भ्रष्ट आईएएस अधिकारी नहीं चाहते कि एसीबी और सर्विस विभाग केजरीवाल सरकार के अधीन आए: सौरभ भारद्वाज
भ्रष्ट आईएएस अधिकारी केंद्र की भाजपा सरकार के अधीन इतना आरामदायक महसूस क्यों कर रहे हैं?
रविवार को प्रेस कांफ्रेंस संबोधित करते हुए पार्टी के मुख्य प्रवक्ता सौरभ भारद्वाज ने कहा कि दिल्ली के चाणक्यपुरी इलाके में स्थित ऑफिसर्स क्लब में होती है भ्रष्ट आईएएस अधिकारियों और सीबीआई अधिकारियों के बीच पैसों की डील।
चाणक्यपुरी में स्तिथ पब्लिक सर्विस ऑफिसर इंस्टीट्यूट (ऑफिसर्स क्लब) में बुधवार को सीबीआई ने एक केस के सिलसिले में छापा मारा। छापे के दौरान कुछ चौंकाने वाले तथ्य सामने आए। क्लब के जो कैटरर्स हैं वो कुछ साल पहले तक सीबीआई की कैंटीन में काम किया करते थे। और इसी बात का फायदा उठाकर आज वो भ्रष्टाचार के केस में फंसे आईएएस अधिकारियों और सीबीआई के अधिकारियों के बीच पैसों की साँठ-गाँठ कराने वाली कड़ी बन गए हैं। यही नहीं छापे के दौरान यह भी पता चला कि पैसों का लेन-देन कैश में और देश के बाहर हवाला के द्वारा भी किया जाता है। वहां काम करने वाले कैटरर्स के दराज़ से दिल्ली के यूटी कैडर के आईएएस अधिकारियों की पर्सनल जानकारियां, उनके पासपोर्ट और वीज़ा आदि भी बरामद हुए हैं।
बरामद हुए कागजातों, पासपोर्ट और वीजा में जांच करने पर पाया कि कुछ ऐसे अधिकारियों के भी कागज़ हैं जिन पर करप्शन के केस चल रहे हैं, सीबीआई की इंक्वायरी चल रही है।
सीबीआई के छापे में सामने आई जानकारियों से एक बात साफ हो गई है कि 2015 में दिल्ली में जब आम आदमी पार्टी की सरकार बनी तो इन आईएएस अधिकारियों को मालूम था कि दिल्ली सरकार के पास एसीबी है और विजिलेंस विभाग भी है, उन्हें डर था कि यह जांच करेंगे और भ्रष्ट अधिकारियों को जेल भेजेंगे।
इसी डर के चलते आईएएस अधिकारियों ने केंद्र सरकार के साथ मिलकर एक साज़िश रची और हमारी सरकार के आने के कुछ ही महीनों के अंदर एक
नोटिफिकेशन लाकर दिल्ली की सरकार से एसीबी और सर्विसेज विभाग छीनकर केंद्र सरकार के अधीन कर लिया।
उन्होंने कहा कि ये बात इस तथ्य को सिद्ध करती है कि जब सुप्रीम कोर्ट ने भी मान लिया कि सर्विसेज विभाग दिल्ली सरकार के ही अधीन है और अन्ततःयह केस सुप्रीम कोर्ट की डिविज़नल बेंच के अंदर आने वाला है तो आईएएस असोसिएशन भी उस केस में पार्टी बन गई है। देश के इतिहास में ये पहली बार हो रहा है कि आईएएस असोसिएशन कोर्ट से कह रही है कि हमारी भी सुनो कि हम कौन सी सरकार के अधीन रहने में आनंदप्रद महसूस करते हैं।
आईएएस असोसिएशन का इस केस में पार्टी बनना और कोर्ट से कहना कि हम दिल्ली की ईमानदार सरकार के अधीन ना रहकर केंद्र की सरकार के अधीन रहना चाहते हैं, केंद्र सरकार को भी शक के दायरे में लाती है।
सौरभ भारद्वाज ने मीडिया के माध्यम से सीबीआई के समक्ष कुछ प्रश्न रखे जो इस प्रकार से हैं….
1- CBI बताए कि किन-किन अधिकारियों के और कौन-कौन से कागज़ात सीबीआई को बरामद हुए हैं?
2- CBI बताए कि क्या यह सच है कि कैटरर्स की दराज़ से 3 करोड़ 66 लाख नकद, 1 करोड़ 60 लाख की ज्वेलरी और 20 रोलेक्स की इंपोर्टेड घड़ियों के साथ-साथ हवाला के द्वारा की गई पैसों की ट्रांजैक्शन के कागज़ात बरामद हुए हैं?
3- हम सीबीआई से पूछना चाहते हैं क्या यह सच नहीं है कि सीबीआई ने बुधवार को ऑफिसर्स क्लब में छापा मारा था और छापे के दौरान उन्हें सवाल नंबर 2 में बताई गई राशि और कागजात बरामद हुए थे?
