Delhi are paying the expenses of the LG House. The LG is stopping every work of the Delhi Government, stopping the development of Delhi.” The house later erupted into sloganeering against the LG demanding him to act as per the dignity of his office and allow training of the teachers in Finland.

दिल्ली के सरकारी स्कूलों के टीचर्स को ट्रेनिंग पर फिनलैंड भेजने से एलजी द्वारा रोके जाने के विरोध में आज सीएम अरविंद केजरीवाल के नेतृत्व में सभी मंत्रियों और विधायकों ने विधानसभा से एलजी हाउस तक पैदल मार्च किया। सीएम अरविंद केजरीवाल अपनी पूरी सरकार के साथ जब राज निवास मार्ग पर श्री लक्ष्मी नारायण ट्रस्ट के पास पहुंचे तो पुलिस ने उन्हें रोक लिया और सीएम अरविंद केजरीवाल करीब एक घंटे तक अपने मंत्रियों व विधायकों के साथ एलजी से मिलने का इंतजार करते रहे लेकिन एलजी ने विधायकों के साथ मिलने से इन्कार कर दिया। इस दौरान सीएम अरविंद केजरीवाल ने कहा कि दिल्ली की जनता तानाशाही सहन नहीं करेगी। दिल्ली लोकतंत्र से चलेगी। एलजी को संविधान और सुप्रीम कोर्ट के आदेश मानने ही पड़ेंगे। दिल्ली को तानाशाही नहीं, बल्कि संविधान और जनतंत्र चाहिए। जनता के हक़ के लिए हमारा संघर्ष जारी रहेगा। सीएम अरविंद केजरीवाल ने कहा कि यह दुखद है कि एलजी साहब ने मुख्यमंत्री, उपमुख्यमंत्री और सभी मंत्रियों-विधायकों से मिलने से इन्कार कर दिया। हम दिल्ली के दो करोड़ लोगों का प्रतिनिधित्व करते हैं। एलजी साहब ने एक तरह से दिल्ली के दो करोड़ लोगों का अपमान किया है। वे कहते हैं कि मैं सुप्रीम कोर्ट को नहीं मानता। ऐसे तो फिर इस देश में ना जनतंत्र बचेगा और ना संविधान बचेगा।

दिल्ली विधानसभा का आज से तीन दिवसीय सत्र की शुरूआत हुई, लेकिन हंगामे के चलते विधानसभा के स्पीकर ने सत्र को मंगलवार तक के लिए स्थगित कर दिया। विधानसभा सत्र स्थगित होने के बाद सरकारी स्कूलों के शिक्षकों को फिनलैंड ट्रेनिंग पर जाने देने की अनुमति की मांग को लेकर सीएम अरविंद केजरीवाल के नेतृत्व में सभी मंत्रियों और विधायकों ने विधानसभा से एलजी हाउस तक पैदल मार्च किया। सभी के हाथ में ‘एलजी साहब शिक्षकों को फिनलैंड जाने दो’ लिखी तख्तियां थी। सीएम अरविंद केजरीवाल सबसे आगे चल रहे थे और उनके साथ डिप्टी सीएम मनीष सिसोदिया और पीछे बाकी पूरी सरकार चल रही थी। इस दौरान ‘बच्चों की शिक्षा मत रोको, बच्चों की शिक्षा चलने दो, लोकतंत्र में एलजीशाही नहीं चलेगी, शिक्षकों को फिनलैंड जाने दो, शिक्षकों की ट्रेनिंग चलने दो, बच्चों के भविष्य के साथ खिलवाड़ बंद करो, संविधान की हत्या बंद करो, के नारे लगते रहे।

दिल्ली के हर बच्चे को अच्छी शिक्षा मिलनी चाहिए, इसीलिए हमने दिल्ली में स्कूल अच्छे किए- अरविंद केजरीवाल

