दिल्ली में 4 से 15 नवंबर तक लागू होने वाले ऑड-ईवन स्कीम में इस बार महिलाओं को छूट दी गई है। मुख्यमंत्री अरविंद केजरीवाल ने महिला सुरक्षा को ध्यान में रखकर यह निर्णय लिया है। हालांकि इस बार निजी सीएनजी वाहनों को छूट नहीं देने का भी निर्णय लिया गया है। पिछली बार छूट के दौरान सीएनजी वाहन स्टीकर के बड़े पैमाने पर दुरूपयोग को देखते हुए यह निर्णय लिया गया है। दोपहिया वाहन पर अभी कोई निर्णय नहीं लिया गया है। हालांकि, आँड इवन उनपर लागू होने की संभावना से सीएम ने इन्कार किया है।

ऑड ईवन के दौरान दो हजार बसों का इंतजाम
ऑड ईवन के दौरान लोगों को परेशानी से बचाने के लिए दिल्ली सरकार ने 2 हजार बसों का इंतजाम किया है। अधिकारियों ने इसके लिए निजी बस चालकोें से संपर्क कर लिया है।

पड़ोसी राज्यों में पराली जलने से बढ़ने लगा है प्रदूषण

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि पिछले तीन चार दिनों में दिल्ली में प्रदूषण बढ़ना शुरू हो गया है। सीएम ने कहा कि पिछले तीन माह से दिल्ली में प्रदूषण पर लगाम था लेकिन पड़ोसी राज्यों में प्रदूषण बढ़ने से दिल्ली की हवा प्रदूषित होने लगी है। सीएम ने केेंद्र सरकार व पड़ोसी राज्यों के सरकारों से आग्रह किया है कि दिल्ली के प्रदूषण को कम करने के लिए जरूरी कदम उठाने का आग्रह किया है।

उबर के अधिकारियों को सख्त निर्देश, अतिरिक्त शुल्क वसूली पर होगी कार्रवाई

मुख्यमंत्री ने कहा कि ऑड इवन के दौरान एप आधारित टैक्सी संचालकों की मनमानी की शिकायत आती है। इस बार ऐसा नहीं होगा। इसके लिए उबर के अधिकारियों के साथ बैठक हो चुकी है। उन्हें बता दिया गया है कि किसी भी कीमत पर डेढ गुना से ज्यादा कीमत की वसूली नहीं हो सकती है। साथ ही सर्च प्राइसिंग न करने के निर्देश दिए हैं। इस दौरान परिवहन मंत्री कैलाश गहलोत ने कहा कि अन्य कंपनी के संचालकों के साथ भी बैठक कर यह निर्देश दे दिए जाएंगे।

दफ्तर टाइमिंग पर चल रही बात

सीएम अरविंद केजरीवाल ने बताया कि ऑड इवन के दौरान सार्वजनिक वाहनों पर एक समय दबाव न बने इसके लिए दफ्तरों के समय बदलने पर विशेषज्ञों से बात चल रही है। जल्द ही इसे तय कर लिया जाएगा।

कार पूलिंग को बढ़ावा देने की अपील
सीएम ने कहा कि ऑड इवन के दौरान कार पुलिंग को बढ़ावा दें। दोस्तों और रिश्तेदारों के साथ कार पुलिंग करें। इससे प्रदूषण भी कम होगा और रिश्ते भी ठीक होंगे।

जुर्माने पर जल्द होगा निर्णय

सीएम ने कहा कि अब नया परिवहन नियम लागू हो गया है। इस कारण जुर्मांने को रिवाइज किया जा रहा है। सीएम ने कहा कि हमारा मकसद जुर्माना लगाना नहीं है। पहले कोई ऑड इवन का पालन नहीं करता पाया गया तो उसे समझाया जाएगा और वापस कर दिया जाएगा।

पराली जलने से प्रदूषण होने के कारण ऑड इवन लागू करने का निर्णय

नवंबर में दिल्ली के आस-पास के राज्यों में पराली जलाई जाती है। इस वजह से दिल्ली गैस चैंबर बन जाता है। सीएम की ओर से एक व्यापक पराली और शीतकालीन कार्य योजना बनाई गई। इसी के तहत ऑड ईवन योजना की घोषणा की गई थी। ऑड ईवन योजना के तहत, सरकार सम विषम नंबर के वाहनों के उपयोग का दिन तय करती है। यह कदम उस अवधि में हवा में वाहनों के उत्सर्जन को सीमित करने के उद्देश्य से उठाया जाता है । दिल्ली वर्षों से पराली के कारण आने वाले धुएं का सामना कर रही है।

छूट के यह है नियम

  • जिस वाहन में अकेली महिला हो।
  • जिस वाहन में सिर्फ महिलाएं हो।
  • जिस वाहन में महिला के अलावा 12 वर्ष से कम उम्र के कोई भी बच्चे हों।

पहले भी महिलाओं को मिली थी छूट

महिलाओं की सुरक्षा के दृष्टिकोण से 2016 में भी छूट दी गई थी। दिल्ली में महिलाएं अपने वाहनों में ज्यादा सुरक्षित महसूस करती हैं, इस कारण ऐसा किया गया था। इसके अतिरिक्त, महिला ड्राइवरों और स्कूल जाने वाले बच्चों के साथ स्कूली वाहनों को छूट मिली थी। इस बार भी महिला सुरक्षा को ध्यान में रखकर छूट दी गई है।

