दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने आज डेयरिंग सिटीज-2020 सम्मेलन को संबोधित किया। सीएम अरविंद केजरीवाल ने कहा कि दिल्ली में पिछले पांच वर्षों में वायु प्रदूषण की समस्या से निपटने के लिए कई उपाय किए गए हैं। उन्होंने कहा कि दिल्ली सरकार ने हाल ही में प्रभावशाली ईवी पॉलिसी अधिसूचित की है, जिसके तहत 2024 तक दिल्ली में खरीदे जाने वाले नए वाहनों में से 25 प्रतिशत इलेक्ट्रिक व्हीकल्स होंगे। दिल्ली सरकार बायो डीकंपोजर तकनीक को बढ़ावा दे रही है, जिससे घोल का मिश्रण पराली पर छिड़कने से वह खाद में बदला जाता है। उम्मीद है कि इस तकनीक के अपनाने से पराली जलाने की समस्या से निजात मिल सकेगी। इसके अलावा, हमने सफलता पूर्वक सम-विषम (ऑड-ईवन) योजना लागू की, जिससे वायु प्रदूषण में 15 प्रतिशत की गिरावट आयी । दिल्ली देश का एकमात्र राज्य है, जहां सभी थर्मल पावर प्लांट बंद कर दिए गए हैं। इसके अलावा, अधिक प्रदूषण फैलाने वाले ईंधनों पर प्रतिबंध लगा दिया है।
सीएम अरविंद केजरीवाल ने कहा कि डेयरिंग सिटीज 2020’ सम्मेलन में बोलने के लिए आमंत्रित करना एक सम्मान की बात है। आप सभी जानते हैं कि पूरा विश्व कोरोना वायरस की चपेट में है। कोरोना वायरस के कारण हमने देखा है कि कई जगहों लॉकडाउन किए गए। जब किसी भी जगह पर लॉकडाउन किया गया तो अचानक से हवा के स्तर में सुधार हुआ है। जिसने हमें यह अहसास कराया कि किस तरह मानव किस तरह पर्यावरण ढ़ाचे और जलवायु को बर्बाद करने के लिए जिम्मेदार है।
दिल्ली जब वायु प्रदूषण के कारण प्रभावित थी तो इसको लेकर कुछ सालों में हमने कई सहासिक और रचनात्मक फैसले लिए। दिल्ली में हर बार की तरह 2015-16 की सर्दियों में प्रदूषण से हालात बेहद खराब हो गए। पड़ोसी राज्यों में पराली जलाने जाने के कारण धुंआ आने से दिल्ली गैस चैंबर बन गई। ऐसे में हमें कड़े फैसले लेना जरूरी थी। जब हमने ऑड ईवन स्कीम को लागू करने का फैसला लिया। महीने के विषम दिनों में वाहनों की नंबर प्लेट पर आखिरी विषम संख्या वाले वाहन चालू रहेंगे। जबकि सम दिनों में सम संख्या वाले नंबर चालू रहेंगे। विश्व के कुछ क्षेत्रों में इससे पहले योजना को लागू किया गया था लेकिन सफल नहीं हुईं। जब हम इसे लागू करने पर विचार कर रहे थे तब कई लोगों ने चेतावनी दी कि यह काफी खतरनाक कदम है जो कि राजनीतिक तौर पर आत्महत्या करने जैसा है। क्योंकि लोग ऐसे कठिन कदम को स्वीकार नहीं करेंगे। लेकिन हमने इसे आक्रामक अभियान के तरीके से लागू किया। लोगों को समझाया कि यह हमारे लिए बेहद जरूरी है। मुझे बताते हुए खुशी है कि लोग आगे आए और स्वयं सेवक के तौर पर जुड़कर इस योजना को लागू करवाया। इसे 15 दिनों के लिए लागू किया गया और इन दिनों में हमने नियमों का उल्लंघन करने वालों के चालान किए। लेकिन हमने पाया कि ऐसा करने वाले बहुत कम लोग थे। उसके बाद हमने ऑड-ईवन स्कीम को 3 से 4 बार लागू किया। हार्वर्ड के शोधकर्ताओं द्वारा किए गए शोध से पता चला कि जब सर्दी के महीनों में ऑड-ईवन लागू होता है तो पार्टिकुलेट उत्सर्जन में 15 प्रतिशत की गिरावट होती है। हालांकि यह व्यवस्थित बदलाव नहीं था। यह सिर्फ स्थानीय इमरजेंसी से निपटने का तरीका था। इसे सिर्फ इसके कारण साझा कर रहा हूं कि अभी भी कठोर फैसले लेने के राजनीतिक इच्छा शक्ति दिल्ली में है।
सीएम अरविंद केजरीवाल ने कहा कि दिल्ली में प्रदूषण फैलाने वाले दो थर्मल पावर प्लांट थे। सरकार ने दोनों थर्मल पावर प्लांट बंद कर दिए हैं। हम अब अक्षय ऊर्जा की दिशा में एक बड़ा बदलाव लाने की कोशिश कर रहे हैं।
इसके अलावा, दिल्ली सरकार ने उद्योग में सबसे अधिक प्रदूषण फैलाने वाले ईंधनों पर प्रतिबंध लगा दिया है। हमने उद्योगों के साथ नजदीकी से काम कर सब्सिडी स्कीम के जरिए स्वच्छ ईंधन पीएनजी पर बदलना सुनिश्चित किया। जिन्होंने नहीं लागू की उनके ऊपर जुर्माना लगाया। अब तक दिल्ली में लगभग सभी उद्योग पीएनजी पर शिफ्ट हो चुके हैं।
दिल्ली सरकार बडे स्तर पर पौधा रोपण अभियान चला रही है। 2019-20 में 36 लाख से अधिक पौधे लगाए गए। हम हर साल 30 लाख से अधिक पौधे लगा रहे हैं। लोगों से लेकर बच्चे भी इसमें भाग ले रहे हैं।
