नई दिल्ली: मुख्यमंत्री अरविंद केजरीवाल के ’10 हफ्ते 10 बजे 10 मिनट ‘ अभियान के सुखद परिणाम सामने आए हैं। इस वर्ष डेंगू के मामलों की आश्चर्यजनक कमी आई है। दिल्ली नगर निकायों के एंटी मलेरिया मुख्यालय की ओर से जारी रिपोर्ट के अनुसार इस हफ्ते डेंगू के सिर्फ 74 ताजा मामले ही सामने आए हैं। इस साल अक्टूबर के पहले सप्ताह तक यह आंकड़ा 356 तक ही पहुंचा है। 2018 में इस समय तक करीब 650 मामले सामने आ चुके थें। मुख्यमंत्री ने ट्वीट कर कहा कि मुझे यह बताते हुए बहुत खुशी हो रही है कि डेंगू के खिलाफ 10 हफ्ते 10 बजे 10 मिनट ‘अभियान ने आश्चर्यजनक परिणाम दिखाए हैं। दिल्ली के लोगों को बधाई! दिल्ली में अब तक दर्ज मामलों की संख्या सिर्फ 356 है, जबकि पिछले साल इस समय तक 650 थी। सबसे महत्वपूर्ण बात, हमने अभी तक एक भी जीवन नहीं खोया है। ”

2015 में दिल्ली में अक्टूबर के पहले सप्ताह तक डेंगू के 7,606 मामले थे, जबकि 2016 और 2017 में यह संख्या क्रमशः 2133 और 2152 थी। दिल्ली सरकार की डेंगू के खिलाफ लड़ाई 2015 में शुरू हुई, जब शहर में 15,867 मामलों आए थे। 60 से ज्यादा मौतें हुईं थी। सरकार ने 2015 से डेंगू के लिए अभियान प्रारंभ किया। जिसका 2018 में परिणाम सामने थे और डेंगू के मामलों में 80% कमी आई और मामले घटकर केवल 2,798 हो गए। साथ ही 2018 4 ही मौत हुई। इस साल अब तक एक भी मौत नहीं हुई है।

डेंगू के विकराल रूप की डाक्टरों ने दी थी चेतावनी

डॉक्टरों और विशेषज्ञों ने इस साल सीएम अरविंद केजरीवाल को चेतावनी दी थी कि डेंगू का 3-4 साल का चक्र होता है। दिल्ली में इस साल ज्यादा प्रकोप का अनुमान है। दिल्ली सरकार ने अपने स्तर पर डेंगू से लड़ने के लिए मेगा कार्यक्रम शुरू किया। 10 हफ्ते 10 बजे 10 मिनट ‘ के अभियान की परिकल्पना अर्थ आवर की तर्ज पर की गई। जहाँ लोगों को बड़े पैमाने पर प्रोत्साहित किया गया कि वे अपने घरों का हर रविवार सुबह 10 बजे दस मिनट के लिए, लगातार दस हफ्तों तक निरीक्षण करें। सीएम ने कहा कि मुझे पूरा विश्वास है कि इस अभियान के प्रभाव केवल इस वर्ष तक सीमित नहीं होंगे। जागरूकता के कारण इस अभियान से दिल्ली को हर साल डेंगू से लड़ने में मदद मिलेगी। सीएम ने कहा कि अभियान का सबसे महत्वपूर्ण उद्देश्य डेंगू मच्छर की उत्पत्ति के बारे में लोगों को शिक्षित करना था। 1 सितंबर को अभियान शुरू करने से पहले, मैंने अपने सोशल मीडिया प्लेटफार्म पर एक सर्वे किया था कि क्या डेंगू साफ पानी या गंदे पानी में पनपता है। 35% से अधिक लोगों ने कहा कि डेंगू गंदे पानी में पनपता है। हमने महसूस किया कि डेंगू के बारे में लोगों को स्पष्ट जानकारी नहीं है। तभी अभियान प्रारंभ कर लोगों को जागरूक किया गया। अभियान शुरू करने से पहले लोगों को डेंगू के बारे में अन्य गलत धारणा थी कि डेंगू का मच्छर दूर तक जा सकता है। जबकि डेंगू मच्छर केवल 200 मीटर की रेंज तक उड़ सकता है। इस अभियान के माध्यम से कई मिथकों का तोड़ा गया है। सीएम ने कहा डेंगू मच्छर का अंडा 8-10 दिनों में पूर्ण विकसित होकर मच्छर में बदल जाता है। इसलिए अगर हम साफ स्थिर पानी को 7-8 दिनों से अधिक समय तक रहने देते हैं, तो इससे निश्चित रूप से मच्छरों के प्रजनन की संभावना बढ़ जाएगी।

देश के अन्य हिस्से में बढ़ा प्रकोप

जुलाई-अगस्त-सितंबर के महीनों में डेंगू का प्रभाव देश के अन्य हिस्से में बढ़ा है। मॉनसून पैटर्न में बदलाव और लंबे समय तक मॉनसून के परिणामस्वरूप देश भर के विभिन्न राज्यों में डेंगू का प्रकोप है। कई राज्यों में यह संख्या हजारों तक पहुंच गई है। तैयारी और रोकथाम कार्य योजना ने दिल्ली को वेक्टर जनित बीमारी से दूर रखा।

