बीजेपी द्वारा दक्षिणी दिल्ली लोकसभा की मतदाता सूची में भारी हेरफेर .
*चुनाव में छेड़छाड़ करने के अवैध तरीके आज़मा रहीं बीजेपी
* पिछले एक साल में लगभग एक लाख मतदाताओं को मतदाता सूची से असंवैधानिक रूप से हटा दिया गया
* मतदाता सूची में असंवैधानिक तरीके से हेरफेर करना लोकतंत्र की हत्या एवं आपराधिक अधिनियम है, दोषी अधिकारियों के खिलाफ सख्त से सख्त कार्यवाही होनी चाहिए
किसी भी लोकतंत्र में, चुनावी रोल की पवित्रता को अनदेखा नहीं किया जा सकता है। यह लोकतंत्र का आधार है जिससे हर योग्य नागरिक संविधान और जन प्रतिनिधित्व अधिनियम, 1950 के तहत उसे अपनी सरकार का चयन करने का अधिकार होता है। उचित चुनावी रोल एक निष्पक्ष और न्यायोचित चुनाव के लिए पूर्व आवश्यकता हैं।
पिछले साढ़े चार साल की सरकार में भाजपा ने एक भी ऐसा जनहित का कार्य नहीं किया जिसको लेकर वो जनता के बीच जाकर वोट मांग सके। इसीलिए भाजपा सरकार पूरी तरह से बौखला चुकी है और क्योंकि वह हर क्षेत्र में नाकाम रही है और जनता ने उन्हें सरकार से बाहर निकालने का संकल्प किया है, इसीलिए चुनाव जीतने के लिए भाजपा किसी भी हद तक जाने को और सारे गैर संवेधानिक कृत्य करने पर आतुर हो गई है। भाजपा चुनावों में हेरफेर करने के लिए विभिन्न “स्वतंत्र एजेंसियों” पर दबाव डाल रहे हैं।
एक चौंकाने वाले रहस्योद्घाटन में, यह हमे पता चला है की दक्षिणी दिल्ली लोक सभा में करीब 1,00,000 मतदाताओं को भाजपा के आदेश पर अपने संबंधित मतदाता सूची से असंवैधानिक रूप से हटा दिया गया है। हमारा मानना है कि यह चुनावों के लिए एक प्रेरित चाल का हिस्सा है और मतदाता सूची से हटाने के लिए उचित प्रक्रिया का पालन नहीं किया गया है।
मतदाता सूची से किसी को हटाने के लिए, चुनाव आयोग एक प्रक्रिया का पालन करता है, जो निम्न प्रकार होती है…
1. एक निश्चित मतदाता को हटाने के लिए चुनाव आयोग के साथ एक शिकायत दर्ज की जाती है, (आमतौर पर मृत्यु या स्थानांतरण की स्थिति में) ।
2. चुनाव आयोग फिर संबंधित पते पर एक पुष्टिकरण पत्र भेजता है।
3 . तथ्यों को दोबारा जांचने के लिए चुनाव आयोग किसी व्यक्ति को उस पते पर भेजता है।
4. फिर वह अपने निष्कर्षों के बारे में रिपोर्ट चुनाव आयोग को प्रस्तुत करता है।
5. यदि यह पाया जाता है कि क्या वास्तव में स्थानीय चुनावी रोल से हटाने का आधार मौजूद है तो वेबसाइट पर एक नोटिस डाल दिया जाता है। और मतदाता को अपने निष्कासन के लिए सवाल उठाने का अवसर प्रदान किया जाता है।
6. इस प्रक्रिया के पूरी होने के बाद ही, चुनाव आयोग एक मतदाता के विवरण को हटा सकता है।
दक्षिणी दिल्ली के 1,00,000 मतदाताओं को मतदाता सूची से हटाने की प्रक्रिया में किसी भी प्रकार से चुनाव आयोग द्वारा बनाए गए नीति नियमों का पालन नहीं किया गया है । कारणों की सूचना दिए बिना या मतदाताओं को अवसर दिये बिना मतदाता सूची से मतदाताओं को इस तरह के मनमाने ढंग से हटाना व्यक्ति के लोकतांत्रिक अधिकार का एक बड़ा उल्लंघन है।
चुनाव आयोग के साथ बैठक में बीजेपी ने कल मतदाता सूची में दखल देने और छतरपुर सूची से 14,000 मतदाताओं को और तुगलकाबाद से 5000 मतदातों को हटाने में अपना हाथ बताया| इसके साथ-साथ पिछले एक साल में हर विधान सभा से 10,000 मतदाता हटाए गए है| इस दर पर, 2015 के चुनावों के बाद से केवल मतदाता सूचि से हेराफेरी की वास्तविक सीमा का अनुमान ही लगाया जा सकता है।
