Chief minister Mr Arvind Kejriwal on Wednesday wrote to the Union Minister of State (Independent Charge), for Housing and Urban Affairs Mr Hardeep Singh Puri regarding the land on which the Sant Ravidas Temple existed at Tughlaqabad in South Delhi.
The Chief Minister wrote to Mr Puri requesting the Centre to denotify the land parcel, currently Forest land, and divert it for the purpose of building the temple.
The Chief Minister wrote:“The Delhi Development Authority (DDA) demolished the Sant Ravidas Temple in Tughlaqabad Village of Delhi on 10th August 2019. This has caused tremendous hurt to the sentiments of crores of people. Sant Ravidas Ji was a revered saint, not just for the Dalit community, but for all communities. His teachings have been empowering and uplifting for generations of people over five centuries.”
Mr Kejriwal stated in his letter that although the temple and all other property had been demolished, it was still possible to restore the temple. He wrote, “I have been given to understand that there is still an opportunity to correct this injustice, and restore the Sant Ravidas Ji temple. The DDA can exercise its discretion to act in accordance with the public sentiment.”
The Chief Minister further wrote :“Since the land is under ownership of the DDA, only the Centre can initiate the denotification of the land in question. This is Forest land under ownership and control of the DDA. As the agency that has possession and title over it, it will have to initiate the process. DDA will need to submit a proposal to the Ministry of Environment, Forest and Climate Change through the Government of NCT of Delhi, for notifying the diversion of the land.”
The Chief Minister assured Mr Puri that his government would act in a time-bound manner on the proposal to denotify the land. He wrote, “I will ensure that State Government will take up the matter immediately and that it is decided in accordance with law in a time bound manner.”
On the matter of reconstruction of the temple, he wrote, “If the Government of India makes the land available to the society that was running the temple, with your support and blessings, the Delhi government will be pleased to carry out the reconstruction of the temple.”
In this matter, Delhi Social Welfare Minister Mr Rajendra Pal Gautam has already written to the DDA vice-chairman, and in his letter Mr Gautam had stated that is for the DDA to initiate the proposal for denotification of the land on which the Sant Ravidas Temple existed.
Mr Gautam informed that following his letter, he also had a telephonic conversation with DDA vice-chairman, but so far he has not received any response to his letter.
मुख्यमंत्री श्री अरविंद केजरीवाल ने केंद्र से संत रविदास मंदिर की जमीन को डि-नोटिफाई करने का अनुरोध किया

– मुख्यमंत्री ने श्री हरदीप सिंह पुरी से कहा, केंद्र के सहयोग से हम संत रविदास जी के मंदिर को दोबारा बनवाएंगे
नई दिल्ली। मुख्यमंत्री श्री अरविंद केजरीवाल ने केंद्रीय आवासीय एवं शहरी विकास राज्य मंत्री (स्वतंत्र प्रभार) श्री हरदीप सिंह पुरी को तुगलकाबाद स्थित ढहाये गये संत रविदास मंदिर की जमीन को लेकर बुधवार को एक पत्र लिखा है। मुख्यमंत्री ने अपने पत्र में श्री हरदीप सिंह पुरी से अनुरोध किया है कि केंद्र जमीन को, जो कि इस समय वन विभाग की है, मंदिर बनाने के लिए डि-नोटिफाई करे।
अपने पत्र में मुख्यमंत्री ने लिखा है, “दिल्ली विकास प्राधिकरण (डीडीए) ने 10 अगस्त, 2019 को तुगलकाबाद गांव में संत रविदास जी का मंदिर ढहा दिया था। इससे करोड़ों लोगों की भावनाओं को ठेस पहुंची है। इस मंदिर को ढहाये जाने के बाद संत रविदास जी के अनुयायी दुनिया भर में और दिल्ली में भारी विरोध प्रदर्शन कर रहे हैं। संत रविदास जी न केवल दलित समाज के बल्कि सभी समुदायों के श्रद्धेय संत थे। पिछले पांच शताब्दियों से संत रविदास जी की शिक्षाएं हर पीढ़ी को सशक्त बना रही हैं और दिशा दिखा रही हैं।“
श्री केजरीवाल ने अपने पत्र में लिखा है कि हालांकि मंदिर और अन्य संपत्तियां ढहा दी गई हैं लेकिन अब भी मंदिर को दोबारा स्थापित करने की संभावनाएं बाकी हैं। उन्होंने लिखा है, “मुझे बताया गया है कि मंदिर को दोबारा स्थापित करने और इस अन्याय को ठीक करने का अभी भी अवसर है। जनता की भावनाओं के अनुरूप कार्य करने के लिए डीडीए अपने विवेक का इस्तेमाल कर सकती है।“
मुख्यमंत्री ने अपने पत्र में आगे लिखा है, “चूंकि जमीन पर डीडीए का स्वामित्व है और केवल केंद्र ही जमीन का डिनोटिफिकेशन कर सकता है। ये वन विभाग की जमीन है और डीडीए का नियंत्रण है। जमीन के बदलाव को नोटिफाई करने के लिए दिल्ली सरकार के जरिये डीडीए को पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय को एक प्रस्ताव प्रस्तुत करने की जरूरत होगी।“
मुख्यमंत्री ने श्री हरदीप सिंह पुरी को आश्वासन दिया है कि उनकी सरकार जमीन को डि-नोटिफाई करने के प्रस्ताव पर तय समय सीमा के भीतर काम करेगी। उन्होंने लिखा, “मैं यह सुनिश्चित करूंगा कि राज्य सरकार तुरंत इस मामले पर करे और इस मामले में तय समय सीमा के भीतर कानून के हिसाब से निर्णय ले।“
मंदिर के दोबारा निर्माण को लेकर उन्होंने लिखा है, “भारत सरकार अगर मंदिर का संचालन करने वाली सोसाइटी को जमीन उपलब्ध करा दे तो आपके सहयोग से दिल्ली सरकार मंदिर का दोबारा निर्माण कराने में खुशी महसूस करेगी।“
इस मामले में दिल्ली के सोशल वेलफेयर मिनिस्टर श्री राजेंद्र पाल गौतम पहले ही डीडीए के वाइस चेयरमैन को पत्र लिख चुके हैं। अपने पत्र में श्री गौतम ने कहा था कि जिस जमीन पर संत रविदास मंदिर था, उस जमीन को डि-नोटिफाई करने का प्रस्ताव डीडीए शुरू करे।
पत्र के अलावा श्री राजेंद्र पाल गौतम ने डीडीए के वाइस चेयरमैन से टेलीफोन पर भी बातचीत की थी लेकिन अब तक उन्हें अपने पत्र का कोई जवाब नहीं मिला है।
