हर युवा के जेब में हो एक-दो नौकरियां, यही होगा नई यूनिवर्सिटी का मकसद: CM केजरीवाल

– सीएम ने युवाओं को रोजगार के हिसाब से तैयार करने के लिए दिल्ली में स्कील एंड एंटरप्रिन्योरसिप यूनिवर्सिटी स्थापित करने की घोषणा की
– इस यूनिवर्सिटी मे 85 प्रतिशत सीटें दिल्ली के बच्चों के लिए होंगी
– यूनिवर्सिटी स्थापित करने को सोमवार को कैबिनेट ने मंजूरी दे दी

नई दिल्ली। मुख्यमंत्री अरविंद केजरीवाल ने दिल्ली के युवाओं को उद्योगों की जरूरत व नौकरी के हिसाब से तैयार करने के लिए दिल्ली में स्कील एंड एंटरप्रिन्योरसिप यूनिवर्सिटी स्थापित करने की घोषणा की है। इसमें डिप्लोमा से लेकर रिसर्च तक की पढ़ाई होगी। छह माह से 2 वर्ष तक के कोर्स होंगे। यूनिवर्सिटी स्थापित करने को सोमवार को कैबिनेट ने मंजूरी दे दी। अब इसे उप राज्यपाल के पास भेजा जाएगा। मंजूरी के बाद इसे विधानसभा से शीतकालीन सत्र में पास कराया जाएगा। सबकुछ ठीक रहा तो एक साल में यूनिवर्सिटी अस्तित्व में आ जाएगी। इस यूनिवर्सिटी मे 85 प्रतिशत सीटें दिल्ली के बच्चों के लिए होंगी। यह देश में अपनी तरह का पहला विश्वविद्यालय होगा। सर्वश्रेष्ठ औद्योगिक प्रथाओं को अपनाने के लिए विश्वविद्यालय की गतिविधियों में औद्योगिक विशेषज्ञों को शामिल किया जाएगा।

सभी ITI और पालिटेक्निक सेंटर होंगे मर्ज

सीएम अरविंद केजरीवाल ने बताया कि इस यूनिवर्सिटी में दिल्ली के सभी ITI और पालिटेक्निक सेंटर को मर्ज किया जाएगा। इस विवि से फायदा यह होगा कि स्कूल स्तर से बच्चे स्कील बेस्ड कोर्स करने को प्रेरित होंगे। अब उन्हें स्कील बेस्ड कोर्स में उच्च शिक्षा की संभावना होगी।

ओखला में होगा स्थापित

यूनिवर्सिटी का मुख्यालय ओखला स्थित टेली टूल इंजीनियरिंग कालेज में स्थापित होगा। इसके कोर्स व फीस को डिजाइन करने के लिए विशेषज्ञों की टीम बनेगी।

विदेश, इंडस्ट्री संघ व इंडस्ट्री से यूनिवर्सिटी का गठजोड़ होगा

मुख्यमंत्री ने बताया कि यूनिवर्सिटी के छात्रों को नौकरी के हिसाब से तैयार किया जाएगा। इसके लिए यूनिवर्सिटी का विदेशों से गठजोड़ होगा। साथ ही इंडस्ट्री संघ व इंडस्ट्री से गठजोड़ होगा। जिससे इनके हिसाब से छात्रों को यूनिवर्सिटी में ही तैयार कर लिया जाए। जिससे युवा नौकरी के हिसाब से तैयार हो। साथ ही इंडस्ट्री को उसकी जरूरत के हिसाब से कर्मचारी मिल जाएंगे।

जरूरत के हिसाब से बदलेगा कोर्स

उप मुख्यमंत्री मनीष सिसोदिया ने बताया कि यूनिवर्सिटी में कोर्स को जरूरत के हिसाब से बदला जाएगा। इसके लिए मार्केट का लगातार रिसर्च होगा। फिर नौकरी के हिसाब से रिसर्च होगा। फिर उसी हिसाब से कोर्स को समय समय पर बदला जाएगा।

दुनिया में रिसर्च तक तैयार हुआ माडल

उप मुख्यमंत्री मनीष सिसोदिया ने बताया कि यूनिवर्सिटी की परिकल्पना के लिए तमाम देशों का दौरा किया गया। फिनलैंड, ब्राजील, अस्ट्रेलिया, सिंगापुर जाकर टीम ने देखा। वहां के माँडल को आधार बनाकर यूनिवर्सिटी की परिकल्पना तैयार हुई। अभी तक यूनिवर्सिटी न होने के कारण बच्चे स्कील कोर्स करने से बचते थें। अब ऐसा नहीं होगा।

