More than 10 Lakh voters removed from Voter List in Delhi*
*Farcical investigation conducted by EC based on inaccurate list of deleted voters*
A delegation of Aam Aadmi Party led by CM Arvind Kejriwal, including Deputy CM Manish Sisodia and myself had recently met with CEC O .P Rawat regarding the matter of large scale fraudulent deletion of voters from Delhi’s electoral roll. Pursuant to the complaint, CEC requested for a list of couple of areas where we suspected that voters had been wrongfully removed from the voter list. We provided the names of Harkesh Nagar and Lal Kuan in Tughlakabad Assembly in my South Delhi constituency to the EC.
EC then ordered a door to door survey in the matter on 16-17-18 November at the above mentioned locations. 11 teams were deputed to carry out the investigation.
Below are the four points of concern in relation with the insincere and manipulated survey that was carried out by the EC:
1. *Non Provision of complete, accurate, authentic and comprehensive list of deleted voters since 2015 assembly election by Election Commission.*
Election commission has failed to provide an accurate, authentic and comprehensive list of voters whose names have been deleted to political parties like it is supposed to. Shockingly the list being carried by the investigative authorities was different from the one that EC has uploaded on its official website. Many such voters were found who had complained that their names have been deleted, but their names did not appear in the list of deleted voters list being carried by the officers or even in the list uploaded by EC.
It raises the question of why EC is failing to provide an accurate list? Any investigation based on an incorrect list is farcical exercise and a joke. It is an eyewash exercise.
2. *Complete failure in following the due process as stated in electoral laws in India in carrying out the deletion of voters.*
EC has failed to comply with and flouted all the rules prescribed in order to carryout the large scale deletion of voters. The prescribed process of voter deletion includes mandatory written intimation to the voters, inspection in presence of neighbours, sticking of notice on the, intimation to all regional political parties, etc. None of these rules have been followed by EC in the case of deletion of 1 million voters from the electoral roll.
3. *This exercise of verification of deleted votes is a farcical exercise and absolute hogwash.*
The investigation carried out by the Election Commission team is a joke and a farcical exercise as it is based on an inaccurate deleted voters list. Any investigation that is based on incorrect list can only produce false results. Why is the Election Commission not providing an comprehensive, valid and accurate list?
4. *Deletion of voters form voter list seems to be a scam of the highest magnitude and a big electoral fraud on people of Delhi where more than a million votes have been deleted.*
This is a very big electoral fraud that is being conducted by EC in cohorts with Bharatiya Janta Party. Most of the people whose names were found missing from the voter list were found to be non BJP voters. This directly indicates that it is a politically motivated exercise. This is a serious attempt to sabotage democracy and to snatch the constitutional rights of the people of Delhi to vote.
I request all voters, especially non BJP voters to check their names in their respective electoral roll to ensure that they can exercise their constitutional right.
AAP is exploring all possible options including legal options to take up the matter as it is a serious attempt to sabotage democracy.

*मतदाता सूची से काटे गए लगभग डेढ़ मिलियन लोगों के नामों की चुनाव आयोग द्वारा पुनः जांच की प्रक्रिया निकला कोरा मजाक: राघव चड्ढा*
रविवार को पत्रकारों से बातचीत करते हुए दक्षिणी दिल्ली के लोकसभा प्रभारी राघव चड्ढा ने कहा कि जैसा कि आप सब को ज्ञात है अभी कुछ दिन पहले चुनाव आयोग ने दिल्ली की मतदाता सूची से लगभग डेढ़ मिलियन लोगों के नाम काट दिए थे। उसी संदर्भ में दिल्ली के मुख्यमंत्री और आम आदमी पार्टी के राष्ट्रीय संयोजक अरविंद केजरीवाल के नेतृत्व में एक मंडल मुख्य चुनाव आयुक्त से मिला, और इस बारे में शिकायत दर्ज कराई कि दिल्ली में चुनाव आयोग द्वारा जो लगभग डेढ़ मिलियन लोगों के नाम काटे गए हैं उनमें से बहुत सारे नाम असंवैधानिक तरीके से और उन लोगों के काट दिए गए हैं जो कि आज भी उसी पते पर मौजूद हैं जहां वह पहले रहते थे। इस पर मुख्य चुनाव आयुक्त ने आश्वासन दिया था कि हम दिल्ली के दो अलग-अलग इलाके में वहां के पूरे मतदाताओं की सूची के अनुसार जांच करवाएंगे।
इस संदर्भ में हमने चुनाव आयोग को तुगलकाबाद के लाल कुआं और हरकेश नगर का नाम लिख कर दिया, और आग्रह किया कि इन दोनों इलाके की जांच करवा लीजिए। उस पर चुनाव आयुक्त ने कहा था कि अगर जांच में कोई भी गड़बड़ी पाई जाती है तो हम पूरी दिल्ली में मतदाता सूची के अनुसार इसकी जांच करवाएंगे। चुनाव आयोग ने 11 अलग-अलग टीमों का गठन किया और उन्हें 16 नवंबर से 18 नवंबर तक जांच पूरा करने का आदेश दिया। राघव चड्ढा ने कहा कि इस सारी प्रक्रिया के बाद हमे पता चला कि ये सब केवल और केवल जनता की आंख में धूल झोंकने के लिए किया गया। चुनाव आयोग द्वारा उस पूरी निरीक्षण प्रक्रिया का मजाक बना दिया।
राघव चड्ढा ने 4 बिंदुओं में इस पूरी जांच प्रक्रिया में हुई खामियों को प्रस्तुत करते हुए कहा कि..
