*चुनाव आयोग में दर्ज की भाजपा द्वारा शिकायत पर*

भारत की अहम् संस्थानों को तोड़ने और बर्बाद करने की अपनी परंपरा को जारी रखते हुए, अब भाजपा चुनाव आयोग का दुरूपयोग कर लोकतंत्र पर हमला कर रही है|
चुनावी धोखाधड़ी के प्रयासों के खिलाफ अपनी लड़ाई में, AAP ने भाजपा के मतदाता सूचि से भारी मात्रा में मतदाताओं के विलोपन के घोटाले का पर्दाफाश किया| दिल्ली में तीस लाख से अधिक मतदाताओं के नाम भाजपा कटवा दिए है| ये अस्पष्टीकृत विलोपन उन क्षेत्रों में केंद्रित हैं जहाँ 2015 के चुनावों में भाजपा की अपमानजनक हार हुई थी।
चुनाव आयोग ने भी स्वीकारा है की दिल्ली से भारी मात्रा में मतदाता सूचि से लोगों के नाम हटा दिए गए है| चुनाव आयोग ने अपनी वेबसाइट पर हटाए गए मतदाताओं की एक सूची अपलोड की थी, हालांकि वह अधूरी और अपरिपूर्ण थी। परिस्थिति को देखते हुए, जब AAP ने विस्तृत तथ्यों, आंकड़ों और सांख्यिकीय विश्लेषणों के साथ अवैध विलोपन और वर्तमान मतदाता जिनके नाम हटाए गए थे, उनकी सूचि सार्वजनिक कि तो चुनाव आयोग ने अपनी वेबसाइट से सूची को हटा दिया।
जब पूर्व CEC ने AAP द्वारा उजागर किए गए मुद्दों की पुष्टि करने के लिए एक फील्ड सर्वेक्षण का निर्देश दिया, तो चुनाव आयोग द्वारा नियुक्त अधिकारी उनके साथ एक अलग ही सूचि लेकर आये थे। ऐसा ही नहीं था कि सूची वेबसाइट पे दी गयी सूची के अनुरूप नहीं थी, अधिकारियों की सूची ने पुष्टि की, कि वेबसाइट की सूची गलत और अधूरी थी। ECI द्वारा नियुक्त अधिकारीयों ने सर्वेक्षण के समय उसी अधूरी और गलत सूचि को अपनी जांच का आधार बनाया| ऐसे कुछ निवासी भी थे जो बरसों से अपने घर में रह रहे थे लेकिन उनके नाम मतदाता सूचि से काँट दिए गए थे जो अपनी शिकायत लेके आये, लेकिन अधिकारियों ने उनकी बिलकुल नहीं सुनी|
भूतपूर्व CEC जिन्होंने सर्वेक्षण के आदेश दिए थे, उन्होंने सर्वे की रिपोर्ट को सार्वजनिक किए बिना आप की आलोचना की| रिपोर्ट अनुसार कोई गंभीर मुद्दा सामने नहीं आया। चौंकाने वाली बात यह थी कि रिपोर्ट में इस तथ्य को भी स्वीकार नहीं किया गया है कि मतदाता खुद अधिकारियों से संपर्क कर रहे थे क्यूंकि उनका नाम गलत तरीके से हटाया गया था|
AAP ने अपने आरोपों के आधार पर श्रमसाध्य विस्तार में खुलासा किया है और बताया कि कैसे तीस लाख से अधिक मतदाताओं को व्यवस्थित रूप से मतदाता सूची से हटा दिया गया है। दिल्ली जैसे राज्य में जहां जनसंख्या में लगभग पाँच से छह लाख की वार्षिक वृद्धि होती है, और जहाँ मतदाताओं की संख्या में हमेशा हर चुनाव से पहले वृद्धि देखी जाती है, यह वाकई संदेहजनक है की इस बार मतदाता सूचि से मतदाताओं की संख्या कम हुयी है । इससे भी अधिक असंगत तथ्य यह है कि कमी एक समान नहीं है, लेकिन उन समूहों पर व्यवस्थित रूप से लक्षित है जो भाजपा को हराना चाहते है, विशेषकर AAP को वोट देने वाले|
भाजपा ने अब चुनाव आयोग की सहायता के लिए उनपे लगे आरोपों का स्पष्टीकरण देना चालु कर दिया है, जो कि चुनाव आयोग खुद भी नहीं दे पा रहा है।आश्चर्य कि बात है कि भाजपा को कैसे लगता है कि हटाए जाने वाले मतदाताओं की संख्या केवल तीन लाख थी, जब चुनाव आयोग का अपना रिपोर्ट किया गया आंकड़ा दस लाख के करीब है? इससे भी बड़ा चिंता का विषय भाजपा का मतदाताओं को हटाने के लिए स्पष्टीकरण है – मतदाताओं का “निष्क्रिय” होना।एक “निष्क्रिय” मतदाता को हटाने के लिए कोई कानूनी आधार नहीं होता, ये भाजपा के नेता समझने में विफल है या तो जानते हुए भी परवाह नहीं करते|
यह स्पष्ट है कि भाजपा अभी भी 2015 के चुनावों में अपनी अपमानजनक हार का दिल्लीवालों से बदला ले रही है। दिल्ली के लोगों की ईमानदारी से सेवा करने के बजाये और लोकतांत्रिक रूप से चुनी हुई सरकार को कार्य करने में समर्थन देने कि बजाय, भाजपा ने मतदाता सूची से मतदाताओं को ही हटा देने का रास्ता चुना है|
इस तरह के बड़े पैमाने पर चुनावी धोखाधड़ी करने के बाद, यह बेतुका है कि भाजपा अब खुलेआम अपने कार्यों का बचाव करने की कोशिश कर रही है और चुनाव आयोग के नाम का उपयोग कर रहा है। यह स्पष्ट करता है कि भाजपा ने बड़े पैमाने पर मतदाताओं को हटाने का काम किया। यह और भी दुर्भाग्यपूर्ण है कि चुनाव आयोग, एक संवैधानिक प्राधिकार, मूकदर्शक बना हुआ है और एक राजनीतिक दल को अपनी ओर से अपनी बात कहने की अनुमति देता है|

In keeping with its tradition of breaking institutions from the inside and defending ones that toe its line, BJP has now trained its targets on the very fabric of democracy from the shoulders of the Election Commission.
