AAP launches scathing attack on BJP over demand for an additional budget for new ED office

Senior Aam Aadmi Party (AAP) Leader and Rajya Sabha MP from Punjab Shri Raghav Chadha hit out at the BJP government over its demand for Supplementary Demands for Grants for 2022-2023 in the Parliament. He said that he wishes that this facility was also available for the common man of the country, who are reeling under incessantly rising inflation, especially every end of the month.
During his address in the Rajya Sabha on Monday, MP Shri Raghav Chadha said that there could be only two reasons for demanding extra money from the proposed budget. “First, at the beginning of the first financial year, the government presented its budget by estimating less than what it wanted to achieve, in an attempt to mislead the public by beautifying the fiscal deficit. Or the second reason could be that the government has completely failed to manage its budget.”
He said that the discussion should be held on the government’s demand for an additional budget in the House and two other important issues should also be discussed. “First, where and how was the Rs 40 lakh crore spent by the government at the beginning of the financial year and what did the country get from it in particular? Because all the current economic indicators of India are only ringing the alarm bell. Secondly, it also laid the foundation of the budget for the financial year 2023-24 to be presented 2-3 months from today.”
Raghav Chadha proposes to discuss the budget twice before the House
Shri Raghav Chadha gave an important suggestion to the House and said that the discussion on the budget should be held twice. “One is when the budget is presented and the other is during the winter session 7-8 months after the presentation of the budget so that the House and the people of the country can know what the country has achieved by spending the budget presented. How many jobs did you get? What is the unemployment rate? What is the inflation rate?”

He said that today the government has come to the House to demand Rs 3,25,757 crore. “But before that, the attention of the House and the Finance Minister was drawn to the 8 major economic problems which he said are the eight diseases from which India’s economy is suffering today.”

Shri Raghav Chadha stressed that the biggest problem facing the country’s economy is unemployment, which is the highest in the last 45 years. He said that the BJP government had promised to provide 2 crore jobs every year, jobs were not given, but the central government has definitely broken all records in the unemployment rate. “When this government came to power in 2014, the unemployment rate was 4.9%, which has increased to 8% today and it is only the organised unemployment rate. The government received 22 crore applications for jobs and only 7 lakh jobs were given. Today, the unemployment rate of the country which we used to take pride in calling a young country has become a burden on the same youth. Taking a dig at the BJP, he said that the party’s new slogan should be ‘Har Ghar Berozgar, Jehi hai Bhajpa Sarkar’.”

Taking another swipe at the central government over inflation, he said that today the country is not in need of ‘Aadhaar card’ but it needs a ‘Udaar card’. He said that the country is struggling with incessantly rising inflation that the government imposes on the people without bringing a law. Inflation is at its highest level in the last 30 years. The wholesale inflation rate is 12-15% and retail is 6-8%. Shri Chadha said that the promise to the people of the country was to increase income, but the increase in the last eight years is only inflation. The government is making every countryman poor.
Compared to 2014, petrol price hiked from Rs 55 to Rs 100 per litre, diesel from Rs 45 to Rs 90 per litre, milk from Rs 30 per litre to Rs 60 per litre, cylinder has increased from Rs 400 to Rs 1100. “The Finance Minister does not eat onions, but she must have eaten flour, dal, rice and cheese and she must know that today the rate of fertiliser inflation in the country is 10-17% which has worsened the economic condition of the common man as India’s per capita income has come down by Rs 9,160 under the BJP government,” he said.
Shri Chadha also questioned the government’s failed policies for economic reforms, saying the growth rate, which was 13.5 per cent in the first quarter of the financial year, has come down to just 6.3 per cent in the second quarter, which is the festive season. “During the fourth quarter i.e. the next budget, it will fall further to 5%, which has never happened before. The government is talking about a growth rate of 8% for the next financial year, but every data, including the World Bank and IMF, indicates that the growth rate will remain in the range of 5-6 percent.”