*1-: पहला तो यह कि चुनाव आयोग द्वारा मतदाता सूची से काटे गए लगभग डेढ़ मिलियन लोगों के नाम की पूरी और सही सही सूची नहीं दी जा रही* ।
*2-:दूसरा यह कि इस प्रक्रिया में चुनावी कानूनों का बिल्कुल भी पालन नहीं किया गया बल्कि खुल्लम खुल्ला उसकी धज्जियां उड़ाई गई हैं।*
*3-:तीसरा काटे गए नामों का सूची अनुसार दोबारा निरीक्षण केवल एक मजाक बनकर रह गया है।*
*4-:चौथा यह एक प्रकार से सबसे बड़ा निर्वाचन प्रक्रिया घोटाला है जिसमें लगभग डेढ़ मिलीयन लोगों से असंवैधानिक तरीके से उनका मतदान करने का अधिकार छीन लिया गया है।*
राघव चड्ढा ने कहा कि यह बड़े ही आश्चर्य की बात है कि देश का चुनाव आयोग जिस पर दुनिया के सबसे बड़े लोकतंत्र के मतदान की प्रक्रिया की जिम्मेदारी है, वह अभी तक हमें मतदाता सूची में उन काटे गए डेढ़ मिलियन लोगों की सही सूची उपलब्ध नहीं करवा पाया है। चुनाव आयोग द्वारा वेबसाइट पर जो सूची डाली हुई है और चुनाव आयोग द्वारा बनाई गई टीम जो सूची लेकर निरीक्षण करने आई थी, वह दोनों ही सूचियां आपस में मेल नहीं खाती। जांच के दौरान भी कई ऐसे मतदाता पाए गए जिन्होंने कहा कि हमारा नाम भी मतदाता सूची से काट दिया गया है। लेकिन आश्चर्य की बात यह है कि न हीं तो चुनाव आयोग की वेबसाइट पर और ना ही निरीक्षण के लिए आई हुई टीम की सूची में उनका नाम पाया गया। यह दर्शाता है कि यह सारी प्रक्रिया केवल और केवल जनता को गुमराह करने के लिए एक षड्यंत्र की तरह की गई है।
मतदाता सूची से किसी भी मतदाता का नाम काटने से पहले एक प्रक्रिया का पालन करना पड़ता है। जिस भी व्यक्ति का नाम सूची से काटा जा रहा है उसके पत्ते पर एक नोटिस चिपकाया जाता है, और उसे अपना पक्ष रखने का एक मौका दिया जाता है। काटे गए नामों की सूची उस राज्य की सभी राजनीतिक पार्टियों को भी दी जाती है। और भी अन्य कई चरण इस प्रक्रिया में शामिल होते हैं। परंतु यहां यह बड़े ही विचारणीय बात है कि डेढ़ मिलियन लोगों के नाम दिल्ली की मतदाता सूची से काट दिए जाते हैं लेकिन न तो किसी के यहां कोई नोटिस चिपकाया जाता है, और न ही किसी भी प्रकार की कोई सूचना दी जाती है, और न ही राज्य किसी पार्टी को इसकी सूचना उपलब्ध कराई जाती है। यह एक प्रकार से कानून की खुले तौर पर अवमानना करना है।
इस असंवैधानिक कृत्य के विरुद्ध आम आदमी पार्टी को जो भी करना पड़े हम करेंगे। अगर कोर्ट जाना पड़ा तो कोर्ट भी जाएंगे, आंदोलन करना पड़ा तो आंदोलन भी करेंगे, सड़कों पर उतरना पड़ा तो सड़कों पर भी उतरेंगे। परंतु भाजपा को दिल्ली के लोगों के लोकतांत्रिक अधिकार का हनन नहीं करने देंगे।
