*नव नियुक्त लोकपाल के समक्ष राफेल और सहारा बिरला डायरी घोटाले की जांच के लिए शिकायत करेगी आम आदमी पार्टी- गोपाल राय*

नई दिल्ली 18 मार्च 2019 सोमवार को एक प्रेस वार्ता को संबोधित करते हुए दिल्ली प्रदेश संयोजक एवं कैबिनेट मंत्री गोपाल राय ने कहा कि केंद्र में बैठी भाजपा सरकार के 5 साल पूरे होने के बाद अंतिम समय में देश के महानतम प्रधानमंत्री ने देश को पहला लोकपाल देने की बात सोची यह देश की जनता के लिए खुशी की बात है कि अब भ्रष्टाचार पर निष्पक्षता से कार्रवाई हो सकेगी परंतु उससे बड़ा भाजपा की मंशा पर प्रश्न चिन्ह है कि आखिर चौकीदार को 5 साल तक लोकपाल बनाने से डर क्यों लग रहा था?
न खाऊंगा न खाने दूंगा के नारे के साथ देश की सत्ता में आई भाजपा सरकार को आचार संहिता लागू हो जाने के बाद और चुनाव से संबंधित पहले चरण का नोटिफिकेशन जारी किया।
देश में लोकपाल बिल लागू करने के लिए अन्ना जी के नेतृत्व में जो आंदोलन हुआ उसके बाद तात्कालिक सरकार ने सदन में सर्व सहमति से लोकपाल बिल पास करने की बात ताकि परंतु बाद में कांग्रेस ने देश की जनता को धोखा दिया और उसका नतीजा यह हुआ कि जनता ने कांग्रेस को देश की सत्ता से जड़ से उखाड़ कर फेंक दिया।
जनता ने भाजपा को यह सोच कर ही देश की सत्ता में बैठाया था, कि नई सरकार आएगी और लोकपाल बिल पास होगा, और देश को एक लोकपाल मिलेगा, जो भ्रष्टाचार पर निष्पक्षता से कार्यवाही करेगा, और देश को भ्रष्टाचार से मुक्ति दिलाएगा। परंतु भाजपा सरकार ने भी देश की जनता के साथ धोखा किया। पिछले 5 साल से देश की जनता को बेवकूफ बनाने का काम किया। आज जब अंततोगत्वा सुप्रीम कोर्ट के दबाव के बाद मोदी जी को लोकपाल की नियुक्ति करनी पड़ी, तो यह नियुक्ति भाजपा सरकार की उपलब्धि नहीं है, बल्कि पिछले 5 साल के कार्यकाल में भाजपा सरकार एवं मोदी जी के लिए सबसे शर्मनाक घटना है।
मोदी जी के लिए यह कोई नई बात नहीं है। जब वह गुजरात के मुख्यमंत्री थे तो प्रदेश में लोकायुक्त की नियुक्ति को लेकर भी मोदी जी का रवैया ऐसा ही नकारात्मक रहा था। इन सब तथ्यों को देखते हुए ऐसा प्रतीत होता है कि कहीं ना कहीं मोदी जी को लोकपाल से डर लगता है। परंतु आज सुप्रीम कोर्ट के दबाव में मजबूरन मोदी जी को लोकपाल की नियुक्ति करनी पड़ी है।
केंद्र के लोकपाल के संबंध में ही नहीं बल्कि जब हमारी सरकार दिल्ली में बनी तो 6 महीने के अंदर हमने जन लोकपाल बिल कानून दिल्ली विधानसभा में पास करके केंद्र सरकार को भेजा परंतु आज तक उस कानून को पास करने के लिए केंद्र सरकार ने हमारे उस लोकपाल बिल पर मोहर नहीं लगाई है।
भाजपा का नारा तो था कि न खाऊंगा न खाने दूंगा परंतु सत्ता में आने के बाद भाजपा का नारा हो गया किनार लोकपाल बनाऊंगा ना बनाने दूंगा।
सुप्रीम कोर्ट के दबाव में ही सही परंतु देश में लोकपाल की नियुक्ति तो हुई। अब आम आदमी पार्टी ने यह तय किया है कि राफेल संबंधी घोटाला और सहारा बिरला डायरी में प्रधानमंत्री नरेंद्र मोदी सहित अन्य जिन भी नेताओं के नाम उस घोटाले में हैं इन दोनों ही घोटालों की शिकायत लोकपाल के समक्ष दर्ज कराएंगे। ताकि निष्पक्षता के साथ इन दोनों ही घोटालों की जांच हो सके, और भाजपा का जो असली चरित्र है वह देश की जनता के सामने बेनकाब हो।
हमें पूरी आशा है कि इतने संघर्ष के बाद देश को जो लोकपाल मिला है, वह पूरी निष्पक्षता के साथ काम करेंगे और देश की जनता को भ्रष्ट नेताओं एवं भ्रष्ट राजनीतिक पार्टियों के भ्रष्टाचार से मुक्त कराने का काम करेंगे।

Aam Aadmi Party will file complaints of corruption against the Prime Minister Mr Narendra Modi in the Rafale fighter jets multi crore scam and Sahara Birla diaries with the soon to be appointed India’s first Lokpal.