पिछली बार दो पहिया को भी थी छूट

पिछली बार सभी दोपहिया वाहनों को वैकल्पिक दिन बार से छूट दी गई थी। इस बार भी छूट की संभावना है। सरकार का मानना है कि शहर की बसों और मेट्रो रेल की मौजूदा क्षमता के साथ, सार्वजनिक परिवहन नेटवर्क पर इतनी बड़ी संख्या में लोगों को ले जाना संभव नहीं था।दिल्ली में चलने वाले दोपहिया वाहनों की संख्या का नवीनतम अनुमान 70 लाख से अधिक है। अगर दो पहिया वाहनों को छूट नहीं दी जाती है तो इससे हर दिन सार्वजनिक परिवहन पर स्विच वाले 35 लाख से अधिक लोग होंगे। मुख्यमंत्री ने सार्वजनिक परिवहन नेटवर्क की वर्तमान क्षमता की समीक्षा करने और दो पहिया वाहनों को इस वर्ष छूट दिए जाने पर अंतिम निर्णय बाद में लेने की बात कही है।

Private CNG vehicles will not be exempted

Exemptions for two-wheelers being discussed, decision soon

New Delhi: Chief minister Arvind Kejriwal announced on Saturday that women will be exempted from the Odd Even scheme that will be in force this year from 4th to 15th November. However, private CNG vehicles, which were exempted during the previous edition of Odd Even, will not be exempt this year. 

Addressing a press conference at the Delhi Secretariat, CM Kejriwal said, “Keeping the security of women in mind, we have decided to exempt women from Odd Even. All women cars or those vehicles with women drivers and children below the age of 12 will be exempt.”

On the change in policy for CNG vehicles, the chief minister said, “In previous editions of Odd Even, CNG vehicles were exempt. But we observed that the CNG stickers used to denote vehicles were sold in the black market and misused by some people to bypass the Odd Even scheme. This defeats the purpose of Odd Even.”

Encouraging people to carpool to work during Odd Even, CM Kejriwal said, “Most people that use private vehicles prefer to carpool. This is what was observed even the last time.”

On the question of exemptions for two-wheelers, CM Kejriwal said, “Two-wheelers do pollute the air and we believe they should not be exempt under Odd Even. But at the same time given the number of two wheelers in Delhi, it is impractical to take half of them off the roads. Delhi doesn’t have such a large amount of vacant capacity in our public transport to be able to do that.”

“However, the decision on two wheelers has not been taken yet by the government. The government is trying to resolve the contradiction on this issue. In principle we have decided to stagger office timings. We are consulting experts on this and will share more information when the decision is taken,” he added.

2,000 private buses to be engaged during Odd Even; Cab operators warned against surge pricing: Kailash Gahlot

Transport Minister Kailash Gahlot said, “Delhi government will engage 2000 private buses for the Odd Even period for the additional load at Rs 50 per kilometer. We have also met with Uber and are going to meet other cab operators and strictly warned them from indulging in indiscriminate surge pricing. Uber has committed to us that they will not permit more than 1.5 times the regular fare during the Odd Even period.”

Commenting on the fines that will be levied on violators, CM Kejriwal said, “Our aim will not be to heavily fine violators, but to request them to follow the rule. I want to remind you of the first Odd Even when we had deployed a large Civil Defense force that was playing a constructive role towards reducing violations. They would stand at intersections and urge violators to return home and leave their cars behind. But violators will be liable to pay fines are per the New Motor Vehicles Act. We are looking into what the quantum of the fine shall be.”

Stubble burning has begun, Delhi needs to be prepared: CM Kejriwal

“The smoke from crop stubble burning in neighbouring states has started reaching Delhi and our air quality has started deteriorating from Good to Moderate to Poor to Very Poor. It has been widely reported that the smoke coming to Delhi today is due to the burning of stubble in Karnal, Haryana. This is not just a question of the air quality in Delhi. Perhaps the largest health impacts of the stubble burning will be faced by the residents of Karnal and other parts of Haryana. Delhi gets most attention because it has more media, it has the Central government,” said CM Kejriwal.

“Farmers cannot be blamed for burning their stubble because they need to prepare for the next crop cycle. It is the responsibility of governments to provide the technology that is now easily available to the farmers. I appeal to the concerned governments to help the farmers. The Centre will have to take the lead on this. Efforts by individuals cannot succeed. I am not interested in pointing fingers at this point in time when people are suffering,” he said.

Appeal to people to enjoy Diwali laser show, refrain from bursting crackers: CM Kejriwal

“When Delhi faces such an onslaught of smoke from outside we will have to take measures to reduce our local pollution as much as possible,” he added.

“In order for people to not burst crackers this Diwali, Delhi government is organising a Mega Laser Show in Connaught Place between 26-29 October from 7 PM onwards. I invite all of Delhi to enjoy the laser show,” said the chief minister. 

Pollution a complex problem, has only reduced due to collective efforts: CM Kejriwal

“Pollution is a complex problem and could only have reduced due to the collective efforts of all governments and agencies in Delhi. Everyone made their efforts, but the most important contribution was made by the people of Delhi. I have always maintained that no effort to tackle climate change or pollution until the people enthusiastically participate in these efforts. The people of Delhi have participated in all efforts and even welcomes certain harsh steps we took against pollution,” he said, crediting the people of Delhi for participating in the government’s fight against pollution.