सीएम ने कहा कि वाहन बड़े स्तर पर प्रदूषण का कारण हैं। इसके चलते सार्वजनिक परिवहन को बढ़ावा दिया जा रहा है। दिल्ली मेट्रो के नेटवर्क में पिछले चार सालों में 80 फीसदी का विस्तार किया गया है। मार्च 2015 में 193 किलोमीटर और जून 2019 में 344 किलोमीटर विस्तार किया गया है।
दिल्ली की हवा फिलहाल बेहतर है लेकिन 15 अक्टूबर से दिसंबर के अंत तक दो-तीन महीने काफी ज्यादा प्रदूषण का सामना करना पड़ता है। जिसका कारण पराली जलाना है, जिसके लिए दिल्ली के आसपास के राज्य जिम्मेदार है। ऐसा इसलिए किया जाता है, क्योंकि अगली फसल की कटाई और बुवाई के बीच समय बहुत कम समय होता है और पराली के निस्तारण के अन्य विकल्पों की कमी होती है। पराली से तत्काल छुटकारा पाने के लिए किसान इसे जलाने के लिए मजबूर हैं।
इस साल भारतीय कृषि अनुसंधान संस्थान हमारे साथ समस्या के निदान को लेकर आगे आया है। हम एक बायो डिस्कंपोजर केमिकल युक्त नवीन स्थायी तकनीक को बढ़ावा दे रहे हैं। जिसमें तरल घोल बनाकर फसल की पराली के ऊपर छिड़काव किया जाता है। जो पराली को खाद में बदल देगा। सुखद बात यह है कि कल ही हमने इसका उद्घाटन दिल्ली में किया है। दिल्ली के सभी खेतों में दिल्ली सरकार की ओर अपने खर्चे पर इसका छिड़काव किया जाएगा। किसानों को कुछ भी नहीं करना होगा। उम्मीद है कि इसमें हमें सफलता मिलेगी। अगले साल हम आसपास के राज्यों को समझाने का प्रयास करेंगे कि वो अपने राज्य में इसे लागू करें। हमें उम्मीद है कि यदि यह सफल रहता है तो आने वाले वर्षों में प्रदूषण की समस्या का समाधान करने में सहायता मिलेगी।
मुख्यमंत्री अरविंद केजरीवाल ने कहा कि सार्वनिक परिवहन प्रणाली और नॉन मोटराइज्ड व्हीकल पॉलिसी को बड़े स्तर पर लागू करने की योजना है। इलेक्ट्रिक वाहन नीति के तहत नई बसों में से कम से 50 फीसदी इलेक्ट्रिक बसें हों।
दिल्ली सरकार ने हाल ही में एक बहुत ही प्रभावशाली इलेक्ट्रिक व्हीकल नीति अधिसूचित की है। जिससे बड़े स्तर पर इलेक्ट्रीक वाहनों को बढ़ावा मिलेगा। 2024 तक नए खरीदे जाने वाले वाहनों में से 25 फीसदी इलेक्ट्रिक वाहन होंगे।
उल्लेखनीय है कि सीएम अरविंद केजरीवाल को ‘डेयरिंग सिटीज 2020’ सम्मेलन में दुनिया भर के पांच शहरी नेताओं के बीच बोलने के लिए आमंत्रित किया गया था। इस सम्मेलन की मेजबानी जर्मन सरकार के सहयोग से आईसीएलईएआई और जर्मनी के बॉन शहर द्वारा की गई। ‘डेयरिंग सिटीज’ वायु प्रदूषण पर शहरी नेताओं का एक वैश्विक मंच है। सीएम केजरीवाल को वायु प्रदूषण से निपटने के लिए की गई बहुस्तरीय कार्रवाई पर चर्चा करने के लिए बोगोटा (कोलंबिया), साओ पाओलो (ब्राजील), लॉस एंगल्स (यूएसए) और एंटेब्बे (युगांडा) के शहरी नेताओं और निर्णयकर्ताओं के साथ आमंत्रित किया गया था। मुख्यमंत्री अरविंद केजरीवाल 10 हजार से अधिक महापौरों और नगर पार्षदों, शहरी विचारक नेताओं, राष्ट्रीय सरकार के प्रतिनिधियों, शोधकर्ताओं, व्यापार जगत के नेताओं और दुनिया भर के सभी समुदायिक आयोजकों को संबोधित किया।

CM Shri Arvind Kejriwal addressed the ‘Daring Cities 2020’, where he was invited among five urban leaders around the world to speak at the prestigious Daring Cities 2020 conference – a global, action-oriented forum to recognize courageous urban leaders taking bold climate action across the world. CM Arvind Kejriwal was invited alongside urban leaders and decision-makers from Bogota (Colombia), Sao Paolo (Brazil), Los Angles (USA), and Entebbe (Uganda) to discuss multilevel action to tackle the climate emergency and environmental sustainability. CM Shri Arvind Kejriwal quoted some of the initiatives taken by the Delhi government to control and respond to the climate emergency like introducing odd-even schemes, shutting down of thermal power plants, banning the use of polluting fuels, and starting a mega green drive in the capital.