जर्मनी और फिनलैंड जैसे विकसित देश उद्योग की आवश्यकता के अनुसार प्रशिक्षित युवा तैयार करते हैं। इन देशों में, शिक्षा के साथ उद्योग के मजबूत संबंध हैं। उनके संकाय उद्योग में नियमित रूप से प्रशिक्षित होते हैं और वास्तव में कई संकाय सदस्य उद्योग से ही होते हैं। इस एकीकरण और नवीनतम तकनीकों और मशीनरी के उपयोग के माध्यम से वहां अधिक रोजगार योग्य युवा तैयार हो रहे हैं। ऐसा ही अब दिल्ली में होगा।

छात्रों को रोजगारोन्मुखी शिक्षा प्रदान करना मकसद

यह विश्वविद्यालय विज्ञान और प्रौद्योगिकी, वाणिज्य, व्यवसाय, मानविकी, कला, संस्कृति और अन्य ऐसे क्षेत्रों में उद्योग के साथ सहयोग के माध्यम से छात्रों को रोजगारोन्मुखी शिक्षा प्रदान करने पर ध्यान केंद्रित करेगा। यह विश्वविद्यालय पारंपरिक शिक्षा प्रणाली और व्यावसायिक शिक्षा के बीच की खाई को पाट देगा। यह दिल्ली को बाजार की जरूरतों के अनुसार व्यावसायिक और व्यावहारिक विज्ञान पाठ्यक्रमों के विस्तार के लिए एक मंच देगा। साथ ही व्यावहारिक कौशल की कमी को दूर करेगा। दिल्ली में 12 सरकारी / सरकारी सहायता प्राप्त संस्थान और 8 निजी पॉलिटेक्निक हैं। जहां लगभग 16,500 छात्र हैं।
इसी तरह 18 सरकारी औद्योगिक प्रशिक्षण संस्थान (आईटीआईएस) और 44 निजी औद्योगिक प्रशिक्षण संस्थान (आईटीआईएस) लगभग 15,000 छात्रों को प्रमाणपत्र स्तर का प्रशिक्षण प्रदान किया जाता है। प्रस्तावित विश्वविद्यालय के माध्यम से संगठित और साथ ही असंगठित क्षेत्र के कौशल आधार को विभिन्न स्तरों पर कौशल शिक्षा की शुरुआत से मजबूत किया जाएगा।

विश्वविद्यालय निम्नलिखित कार्यक्रम चलाएगा

  1. कौशल विकास मॉड्यूलर कार्यक्रम, व्यापार के आधार पर तीन महीने से बारह महीने तक
  2. सीबीएससी के तहत क्रेडिट की पेशकश करने वाले एक से दो साल के विभिन्न ट्रेडों के व्यावसायिक शिक्षा में सर्टिफिकेट प्रोग्राम, एनएसक्यूएफ के साथ गठबंधन
  3. दो से तीन वर्षों के विभिन्न विषयों में व्यावसायिक डिप्लोमा कार्यक्रम
  4. वोकेशनल एजुकेशन में बैचलर डिग्री प्रोग्राम
  5. पोस्ट ग्रेजुएट, एम.फिल और पीएचडी प्रोग्राम इन वोकेशनल एजुकेशन।
  6. संस्कृति, व्यवसाय, स्वास्थ्य देखभाल और सामाजिक विज्ञान और प्रौद्योगिकी के क्षेत्र में बैचलर डिग्री प्रोग्राम और मास्टर डिग्री प्रोग्राम

Every youth from Delhi Skill & Entrepreneurship University will have at least 1-2 job offers: CM Shri Arvind Kejriwal

– Delhi Cabinet clears proposal to open the Delhi Skill & Entrepreneurship University (DSEU)

– Courses to be dynamic in nature, linked directly to market requirements: CM Shri Kejriwal

– Collaborations with foreign universities to include global best practices: CM Shri Kejriwal

Chief Minister Shri Arvind Kejriwal today announced the Delhi government’s decision to open a new university that will focus on imparting the skills and knowhow to the youth that will equip them for employment. The Delhi Cabinet cleared a proposal to open the Delhi Skills and Entrepreneurship University today.