Shri Chadha said that debt is the next big problem because India took a loan of Rs 55 lakh crore in 66 years from 1947-2014, but the BJP government took a loan of Rs 85 lakh crore in eight years from 2014-2022. “They don’t even distribute ‘free rewari’, then where is all this money going?
Raising the issue of farmers, the AAP MP said, “It is like a disease for our economy that the loans of capitalists are being waived off, while in the last eight years, the debt burden on farmers has increased by 53%.” Today, every farmer has an average debt of Rs 75,000 and when poor farmers are unable to repay the loan, they are humiliated, but the government is transporting rich corporate friends to foreign in business class, who have looted crores of taxpayers money.
He said that the country’s farmers are forced to consume poison, in the year 2021-22, 10,851 farmers committed suicide, that is, every day 30 farmers die due to ill-conceived economic policies of the government. Reminding the BJP government about over a year-long farmers’ agitation and the farmers who were martyred, he said that the farmer can be naive, but they don’t forget anything.

Shri Chadha also hit out at the BJP government over the declining investment in the private sector and said the government took two steps for the corporate sector. The corporate tax has been reduced from 30 to 22 per cent, which is also causing a loss of Rs 1.5 lakh crore to the government every year and secondly, the BJP government has waived the debt of Rs 10 lakh crore of capitalists in the last five years. The government had argued that this would increase employment, reduce inflation, but every fact is telling that what happened is the exact opposite. Inflation and unemployment rates are skyrocketing and investment in the private sector also registered a sharp decline. In the first quarter, there was a decline of 20% and foreign investment declined by 59%. At the same time, the GFCF has also been declining steadily since 2019-20. Chadha said the finance minister needs to understand that investment does not come from giving concessions but from increasing demand.

Expressing concern over the continuously falling value of the rupee, he said that earlier the big leaders of the BJP used to say that the country’s reputation falls due to the fall of the rupee, but now the reputation, prestige and rupee have all come down to the low level. “What is surprising is that despite the fall in the rupee, exports are also falling, which is not usually the case,” he said. The failure rate of new startups is very high which is the eighth big challenge for the economy. Less than 10% of new startups are able to complete 5 years and all the big startups have consistently reduced, due to which the unemployment rate continues to increase.

आम आदमी पार्टी (आप) के वरिष्ठ नेता और पंजाब से राज्यसभा सदस्य राघव चड्ढा ने आज सदन में अनुदान के अतिरिक्त पैसे की मांग को लेकर केंद्र की भाजपा सरकार को घेरा। उन्होंने कहा कि काश यह सुविधा देश के आम आदमी को भी मिलती, जिन्हें महीने के आखिरी दिनों में कठिन संघर्ष का सामना करना पड़ता है। सोमवार को राज्यसभा में अपने संबोधन के दौरान सांसद राघव चड्ढा ने कहा कि प्रस्तावित बजट से अतिरिक्त पैसे की मांग के दो कारण है। पहला, वित्तीय वर्ष की शुरुआत में सरकार ने जनता को गुमराह करने के लिए राजकोषीय घाटे को छिपाकर आवश्यक धन की मात्रा को कम करके अपना बजट पेश किया। दूसरा कारण है कि सरकार बजट प्रबंधन में पूरी तरह विफल रही है।
सांसद राघव चड्ढा ने कहा कि सरकार अतिरिक्त बजट की मांग लेकर सदन में आई, लेकिन दो अन्य महत्वपूर्ण विषयों पर भी चर्चा होनी चाहिए। सरकार ने 40 लाख करोड़ रुपए का बजट इस साल पेश किया, लेकिन भारत के सभी मौजूदा आर्थिक संकेतक खतरे की घंटी बजा रहे हैं। इसलिए यह मुद्दा आज से 2-3 महीने बाद पेश होने वाले बजट 2023-24 की भी नींव रख सकता है।
राघव चड्ढा ने सदन के समक्ष दो बार बजट पर चर्चा का प्रस्ताव रखा
सांसद राघव चड्ढा ने सदन को अहम सुझाव देते हुए कहा कि बजट पर दो बार चर्चा होनी चाहिए। एक जब बजट पेश किया जाता है और दूसरा शीतकालीन सत्र के दौरान बजट पेश होने के 7-8 महीने बाद ताकि सदन और देश की जनता जान सके कि प्रस्तुत बजट को खर्च कर देश ने क्या हासिल किया है? कितनी नौकरियां पैदा हुई? बेरोजगारी और महंगाई दर क्या है?