दक्षिणी दिल्ली निर्वाचन क्षेत्र के कई लोगों ने बताया कि उन्हें चुनाव आयोग से कॉल प्राप्त हुए हैं, जो उन्हें सूचित करते हैं कि उनके नाम मतदाता सूची से हटाए जाने की प्रक्रिया में हैं। इस गैर संवेधानिक तरीके से मतदाताओं के नाम मतदाता सूची से काटे जाने के पुरे प्रकरण में एक बेहद ही चौकाने वाली बात सामने आई। तुगलकाबाद के हमारे विधायक, सही राम के परिवार के सदस्यों को बिना किसी कारण के मतदाता सूची से गलत तरीके से हटा दिया गया है, और वह भी बिना किसी सूचना के। यह चुनाव आयोग में अधिकारियों के साथ मिलकर बीजेपी द्वारा आपराधिक इरादे और भारी अनुपात का घोटाला है।
लोकतंत्र की यह तबाही एक आपराधिक कार्य है! मीडिया के माध्यम से आम आदमी पार्टी ने इस सम्बन्ध में एक उच्च-स्तरीय जाँच की मांग के साथ साथ कुछ प्रश्न चुनाव आयोग के समक्ष रखे, जो निम्न प्रकार हैं…..
1. मतदाता सूची से मतदाताओं के नाम हटाने के कारण प्रदान किए जाने चाहिए
2. वोट के अधिकार को पुनर्स्थापित किया जाए, जो की गैरकानूनी, गलत और एक पार्टी विशेष से प्रेरित होकर बहिष्कृत किये गए हैं
3. विभिन्न मतदाता सूचियों के नामों के मनमाने ढंग से हटाने जाने की जांच होनी चाहिए
4. लोकतंत्र की हत्या करने के लिए, और मनमाने ढंग से मतदाता सूचि से मतदाताओं के नाम हटाने वाले अफसरों के खिलाफ सख्त कार्रवाई होनी चाहिए और जिम्मेदार अधिकारियों को सख्त से सख्त सज़ा मिलनी चाहिए!
मीडिया के माध्यम से दक्षिणी दिल्ली लोकसभा प्रभारी राघव चड्ढा ने कहा कि इन चौंकाने वाले रहस्योद्घाटनों के चलते और बीजेपी के लालच को देखते हुए मैं दिल्ली के नागरिकों से अपील करता हूं कि वे *राष्ट्रीय वोटर्स सर्विसेज पोर्टल (www.nvsp) पर लॉग ऑन करें और अपने नामों को चुनावी रोल में देखें । यह बेहद महत्वपूर्ण है क्योंकि चुनावी रोल न केवल वोट देने के किसी लोकतांत्रिक अधिकार की रक्षा करते हैं बल्कि ड्राइविंग लाइसेंस, किराया समझौते, राशन कार्ड इत्यादि जैसे महत्वपूर्ण दस्तावेज प्राप्त करने में भी आवश्यक होता है।
प्रधान मंत्री मोदी और उनकी भाजपा सरकार हमारे देश के आर्थिक संकट के लिए ज़िम्मेदार हैं, उन्होंने डर और ध्रुवीकरण का माहौल पुरे देश में बना दिया है! वे अपने किसी भी वादे को पूरा करने में असफल रहे हैं। लोग अब मोदी जी के झूठ और जुमलों से परेशान है और इसने बीजेपी को झटका दिया है और उन्हें पता है कि उन्हें अपमानजनक हार का सामना करना पड़ेगा, जैसा उन्होंने दिल्ली विधानसभा चुनाव 2015 में किया था| इस प्रकार मतदाता सूची धोखाधड़ी, ईवीएम मशीन से छेड़खाड़ और चुनावी प्रक्रिया में हस्तक्षेप करना ही भाजपा को जीत का एक मात्रा रास्ता नज़र आ रहा है!

• Massive Voter Fraud in South Delhi Lok Sabha by BJP EXPOSED
• Rattled BJP resorting to illegal means to manipulate the elections
• About 1,00,000 voters unconstitutionally and illegally deleted from voter list in last one year
• Due process of exclusion not followed by Election Commission
• Investigation reveals that votes deleted are of polling booths which AAP has overwhelmingly won in successive elections

• Subversion and murder of democracy through manipulation of electoral roll is a criminal act, demand arrests for defaulting officers
In any democracy, the sanctity of the electoral roll cannot be overlooked. It is the bedrock of democracy where every rightful citizen is enlisted and given his right and power to cast his vote and choose his government under the Constitution and Representation of People Act,1950. Proper electoral rolls are a prerequisite to a fair and just elections.