इस दौरान मुख्यमंत्री अरविंद केजरीवाल ने कहा कि मैं दिल्ली के हर बच्चे को अपना बच्चा मानता हूं और हर बच्चे को अच्छी शिक्षा मिलनी चाहिए। चाहे वो गरीब का बच्चा हो या अमीर का बच्चा हो, सबको अच्छी से अच्छी शिक्षा मिलनी चाहिए। कई लोग ऐसे हैं, जिनको भगवान ने साधन दिए हैं, वो अपने बच्चों को विदेशों में पढ़ाई करने भेजते हैं। हम चाहते हैं कि गरीबों और मध्यम वर्गीय परिवारों के बच्चों को भी विदेशों जैसी अच्छी से अच्छी शिक्षा मिले। इसीलिए हमने दिल्ली में स्कूल अच्छे कर दिए। अब हम अपने सरकारी स्कूलों के शिक्षकों को विदेशों में ट्रेनिंग के लिए भेज रहे हैं। वो वहां से दुनिया की सबसे अच्छी ट्रेनिंग लेकर आएंगे। हम टीचर्स को फिनलैंड भेज रहे हैं। फिनलैंड वो देश माना जाता है, जहां दुनिया में सबसे अच्छी शिक्षा दी जाती है। इसलिए हम सरकारी स्कूलों के शिक्षकों को फिनलैंड भेज रहे थे। वहां से शिक्षक ट्रेनिंग लेकर आएं और हमारे सरकारी स्कूलों में बच्चों को शिक्षा दें। अभी तक हम हजार से ज्यादा शिक्षकों और प्रधानाचार्यों की विदेशों में ट्रेनिंग करा चुके हैं। इस बार हमें करीब 30 शिक्षकों और प्रधानाचार्यों को ट्रेनिंग के लिए फिनलैंड भेजना था। एलजी साहब ने आदेश दिया कि टीचर्स फिनलैंड नहीं जाएंगे और इन्हें भारत में ही कहीं ट्रेनिंग करा दो। यह ठीक नहीं है। दिल्ली के लोगों की चुनी हुई सरकार है, दिल्ली के बच्चे हैं, दिल्ली के लोगों के टैक्स का पैसा है और दिल्ली के लोगों के टैक्स के पैसे से शिक्षकों को ट्रेनिंग के लिए भेज रहे हैं। एलजी साहब रोकने वाले कौन होते हैं? मुझे इस बात से बहुत दुख हुआ कि एलजी साहब दिल्ली के बच्चों को अच्छी शिक्षा नहीं दिलवाना चाहते हैं।

हमें बेहद दुख है कि मुख्यमंत्री और सभी मंत्रियों-विधायकों को शिक्षकों को ट्रेनिंग पर भेजने की अनुमति देने की मांग को लेकर एलजी हाउस तक पैदल मार्च करना पड़ा- अरविंद केजरीवाल

सीएम अरविंद केजरीवाल ने आगे कहा कि सुप्रीम कोर्ट ने 4 जुलाई 2018 को कहा था कि दिल्ली के उपराज्यपाल के पास स्वतंत्र रूप से कोई भी निर्णय लेने का अधिकार नहीं है। सुप्रीम कोर्ट का आदेश साफ-साफ कहता है कि एलजी साहब के पास स्वतंत्र रूप से कोई भी निर्णय नहीं ले सकते। फिर एलजी साहब शिक्षकों को ट्रेनिंग के लिए फिनलैंड जाने से क्यों रोक रहे हैं। सीएम अरविंद केजरीवाल ने कहा एलजी साहब कहते हैं कि मैं सुप्रीम कोर्ट को नहीं मानता। अगर इस देश का कोई उपराज्यपाल या राज्यपाल यह कहेगा कि मैं सुप्रीम कोर्ट को नहीं मानता तो, फिर इस देश के अंदर ना जनतंत्र बचेगा और ना संविधान बचेगा। हमें बेहद दुख है कि आज दिल्ली के मुख्यमंत्री, दिल्ली के सभी विधायकों को किसी बड़ी चीज के लिए एलजी हाउस तक मार्च करके नहीं जाना पड़ रहा, बल्कि सिर्फ इसलिए चीज के लिए जाना पड़ रहा है कि एलजी साहब हमारे शिक्षकों को फिनलैंड ट्रेनिंग के लिए जाने दो, उनको मत रोको। दिल्ली के दो करोड़ लोगों ने वोट डालकर अपने मुख्यमंत्री को चुना है और 70 में से 62 सीट दी है। अगर वह मुख्यमंत्री अपने शिक्षकों को ट्रेनिंग के लिए फिनलैंड नहीं भेज सकता तो फिर क्या फायदा ऐसे चुनाव और जनतंत्र का क्या फायदा है। मैं उम्मीद करता हूं कि एलजी साहब को अपनी गलती का एहसास होगा और वे शिक्षकों को ट्रेनिंग के लिए जाने देंगे।