उन्होंने आगे कहा कि आज सरकार सदन में 3,25,757 करोड़ रुपये मांग रही है। इससे पहले राघव चड्ढा ने 8 प्रमुख आर्थिक समस्याओं की ओर सदन और वित्त मंत्री का ध्यान आकर्षित किया और कहा कि ये 8 बीमारियाँ हैं, जिनसे भारतीय अर्थव्यवस्था पूरी तरह गड़बड़ा गई है।
‘हर घर बेरोजगार, यही है आज की भाजपा सरकार’- राघव चड्ढा
राघव चड्ढा के मुताबिक, देश की अर्थव्यवस्था के सामने सबसे बड़ी समस्या बेरोजगारी है, जिसकी दर पिछले 45 सालों में सबसे ज्यादा है। उन्होंने कहा कि भाजपा सरकार ने हर साल 2 करोड़ नौकरी देने का वादा किया था, नौकरी तो नहीं मिली लेकिन केंद्र सरकार ने बेरोजगारी दर में सारे रिकॉर्ड जरूर तोड़ दिए हैं। 2014 में जब भाजपा सरकार आई थी तो बेरोजगारी दर 4.9 फीसद थी जो आज बढ़कर 8 फीसद हो गई है और ये सिर्फ संगठित बेरोजगारी दर है। बाकी असंगठित का तो सरकार हिसाब तक नहीं देती। सरकार को नौकरियों के लिए 22 करोड़ आवेदन मिले और सिर्फ 7 लाख नौकरियां दी गईं। युवा देश के रूप में जिस देश पर हम गर्व महसूस करते हैं,आज उस देश की बेरोजगारी दर युवाओं पर बोझ बन गई है। उन्होंने बीजेपी पर तंज कसते हुए कहा कि उनका नया नारा होना चाहिए ‘हर घर बेरोजगार, ये है बीजेपी सरकार।’

सांसद राघव चड्ढा ने महंगाई को लेकर सरकार को आड़े हाथ लेते हुए कहा कि आज देश को आधार कार्ड नहीं बल्कि उधारी कार्ड की जरूरत है। आज देश उस महंगाई से जूझ रहा है जिसे सरकार बिना कोई कानून लाए जनता पर थोपती है। महंगाई 30 साल के उच्चतम स्तर पर है। थोक मुद्रास्फीति की दर 12-15 प्रतिशत और खुदरा 6-8 प्रतिशत है। चड्ढा ने कहा कि वादा देश की जनता से आय बढ़ाने का था लेकिन पिछले 8 साल में जो बढ़ोतरी हुई है, वह महंगाई ही है। सरकार हर देशवासी को कंगाल कर रही है। 2014 के मुकाबले पेट्रोल 55 रुपये से 100 रुपये प्रति लीटर, डीजल 45 रुपये से 90 रुपये प्रति लीटर, दूध 30 रुपये प्रति लीटर से 60 रुपये प्रति लीटर और सिलेंडर 400 रुपये से बढ़कर 1100 रुपये हो गया है। उन्होंने कहा कि वित्त मंत्री प्याज नहीं खाती, आटा, दाल, चावल और पनीर जरूर खाती हैं और उन्हें मालूम होगा कि आज देश में खाद्य मुद्रास्फीति की दर 10-17 प्रतिशत है, जिससे आम आदमी की आर्थिक स्थिति खराब हो गई है। क्योंकि भारत की प्रति व्यक्ति आय में भाजपा सरकार के दौरान 9,160 रुपए की कमी आई है।