As we are approaching fresh rounds of elections, the incumbent BJP government is completely rattled as they have failed to perform on all fronts and the public has resolved to throw them out of the government. In their desperate bid to win elections they are willing to go to any extents and are exerting pressure on various “independent agencies” to manipulate the elections.
In a shocking revelation, it has come to our notice that about 1,00,000 voters from South Delhi Parliamentary constituency have been unconstitutionally and illegally removed from their respective voter lists at the behest of BJP. It is understood that it is a part of a motivated ploy to rig elections and due process for deletion from voter list has not been followed.
We have perused the portions of the deleted voters list and have identified that in the last 18months approx. 7,500 voters removed from Chattarpur Assembly Segment, 5,800 removed from Tuglakabad, 12,000 removed from Bijwasan and so on with an average of 10,000 voters removed from every Vidhan Sabha in the past one and a half year alone. With 10 Assembly Segments in one Parliamentary Constituency, it comes to about 1,00,000 votes in the last 18 months. We shudder to think the real extent of voter fraud since 2015 elections.
Several people from South Delhi parliamentary constituency reported that they received notices / letters from Election Commission informing them that their names are in the process of being deleted from the electoral rolls and upon inquiry they identified that their names have been deleted. Upon preliminary investigation, we have discovered that most of these deletions are concentrated in the poll booths where AAP has been overwhelmingly winning in successive elections thereby confirming that BJP is clearly scared of AAP and is getting AAP votes deleted. The testimony of this lies in the fact that MLA from Tughlakabad, Shri Sahi Ram’s family members have been wrongfully removed from the voter list for no reason and without any intimation whatsoever. This is a scam of criminal intent and huge proportions by BJP in connivance with officers in the election commission to get voters of AAP removed from voter list.
Various safeguards against unfair deletions that have been mentioned in the manual of electoral rolls by the Election Commission include:
1. Field Verification in each and every case in the event of multiple entries.
2. In case of shifting and relocation, the voter is supposed to submit form 7 to have his name removed from previous location
3. If under any circumstance, voter is untraceable for officer, a notice is to be stuck on his address in presence of adults from his family or immediate neighbourhood.
4. Deletion in case of deceased can only happen upon obtaining verified death certificate.
5. Intimation must be made via text/email if phone numbers unavailable
6. Final list of deletions must be shared with all recognised political parties
None of the above have been followed in several cases.
In the case of the 1,00,000 voters from South Delhi, the process has been opaque and arbitrary. Such arbitrary deletion of voters from the electoral list without informing of the reasons or giving an opportunity to people to present their case as to why the selected people’s names should not be removed is a gross violation of every individual’s right to vote.
It is also evident that this is the very reason the BJP government wants to retain all control over the Services Department and control and pressurise the officers with the threats of transfers and other intimidation tactics. While many officers are being pressurised, many are wilfully subservient to the wishes of supreme leader. It is almost as though they have worn khakhi shorts underneath their pants. To all the government officers fulfilling the BJP’s wishes, we urge them to officially join the party and stop degrading the office they hold by being bootlickers.
We will be proceeding to CM residence after this to demand an investigation and to demand that defaulting officers be thrown out of their duty.
This sabotage of democracy is a criminal act and we demand that a high level inquiry is set up to investigate into the matter. *Our demands*:
1. The reasons for deletion of the names of voters from the voter lists must be provided
2. The right to vote must be restored for all illegal, wrongful, motivated exclusions that have occurred
3. To conduct an inquiry into the arbitrary deletion of the names from various voter lists
4. To try the defaulting officers responsible for the arbitrary deletions for murder of democracy and to take strictest actions against them.
In the wake of these shocking revelations and as BJP’s desperation gets more and more out of hand, I appeal to the citizens of Delhi to log on to National Voter’s Services Portal at www.nvsp.in and check their names in the electoral roll. This is extremely important as electoral rolls not only safeguard one’s democratic right to vote but it is also required to obtain important documents like driving license, rent agreements, ration cards,etc.
PM Modi and his government are responsible for the economic crisis in our country, they have caused vicious atmosphere of fear and polarisation and have absolutely failed to deliver on any of their promises. As more and more people see through their lies and propaganda, there is a wave of disillusionment against Modi. This has rattled the BJP and they are aware that they will face humiliating defeat, like they did in Delhi Vidhan Sabha elections 2015 and thus resorting to using the EC to manipulate and meddle with the electoral process through voter list fraud, and gerrymandering with EVM machine amongst others.