एलजी दिल्ली के बहुत सारे काम रोक रखे हैं, जब सुप्रीम कोर्ट कह रहा कि एलजी स्वतंत्र रूप से कोई निर्णय नहीं ले सकते हैं, तो वो सारे काम कैसे रुकवा सकते हैं?- अरविंद केजरीवाल

सीएम अरविंद केजरीवाल ने कहा कि इन दिनों एलजी साहब ने दिल्ली के बहुत सारे काम रोक रखे हैं। उन्होंने दिल्ली में योगा क्लास रोक दी। दिल्ली में रोज 17 हजार लोग फ्री में योग कर रहे थे। योगा क्लासेस रोक कर एलजी साहब को क्या मिला? एलजी साहब ने अफसरों को बोलकर सारे मोहल्ला क्लीनिक के सभी भुगतान रुकवा दिए। दवाइयां, टेस्ट, डॉक्टरों की तनख्वाह, मोहल्ला क्लीनिक का रेंट और मोहल्ला क्लीनिक के बिजली का बिल रूकवा दिया। इस बार उन्होंने दिल्ली जल बोर्ड की सारी पेमेंट रूकवा दी। हम चाहते हैं कि 24 घंटे पानी और यमुना की सफाई के ऊपर युद्ध स्तर पर काम हो। इसके लिए हमने कई हजार करोड़ रुपए दिल्ली जल बोर्ड के लिए रखे थे, मगर उन्होंने जल बोर्ड का कोई भी भुगतान नहीं होने दिया। हमनें बसों में महिलाओं की सुरक्षा के लिए बस मार्शल लगाए हैं। एलजी साहब ने बस मॉर्शल की तीन महीने से सैलरी नहीं देने दी। ऐसे ही पता नहीं कितने सारे काम उन्होंने रोक दिए। एलजी साहब के लिए सुप्रीम कोर्ट के ऑर्डर की कोई अहमियत नहीं है। जब सुप्रीम कोर्ट कह रहा कि एलजी स्वतंत्र रूप से कोई निर्णय नहीं ले सकते हैं, तो वो ये सारे काम कैसे रुकवा सकते हैं? मेरी एलजी साहब से अपील है कि वो संविधान और सुप्रीम कोर्ट के आदेश को मानें। मैं परसो उनसे मिलने गया था, तो उन्होंने कहा था कि यह सुप्रीम कोर्ट की राय है। मैं कहना चाहूंगा कि वो अपने साथ एक अच्छा सलाहकार रखें, जो संविधान को अच्छे से समझता हो। सुप्रीम कोर्ट के ऑर्डर राय नहीं होती। सुप्रीम कोर्ट के ऑर्डर सबके ऊपर बाध्य होते हैं।

मुझे लगता है कि एलजी बीजेपी के कहने पर दिल्ली को ठप करना चाहते हैं, वो ऐसे कैसे दिल्ली को रोक सकते हैं, यह बिल्कुल गलत है- अरविंद केजरीवाल