सांसद राघव चड्ढा ने आर्थिक सुधार के सरकार के वादे पर भी सवाल उठाते हुए कहा कि वित्त वर्ष की पहली तिमाही में 13.5 फीसद की विकास दर दूसरी तिमाही में घटकर सिर्फ 6.3 फीसद पर रह गई, जोकि त्योहारी सीजन है। चौथी तिमाही यानी अगले बजट के दौरान यह और गिरकर 5% हो जाएगा जो पहले कभी नहीं हुआ। सरकार अगले वित्तीय वर्ष के लिए 8 फीसद की वृद्धि की बात कर रही है, लेकिन विश्व बैंक और IMF का डेटा बताता है कि विकास 5-6 फीसद के बीच रहेगा।

उन्होंने कहा कि कर्ज अगली बड़ी समस्या है क्योंकि भारत ने 1947-2014 तक 66 वर्षों में 55 लाख करोड़ रुपये का ऋण लिया। वहीं भाजपा सरकार ने 2014-2022 के बीच केवल 8 वर्षों में 85 लाख करोड़ रुपये का ऋण लिया। उन्होंने भाजपा को घेरते हुए कहा कि मोदी सरकार ‘मुफ्त की रेवड़ी’ भी नहीं बांटती, फिर यह सारा पैसा कहां जा रहा है?

किसानों का मुद्दा उठाते हुए आप सांसद राघव चढ़ा ने कहा कि यह हमारी अर्थव्यवस्था के लिए एक बीमारी की तरह है कि पूंजीपतियों का कर्ज माफ किया जा रहा है जबकि पिछले 8 सालों में किसानों पर कर्ज का बोझ 53 फीसदी बढ़ गया है। आज हर किसान पर औसतन 75,000 रुपये का कर्ज है। जब गरीब किसान कर्ज चुकाने में असमर्थ होता है तो उसे अपमानित किया जाता है, लेकिन हजारों करोड़ रुपये डकारने वाले बड़े पूंजीपतियों को सरकार बिजनेस क्लास में विदेश भेज रही है।
उन्होंने कहा कि देश का अन्नदाता जहर खाने को मजबूर है। वर्ष 2021-22 में 10,851 किसानों ने आत्महत्या की। यानी प्रतिदिन करीब 30 किसानों की मौत हुई। उन्होंने भाजपा सरकार को एक साल से अधिक समय तक चले किसान आंदोलन और शहीद किसानों की याद दिलाई और कहा कि किसान भोला हो सकता है, लेकिन भुलक्कड़ नहीं है। किसानों को उनकी आय दोगुनी करने का वादा भी किया गया था लेकिन हुआ बिल्कुल उल्टा।

राघव चड्ढा ने निजी क्षेत्र में घटते निवेश को लेकर भी भाजपा सरकार पर निशाना साधा और कहा कि सरकार ने कॉरपोरेट क्षेत्र के लिए दो कदम उठाए हैं। पहला कॉरपोरेट टैक्स को 30 फीसद से घटाकर 22 फीसद कर दिया जिससे सरकार को हर साल डेढ़ लाख करोड़ का घाटा हो रहा है और दूसरा पिछले 5 सालों में भाजपा सरकार ने पूंजीपतियों का 10 लाख करोड़ का कर्ज माफ किया है। सरकार ने तर्क दिया था कि इससे रोजगार बढ़ेगा, महंगाई कम होगी, लेकिन हर तथ्य बताता है कि हुआ इसके बिल्कुल उलट है। महंगाई और बेरोजगारी की दर आसमान छू रही है और निजी क्षेत्र में निवेश में भी भारी गिरावट दर्ज की गई है। पहली तिमाही में 20% और विदेशी निवेश में 59 फीसद की गिरावट आई थी। इसके साथ ही 2019-20 से जीएफसीएफ में भी लगातार गिरावट आ रही है। चड्ढा ने कहा कि वित्तमंत्री को यह समझने की जरूरत है कि निवेश रियायत देने से नहीं बल्कि मांग बढ़ाने से आता है.
रुपए के साथ ही निर्यात में भी गिरावट, नए स्टार्टअप की विफलता चिंता का विषय- राघव चड्ढा
उन्होंने रुपये के मूल्य में लगातार हो रही गिरावट पर चिंता जताते हुए कहा कि पहले भाजपा के बड़े नेता कहते थे कि रुपये के गिरने से देश की इज्जत गिरती है, लेकिन अब मान, प्रतिष्ठा और रुपया न्यूनतम स्तर पर आ गया है। उन्होंने कहा कि हैरानी की बात यह है कि रुपया गिरने के बावजूद निर्यात भी गिर रहा है, जो सामान्य नहीं है नए स्टार्टअप्स की विफलता दर बहुत अधिक है, जो अर्थव्यवस्था के लिए आठवीं सबसे बड़ी चुनौती है। 10 फीसद से भी कम नए स्टार्टअप अपने 5 वर्ष पूरे करने में सफल हो सके और सभी प्रमुख स्टार्टअप लगातार कम हो रहे हैं, जिससे बेरोजगारी की दर बढ़ रही है।