4- हम सीबीआई से पूछना चाहते हैं कि अगर इस केस में FIR हुई तो सीबीआई ने इसका खुलासा क्यों नहीं किया? आमतौर पर सीबीआई 50 हज़ार तक के करप्शन के केस में भी मुस्तैदी से काम करती दिखती है तो इतने बड़े केस में ढील क्यों बरत रही है?
5- क्या सीबीआई ने इस केस के संबंध में कोई प्रेस रिलीज जारी की और उसकी जानकारी मीडिया को दी?
छोटे-छोटे मुद्दों पर प्रेस कॉन्फ्रेंस करने वाली भाजपा और कांग्रेस से हम चाहते हैं कि सीबीआई की रेड से हुए इस खुलासे पर भाजपा और कांग्रेस भी चर्चा करें, अगर भाजपा और कांग्रेस इस मुद्दे पर कुछ नहीं बोलती हैं तो यह बात सिद्ध हो जाती है कि देश में बड़े बड़े अधिकारियों के भ्रष्टाचार पर ना कांग्रेस कुछ बोलती है ना भाजपा कुछ बोलती है। देश में सारे बड़े-बड़े भ्रष्टाचार राजनीतिक पार्टियों और ब्यूरोक्रेट्स की मिलीभगत से होते हैं।
सौरभ भारद्वाज ने बताया कि आज हमने एक ट्वीट के माध्यम से आईएएस एसोसिएशन से भी पूछा है कि छोटे-छोटे मुद्दों पर प्रेस कॉन्फ्रेंस करने वाली, कैंडल मार्च निकालने वाली और रिजोल्यूशन पास करने वाली आईएएस एसोसिएशन अपने ही अंदर चल रहे इस भ्रष्टाचार पर कुछ बोलेगी, कोई रिज़ॉल्यूशन निकालेगी, कोई कार्यवाही करेगी?

CBI protecting Corrupt IAS Officers of Delhi
Today in a press conference, AAP Chief Spokesperson Saurabh Bharadwaj exposed the unholy nexus between the CBI and IAS officers.
Everybody in Delhi knows about the prestigious officers Club at Chanakyapuri which is out of bounds for the general public. In a CBI raid on Wednesday ,it has been found that the caterer of the Club was allegedly acting as a middleman between the CBI and IAS officers accused in Corruption cases. He was cracking deals between the investigation officers of CBI and the accused IAS Officers for money. He was also allegedly dealing with Hawala transactions of saveral serving IAS officers of Delhi. Huge cash upto Rs 3.6 crore and Jewelllery worth Rs 1.6 crore was reportedly recovered from the drawers of the caterer. 20 Rolex luxury watches were also recoverd. The said caterer was earlier running a canteen at CBI office.
Personal documents like passport, hawala transactions etc of IAS officers of UT cadre were also recovered from the Caterer of officers cub.
The CBI has yet not disclosed the names of the IAS officers but it appears there are some IAS officers who were earlier protected by Sheila Dixit Govt, then by LG Najeeb Jung and later by Modi Govt in CNG Fitness scam.
It is interesting that the corrupt amongst the IAS Officers lobbied hard when Arvind Kejriwal came to power in Delhi, and Central Govt illegally took away ACB and Services from the elected Govt of Delhi.
Now, when again many corrupt IAS officers are scared that if Services and ACB comes back to Arvind Kejriwal, they will face strict action.IAS association is no nervous of coming under Kejriwal Govt that they are reportedly planning to approach the Supreme Court to prevent Services from coming back to elected Govt of Delhi.
· Can the CBI deny it conducted a raid at Palika Services Officers Institute (PSOI) Chanakyapuri very recently on Wednesday and Thursday ?
· Is it correct that Rs 3.6 crore cash, jewellery worth Rs 1.6 crore and 20 Rolex watches were recovered from PSOI premises ?
· If an FIR has been registered why the CBI did not reveal it ? CBI normally even tomtoms arrests when it makes recoveries from Rs 50,000 to Rs two lakh ?
· Did CBI issue any press release or inform the media about the PSOI incident ?
Had it not been for the alertness of the media – this issue would have been quietly buried by the Central government

· The raid spot is the venue where who’s who of Delhi bureaucracy love to go
· This is the very place where the political IAS Association passes resolutions against the elected government
· Is it that the bureaucracy requested the masters of CBI – the central government to keep the CBI raids and FIR under arrest where documents related to senior IAS officers have been recovered ?
· If there is nothing incriminating in documents why CBI is probing its own officers ?
· CBI reports to PMO – therefore the BJP’s central government is blackmailing the Delhi bureaucracy now
· Bureaucracy has meekly surrendered to the Central government and want Services to be kept under the central government
· The Centre is blackmailing the IAS Association to become a party in the Delhi Government Vs Centre case in the Supreme Court to keep Services under Central control
· This is because bureaucracy knows Kejriwal government will not compromise on corruption and also the Centre can keep blackmailing the bureaucracy to pressurise it to stall welfare schemes of elected Delhi government.