मीडिया से बातचीत में सीएम अरविंद केजरीवाल ने कहा कि हम अपने सरकारी स्कूलों के बच्चों को अच्छी से अच्छी शिक्षा देने के लिए टीचर्स को ट्रेनिंग देने के लिए फिनलैंड भेजना चाहते हैं। लेकिन एलजी साहब रोक रहे हैं, उनको क्या तकलीफ है? दिल्ली के लोग अपने टैक्स के पैसे से टीचर्स को ट्रेनिंग के लिए विदेश भेजना चाहते हैं। टीचर्स को विदेश जाने से रोकने वाले एलजी साहब कौन होते हैं? एलजी साहब को टीचर्स को विदेश जाने से रोकने की कोई पावर नहीं है। मुझे बहुत ज्यादा दुख हो रहा है। एलजी साहब कह रहे हैं कि टीचर्स की ट्रेनिंग अपने देश में करा लो, फिनलैंड भेजने की क्या जरूरत है? वे शिक्षकों को फिनलैंड जाने से क्यों रोक रहे हैं? यह मुझे समझ में नहीं आ रहा है। एलजी ने फाइल पर लिखा है कि शिक्षकों की ट्रेनिंग की कॉस्ट बेनिफिट एनॉलिसिस कराई जाए। इसकी क्या कास्ट बेनिफिट एनॉलिसिस हो सकती है? जब बीजेपी के बड़े-ब़ड़े नेता अपने बच्चों को पढ़ने के लिए विदेशों में भेजते हैं, तो उसकी कॉस्ट बेनिफिट एनॉलिसिस किया गया। जब इनके कई बड़े-बड़े नेता वर्ल्ड इकोनॉमिक फोरम में स्वीटजरलैंड गए, तो उसकी कॉस्ट बेनिफिट एनॉलिसिस की गई। मेरे ख्याल से एलजी साहब बीजेपी के कहने से दिल्ली को ठप करना चाहते हैं। एलजी साहब ऐसे कैसे दिल्ली को रोक सकते हैं। यह तो बिल्कुल गलत है। हम दिल्ली के दो करोड़ लोगों की जिंदगी से खेलने नहीं देंगे। हम उम्मीद करते हैं कि हमारे पैदल मार्च को उन पर असर होना होगा।

दिल्ली की चुनी हुई सरकार के पास शक्ति होनी चाहिए, एलजी के पास नहीं- अरविंद केजरीवाल

सीएम अरविंद केजरीवाल ने मीडिया के सवाल का जवाब देते हुए कहा कि दिल्ली की चुनी हुई सरकार के पास शक्ति होनी चाहिए, एलजी के पास नहीं होने चाहिए। देश के लोगों ने आजादी की लड़ाई क्यों लड़ी थी? पहले एक वायसराय होते थे, जो अंग्रेज भेजते थे, वो चलाते थे। फिर लोगों ने लड़ाई लड़ी कि हमारे देश में हमें आजादी चाहिए, हमें जनतंत्र चाहिए। चुनी हुई सरकार चाहिए। अब अगर चुनी हुई सरकार के पास अधिकार नहीं होंगे और एक सख्स के पास शक्तियां होंगी, जो कहेगा कि बस मैं सबकुछ ही हूं, तो यह जनतंत्र के लिए अच्छी बात नहीं है। हमें उम्मीद है कि सभी समस्याओं के हल निकलेंगे। दो-तीन वर्ष पहले तत्कालीन एलजी साहब सीसीटीवी कैमरों की फाइल पर हस्ताक्षर नहीं कर रहे थे। तब मैं और मनीष सिसोदिया जी व गोपाल राय जी उनके घर पर जाकर धरने पर बैठे थे। 10 दिन के धरने के बाद उन्होंने फाइल पर हस्ताक्षर किए थे। एलजी हाउस द्वारा फाइल नहीं रोके जाने के सवाल का जवाब देते हुए सीएम अरविंद केजरीवाल ने कहा कि हम कोई बच्चे नहीं है और वो हेडमास्टर नहीं है कि वो हमारे होमवर्क को चेक करते हैं। वो हेडमास्टर की तरह बर्ताव न करें। जो प्रसाव भेजा गया है, उसपर वो हां या ना करके भेजते हैं। उन्होंने दिल्ली सरकार के प्रस्ताव को दो बार नकारा है। अगर उनको कोई एतराज नहीं हैं, तो वो अभी चिट्ठी लिखकर भेज दें कि मुझे शिक्षकों को फिनलैंड भेजने से कोई दिक्कत नही हैं। बात खत्म हो जाएगी।

एलजी ने सारी कैबिनेट और विधायकों से मिलने से मना कर दिया, अब हम आगे की रणनीति पर विचार करेंगे- अरविंद केजरीवाल