In its unrelenting fight against BJP’s attempts at engineering electoral frauds, the AAP pointed out the fact that the BJP, got deleted close to thirty lakh voters in the National Capital Territory of Delhi since the 2015 elections. Conveniently enough for the BJP, the deletions were of voters, and in areas where it suffered some of its most humiliating defeats in the 2015 elections.
That votes have been deleted is a fact that even the EC has not denied – nor can it, given that it had itself uploaded a list of deleted voters on its website, though woefully incomplete. Given this inconvenient circumstance, when the AAP made public the illegal deletions with detailed facts, figures and statistical analysis as well as names of voters present and existing whose names were deleted, the EC conveniently removed the list on its website.
When the erstwhile CEC directed a field survey to confirm the issues highlighted by the AAP, the officials deputed by the EC carried with them an entirely different list. It was not just that the list did not correspond with the website list, the list with the officers confirmed that the website list was woefully incomplete. Consistent with the tenor of the list, the officials deputed by the ECI paid lip service to the field survey directed by the CEC, ignoring voters who themselves approached it during the survey to point out that their names were wrongly deleted.
To round this farce up, the then outgoing CEC conveniently criticised the AAP without making public the report of the survey, which, obviously, claimed that everything was hunky-dory. What was shocking was the fact that the report does not even acknowledge the fact that voters themselves approached officials to point out their names being wrongly deleted.
The AAP has disclosed in painstaking detail the basis for its allegations and explained how over thirty lakh voters were systematically deleted from the list of voters. In a State like Delhi where the population increases yearly by nearly five to six lakh, and where the number of voters always sees a net increase before every election, it is not merely statistically anomalous by downright alarming that the electoral roll has faced a net decrease. What is even more anomalous is the fact that the decrease is not uniform, but appears to be systematically targeted at groups that the BJP finds inconvenient in elections, most notably those who voted for the AAP.
As if the statistically anomalous deletion was not significant enough, the BJP has now decided to jump to the aid of the EC with explanations that the EC itself does not seem to be able to proffer. To wit, one cannot help but wonder how the BJP feels that the deletions were only of three lakh voters, when the EC’s own reported figure is closer to ten lakh. Even more disturbing is the BJP’s explanation for the deletion – of the voters being “inactive”. While casting around mighty concepts like deletion of votes being a “legal process” by the EC, the BJP fails to explain the legal basis for deletion of an “inactive” voter, leaving one to wonder how to disclose activity enough for the BJP to survive being deleted.
It is more than apparent that the BJP is still reeling from its humiliating defeat in the 2015 elections. Instead of attempting to honestly serve the people of Delhi and given to them what they duly deserve – a constitutional government that respects them – the BJP has decided to simply remove from the electoral rolls voters it knows are unlikely to vote for it.
Having orchestrated an electoral fraud on such a massive magnitude, it is absurd that the BJP is now openly attempting to defend its actions, though using the EC’s name. It makes it amply clear that the BJP orchestrated mass voter deletion. It is even more unfortunate that the EC, a constitutional authority, has remained mute and permitted a political party to speak its case on its behalf, whithersoever its defence may lay.