“Unemployment is very high in the country and our youth is worried that despite securing degrees like BA, B.Sc. and B.Com in the formal education system, they are still unable to find jobs. The main focus of the DSE university will be to make the students employable and the performance of the university will be measured in terms of the kinds of jobs that the students get. The entire effort will be to ensure as many students who graduate from this university will get jobs,” said CM Shri Kejriwal.

The initial intake of the University will be 50,000 students, who will be enrolled in regular and part-time courses in various streams. Students who complete Class X, Class XII, and Graduation can join the University for courses ranging from durations like 6 months, 1 year, 2 years and so on. “The new University will provide a guarantee for jobs to the students who graduate from here, “ said the chief minister. 

Laying down the  framework of the University, CM Shri Kejriwal said, “All ITI, Polytechnic Institutes and Skill Centers will be merged into this University. We will collaborate with many foreign countries and universities. The skill centers at Vivek Vihar and Jonapur have tied up with institutions in Singapore and the Vivek Vihar center has almost 100% placement. Similarly, the new university will have collaborations with several foreign institutions.”

“In addition, there will be collaborations with industry associations and companies. If any company agrees to provide jobs to the students, then training will be provided to students based on the requirements of the company by this University. The most important feature of this university shall be flexibility because the market requirements always keep changing. Various governments have made skill centers but those centers do not adapt to the requirements of the market. Courses once designed will remain for 25 to 30 years without any revision or upgradation. The University will design courses after taking into consideration the relevant market research,” he added. 

The chief minister expects that the legislative framework for the University will be passed by the Delhi Assembly in the upcoming winter session, before which the Bill will have to be approved by the Lieutenant Governor. “From the day we get the L-G’s nod, we expect to launch this University in one year,” said CM Shri Kejriwal. 

Deputy CM Shri Manish Sisodia said, “In order to launch this University the education department has done extensive research. We made many units within the department to study the models in Singapore and other countries. I also went to Finland, Brazil, Germany and Australia to understand their system of skill education.  I found that in our country we have been talking of skill education, but it has two major drawbacks. First, skill education has been reduced to diploma courses in some private or government institutions. Any student wants to pursue his or her higher education in a university system, no matter whichever degree/diploma courses they pursue. Secondly, in spite of various courses in skill education, it lacks a research component.” 

Background Note:

The Delhi Skills and Entrepreneurship University will bridge the gap between the conventional education system and the vocational education. It will give Delhi a platform for expansion of vocational and applied science courses as per market needs. This will be the first University of its kind in the country. 

The majority of youth who pass-out from our educational institutions, lack the ability to implement acquired knowledge in real world. There is a gap in the knowledge that is imparted and the knowledge and skills that are needed for developing good workers who may fit into the world of work. While the educational system has been churning out educated persons but many lack practical skills. This has resulted in unemployment. As per NASSCOM Perspective 2020 low employability of existing talent with only 10-15% employable graduates in business services and 26% of employable engineers in technology services continues to be a major challenge in India.

There are 12 Government / Government Aided Institutes of Technology and 8 Private Polytechnic to cater the student’s strength of around 16,500. Similarly 18 Government Industrial Training Institutes (ITIS) and 44 private Industrial Training Institutes (ITIS) impart certificate level training to around 15,000 students. Through the proposed university, the skill base of the organized as well as unorganized sector will be strengthened by the introduction of skill education at various levels, recognition of prior learning and certification that will contribute to the overall economic development. In this way skill development will be linked to mainstream formal education system. Horizontal as well as vertical career pathways will be developed in various streams of pure and applied knowledge.

The University Curricula will be designed in collaboration with experts from the actual world of work and knowledge so that inventions and innovations can be inculcated in the studies along with maintenance of heritage of various streams of knowledge. Industrial experts will be included in the activities of the University for adoption of best industrial practices.

The University will run the following programs:

  1. Skill Development Modular Programmes, three months to twelve months depending upon the trade
  2. Certificate Programmes in Vocational Education of different Trades of one to two years offering credits under CBCS, aligned to NSQF, thus creating linkages for vertical and horizontal pathways.
  3. Vocational Diploma Programmes in various disciplines of two to three years
  4. Bachelor Degree Programmes in Vocational Education and also vertical levels

as per NSQF

  1. Post Graduate, M.Phil and Ph.D Programmes in Vocational Education.
  2. Bachelor Degree Programme and Master Degree Programs in the area of Culture, Business, Health Care and Social Sciences and Technology