सीएम अरविंद केजरीवाल अपने मंत्रियों और विधायकों के साथ करीब एक घंटे तक एलजी हाउस के बाहर सड़क पर मिलने का इंतजार करते रहे। लेकिन एलजी से अंत में मिलने से साफ इन्कार कर दिया। इस पर सीएम अरविंद केजरीवाल कहा कि एलजी ने मिलने से इंकार कर दिया है। यह बेहद दुख की बात है कि दिल्ली के मुख्यमंत्री, उपमुख्यमंत्री, सभी मंत्री और विघायक एलजी साहब के घर के बाहर खड़े हैं और उन्होंने हम सब से मिलने से इन्कार कर दिया। हम बहुत छोटे हैं। हमारी कोई औकात नहीं है, लेकिन हम दिल्ली के दो करोड़ लोगों का प्रतिनिधित्व करते हैं। यह एक तरीके से एलजी साहब ने दिल्ली के दो करोड़ लोगों का अपमान किया है। यह अच्छी बात नहीं है। इस किस्म की मानसिकता भी ठीक नहीं है कि कोई अपने आपको बड़ा समझने लगे कि लोगों का अपमान करना शुरू करे। यह बहुत दुख और खेद की बात है कि एलजी ने सारी कैबिनेट और विधायकों से मिलने से मना कर दिया। अब आगे की रणनीति पर हम लोग विचार-विमर्श करेंगे।

सीएम ने ट्वीट कर कहा, ‘‘दिल्ली की जनता तानाशाही सहन नहीं करेगी। दिल्ली लोकतंत्र से चलेगी। एलजी साहब को संविधान और सुप्रीम कोर्ट के आदेश मानने ही पड़ेंगे।’’
सीएम ने एक अन्य ट्वीट में कहा, ‘‘दिल्ली को तानाशाही नहीं, बल्कि संविधान और जनतंत्र चाहिए। जनता के हक़ के लिए हमारा संघर्ष जारी रहेगा।’’
सीएम अरविंद केजरीवाल ने एक और ट्वीट कहा, ‘‘माननीय एलजी का कहना है कि उन्होंने शिक्षकों के फ़िनलैंड प्रशिक्षण प्रस्ताव को कभी नहीं रोका। यदि ऐसा है, तो क्या माननीय उपराज्यपाल कृपया मुझे एक पत्र लिखकर कह सकते हैं कि उन्हें फ़िनलैंड में शिक्षकों की ट्रेनिंग के प्रस्ताव पर कोई आपत्ति नहीं है और मामला खत्म हो जाएगा?’’

वहीं, उपमुख्यमंत्री मनीष सिसोदिया ने कहा कि दिल्ली सरकार चाहती हैं कि शिक्षकों को ट्रेनिंग के लिए फिनलैंड भेजे। हम पहले भी एक हजार से ज्यादा शिक्षकों और प्रधानाचार्यों को ट्रेनिंग के लिए विदेश भेज चुके हैं। अब एलजी साहब कह रहे हैं कि देश में ही कहीं ट्रेनिंग करा लो। अगर वो शिक्षा के क्षेत्र में देश- दुनिया में सबसे आगे हैं और अगर दिल्ली की चुनी हुई सरकार वहां शिक्षकों को ट्रेनिंग के लिए भेजना चाहती है, तो एलजी साहब को इसमें आपत्ति क्यों हैं? वह क्यों उसमें टांग अड़ाना चाहते हैं? गरीब बच्चों को अच्छी शिक्षा मिलने से एलजी साहब को क्या दिक्कत है? उन्होंने कहा कि संविधान में उनके पास कोई शक्ति नहीं है। संविधान की व्याख्या जो सुप्रीम कोर्ट ने की है, उसमें साफ लिखा है कि दिल्ली की चुनी हुई सरकार निर्णय लेगी, एलजी निर्णय नहीं लेंगे। एलजी साहब को हमारी बात माननी पड़ेगी। अगर चुनी हुई सरकार शिक्षकों को विदेश भेजना चाहती है, तो एलजी टीचर्स को अच्छी ट्रेनिंग क्यों नहीं करने देना चाहते। डिप्टी सीएम ने कहा कि हमारे खिलाफ षड़यंत्र रचा गया है। एमसीडी चुनाव से ठीक पहले मोहल्ला क्लीनिक, जल बोर्ड का भुगतान रोका गया, पेंशन रोकी गई। एलजी साहब के पास यह अधिकार नहीं है कि वो इन चीजों को रोकें।

उपमुख्यमंत्री मनीष सिसोदिया ने ट्वीट कर कहा, ‘‘विधायकों के साथ मुख्यमंत्री अरविंद केजरीवाल जी और मैं एलजी साहब से मिलने गए थे, ताकि उनसे निवेदन कर सकें कि शिक्षकों को फ़िनलैंड ट्रेनिंग पर जाने से न रोकें। एलजी साहब ने विधायकों के साथ मिलने से मना कर दिया। एलजी साहब! दिल्ली की जनता के चुने हुए विधायकों से मिलने में क्या डर है?’