The appointment of anti-corruption ombudsman Lokpal, marks the culmination of eight years of unprecedented struggle by the people of India, which forced the successive central governments to finally bow before them and provide a Lokpal to the country.
It was the historic and first of its kind srtuggle led by Shri Anna Hazare, which first brought the issue of Lokpal to the Centrestage in 2011, finally leading to the appointment now, with active intervention of the Supreme Court of India.
It is no hidden fact that first the Congress-led UPA government and then its successor, BJP-led NDA governments at the Centre, both resisted the appointment of Lokpal, to prevent investigations into corruption by those occupying high offices.
It was the Anna-led movement which began in 2011, and after many decades, the country saw a movement where people spontaneously came out of their homes to demand enactment of Lokpal by the Central government.
The then Congress-led UPA government, first tried to suppress the movement, but after sensing the mood of the country, decided to make a law for the appointment of Lokpal during the fag-end of its tenure.
What is very strange that the Lokpal movement saw many BJP leaders on the stage, who promised a strong Lokpal, but after their government was formed at the Centre in May 2014, the BJP forgot about its promise to the country.
Lokpal would not have become a reality without the active intervention of the Supreme Court, since the Modi government was not interested in providing a Lokpal to the country.
It has been five years now, Modi government has completed its tenure and the keenly awaited Lokpal notification will come only after the Lok Sabha elections have been declared.
The conduct of Modi government on the Lokpal issue gives rise to the following questions :
· Is the Modi government appointing the Lokpal to check corruption in high places during the next Central government’s tenure ?
· Why was Prime Minister Modi afraid of putting his government decisions before the Lokpal for scrutiny ?
· With big proclamations of Na Khaunga Na Khaane Doonga why did it take the Modi government five years to appoint a Lokpal, which they had promised before 2014 elections ?
· Why do Prime Minister Narendra Modi and BJP President Amit Shah hate Lokpal and Lokayuktas ?
Despite reluctance and resistance for decades, the country’s established political class has been forced to appoint a Lokpal due to the pressure of citizens of India.
There are many lacunae in the present law and the entire appointment process has been shrouded in secrecy, which the AAP will bring in the public domain in coming days.
However, finally, when the appointment of India’s first Lokpal appears to be made official soon, the AAP has decided it will file complaints of corruption under relevant laws against the Prime Minister Mr Narendra Modi for his role in the Rafale fighter jets purchase multi-crore scam and the Sahara-Birla diaries bribery scam.
AAP does not comment on individuals and hopes that India’s first Lokpal Justice (retired) PC Ghose will live upto the expectations of the citizens of India and will not hesitate to probe any matter which will be brought to his notice about corruption in high places.