CM Shri Arvind Kejriwal said, “Ladies and gentlemen, it is indeed an honour for me to be speaking at the Daring Cities Conference today. As you all know, the whole world is grappling with the pandemic of Corona. But at this time, the Corona has also made us aware of the fact, in many countries we have seen how lockdowns were imposed in various countries around the world. The quality of air suddenly improved in those places. It made us realize the extent to which human beings are responsible for tampering with the environment. Delhi has been suffering from air pollution for quite some time. But in the last few years, we have taken some very bold and imaginative steps. I would like to share the steps that we have taken in the last five years, and what we propose to do in the next few years.”
CM Shri Arvind Kejriwal said that the Delhi government has introduced the odd-even scheme in Delhi to tackle air pollution. On odd days of the month, vehicles with an odd digit as its last number on its number plate would ply, and on even days of the month, vehicles with even numbers. In the winter of 2015-16, pollution levels had increased a lot and Delhi was being called a gas chamber. We had to take urgent steps and one of the decisions we took was to implement an odd-even scheme for two weeks. In many parts of the world, this scheme was implemented with mixed results. Many political people cautioned me when we implemented this scheme. It was a harsh step and could have been politically suicidal for us because people will not appreciate it. But we did this by launching a mass campaign and taking the people along. Since then, we have implemented the odd-even scheme three times in Delhi. We saw people voluntarily participating in the scheme. It was implemented for 15 days, and even though we had imposed fines on people for not following it, the number of fines came down drastically. Research by Harvard researchers shows a 14-16% drop in particulate emissions when odd-even is implemented in winter months.”
CM Shri Arvind Kejriwal said, “Likewise in Delhi, there were two coal-based power plants and the Delhi government has closed down both the power plants. We are working towards shifting to renewable sources of energy. We have also started implementing a mega tree plantation drive in the last few years and in the last year, we have planted more than 6 million saplings. Every year, we are planting over 3 million saplings. Ordinary people and children are participating in this mega plantation drive.”
“Vehicles are a huge source of pollution in Delhi. Public transport has been given a huge push by the Delhi government. The network of the Delhi metro has been increased from 193 km to 342 km which is around 80% Increase in the last 4 years. These are some of the steps we took in the last few years. Also, for instance, there were a large number of industries that were using polluting fuel and we brought out a strict policy to make the shift to non-polluting fuel. Now, almost all the industries of Delhi have shifted to non-polluting fuel. We also provided subsidies to the industries who came forward in this initiative. We also implemented fines to the industries that did not implement these measures. I am happy to inform you that most of the industries have shifted to non-polluting fuel,” added the CM.
CM Shri Arvind Kejriwal said, “Rest of the year the Delhi’s air is reasonably clean but the last 2 to 3 months starting from 15th October till the end of December Delhi faces a huge pollution problem. This happens due to the stubble burning in that neighboring states of Delhi. The farmers burn the residue crops so that they can harvest their new crop. They do not know what to do with a stable so they burn the stubble. Fortunately, the Indian agricultural Institute recently come out with a chemical solution that can be sprayed over the stubble, and eventually, the stubble will be converted to manure. Yesterday, I inaugurated this initiative in Delhi and in all the entire farm fields of Delhi the sprinkling will be done by the Delhi government free of cost. The farmers will not spend any money for this work. I am very sure that after the successful implementation of the state next year we will be able to convince other states to implement this policy to their states. We are also hopeful that if we get success in this process then this will solve the problem of stubble burning and the air pollution problem of Delhi will be resolved.”
“We are also promoting public and non-motorized transport in a big way and in that direction, we are increasing and doubling the fleet of buses in Delhi. We have recently launched an electrical vehicle policy under which we have aimed to shift to electric vehicles in the next few years. Huge subsidies are being given by the Delhi government to all those people who are willing to shift to EV. Our target is within 2024 nearly 25% of vehicles purchased in Delhi should be EV. Huge infrastructure is being built up for the implementation of this policy,” said the CM.
“These are some of the experiences I wished to share and I again thank you for giving me this opportunity to share my experience with all of you,” he added.