सांसद राघव चड्ढा ने आगे कहा कि सरकार ने जो अतिरिक्त पैसे मांगे हैं, उनमें से ज्यादातर में सब्सिडी के लिए फंड मांगा है। जब हम दिल्ली में मुफ्त बिजली, पानी, शिक्षा और स्वास्थ्य सुविधाएं देते हैं, तो यह सरकार कहती है कि अरविंद केजरीवाल ‘मुफ्त रेवड़ी’ बांट रहे हैं। उनकी सब्सिडी, सब्सिडी और आम आदमी पार्टी सरकार की सुविधाएं ‘मुफ्त रेवड़ी’। उन्होंने कहा कि सांसद को 34 हवाई उड़ानें, मुफ्त पानी, 50,000 लीटर पेट्रोल प्रति वर्ष मुफ्त मिलता है, लेकिन जब ये सुविधाएं आम आदमी को दी गईं, तो इन लोगों ने इसे ‘रेवड़ी’ कहा। उन्होंने कहा कि दुनिया के 40 विकसित देश मुफ्त बिजली, पानी, शिक्षा और स्वास्थ्य सुविधाएं मुहैया कराते हैं और इसीलिए आज वे विकसित देश हैं।

अनुदान की पूर्ति के लिए अतिरिक्त बजट की मांग में केंद्र सरकार ने ईडी के नए कार्यालय और जमीन आदि के लिए 30 करोड़ रुपये मांगे हैं। राघव चड्ढा ने इस पर तीखा हमला करते हुए कहा कि यह बीजेपी सरकार का सबसे ज्यादा काम करने वाला विभाग है, जिसके सिर पर उन्होंने सभी नेताओं को जेलों में ठूस रखा है। इसलिए केंद्र सरकार 30 करोड़ की बजाए 30 लाख करोड़ का बजट रखे और हर गली और गांव में ईडी के थाने खोले जाएं।

इसके बाद राघव चड्ढा ने सदन और बीजेपी सरकार के समक्ष 10 सवाल रखे। पहला, माननीय वित्तमंत्री क्या 1 किलो आटा और 1 लीटर दूध का रेट जानती हैं? दूसरा, भाजपा का 2022 का मेगा बजट रोजगार पैदा करने में विफल क्यों रहा? तीसरा, भारत में उत्पादित उत्पाद इतने महंगे और आम आदमी के बजट से बाहर क्यों हैं? चौथा, कॉर्पोरेट क्षेत्र को रियायतें देने के बावजूद निजी क्षेत्र में निवेश क्यों नहीं है? पांचवां, पूंजीपतियों के कर्ज माफी और कर कटौती से कितनी नौकरियां पैदा हुईं? छठा, नई अर्थव्यवस्था यानी स्टार्टअप इकोनॉमी में भारी गिरावट और असफलता क्यों? सातवां, रुपया कब तक अपने मूल्य को पुनः प्राप्त करेगा? क्या डॉलर के मुकाबले सैकड़ों रुपये का इंतजार कर रही है सरकार? आठवां, निर्यात में गिरावट क्यों? नौवां, महंगाई दर के विकास दर से अधिक होने का क्या महत्व है? मैं आपको बताता हूं कि आम आदमी पर से टैक्स का बोझ कब कम होगा?
