आम आदमी पार्टी के सांसद भगवंत मान ने कहा कि आम आदमी पार्टी किसानों के व्यापार और वाणिज्य (संवर्धन और सुविधा) अध्यादेश-2020, किसान (सशक्तीकरण और संरक्षण) समझौते और आवश्यक वस्तु (संशोधन) अध्यादेश-2020 बिल का विरोध करेगी और कल संसद में इसके खिलाफ अपना वोट करेगी। यह बिल कृषि उद्योग के निजीकरण की दिशा में एक कदम है। इससे एमएसपी समाप्त हो जाएगा और इस बिल के आने के बाद निजी खिलाड़ियों को खुली छूट मिल जाएगी। भगवंत मान ने कहा कि एक कैबिनेट पद बचाने के लिए शिरोमणि अकाली दल ने पंजाब के किसानों के अधिकारों को बेच दिया है। अगर वे वास्तव में किसानों के अधिकारों का समर्थन करना चाहते हैं, तो कल उन्हें इस बिल के खिलाफ मतदान करना चाहिए। हाई पाॅवर कमिटी की बैठक में कांग्रेस पार्टी के पंजाब में सीएम कैप्टन अमरिंदर सिंह भी शामिल थे। इसलिए इस बिल को लेकर कांग्रेस और शिरोमणि अकाली दल को अपना रूख साफ करना चाहिए।

पार्टी मुख्यालय में हुई एक प्रेस वार्ता को संबोधित करते हुए आम आदमी पार्टी के विधायक जरनैल सिंह ने कल भारतीय संसद में प्रस्तुत किए गए एग्रीकल्चर ऑर्डिनेंस (कृषि अध्यादेश) पर बात करते हुए कहा कि जय जवान और जय किसान के नारा लगाने वाले देश में किसानों की बदहाली का जो दौर शुरू हुआ है, उसमें एक और कदम आगे बढ़ाते हुए केंद्र में बैठी मौजूदा भाजपा सरकार के द्वारा किसानों की जिंदगी और मुश्किल करने के लिए कल जो बिल प्रस्तुत हुआ है, वह बहुत ही दुखद एवं निराशाजनक है।
उन्होंने कहा कि जिस तरह से केंद्र में बैठी भारतीय जनता पार्टी की सरकार किसानों पर यह अत्याचार कर रही है। एमएसपी ऑर्डिनेंस बिल उसका जीता जागता प्रमाण है। यदि बात भारतीय जनता पार्टी के सहयोगी दलों की की जाए, तो शिरोमणि अकाली दल जिनकी सरकार पंजाब में भाजपा के साथ गठबंधन कई वर्षों तक रही, किसानों ने कई बार वोट देकर पंजाब में शिरोमणि अकाली दल की सरकार बनाई, और आज जब पंजाब के किसानों को उनकी जरूरत पड़ी, तो वह लोकसभा और राज्यसभा में मौजूद अपने 4 सांसदों के 4 वोट भी किसानों के हक में नहीं डाल सके।
जरनैल सिंह ने बताया कि इस बिल के संबंध में कल भारतीय संसद में चर्चा होनी है और आम आदमी पार्टी के लोकसभा सांसद एवं राज्यसभा सांसद एकमत से संसद के भीतर इस बिल का विरोध करेंगे। आम आदमी पार्टी पहले ही दिन से किसानों के हक की बात करती आई है, सदा किसानों के साथ खड़ी रही है और आगे भी आम आदमी पार्टी हमेशा किसानों के हक के लिए संघर्ष करती रहेगी।