सड़क पर एक घंटा इंतजार कराने के बाद एलजी सभी विधायकों के साथ मिलने को नहीं हुए तैयार

विधानसभा से पैदल मार्च करते हुए सीएम अरविंद केजरीवाल के नेतृत्व में पूरी दिल्ली सरकार एलजी हाउस पहुंची। यहां पहले से ही पुलिस तैनात थी। पुलिस ने राज निवास मार्ग पर श्री लक्ष्मी नारायण ट्रस्ट गुजरात सीनियर सेकेंडरी स्कूल के पास सीएम अरविंद केजरीवाल पैदल मार्च में शामिल सभी लोगों को रोक लिया। यहां करीब एक घंटे तक सीएम अरविंद केजरीवाल और अन्य लोग एलजी से मिलने के इंतजार में खड़े रहे। काफी देर बाद एलजी हाउस से संदेश आया कि सीएम अरविंद केजरीवाल और डिप्टी सीएम मनीष सिसोदिया आकर एलजी से मिल सकते हैं। सीएम अरविंद केजरीवाल ने इसका विरोध करते हुए कहा कि एलजी साहब हमें और डिप्टी सीएम को मिलने के लिए बुला रहे हैं, यह हमें मंजूर नहीं है। यहां आए सभी लोग जिम्मेदार लोग हैं। एलजी साहब की संवैधानिक जिम्मेदारी है कि वो सभी लोगों से मिलें। एलजी साहब दिल्ली के कामों को रोक रहे हैं, शिक्षकों को फिनलैंड जाने से रोक रहे हैं। इससे सभी लोगों का मन दुखी है। सीएम अरविंद केजरीवाल संग सभी मंत्री और विधायक एलजी से मिलने के संदेश का इंतजार करते रहे, लेकिन करीब एक घंटे बाद एलजी ने सीएम और मंत्रियों से मिलने से इन्कार कर दिया। जिसके बाद सीएम अरविंद केजरीवाल अपने सभी मंत्रियों और विधायकों के साथ वापस लौट आए।

‘‘आप’’ विधायकों ने सदन में एलजी के खिलाफ की नारेबाजी

दिल्ली विधानसभा का आज से तीन दिवसीय सत्र की शुरूआत हुई, जो कुछ देर बाद स्थगित हो कर दी गई। सत्र की शुरूआत में आम आदमी पार्टी के विधायक सौरभ भारद्वाज ने ‘‘बच्चों की शिक्षा तथा अध्यापकों के प्रशिक्षण में हो रहे अवैधानिक व अवांछित अवरोधों और दखलंदाजी’’ के संबंध में डिप्टी सीएम एवं शिक्षा मंत्री मनीष सिसोदिया का ध्यान आकर्षित किया। सौरभ भारद्वाज ने सदन को संबोधित करते हुए कहा कि भाजपा के विधायक हर तरीके से एलजी साहब की वकालत कर रहे हैं। शिक्षकों से एलजी साहब की क्या दुश्मनी है। एलजी साहब शिक्षकों की कास्ट बेनिफिट एनॉलिसिस करने को कह रहे हैं। क्या एलजी साहब का कास्ट बेनिफिट एनॉलिसिस किया जाना चाहिए कि एलजी की दिल्ली में क्या जरूरत है, उन पर कितना खर्च होता है और दिल्ली वालों को क्या फायदा मिल रहा है? एलजी हाउस का खर्च दिल्ली का करदाता दे रहा है। एलजी दिल्ली सरकार के हर काम को रोक रहे हैं, दिल्ली के विकास को रोक रहे हैं। इस दौरान आम आदमी पार्टी के विधायकों ने एलजी द्वारा शिक्षकों को फिनलैंड जाने से रोके जाने पर नारेबाजी की और का सदन ‘गरीबों के बच्चों को पढ़ने दो, टीचर ट्रेनिंग होने दो, शिक्षकों को फिनलैंड जाने दो’ के नारे से गूंज उठा।