अभियान में बड़ी संख्या में लोगों ने की भागीदारी

अभियान में लोगों की भारी भागीदारी हुई। जिसका श्रेय मुख्यमंत्री को जाता है। पिछले पांच हफ्तों के दौरान डेंगू के खिलाफ लड़ाई में कई लोग शामिल हुए हैं। दिल्ली के लोगों से हर रविवार सुबह अपने घरों का निरीक्षण करने की सार्वजनिक अपील करने के बाद मुख्यमंत्री ने सभी कार्यालयों के सभी कर्मचारियों से, प्रत्येक शुक्रवार सुबह 11 बजे अपने कार्यालयों का निरीक्षण करने की अपील की थी। मुख्य सचिव विजय कुमार देव के नेतृत्व में दिल्ली सरकार की पूरी नौकरशाही इसमें शामिल हुई ।

CM Kejriwal’s anti-Dengue campaign leads to 50% reduction in Dengue cases

Compared to 650 cases by this time in 2018, 2019 has seen just 356 cases

New Delhi: Chief Minister Shri Arvind Kejriwal’s ‘10 Hafte 10 Baje 10 Minute’ campaign has resulted in a dramatic reduction in the number of Dengue cases reported this year. As per the report released by Delhi’s municipal bodies’ Anti Malaria HQ, this week saw just 74 fresh cases of Dengue, taking this year’s count to 356 until the first week of October. In 2018, the number of cases reported by this time of the year was almost double of the cases this year at 650. 

Sharing the data, the chief minister tweeted, “I am very happy to share that the #10Baje10Hafte10Minute campaign against Dengue has shown stunning results. Congrats to the people of Delhi! The number of cases reported in Delhi so far is just 356, compared to 650 by this time last year. Most importantly, we have not yet lost a single life.”

In 2015, Delhi had 7,606 cases of Dengue until the first week of October, while in 2016 and 2017 the number was at 2133 and 2152 respectively. The Delhi government’s fight against Dengue started in 2015, when the city saw a massive outbreak leading to 15,867 cases and as many as 60 deaths. The government ramped up its preparedness for Dengue since 2015 and deployed dedicated resources to combat Dengue. By 2018, the results were in, and the number of cases had reduced by 80% to just 2,798. 

Similarly, in 2015 60 people had lost their lives to Dengue, which reduced to 4 deaths by 2018. This year, not a single death has been reported so far. 

After doctors and experts warned CM Shri Kejriwal that Dengue has a 3-4 year cycle and Delhi may experience another outbreak this year, the Delhi government launched the mega program to fight Dengue at its source. The ‘10 Hafte 10 Baje 10 Minute’ campaign was conceptualised along the lines of the Earth Hour, where people were encouraged on a large scale to inspect their homes every Sunday morning at 10 AM for ten minutes, for ten consecutive weeks.

“I strongly believe that the impacts of this campaign will not be limited to this year alone. The awareness and education that this campaign has resulted in will help Delhi fight Dengue every year,” said CM Shri Kejriwal. 

“One of the most important purposes of the campaign was to educate people about the origins of the Dengue mosquito. Before I began the campaign on 1st September, I had conducted a survey on my social media profiles about whether Dengue breeds in clean water or dirty water, and over 35% people stated that Dengue breeds in dirty water. We realised that the myths round Dengue have to be clarified so that people are better prepared to fight Dengue,” said the chief minister.

“The other misconception people had about Dengue before we started the campaign was that the Dengue mosquito could breed far away and still infect us. This is not the case as the Dengue mosquito can only fly up to a range of 200 meters. Many such myths have been busted through this campaign,” he added. 

Explaining the rationale behind the stress on a weekly inspection, CM Shri Kejriwal said, “The dengue mosquito’s egg turns into a full grown mosquito in 8-10 days. So if we allow clean stagnant water to remain still for more than 7-8 days, it will definitely increase the chances for the mosquito to breed.”

The chief minister credits the massive participation of people in the campaign. Throughout the last five weeks, several groups of people have joined the fight against Dengue. After making a public appeal to the people of Delhi to inspect their homes every Sunday morning, the chief minister had also appealed to all employees of all offices, whether government or private, to inspect their offices every Friday morning at 11 AM. Led by Chief Secretary Shri Vijay Kumar Dev, the entire bureaucracy of Delhi government had joined in.

While the spread of Dengue gains momentum in the monsoon months of July-August-September, this year has shown consistent comparative decrease in Dengue related cases in every month. 
Change in monsoon patterns and prolonged monsoon has resulted in outbreak of dengue in various states across the country, with the number of cases reaching the many thousands. Preparedness and prevention action plan has helped Delhi stay ahead of the vector borne disease, and protected the people from suffering.
