Cabinet approves major relief in various fees charged from autorickshaws
The Delhi Cabinet, in its meeting on Tuesday, chaired by the Chief Minister, Shri Arvind Kejriwal approved the Department of Transport’s proposal to revise the fees for various transactions of auto rickshaws.
The proposal of the Transport Department approved by the Cabinet is as follows :

Fees in respect of grant as well as renewal of permit is contained in Rule 59(1)(a) of Delhi Motor Vehicle Rules, 1993 which is Rs.1000/-.  It is proposed to reduce this fee to Rs.500/-.  An amendment would be required to be made in Rule 59(1)(a) to give effect to this proposal.
It is further decided that the following fee may not be charged from auto rickshaw owners / drivers and the same shall be paid by Transport Department :-
GPS Tracking Charges [presently being charged @ Rs.100/- per month plus GST];
Charges for SIM [presently being charged @ Rs.495/- plus GST per year]. 
All fresh changes shall come into effect from 1st September, 2019.  Only the fees in respect of grant as well as renewal of permit is contained in Rule 59(1)(a) of Delhi Motor Vehicle Rules, 1993, shall come into effect from 15thOctober by when necessary changes in DMVR shall be made by Transport Department.
Background

1.                     The Auto Rickshaw owners / drivers have to pay fee for various transactions to the Transport Department / Government of NCT of Delhi.  Categories of transactions for which fee is required to be paid by auto rickshaw owners / drivers, are as under :-
               Fitness fee
               Fitness penalty for late fee
               Registration / Re-registration
               Duplicate Registration Certificate
               Transfer of Ownership
               Penalty
               Hire Purchase Addition
               Permit (Grant / Renewal)
   Apart from above, GPS Tracking Charges are being paid @ Rs.100/- per month plus GST.  Also they have to pay SIM charges @ Rs.495/- plus GST per year.
               ***