पंजाब से आम आदमी पार्टी के सांसद भगवंत मान ने एग्रीकल्चर ऑर्डिनेंस (कृषि अध्यादेश) को लेकर केंद्र सरकार और भाजपा पर निशाना साधा है। दिल्ली में पार्टी मुख्यालय में मंगलवार को हुई एक प्रेस कांफ्रेंस में भगवंत मान ने कहा कि कल संसद का मॉनसून सत्र शुरू हुआ। कृषि को लेकर केंद्र सरकार की तरफ से एक बिल पेश किया गया जिसका सीधा असर किसानों पर पड़ेगा। वैसे तो कहा गया कि किसानों के लिए यह एक क्रांतिकारी बिल है, लेकिन सच यह है कि कृषि जो हमारा देश का धुरा है, 80 प्रतिशत लोग जो गांव में रहते हैं वो कृषि पर निर्भर हैं, उसको प्राइवेट हाथों में देने के लिए यह बिल लाया गया है।
उन्होंने आगे कहा कि इस बिल की वजह से धान और गेहूं की एमएसपी खत्म हो जाएगी। बिल में प्राइवेट कंपनियों को खुली छूट दे दी गई है कि आए आइए और कृषि क्षेत्र को अपने कब्जे में ले लीजिए। इससे पहले प्रधानमंत्री नरेंद्र मोदी ने एयरपोर्ट बेचे, एलआईसी बेची, बैंक बेच दिए, एयर इंडिया और रेलवे का निजीकरण कर दिया, अब किसानों से खेती को भी छीना जा रहा है। कल यह बिल पेश हुआ, हमने इसका विरोध किया, पंजाब, हरियाणा, राजस्थान में किसान इस बिल के विरोध में धरने प्रदर्शन कर रहे हैं। इस बिल के पास होने से बड़े-बड़े पूंजिपतियों को कृषि क्षेत्र में आने का मौका मिलेगा। 10-20 एकड़ जमीन के क्लस्टर बनेंगे और पूंजीपति कहीं से भी फसल खरीद कर, देश में कहीं भी उसका भंडार (स्टोर) कर सकेंगे।
शिरोमणि अकाली दल अपने आप को किसान हितैषी बताती है, लेकिन उसके सांसद संसद में गैर हाजिर रहे- भगवंत मान
आप सांसद ने आगे कहा कि फसल के भंडार करने का बिल आज आ रहा है। हम इसका भी विरोध करे रहे हैं। इस बिल के अनुसार अब किसी भी जरूरी वस्तु को कहीं भी इकट्ठा किया जा सकता है। जरूरी वस्तुओं का जितना चाहे उतना भंडार किया जा सकता है और जब मन चाहे उसे बेचा जा सकता है। सबसे दुख की बात उस समय हुई जब मैं संसद में था, बिल पेश करते समय शिरोमणि अकाली दल जो अपने आप को किसान हितैषी पार्टी बोलता है, सुखबीर बादल उनके सांसद हैं, उनकी पत्नी हरसिमरत कौर केंद्र सरकार में मंत्री हैं, वो दोनों ही संसद से गैरहाजिर थे। उन दोनों की गैरहाजरी पंजाब में किसानों से गद्दारी के रूप में देखी जा रही है। इस बात का पूरे पंजाब में बहुत विरोध हो रहा है। इससे पहले जब कैबिनेट में यह बिल आया था तो उस समय हरसिमरत कौर भी वहां मौजूद थीं, उन्होंने तब भी उसका विरोध नहीं किया।
अकाली दल पर हमला करते हए भगवंत मान ने कहा कि मुझे पक्का पता है कि कल जब संसद में मतदान होगा तो अकाली दल की इतनी हिम्मत नहीं होगी कि वो भाजपा द्वारा लाए गए किसी भी बिल का विरोध कर सकें। वो पंजाब के किसानों के पक्ष में वोट नहीं करेंगे। उन्होंने भाजपा के हाथों किसानों के हित बेच दिए हैं। जो भाजपा कहती है वो वही करते हैं। अपनी मंत्री पद की कुर्सी बचाने के लिए उन्होंने पंजाब को भाजपा के पास रख दिया है। उगर उनके पास हिम्मत है तो वो इस बिल का विरोध करें, विरोध में वोटिंग करें। किसानों ने लाखों वोट इनके पक्ष में किए लेकिन जब इनकी बारी आई तो यह चार वोट भी किसानों के पक्ष में नहीं दे सकते। इससे बड़ी शर्म की बात क्या होगी।
कांग्रेस अपना रूख साफ करे, वह किसानों के साथ है या बिल के साथ- भगवंत मान
कांग्रेस पर निशाना साधते हुए उन्होंने कहा कि कल एक बड़ा खुलासा और हुआ, जब मंत्री जी इस बिल को लाने वाले थे तो पंजाब के मुख्यमंत्री इस टीम का हिस्सा थे। उन्होंने माना कि यह बिल आना चाहिए, इसका मतलब यह हुआ कि कांग्रेस भी इसमें शामिल है। कांग्रेस साफ करे कि वो किस तरफ है, उनका पक्ष क्या है। एक तरफ कांग्रेस विरोध कर रही हैलऔर दूसरी तरफ कह रहे हैं कि यह बिल आना चाहिए। कांग्रेस और अकाली दल मिलकर पंजाब की जनता को गुमराह कर रहे हैं। उन्होंने कमेटी में तो विरोध नहीं किया लेकिन दिखावा करने के लिए अब बाहर से विरोध कर रहे हैं। वो अपना पक्ष साफ करें और बताएं कि वो किसानों के साथ हैं या इस बिल के साथ हैं।
भगवंत मान ने चेतावनी देते हुए कहा कि हम हरसिमरत कौर के घर के बाहर ट्रैक्टर मार्च निकालेंगे, हम ट्रैक्टर लेकर उनके घर के बाहर जमा होंगे। इस बिल की वजह से ट्रांसपोर्टर, पल्लेदार, मजदूर और ट्रैक्टर इंडस्ट्री से जुड़े हुए लोग सभी लोग बेरोजगार हो जाएंगे। एमएसपी खत्म हो जाएगी, किसानों से कहा जाएगा कि आप अपनी जमीन को हमें किराए पर दें, आप अपने खेत में मजदूर बनकर आ सकते हैं नहीं तो यहां आने की कोई जरूरत नहीं है। किसान मालिक होकर भी मजदूर बन जाएगा। पुरानी फिल्मों की तरह ठेका सिस्टम शुरू हो जाएगा कि खेती कोई और करेगा और माल कोई और ले जाएगा।
पंजाब में अडानी का एक गोदाम शुरू हो गया और दो अन्य का उद्घाटन किया गया है। पंजाब में इस तरह के कुल 18 गोदाम शुरू होने हैं। पूरे पंजाब की खेती को यह लूट रहे हैं, और ऐसे समय में लूट रहे हैं जब प्रकाश सिंब बादल की पार्टी इस बिल के समर्थन में है। हम इसका विरोध करेंगे और मैं पंजाब के सांसदों से आग्रह करना चाहता हूं, जिन्होंने पंजाब की मिट्टी का अनाज खाया है वो इसके विरोध में वोट करें। कल उनकी वफादारी की घड़ी है, कल पता चलेगा कि वो पंजाब की मिट्टी के लिए वफादार हैं या नहीं।

Aam Aadmi Party Lok Sabha Member of Parliament Shri Bhagwant Mann and Delhi MLA Shri Jarnail Singh on Tuesday slammed the Bharatiya Janata Party for bringing anti-farmer laws like Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020, the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance, 2020, and the Essential Commodities (Amendment) Ordinance, 2020. Shri Mann said that these bills are a step towards privatising the farming industry; MSP will be finished and these bills will give free hand to the private players. He also said that to save a cabinet post the Shiromani Akali Dal has sold out the rights of the farmers of Punjab and if they really want to support their rights then they must vote against this bill. Shri Jarnail Singh said, “Yesterday the Bharatiya Janata Party has come up with new agricultural ordinance bill. The Aam Aadmi Party believes that this bill is another step towards the devastation of Indian farmers. In Punjab, Bharatiya Janata Party’s ally is Shiromani Akali Dal and they have also ruled Punjab for many years. While the farmers of Punjab are protesting against this bill then why Shiromani Akali Dal has not opposed this bill. The Aam Aadmi Party will oppose this bill in both Lok Sabha and Rajya Sabha. All the MPs of the Aam Aadmi Party will stand united in opposition to this bill and will stand for the rights of the farmers.”

MP Shri Bhagwant Mann said, “Yesterday the Bharatiya Janata Party has tabled this agricultural ordinance bill. In this bill, it was noted that it was a revolutionary bill, but this bill will actually destroy the lives of the farmers. This bill is a step towards privatising the farming industry. The MSP will be finished and this bill will give a clear free hand to the private players. Earlier the Bharatiya Janata party has privatised the banks, LIC, railways etc and now they have targeted the agricultural lands. The farmers across India are protesting against this bill.”

He said, “We are also opposing the Essential Commodities (Amendment) ordinance 2020. The most unfortunate part is that the two Shiromani Akali Dal MPs supported this ordinance. The SAD has two MPs in Lok Sabha, Shri Sukhbir Singh Badal and Shrimati Harsimrat Kaur Badal who is also a Cabinet minister. To save a cabinet post the Shiromani Akali Dal has sold out the rights of the farmers of Punjab. The SAD which used to call itself a party for the farmers has now become a puppet of the Bharatiya Janata Party. If they really want to support the rights of the farmers then I will request them to vote against this bill because they have four votes in total in both Lok Sabha and Rajya Sabha.”

“Yesterday the minister also said that when the discussion and planning of these bills were taking place, the CM of Punjab also supported this. I want to ask the Congress party to clarify their position because at one side they are opposing this bill and on the other side they are supporting this bill. Tomorrow while we will raise our voice inside the Parliament , the Punjab unit of the party will hold a tractor march in front of the house of SAD MP Shrimati Harsimrat Kaur Badal,” said Shri Mann.
He said that this bill will not only destroy the lives of farmers but also this will destroy the lives of agricultural labourers, people of tractor industry, people of the transportation industry, people who work in the mandis and others. By this bill, the farmers will become labourers in their own farmlands under the big industrialists. He has also urged every person who resides from Punjab to oppose these bills.
